I. NOTICE (for approval)

The School of Family and Consumer Resources, with the approval ofthe College of Agriculture, requests a change in the name of thegeneral home economics major for the Bachelor of Science in Familyand Consumer Resources to family and consumer resources. Therequested name change corresponds with previous name changeswithin the school: In 1984, the name of the school itself from homeeconomics to family and consumer resources, in 1985, the name of thehome economics major for the M.S. degree to family and consumerresources; and lastly, in 1988, the establishment of the Ph.D. major infamily and consumer resources. The proposed name change for thegeneral home economics major is more accurate in terms of thebroader curriculum of the major, which now includes areas of study ineducational and professional studies; family studies; andmerchandising, consumer studies and design. The proposed name is inkeeping with a national trend to indicate the wider, moreinterdisciplinary focus of the discipline. The request was approved byUndergraduate Council on January29, 1991.

CUE STATEMENr AT FACULTY SENATE MEEHÌG

I would like to make some brief remarks regarding the recently formed Coalition for UniversityExcellence-CUE. I think that it is appropriate to make these remarks here because the Coalition'smain focus is on matters of faculty governance, and the Senate should be the principal and mostimportant organ of faculty governance.

First, let me say how pleased the initiators of the coalition are that, in so short a time, such a greatinterest and attention has already focused on our group's activities and goals. We regard this as a signthat our initia! perceptions were correct: that there exists widespread dissatisfaction among our facultywith the state of faculty governance on this campus. And it is indeed that very dissatisfaction that gave

birth to CUE.

You should understand that most of the members of CUE-including the members of the SteeringCommittee-have not previously been involved in faculty governance. However, we are driven into thisactivity by our shared perception that faculty governance is noi now functioning effectively on this

campus.

Evidence for this dysfunction is available both anecdotally and rigorously

Anecdotally: it is clear from speaking with faculty colleagues, that mostmembers of the University fee! disconnected from, and notspecifically represented by, our elected faculty bodies. Outside ofthe actual members of the Faculty Senate and the Committee ofEleven, it is hard to find individuals who take these bodiesseriously. Indeed, in my own department, when I passed along theCommittee of Eleven's request for a meeting with the faculty, theidea was greeted, virtually unanimously, by a combination ofdisinterest and hostility.

Riorouslv It is well known that participation in elections toUniversity-wide faculty bodies is embarrassingly low. This despitethe fact that ballots are distributed virtually into the hands of eachfaculty member. Given the ease of voting, such lack of participationis not a result of neglect, indeed it is a specifically negativestatement coming from most of our faculty. This low participationin elections signals the alienation that most faculty fee! with respectto faculty governance on this campus. The low participation and thealienation give lie to the claim that these bodies can at present trulyrepresent the faculty.

The Coalition-only a month old-is still in a nascent stage. A statement of principles as well as anagenda will be unfolding over the next months. The initial approach was made to a limited numberof faculty, about 150. This was not-us stated in a recent response from someone self-identified on the"other side"-an invitation to a "select" group of invitees. Rather it was a solicitation to small seedgroup, identified by the four initiators of CUE as individuals likely to be sympathetic with our goalrevitalizing faculty governance at the University. Our ultimate objective is to encompass as much ofthe University faculty as possible, and we approached that first group of 150 for help in that task.

Because there have been confused statements made about CUE, I would like to set the recordstraight: CUE has not targeted any candidates for defeat. Indeed, our agenda is a purely positive one,

to advocate goals, objectives, and principles of faculty governance, and to promote election ofindividuals who will actually work toward those goals, objectives, and principles.

I

Finally, I would like to offer a last personal comment on the inadequacy of faculty governance at theUniversity of Arizona One of the principles on which CUE was founded is that the governance of theUniversity needs to be a partnership between the faculty and admini'tration, with the aim fosteringthe best education, the best scholarship, and the best service that can possibly come out of thisUniversity.

I can only relate to you my astonishment that this manifestly non-controversial principle should havebeen attacked publicly by an opponent of CUE-with the attack then continued in a WildCat editorial.Rather than constructive cooperation, we are told that faculty governance must be based on a "watch-

dog" principle.

Nothing that happened in recent weeks has so dearly reinforced my own perceptions about the currentfailure of faculty governance on this campus. Indeed, it is time for suspicion and hostility to end. It istime for governance to be a partnership based on good will, good faith, and open and coliegialdiscourse across the university, and with the best interests of the University, the students, and the State

uppermost in our minds.

This has not happened under the existing faculty governance; and this is the reason for CUE'sexistence.

GUIDELINES FOR PERIODIC REVIEWS OF DEANS, DIRECIORSAND DEPARIME}IT HEADS OF ACDENIC UNITS

General

Periodic reviews of deans, directors and department heads provide a broad basisfor evaluating performance during their fifth year in these administrativepositions, and at subsequent five-year intervals, as well as an opportunity toassess long-range goals and objectives. Such reviews shall appropriately takeinto consideration the progress, including the management of academic programs,of the college, department, or other academic unit during the period to bereviewed, and the role of the dean, director, or department head in thisdevelopnt. These reviews are to focus on the performance of the individualadministrator and are distinct frcan decennial program reviews. The policy andprocedures described here may not be ìdified by colleges, departments, or otheracademic units.

Initiation of Reviews

Deans shall initiate a conrehensive review of each department head and directorin their colleges and the Provost shall initiate a conprehensive review of thedean of each college at intervals of no greater than five years. The review ofdeans, directors, and department heads may be scheduled so as not to bardenunduly or to disrupt ongoing activities by having an excessive number of reviewstranspiring at the same time.

The administrator to be reviewed shall be notified in writing no later than thebeginnix of the appointment period in which the review is to take place. Eachadministrator shall prepare a written stmnary of personal goals, acccmiplisbments,and other activities in office for the period to be reviewed. This summary shallbe delivered to the initiating adminibLL ator within 45 days of the notice ofreview. The initiating administrator shall provide a copy of the writtensummary to the review committee at the inception of the review process.

Extraordinary Reviews

Under unusual circumstances members of the General Faculty of a college,department, or other academic unit may wish to initiate a review of a dean,director, or department head prior to the next scheduled periodic review. Insuch a situation, the following will apply:

When one or more members of the General Faculty of a department, acollege, or other academic unit conclude that an extraordinary reviewof a dean, director, or department head is in the best interests ofthat unit, that desire will be communicated to the chair of theCommittee on Conciliation, who will maintain the anonymity of theauthor (s) of that request.Upon reccanmendation of the Ccanmittee on Conciliation, the Provostwill poll each member of the General Faculty of the unit by meansof a ballot asking whether or not the dean, director, or departmenthead should be the subject of an extraordinary review. In no

instance will the Ccitmittee on Conciliation recomnnd a ballotreguesting the extraordinary review of the same administrator morethan once within any twelve-month period. The ballot will beacccmipanied by two envelopes, one of which shall be placed, unsigned,inside of the other, on which the signature and printed name of themember of the General Faculty shall be placed.

Those who cast ballots shall return them to the Ccmimittee onElections which will affirm that each ballot is legitiaiately cast,arx shall remove the outer envelopes, randomize the inner envelopes,open and count the ballots.

When a majority of the General Faculty of the college, department,or other academic unit, as listed in the annual census of GeneralFaculty, vote for an extraordinary review, the Ccrimittee on Elec-tions will inform the Provost or dean, and the Provost or dean shallinitiate such a review in conformity with the procedures describedbelow.

The extraordinary review will not replace the next periodic reviewunless that periodic review would have occurred within 18 months.Generally, no more than one extraordinary review may occur withina single five-year cycle. An extraordinary review will generallynot occur sooner than two years following a periodic review.

Review Clnldttee

The initiatiix administrator shall appoint a review ccztmittee in accordance withthe procedures indicated below. All tenured and tenure-eligible faculty and allcontinuing and continuing-eligible academic professionals may participate in thenomination of review ccumittee members. Only tenured faculty and/or continuingprofessionals may serve as ccmmittee members.

Where a dean is to be reviewed, the General Faculty of the collegeshall nominate by written ballot eight of their tenured and/orcontinuing members to serve on a review committee. The Provostshall appoint four of those nominated as members of the reviewcommittee. In addition, the Provost has the discretion to appointno more than three additional tenured and/or continuing membersdrawn from the college involved or elsewhere. If the college hasdepartments, at least one of the members of the committee shall bea departirnt head in the college. It is expected that membershipof review committees will reflect concern for minorities, women, andspecial interests within units.

Where a director or department head is to be reviewed, the GeneralFaculty of the academic unit shall elect three of their tenuredand/or continuing members to serve on the review ccmunittee. Thedean has the discretion to appoint up to two additional membersdrawn from the academic unit involved, or from elsewhere. Throughthe combination of election and appointment, membership of reviewcomnittees will reflect the concerns of minorities, women, andspecial interests within units.

The members of the review committee shall select the chairpersonfrom the comnittee membership.

(4) The initiating administrator shall direct the ccaiittee in writing,with a copy to the dean, director, or department head to be reviewed,to conduct a review of the accoxtplisbments of the dean, director,or department head and the means used to produce those achievements.The review shall be based on a description of the position and its

responsibilities and all established objectives together with theunit' s planning effort and the annual reviews of the dean, director,or department head.

In the event of an extraordinary review, specific attention shouldbe directed to those concerns which led directly to the initiationof the review. The review shall also include, bet not be limitedto, an assessment of the effectiveness of the performance of thedean, director or department head in the follcMing arec:

Leadership through active direction of affairs;Evidence of cOEnmitment to teaching, scholarship, and academicdevelorzìnt ami quality;Recruiting;Management of fiscal affairs;Affirmative action;Developing and maintaining open ccirrmunication;Facilitating goal setting by individuals and by the unit asa whole;Identifying issues and resolving conflicts affecting the unit;Developing internal and external resources;Implementing performance evaluation and salary adjustment;Nourishing morale and establishing a working envirorunentconducive to achieving individual and unit goals, as well asbalancing and reconciling diverse interests within the unit;

(1) Building relations with constituencies.

The caiuittee shall establish its n methods of obtaininginformation on the areas to be reviewed, bet the process must includethe following:

n early meeting with the administrator being reviewed todiscuss his/her role and to gather any information andperspectives that the administrator would like to provide.

Solicitation of information through a questionnaire diStribJtedto all faculty members and academic professionals assigned tothe unit. Results of the survey shall be tabelated and filedas an addendum to the committee report, omitting all names ofrespondents.

Systematic gathering of input from staff and students throughquestionnaires or other means, the results of which shall betabilated and filed as an addendum to the committee report.

An announcement that the committee is available to individualfaculty, academic professionals, staff, and students for oralor written input.

In addition to providing an opportunity for respons or ccrment from the

administrator under review, the ccaiitittee may solicit information fromalurmii and other interested groups when it deeiris it appropriate.

Committee Report

The review ccznmittee shall cc1ete its work and suJmit a written report to theinitiating administrator within 120 days of receiving the written directive toconduct a review. The report shall (1) describe briefly the procedures used ingathering information; (2) discuss i.nportant issues identified in the course ofthe review; and (3) present the conclusions and recarutiendations reached by thereview ccatumi.ttee.

Because scm of the issues, conclusions and recomnerxlations may focus onpersonnel considerations, rather than on effective management or on the acadmLchealth of the unit, the comuittee should consider the necessity to divide itsreport into separable sections. Specifically, all comnunications with thecommittee shall be confidential ai-d treated accordingly. The ccmriittee shallnot divulge or otherwise reveal the source of any communications, and the reportshall contain no confidential supporting material.

Action by Initiatinq Administrator

The initiating administrator shall review the suirunary prepared by the dean,director, or departitent head and the report of the committee. The initiatingadministrator has the discretion to develop other information bearing on theperformance and effectiveness of the dean, director, or department head. Copiesof the report and the initiating administrator's evaluation and ccsnmients shallbe suhmitted to the President for appropriate action.

After neeting with the review committee to review the report, the initiatingadministrator shall discuss with the dean, director, or department head thereport of the review committee as well as any other relevant informationwithin 60 days from the day the ccmunittee's report is received.

Also within 60 days follcMing the meeting between the initiatin administratorand the dean, director, or department head, the initiating administrator andthe review catunittee will jointly draw up a sununary report covering the methodsby which the review committee obtained its information and its recommendationsand conclusions. This report shall then be sent to all nnbers of the reviewedunit.

I INTRODUCTION

FoHowing the completion of the market adiustment process for FY9O-91, the Senate Budget andStrategic Planning Policy Committee prepared and distributed a questionnaire to assess the feelings ofthe faculty about this process. The University's interpretation of the Board of Regents' guidelinesconcerning market adjustments is provided in Appendix A. Salient features of these guidelines were thatit was to be a multi-year process, it was to be based on data, there was supposed to be adequate facuhyinvolvement, and the procedures used to arrive at adjustments were to be disseminated.

Our questionnaire (Appendix B) attempted to determine the extent to which faculty felt that theseprinciples were adhered to at the University of Arizona. A tabulation, College by College f the fundsavailable for market adjustment, and some sense of how they were distributed, is also appended (seeAppendix C).

II. RESULTS

Ill. ANALYSIS

The questionnaire was distributed to the 2024 general faculty, that is, to the tenure-track faculty andcontinuing track academic professionals. Of these, 764 (38%) responded in time to be included in theanalysis (see Appendix D for breakdown by Colleges). The responses were analyzed by cross-classifyingagainst gender, rank, receipt/non-receipt of an adjustment, length of service at the University, andCollege. As with all such questionnaires, those who respond are a self-selected sample, and the resultsmust be viewed with that in mind. Of the 764 respondents, at least 556 had received an adjustment(73%); of the general faculty (not counting the Colleges of Medicine and Agriculture, and the Library),

65 7% received an adjustment. Further, the responses to any questionnaire Wii be affected by the waywhich the questions are posed; the questions in this case were all stated in a positive tashion

The first point that needs to be addressed is overall satisfaction with the market adjustment process(Question 15). The results indicate that 38% were satisfied or very satisfied, 22% were neutral, and 4Gwere dissatisfied or very dissatisfied. Of those receiving adjustments, 36% were dissatisfied or verydissatisfied; this figure is 56% for those not receiving an adjustment. In short, there was significant, butnot universal, dissatisfaction with the process.

A systematic trend emerged in the correlation between length of service and proportion of dissatisfiedfaculty. The longe the service, the greater the proportion of dissatisfied respondents: for faculty with lessthan 1 year service, the proportion of dissatisfied respondents was 21.5%; for faculty with 1-3 yearsservice it was 26.8%; for those with 4-7 years service it was 35.3%; for those with 8-12 years it was 34.9%;for those with 13-20 years it was 43.7%; and for those with more than 20 years service it was 51.8%. Inaddition, dissatisfaction levels varied across ranks: the level of dissatisfaction was highest amongAssociate Professors (49%) and Lecturers (54%), and lowest among Assistant Professors (26%).

Another salient feature of the response concerned the faculty's sense of meaningful involvement in theadjustment process (Question 8). In terms of personal involvement, 67% were either dissatisfied orstrongly dissatisfied on this level. Considering that many of these faculty must have receivedadjustments, this is a high level of dissatisfaction.

Approximately 53% of the respondents did not feel that they had adequate information to evaluate theadjustment process. About 43% did not have enough information to know whether an appeal wasnecessary.

At this time, we do not have information about the number and resolution of appeals.

IV. REMARKS

Interpretation of these results is made somewhat difficult by the large number of non-respondents; onemight assume for example that the respondents were self-selected and did not represent a fair sample ofall faculty. This problem is mitigated by the fact that our sample contained a higher proportion of facultyreceiving adjustments than in the faculty as a whole. Thus, our conclusions are certainly not based onresponses from those most likely to be dissatisfied. Another potential problem is the large percentage ofrespondents who felt neutral about some of the issues. For example, almost 50% of the respondentswere neutral on whether or not the appeal procedures were appropriate (Question 14). lt is hard to knowhow to interpret these neutral responses, but they are consistent with a feeling of lack of involvement orknowledge.

The main results of this questionnaire would seem to be that:

there was extensive dissatisfaction with the process

there was a widespread feeling of a lack of involvement in, and information about, the process

faculty with longer tenure at the University tended to be more dissatisfied, suggesting that thesalary compression problem was not adequately dealt with in this first stage of the marketadjustment process

There are some positive aspects to the results. For example, there were few differences between menand women in how they felt about the process, though women felt somewhat less involved, less wellinformed, and slightly less fairly treated. With the exception of the College of Humanities, responses fromCollege to College did not vary greatly. There were some differences: (1) faculty in Medicine andAgriculture felt less well informed; (2) faculty in Medicine, Nursing, Science, SBS, Humanities andEducation felt less involved; (3) faculty in Humanities felt less fairly treated; and (4) faculty in Humanitiesand Education felt less satisfied.

lt must also be said that the market adjustment process was done with considerable haste, and that someof the problems associated with it are likely due to the difficulty of creating appropriate methods on shortnotice. Thus, the results we have outlined above should be seen as indicative of where improvementsshould be made during any future market adjustment process.

V. RECOMMENDATIONS

In view of the fact that this year's adjustment process was envisioned to be but the first in a multi-yearprocess, it is important to analyze its effectiveness and make suggestions for how to improve the processin future years. The Budget Committee makes the following recommendations:

That any market adjustment process in the future be supported by improved personnelmanagement information. We note in particular that in the benchmark data from peer academicinstitutions and professional organizations salary levels were correlated with years of professionalexperience, yet no comparable information was apparently available to our central administration.Such information would support more equitable procedures across the entire University, as wellas make it possible to more effectively evaluate the extent to which market adjustments dealt withproblems such as salary compression.

That the guidelines each College adopts in determining market adjustments be widelydisseminated prior to final implementation. Such a procedure would address the widespreadsense of a lack of information about the adjustment process.

That sufficient information about the guidelines and implementation of the adjustmentprocess bemade available such that individual faculty members can determine if they have been treated fairly.

That methods be devised for addressing more effectively the salary compression problem. Thisproblem, which is very damaging to the morale of many of the University's long-serving faculty,was not adequately addressed by this year's procedures, as our questionnaire made clear.

VI. CONCLUDING COMMENTS

The Regents guidelines for the market adjustment process specified that "The additional 4.0 percentfunding is not to be used for merit, performance or across-the-board salary increases". The University ofArizona Market Adjustment Allocation Guidelines interpreted this principle in the following way: "marketadjustments are to be based on market factors, not on individual merit or annual performance insofar asthese considerations are separable from market". In general, it was assumed that this could beaccomplished by the establishment of benchmarks in each unit based upon national norms. Ourquestionnaire was not designed to determine if such benchmarks were adequately identified.

The Committee's discussions of the market adjustment process, and such information as thequestionnaire provided, do not convince us that this establishment of benchmarks adequately achievesthe stated objective of separating market from merit. We question whether market can ever be separatedfrom some notion of merit. At present the national market primarfly reflects the value of researchaccomplishments; hence any benchmarks based on national norms will be biased in this direction. lt isclear that such a 'market' process does not adequately take into account the categories of teaching andservice.

concerning salaries in those units as compared with

benchmark salaries in

nationally comparable units.

The allocation process must be used to reduce

or eliminate Inequities

resulting from salary compression and inversion.

In some units these

inequities are more pressing than those arising from salary

comparisons to

national market figures.

While the funds are not intended to be used only

to

correct internal salary differences, they should be used

in a manner that

will move each unit towards a target situation in

which two faculty members

who are in the same field and have comparable

cumulative records have

salaries that appropriately reflect differences intheir years of service or

rank.

In evaluating each case, the impact of the potentialloss of a faculty member

may be considered; however, the process should be blind

to the knowledge of

which faculty members might be willing to leave and

which would prefer to

stay.

The intent is to immediately recognize, and in the

long term to reward

faculty with their true market value withoutrequiring them to obtain formal

offers from other institutions in order to

prove their market value.

DECISIONS ON INCREASES SHOULD BE DATA-BASED

The determination of market salaries

or salary ranges will be based upon

known and objective salary information fromdatabases that facilitate

comparison between the Arizona university

or program and comparable

universities and programs nationally.

The determination of an Individual's

adjustment will be based on data concerning

the individual's cumulative

record.

THERE WILL BE FACULTY REVIEW AND ADVICE REGARDING

THESE PRINCIPLES

Written criteria for determining lump-sum

allocations to units and

distributions to Individuals will be established

after consultation with

faculty.

In addition there should be substantial

faculty involvement in

establishing principles for distribution

of market adjustment monies within

the college. College-level criteria will

be reviewed and approved by the

Provost.

UNIVERSITY GUIDELINES WILL ALLOW AN INDIVIDUAL

TO REQUEST A PROCEDURAL

REVIEW

(NOTE:

This principle has not yet been approved by

the Regents; it will

be proposed at the October Arizona Board

of Regents meeting.)

At the conclusion of the market salaryequity process, faculty members will

be notified in writing of the marketadjustments (if any) to be made totheir

salaries for the 1990-9] fiscal

year.

All adjustments will be retroactive

to

July 1, 1990 or August 16, 1990

as appropriate.

A review may be formally requested.

The two grounds for a review are:

procedural irregularity, or

conflict with University guidelines.

Anyone requesting a review must do so withIn 30 days after rece
