Nearly a decade after Hurricane Katrina hit the Gulf Coast on August 29,2005, its effects on the coastal communities in Louisiana, Mississippi, and Ala-bama are still clearly visible. Claiming over 1,800 lives and causing more than$100 billion in property damage, Hurricane Katrina was the third deadliest andmost costly natural disaster in our nation’s history. Katrina’s aftermath was cata-strophic with an estimated total economic impact exceeding $150 billion. Muchof Katrina’s destruction was due to storm surge that reached 35 feet and sus-tained winds up to 140 miles per hour, stretching 400 miles across the Gulf Coast.According to FEMA, one million people were displaced from their homes inLouisiana, Mississippi, and Alabama. n

In addition to being our nation’s mostcostly disaster, Hurricane Katrina producedone of the greatest cultural disasters inAmerican history. Hurricane Katrinaclaimed thousands of irreplaceable historicresources while leaving countless more se-verely damaged and vulnerable.

As a result, Congress passed Public Law109-234, appropriating $43 million from theHistoric Preservation Fund (HPF) to theState Historic Preservation Offices(SHPOs) in Louisiana, Mississippi, and Al-abama for relief from Hurricanes Katrinaand Rita. Of that award, $40 million was forthe preservation, stabilization, and repair ofhistoric properties listed in or eligible for list-ing in the National Register of HistoricPlaces. The remaining $3 million was forSection 106 review assistance, which wasmost often used by states to hire staff tomanage the program. Later, Congresspassed Public Law 110-28, appropriatingan additional $10 million from HPF toLouisiana for hurricane relief efforts.

Unlike regular HPF grants, a non-federalmatching share was not required. Historicpreservaton covenants were recorded onproperties receiving more than $99,999 ingrant assistance. Any project less than thatamount entered into a five-year preserva-tion agreement with the SHPO. A Pro-grammatic Agreement was developed inconjunction with the Advisory Council onHistoric Preservation to streamline the Sec-tion 106 review process.

Only hurricane-related damage was eli-

gible to receive assistance through this pro-gram. This included rehabilitation limited toportions of property that retained sufficientintegrity to remain listed in the NationalRegister of Historic Places. All activitieswere required to adhere to the Secretary ofthe Interior's Standards for the Treatment ofHistoric Properties. Acquisition and majorreconstruction were not eligible.

The National Park Service workedclosely with the SHPOs to administer theHurricane Katrina Recovery Grant Pro-gram. The funding was focused on gettingpeople back into their historic homes.SHPOs provided subgrants to a variety ofrecipients, including individuals, nonprofitand for-profit organizations, local govern-ments, and state agencies. In all, 3,224subgrant applications were received by theSHPOs. Funding allowed only 858 projectsto be awarded.

Among the funded projects were a widevariety of building types, including small an-tebellum cottages, commonplace 20th cen-tury bungalows, as well as high-stylearchitectural resources. Without this grantprogram, a significant portion of these prop-erties would have been lost. n

Managed by the Louisiana Department ofCulture, Recreation & Tourism, the LouisianaHistoric Building Recovery Grant Program wasfocused on homeowner recovery. Subgrantsranged between $5,000 and $45,000 withawards available for only non-completed repairwork. Some subgrants were awarded tosmaller commercial properties. The SHPO re-viewed 1,885 applications of which 1,247 ap-plications were eligible for funding—a totalrequest of $47,749,089. With $21.5 millionavailable for subgrants, 551 subgrants wereawarded.

Project examples included every aspect ofrehabilitation, including roof repair, re-leveling,plaster repairs, flooring rehabilitation, porchrestorations, and window repairs. Grant proj-ects were scattered throughout every historicdistrict in New Orleans and the 15 surroundingparishes. Because of the level of funding per

project, no easements were required. How-ever, preservation agreements were executedon each property. Most projects were locatedwithin regulated historic districts.

New Orleans was one of the hardest hitareas during Hurricane Katrina. Known world-wide for its cultural and historical significance,floodwaters reached as high as 20 feet and anestimated 80 percent of the city was underwater.  A decade after the storm, the city ofNew Orleans is still recovering from the dev-astation from Hurricane Katrina.

A notable project included the repair of JellyRoll Morton’s childhood home on FrenchmanStreet in New Orleans. Morton was an earlyragtime and jazz pianist, bandleader, and com-poser who started his music career in New Or-leans at the turn of the 20th century. n

Managed by the Mississippi Department ofArchives and History, the Mississippi HurricaneRelief Grant Program for Historic Preservationwas focused primarily on owner-occupiedhomes, but some non-profit and public proper-ties, as well as commercial properties also re-ceived funding. The subgrants awardedranged between $20,000 and $1 million, butmost grants were limited to a maximum of$150,000. Awards were available for work thathad been completed as long as it met the Sec-retary of the Interior's Standards for Rehabili-tation. Approximately 1,300 properties wereevaluated with 598 applications received—atotal request of $55 million. With $26 millionavailable for subgrants, 268 of those wereawarded subgrants.

Grant projects were scattered throughout thesouthern half of the state, most of which are lo-cated in the coastal communities of PassChristian, Long Beach, Waveland, Bay St.Louis, Gulfport, Biloxi, Ocean Springs, andPascagoula. Easements ranging from the

length of five years to perpetuity, depending onthe grant amount, were placed on all proper-ties receiving grants.

Hurricane Katrina’s violent winds and mas-sive tidal surge dealt an almost instant lethalblow to more than 300 of Mississippi’s historicbuildings, forever changing the cultural land-scape along the entire stretch of the 70-milecoast. Between the storm surge, estimated ashigh as 35 feet at Bay St. Louis, where the eyeof the storm landed, and its fierce wind field,even inland communities as far north as Jack-son sustained hurricane-force winds wreckinghavoc across thousands of square miles.

Notable projects include landmarks such asthe Old State Capitol; Beauvoir, the home ofJefferson Davis; the Charnley Cottage andGuest House designed by Frank Lloyd Wrightand Louis Sullivan; three Rosenwald schools;the Walter Anderson cottage; and the OceanSprings Community Center where Walter An-derson’s murals adorn the interior walls. n

Managed by the Alabama Historical Com-mission, the Alabama Hurricanes Katrina andRita Recovery Grant program focused onhomeowner recovery with subgrants awardedbetween $1,000 and $100,000 for non-stateowned projects. Some subgrants were alsoawarded to nonprofit organizations, munici-palities, and state-run historic preservationprojects. Thirty-nine projects received grantfunding totaling $2.25 million.

Grant projects were scattered throughout thesouthern and middle parts of the state.Twenty-two counties were eligible, which in-cluded Baldwin, Bibb, Choctaw, Clarke, Col-bert, Cullman, Greene, Hale, Jefferson,Lamar, Lauderdale, Marengo, Marion, Mobile,Monroe, Perry, Pickens, Sumter, Tuscaloosa,Washington, Wilcox, and Winston.

Projects included every aspect of rehabilita-tion, including roof repair, re-leveling, plasterrepairs, and window repairs.

Notable projects include the righting of the

U.S.S. Alabama Battleship; masonry stabiliza-tion at Fort Morgan, an 1850s coastal fort andNational Historic Landmark; roof repair of IsleDauphine, a beach club built in 1956; FreelandStore in Grand Bay; Denby House in Down-town Mobile; and window and roof repair forthe Chunchula Schoolhouse, a one-roomschoolhouse built around 1909. The workfunded at the Chunchula Schoolhouse at-tracted additional grant funding and allowedthe schoolhouse to be reopened as a nonprofitcommunity center. n
