Cubbington Parish Council
Minutes of the meeting held on Tuesday 10th March 2017 at the Village Hall, Broadway.
The meeting commenced at 20.05 hrs.
1.Record of members present.
Councillors P Delow (Chairman), Mrs C. Marrow, Miss. M Cashmore, Mrs. T Saul, D Saul, D Cox, P Johnson, I Hodges, Revd. G Coles, A Gregory and Mrs J Chapman (Clerk).
Also in attendance: Cllr Mrs Redford and Cllr Mrs Stevens Warwick District Council (WDC), County Cllr Redford.

4.Minutes
On item 18 of the minutes dated 10th January 2017, Cllr Saul was added to show he also attended the Summer Youth Festival 2017 meeting. Once this amendmentwas made It was RESOLVED to approve the minutes of the meeting held on Tuesday 14th February 2017 as a true and complete record of the meeting.
5.Public Participation
The Clerk read out a letter from a resident of Boddington Close, who expressed his gratitude to the Parish Council for arranging work to be undertaken on the Ash Tree on the Recreation Ground.
6.Chairmans Report
Cllr Delow gave his report, which included events he has attended in the last month. A copy of Cllr Delows report is held on file.
7.District and County Council Reports for information
District Councillor Mrs Redford advised she is still liaising with Warwick District Council (WDC) regarding the garages in Price Road.
Verges and Banks in Cubbington. The officer who was dealing with this has left WDC, Cllr Mrs Redford will take this up with the appropriate Portfolio holder, she will also endeavour to get the dates when Church Lane Bank will be cut.
County Councillor Redford advised the road sign on Windmill Hill is still obstructed; he has raised this three times now without success, he will raise this matter with a more senior officer. The sunken footpath on Kenilworth Road has been raised and will be repaired soon.
8.Policing Matters
Cllr Delow advised he had received the following information from PCSO King
Incidences in Cubbington which were reported during the period 13th February to 11th March 2017 inclusive :

Damage: Between Thursday 09-FEB-2017 and Wednesday 15-FEB-2017 unknown offender(s) caused damage to a Ford Transit that was parked on a residential driveway in Price Road, Cubbington.
Theft: At approximately 2010hrs Monday 27-FEB-2017 an unknown male stole goods from a business premises on Rugby Road, Cubbington.
Damage: Between 1900hrs Friday 10-MAR-2017 and 1500hrs Saturday 11-MAR-2017 unknown offender(s) caused damage to a silver Ford Ranger parked at the roadside on Church Lane, Cubbington.
Community Speedwatch
Cllr Hodges advised there are now 9 volunteers, they are awaiting training. Hi-Viz jackets will need to be purchased.
Police Statistics
Cllr Mrs Marrow has found statistical information regarding crime levels in Cubbington, Cllr Mrs Marrow will forward this information to all Councillors.
9.Pavilion
Cllr Johnson advised all of the remedial work has almost been completed. Construction of new shutters and doors has started, new lighting is being considered. The pea gravel around the Pavilion has sunk and drifted, causing some of the concrete sections of the original pavilion to appear; these will need to be dug out. In the meantime the area has been roped off. Cllr Johnson will ensure the area remains roped off until resolved.

11.Highway Matters
11.1 A resident has highlighted issues of large vehicles, delivering to Thwaites, parking in Cross Lane, possibly because they are reluctant to go down the Welsh Road for fear of not being able to turn. The resident is worried about an accident occurring. The Clerk will contact Thwaites, Cllr Redford will also investigate.
ACTION: Clerk to write to Thwaites
12.Planning
12.1 Consultation List
The following planning applications have been received and the comments shown have been submitted to Warwick District Council by the Clerk under Delegated Authority:

Cllr Delow presented a report by the Playgrounds Working Party (Enclosure C) relating to work required at Austen Court and the Recreation Ground.
It was proposed by Cllr Mrs Marrow, seconded by Cllr Hodges and RESOLVED the following work and payments be authorised.

Cllr Delow extended his thanks to the Playgrounds Working party for the work they have done. Cllr Delow thanked Cllr Mrs Marrow for the extensive work she has under taken sourcing products, prices and contractors.
14.Flooding
The Clerk read out an email from Severn Trent which said they are now working with the information they gathered from monitoring the flow in the drains which they undertook late in the Autumn of 2016. They hope to be able to report back towards the end of the summer.
15.HS2
Cllr Delow gave an update on the activities of HS2; a copy of his report is on file.
HS2 has been given Royal Assent.
16.Annual Parish Dinner
Following discussion the Councillors were asked to vote on whether the practice of holding an annual Parish Dinner should cease with immediate effect.

17.Warwickshire County Council Rural Growth Plan
It was agreed the Parish Council fully support the Growth Plan and requested the Clerk inform Warwickshire County Council to this effect.
ACTION: Clerk to advise Warwickshire County Council, Cubbington Parish Council supports the Rural Growth Plan.
18.Flower Provision within Cubbington
Following discussion,
It was proposed by Cllr Saul, seconded by Cllr Revd Coles and
RESOLVED to plant only the tubs this forthcoming year.
19. Councillors Reports and items for the next Agenda.
Cllr Stevens advised she has been contacted by a Parishioner regarding the telephone box on the corner of Balmoral Way/Stirling Avenue, asking if it could be

used to house a defibrillator. The Councillors felt this is not the best place to site a defibrillator; therefore they did not support the request.
20.Date of next meeting 9th May 2017
The Annual Council Meeting will take place at 7.30 pm, followed by the monthly Parish Meetin
