1. INTRODUCTION
The Standard Practice and Standard Content are part of the NOSS document which is
developed together with the Training Manual and Internship Manual to complete the
whole NOSS.
This is a new NOSS developed for Garden Maintenance under the Parks and Gardens
Industry sub sector of Landscape and Environmental. There is a high demand for skilled
personnel in this field as the industry is developing rapidly. Based on the growth and
changes in the landscape and environmental sector along with tourism industry in the
world today, there is an urgency to impart skills to the current workforce related to parks
and gardens nationwide.
Garden maintenance comprises of activities that helps to upkeep the aesthetics of parks
and gardens and enhance the health of plants. Currently there are numerous parks and
gardens throughout the country but only a handful of these are successful as tourist
attractions. Most of the existing parks and gardens do not meet the quality standards that
are expected by tourists and plant enthusiasts, hence portraying a negative impression to
our tourism industry. Amongst the major problems are insufficient maintenance budget
and lack of skilled personnel in parks and gardens industry. Therefore there is a need for
properly trained personnel at the ground level. Parks and gardens are important products
of tourism which will generate significant revenue to the local economy. This is recognised
globally as a huge growth area and there is a need for properly trained personnel at all
levels. This will provide a structured career path and career guidance for individuals and
organizations alike. Having a suitably skilled workforce will position Malaysia as an
attractive tourist destination in the region and help towards inward investment in the
country.
This NOSS is developed focusing on the area of Garden Maintenance.
The experts in this field can pursue careers in Malaysia or internationally that have a
green agenda. They also can be exported to the international market due to the
increasing need of experts in this field.
The demand for qualified and experienced Garden Maintenance personnel is important as
of now and may increase in the near future. Hence, the development of this NOSS is
essential for the industry to have certain guidelines and standards based on the level of
competencies that have been set by the industrial experts in this field.
The NOSS document can be used by training centres to conduct and simulate training by
converting it into training manual documents such as Training Pathway, Written
Instructional Material (WIM) and Assessment Sheet as outlined by the Competency Based

Training (CBT) methodology. This is to ensure a candidate that has undergone training, as
required by this NOSS, will be able to perform every task and job scope efficiently and
competently. With the current shortage of skilled Garden Maintenance personnel in the
industry, the need for structured training is essential.
This NOSS provides first hand information to the workers regarding the Garden
Maintenance working environment. This NOSS also provides a career path and
employment development for those involved in this industry.
Consequently, the development of this NOSS at Level 3 (Refer Figure 1.1 Occupational
Profile Chart for Garden Maintenance) is essential so that the sub sector will have
complete standards and guidelines to be used by the industry.

3. DEFINITION OF COMPETENCY LEVEL
The NOSS is developed for various occupational areas. Candidates for certification must be
assessed and trained at certain levels to substantiate competencies. Below is a guideline of
each NOSS Level as defined by the Department of Skills Development, Ministry of Human
Resources, Malaysia.
Malaysia Skills Certificate Level 1: Competent in performing a range of varied
(Operation and Production Level) work activities, most of which are routine and
predictable.
Malaysia Skills Certificate Level 2: Competent in performing a significant range
(Operation and Production Level) of varied work activities, performed in a variety
of contexts. Some of the activities are non-
routine and required individual responsibility
and autonomy.
Malaysia Skills Certificate Level 3: Competent in performing a broad range of
(Supervisory Level) varied work activities, performed in a variety of
contexts, most of which are complex and non-
routine. There is considerable responsibility and
autonomy and control or guidance of others is
often required.
Malaysia Skills Diploma Level 4: Competent in performing a broad range of
(Executive Level) complex technical or professional work activities
performed in a wide variety of contexts and with
a substantial degree of personal responsibility
and autonomy. Responsibility for the work of
others and allocation of resources is often
present.
Malaysia Skills Advanced Diploma Competent in applying a significant range of
Level 5: (Managerial Level) fundamental principles and complex techniques
across a wide and often unpredictable variety of
contexts. Very substantial personal autonomy
and often significant responsibility for the work
of others and for the allocation of substantial
resources features strongly, as do personal
accountabilities for analysis, diagnosis, planning,
execution and evaluation.

4. MALAYSIAN SKILL CERTIFICATION
The pre-requisite to pursue this course include basic mathematical skills, logical thinking,
not fearful of heights, good eyesight, healthy and physically strong. All candidates are
also recommended to undergo on job training to attain knowledge and skills in the
Garden Maintenance field of work.
Candidates after being assessed, verified and fulfilled Malaysian Skill Certification
requirements shall be awarded with Sijil Kemahiran Malaysia (SKM) for Level 1, 2 and 3
as for Level 4, 5 and 6 shall be awarded with Diploma Kemahiran Malaysia and Diploma
Lanjutan Kemahiran Malaysia respectively.
Assessment must be in accordance with the following:
This NOSS outlines duties and tasks in the Garden Maintenance working environment as
required by the industry and has been developed and documented following extensive
collaboration across key Malaysian organisations. To meet the requirements of this
industry, it is imperative that the duties and tasks outlined follow a high standard as well
as maintenance of consistency throughout the assessment process. This can only be
done by stipulating a precise framework in which the assessment of duties and tasks
must be conducted. The training & assessment of a Garden Maintenance personnel
must be deployed in accordance with JPK policy and in adherence to relevant process
and standard as follows:
a) The final assessment of competence must include the combination of
documented continuous assessment conducted by the facilitator during
training and the results of post-training examination;
b) The post-training examination must be practical in nature and involve
demonstration & application of the duties and tasks utilizing real equipment
and real-world examples;
c) The tasks and duties as outlined in this NOSS must be assessed throughout the
training program and during a post-training examination;
d) The learning environment and facilities need to be in accordance with the
requirements of this NOSS;
e) The development and assessment of the duties & tasks must demonstrate that
they develop transferable skills;
f) The development and assessment of the duties & tasks must include
documentation by candidates both during training and examination; and
g) All training and assessment materials must be mapped and verified to be in
accordance with the NOSS Garden Maintenance by a panel of industry subject
matter experts appointed by JPK.

5. JOB COMPETENCIES
A Garden Maintenance Supervisor (Level 3) is competent in performing:
Garden maintenance coordination
Garden maintenance monitoring
Nursery operation monitoring
Garden equipment and machinery monitoring
Garden inventory monitoring
Basic garden maintenance demonstration
6. WORKING CONDITIONS
Generally, Garden Maintenance personnel will work with their hands, tools, equipment
and machinery. They must also be strong and healthy because the works require
bending, lifting and walking. Garden maintenance personnel spend most of their
working hours outdoors and sometimes in nursery. The working hours can be irregular
and depend on weather and work requirement. The workload should be carried out and
accomplished with high responsibility and according to operation requirements, needs
and standards. He/she is also responsible in ensuring the workplace standard operating
procedures and operation specifications are adhered. They may work individually or in a
group under supervision.
Personnel in this field of work also required to adhere to safety and security procedures
because the working environment for this industry may lead to exposure to various
accidents. Chemicals maybe harmful if not handled with caution, and personnel working
with tools and machineries can be injured if they use them carelessly.

The Garden Maintenance personnel have a great prospect in parks and gardens
industry. They able to serve in related industries either locally or internationally due to
increases of the demand for skilled workers.

8. TRAINING, INDUSTRIAL/PROFESSIONAL RECOGNITION, OTHER
QUALIFICATIONS AND ADVANCEMENT
The candidate can obtain his/her competency training at various Vocational Training
Institutes, where he/she undergoes the training program, followed by On-The-Job
Training (OJT) in the related industries.
The minimum entry qualifications are those with interest to work in the condition as
mentioned above. The candidate must be able to read, write and possess analytical
skill and have interest in the Parks and Gardens industry.
Candidates must successfully complete the training program and assessment in
accordance of NOSS application as required by Department of Skills Development
(DSD).
