AUTOMATIC FARE COLLECTION (AFC) SYSTEM

6.1 GENERAL

The AFC system provides efficiency to the Operator and convenience to the passengers of the Metro

Manila subway. The AFC is applied to all the sixteen (16) Stations of Metro Manila Subway Project

(MMSP) from Quirino Highway station to Bicutan station, and from Lawton East station to Terminal 3

(T3) station.

A Partial Operability (PO) section from Quirino Highway Station to North Ave station is planned as

Stage 1 of MMSP Phase 1.

Furthermore, the Metro Manila Subway (MMS) trains will operate on the North South Commuter Rail

(NSCR) corridor from Bicutan Station on MMSP to Calamba station of NSRP-South.

6.3 SYSTEM OVERVIEW

6.3.1 General

The AFC system shall, as far as possible, operate using industry standards and shall be a highly reliable,

scalable, secure and customer friendly facility. The system security shall include, as a minimum,

protection against fraud, theft, falsification of data, false accounting, external threats, denial of service,

eavesdropping, loss or corruption of information, masquerading (spoofing) and unauthorized access,

etc. The system shall adhere to industry recognized International and National standards and practices

published and maintained by organizations such as EMVco, PCI DSS, IEC, ISO, CEN, EN and ISI etc.,

as applicable.

The system shall support interoperability for EMV CSC with different operators in MMSP using the

Philippine standard national common mobility specifications. This system shall be installed in the

Metro Manila subway and shall be capable of interoperating with existing LRT 1, 2, MRT 3 AFC

systems and Manila commuter lines (NSCR, MCRP, NSRP - South) using a contactless IC card.

The MMSP trains have operation plan to cross the NSRP - South line. For this reason, the mutual

issuance and mutual settlement of tickets and cards shall be made between the North-South commuter

line system and MMSP line system.

The contractors on the MMSP line should consult with the contractors of the NSRP-South for facilitate

operations.

6.3.2 Specific Requirement

Mobile based ticketing: - The system shall allow for the integration and operation of a mobile

application-based ticketing. This shall be implemented & demonstrated in Test lab on one of the entries

and one of the exit gates first before implementation at all stations. The Contractor shall be responsible

for developing an end-to-end Issuance and Acceptance ecosystem including back end processing

required for such ticketing needs.

In the future, this card will be developed as a common card that can be used for multiple purposes in

the Manila metropolitan area, including new or expanded transportation facilities. The contractor shall

design, procure, manufacture, install, test, trial and integrate the AFC system. The system design shall

be future proved.

Central Clearing House System and Card 1st Issuer are prepared at the higher level of this system for

settlement and 1st Issuing of the common use cards.

Therefore, upon constructing this system, the contractor shall receive the updated data information for

interface with the Clearing house and the card from the Clearing House operator side and card issuer

side, and obtain the necessary cooperation.

(Note: Level 1: Terminal, Level 2: Station Computer System, Level 3: Central Computer System, Level

4: Liquidation between Operators, Clearing House)

This system shall interoperate with the existing AFC system as described above, the performance shall

conform to the MPSS (Minimum Performance Standards and Specifications) in the Concession

Agreement of “PPP for the Automatic Fare Collection System Project for LRT Lines1 & 2 and MRT3”

except section 2.12 (Level 4 Infrastructure MPSS).

6.3.3 Configuration of AFC equipment

The contractor shall supply the followings. However, it is not limited to this.

6.3.3.1 Main components of the system

The main equipment configuration of the AFC system is as follows:

⚫ Station computer system;

⚫ Automatic gate;

⚫ Ticket Vending Machine;

⚫ Point of sales terminal;

⚫ Handheld terminal;

⚫ Uninterruptible Power Supply;

⚫ Central computer system;

⚫ Cash handling system; and

⚫ Contactless IC card.

6.3.3.2 AFC facilities of station

The station's AFC equipment is as follows:

⚫ Station computers and station assistance terminals;

⚫ Automatic Gate (AG);

⚫ Ticket Vending Machine (TVM);

⚫ Point of Sale (POS);

⚫ Handheld terminals;

⚫ Excess Fare Office (EFO);

⚫ Add Value ATVM;

⚫ Special tools for cash counting;

⚫ Special tools for card counting;

⚫ Furniture within AFC rooms, customer service rooms and BMS rooms;

⚫ Uninterruptible Power Supply in AFC UPS rooms;

⚫ Power supply distribution facilities;

⚫ Cable routes and earthing; and

⚫ Local area network (LAN) and Interfaces to the Telecommunication Backbone Network.

6.3.3.3 AFC Facilities of OCC/BOCC

The central computer is a dual system (hot standby redundant system) and shall consist of at least the

following elements:

⚫ Application server;

⚫ External storage;

⚫ Backup storage (place one backup storage in the central computer room for workstations

to prevent data loss in the event of a disaster);

⚫ Network device;

⚫ UPS;

⚫ A sufficient number of CCS with a 22-inch LCD display;

⚫ Network printer;

⚫ Lower Certificate Authority (CA) terminal and Key Management System (KMS);

⚫ Special tools for card counting;

⚫ AFC room facilities;

⚫ Local area network (LAN) and Interfaces to the Telecommunication Backbone Network;

and

⚫ Cable routes and earthing.

6.3.3.4 Interface of AFC equipment with OCC

The contractor shall supply, as a minimum, including interfaces to external transmission networks to

provide Telecommunication links of the following:

⚫ Central Clearing House;

⚫ Off-site sales terminals (in future);

⚫ Commercial banks and credit card agencies for the handling of financial transactions (in

future); and

⚫ Future AFC systems provided by other service provider.

The central computer shall communicate with the Central Clearing House and exchanges transaction

data, blacklist, card balance information, etc.

6.3.3.5 Software

The contractor shall supply at least the following software including development system, operating

system, antivirus system, etc.

⚫ Central computer system;

⚫ Station computer system;

⚫ Automatic gate;

⚫ Ticket vending machine;

⚫ Point of sales terminal; and

⚫ Handheld terminal.

The design shall include provision for centralized access from Central Server for upload and download

of data and software, maintenance diagnostic, etc.

6.3.3.6 Downloads

The MMSP trains will enter the NSRP - South line extension at Bicutan Station. The MMSP Central

computer shall have the provision to download data from all the station computers; all fare tables,

operating parameters, commands, blacklist and permit software upgrades for AFC equipment at least

for the following; including the operating parameters that release range of SJT (e.g. restriction on sale

of North-South commuter line SJT etc.) and the following:-

⚫ TVM;

⚫ AG;

⚫ POS; and

⚫ Station computer.

The station computer, installed in all stations, shall perform data and software transfer function for AFC

equipment including at least the followings.

⚫ TVM;

⚫ AG;

⚫ POS; and

⚫ Station computer.

At least two generation of fare, operating parameters, and software shall be managed by system.

6.4 SYSTEM DESCRIPTION

6.4.1 Common use card

AFC system is an end-to-end solution for the commuters to pay for the travel fare. Fair collection cards

used in this system shall be EMV standard based Smart Card oriented. This system shall be

interoperable with existing lines such as LRTs and MRT in Metro Manila Area and the newly being

constructed North-South commuter line.

In addition, MMSP Card shall be interoperable with other tickets used in Manila commuter lines

(NSCR, MCRP, NSRP - South) that are planned to be constructed in the future.

For clearing of common usage cards, the Central Clearing House system is prepared at the higher level

of this system, and the card history management, the security management, the blacklist management,

etc. are performed in addition to clearing work.

The card media for this AFC system shall be contactless IC cards.

The MMSP trains have operation plan to enter the NSRP - South line. For this reason, the contractor

shall make the system so that mutual issuance and mutual settlement of transfer tickets and cards are

possible between the North-South commuter line system and MMSP line system.

6.4.1.1 AFC ticket media

The contractor prepares the necessary amount of smart cards at the time of Opening of Business.

Additional cards will be procured separately by the Employer as and when required.

The contractor shall provide SJT and SVC card media necessary for the first year of Opening of

Business.

6.4.1.2 QR codes, EMV CSC and mobile NFC ticketing media

The below mentioned information would help the Contractor understand the types of fare media

products that needs to be catered for setting up the acceptance infrastructure:

⚫ In transit all the transactions should be completed in contactless or contact interface as per

the support of card payment scheme for that specific transaction type;

⚫ Dual Interface EMV smart cards should be compliant with ISO 14443-A, B and 7816-1,

2, 3 and 4;

⚫ Dual Interface EMV smart cards should be certified with EMV CPA specification;

⚫ EMV smart card can be issued with various payment schemes, Master Card, and Visa in

card/Account based model to be constructed in the future and options will depend on the

Dotr;

⚫ For multiple journey, Staff pass and other tickets retained by the passenger will also be

issued through EMV smart cards;

⚫ MMSP personalized Staff cards would be also issued through EMV CSC and used as

access control cards at MMSP premises by maintenance, support staff and MMSP

employees;

⚫ Near Field Communication (NFC) based: Near Field Communication (NFC) enabled smart

phones shall be used for payment media for transaction payments transit and non-transit

terminals; and

⚫ Types of Fare Media - AFC system shall process the following type of fare media in

MMSP, below are the fare media options for MMSP for ticketing.

6.4.1.3 QR code Media processor

⚫ Should be able to securely exchange the transaction data with station devices;

⚫ Should be able to encrypt and decrypt the transaction with PKI security functions;

⚫ Server device authentication should be completed during every new connection

and after successful connection validation should allow the devices to connect with the

server;

⚫ Should manage the inventory of all the QR codes that will be issued through TOM, TVM

and MMSP mobile applications;

⚫ Should be able to update the status of QR code after sales through TOM, TVM and

Mobile Application;

⚫ Should be able to update status of QR code transaction once the transaction is completed;

⚫ Should be able to update the status within 100 ms after the completion of purchase of

ticket;

⚫ Should be able to process the QR code transaction sales transaction from TVM, TOM

and other sales channels in batch mode if the transactions are completed offline and

network with station devices are down;

⚫ Should perform all the validation functions as mentioned in the business rules of MMSP;

⚫ Should allow only one access for one valid QR code ticket issued in the system unless

they are issued for multiple trips;

⚫ All issued tickets should be instantly updated in the CCS at OCC once issued from the

TOM, TVM and mobile application;

⚫ Should change the status of the ticket once they are accepted at the gates; and

⚫ Transaction should be back-up at server at OCC.

6.4.1.4 Mobile based ticketing

Mobile based ticketing : Mobile based ticketing shall be used by commuters to book their tickets via

mobile phone application. Mobile based tickets shall be based on secure QR code technology & NFC

(Future). Mobile Apps shall be integrated with a mobile wallet linked to the pre-paid account. The

Contractor shall provide necessary software and interface to meet this requirement.

6.4.2 Basic configuration of AFC system

The basic configuration of the AFC system is shown in Figure 6.1.

Note - The diagram is only from an illustration standpoint only. This is a concept diagram and the Contractor is

free to propose system architecture meeting the requirements of MMSP. Also, the media and terminal layer are

6.4.3 General operation

6.4.3.1 Generate the O&M company’s security key

The O&M company’s security key data shall be decided in consultation with the card 1st issuer and the

Central Clearing House operator.

The contractor shall propose how to generate the O&M company’s security key and submit to the

Engineer for review in coordination with the O&M company.

6.4.3.2 Card printing

Card printing for SJT and SVC shall be conducted by the card 1st issuer.

1) General

The contractor shall propose operation for card and system security and obtain notice of

no-objection by the Engineer to coordinate with the O&M company.

The contractor shall propose maximum number of station capable to be handled by the

system and obtain the notice of no-objection by the Engineer to coordinate with the O&M

company.

2) Requirements

The Fare Media shall be interoperable with other lines LRT1,2, and MRT3

(ISO/IEC14443 Type A or B).

Fare Media Acceptance Infrastructure – This shall comprise of EMV contactless readers

and QR code readers to read and process ticketing media. This infrastructure shall be

made available at the Automatic Gates, TOM, EFO, TVM, HHD, Add Value TVM, EFO

etc.

AFC Equipment (Gate, TOM, TVM, HHD, Add Value TVM, EFO) to Central

computer/Central Backoffice

QR code paper tickets will be issued through TOM, TVM and MMSP Mobile

Application for Single journey, return Journey tickets

TOM and TVM will issue card paper based QR codes through 2D bar code printer

integrated with TOM and TVM as an external hardware. Gate validators shall validate

the QR code as per the business rules

Base material of the card shall be PET or other types of material that are environmentally

being when incinerated.

Data retention period shall be at least 10 years for SVC and 5 years for SJT in normal

use.

3) Unique card identification number

Every card shall be numbered uniquely for system identification and card stock

management.

This unique card identification number shall be able to be inscribed on the card, as to be

easily defined in case of card damage.

This unique card identification number shall include the following information:

⚫ Issue data;

⚫ Issue operator code;

⚫ Issue machine number; and

⚫ Serial number.

The contractor shall propose number of digit and available characters in consultation with

the card 1st issuer. It shall be approved by the Employer or the Engineer in coordination

with the O&M company.

4) Confirmation of card information

Information within the card shall be able to be confirmed at TVM, POS and HT.

5) Refunds

The contractor shall provide measures to refund unused SJT and SVC.

The contractor shall provide measures to refund used SJT and SVC by only station POS.

The refund system shall consider measures against fraud, both passengers and staff.

The refund system shall consider collecting handling fee.

6) Pricing

Actual pricing will be fixed and presented to the contractor 24 months prior to the start

of revenue service.

The contractor shall submit plans for finalization of fare to the O&M company.

6.4.4 Type of Tickets

There shall be at least 2 types of tickets:

⚫ Single journey ticket (SJT); and

⚫ Stored value card (SVC).

Anonymous SVC will be used for the staff of the O&M company.

At the commencement of revenue service, SJT and SVC shall be anonymous. But the contractor shall

take into consideration personalized card service for the SVC in system design. This means that the

system shall be able to accept these new cards without any system modification when personalized

cards are newly issued in the future under the condition no discount is applied to these cards.

6.4.4.1 Recycle and deposit

All types of ticket which are anonymous shall be recycled.

SVC shall require deposit. The amount of deposit shall be able to be changed by the O&M company

without software modification and shall be encoded within each card. The contractor shall propose

minimum and the maximum limit for data range of setting deposit amount.

Measures shall be taken to avoid deceiving deposit return by false or copied card, including claims by

disguising those cards as damaged. The contractor shall propose these measures and submit to the

Engineer for review in coordination with the O&M company.

6.4.4.2 Card issuance and card status

Card issuance is how and when to write secure information within cards for use.

Card issuance shall be conducted in 3 steps.

a) (zero)th issuance

0th issuance is to format the card, encode unique serial ID number and manufacture’s

transportation security key in the card. Transportation security key or some other measures

for transportation security shall be proposed by the 1st issuer.

b) First (1st) issuance

1st issuance is to release manufacturer’s transportation key (or some other transportation

security), encode using the 1st issuer’s format on the card. The card shall not be used yet at

this step.

The 1st issuer shall be responsible for 1st issuance, excluding testing card, training card, and

maintenance card. 1st issuance of testing card, training card, and maintenance card shall be

handled by the contractor.

c) Second (2nd) issuance

The O&M company shall be responsible for 2nd issuance, excluding testing card, training card,

and maintenance card. 2nd issuance of SJT and SVC shall be handled at station machines.

2nd issuance of testing card, training card, and maintenance card shall be handled by the

contractor.

Cards which are not 2nd issued shall not be used by passengers.

When returned, cards shall be encoded with card return information, in order to deactivate

and to avoid faulty use.

Card status shall be able to be checked by every related machine included in the system.

Information of card status change shall be collected by the central server to be referred by

AFC machines when required.

6.4.5 Single Journey Ticket

6.4.5.1 Fare structure

Requirements for the fare structure of the system shall include the following:

⚫ The system shall support graduated fare structure. It shall be flexible enough to support

zone (or partly zoned) fare structure;

⚫ The system shall be able to provide fare discount;

⚫ The system shall be able to change the version of fare easily, for example but not limited

to, holding at least two fare versions which can be switched by date and time;

⚫ The system shall be able to support at least 16 types of fare within one version for SJT,

which is for future discount. Each type of fare shall be able to support at least 256 fare

stages, which is for future increase of lines or stations including operated by another

business operator;

⚫ Old people and handicapped persons are subject to discounted fares for SJT; and

⚫ The MMSP trains have operation plan to enter the NSRP - South line. For this reason,

the MMSP line system shall be able to issue transfer tickets for the North-South

commuter line and be able to accept tickets from North-South commuter line.

6.4.5.2 Issue (including 2nd issuance)

SJT shall normally be issued by the TVM. But station POS shall also be equipped to issue SJT.

TVM shall indicate on the display names of stations for passengers’ convenience when purchasing.

Person to travel single journey shall purchase an SJT with amount of necessary fare. Purchased amount

of fare shall be encoded within SJT card.

TVM shall be able to pay change to users.

6.4.5.3 Validity

SJT is valid only for the purchased fare amount without exit from any gate during the date and time

specified by the system.

6.4.5.4 Enter gate

The SJT holder shall touch his ticket on the read / write antenna unit of the entry gate. The entry gate

shall acknowledge the transaction both audibly and visually. The discounted tickets (in the future) shall

be able to be distinguished.

• The passenger gate shall check the validity of the ticket.

When a ticket was detected as invalid, the entry gate shall close and not allow the ticket holder to

proceed within the paid concourse, and the gate shall display appropriate message to the station staff

and the ticket holder.

6.4.5.5 Exit gate

The SJT holder shall insert his ticket into the ticket insert slot. The exit gate shall acknowledge the both

audibly and visually. The discounted tickets (in the future) shall be able to be distinguished.

• The passenger gate shall check the validity of the ticket.

When a ticket holder gets off at a station where the fare is equal or less than the purchased amount, the

gate shall allow the ticket holder to pass through the gate and the ticket shall be captured. The ticket

holder renounces its right for further riding even if under fare without any refund.

When a ticket holder gets off at a station further than his planned destination excess of his purchased

amount, a ticket holder has to adjust fare before exit the gate.

• The gate shall encode exit information within the card.

When an inserted ticket is detected as invalid, the exit gate shall close and not allow the ticket holder to

proceed out of the paid concourse, and the gate shall display appropriate message to the station staff

and the person, and the ticket shall be returned to the person.

6.4.5.6 Adjust fare

When a ticket holder needs to adjust fare, the operator shall pay necessary amount of fare handled by

POS terminal at customer service room.

The amount of fare adjustment shall be encoded in the SJT card. It shall be encoded separately from the

initially purchased amount.

6.4.5.7 Recycle

Cards captured and collected in the exit gate or at the POS terminal shall be able to be recycled.

• The contractor shall propose detailed measures for recycling cards.

The MMSP trains have operation plan to enter the NSRP - South line. For this reason, if the design of

the SJT of the MMSP line system and the NSRP-South line system is different, the SJT of the NSRP-

South line collected by the MMSP line system must be separated and returned to the NSRP-South line

operator.

6.4.5.8 Deactivate or damage

When SJT is deactivated or damaged, it shall be handled by POS terminal.

Handling fee for reissuing the card shall be required according to the reason of deactivation or damage.

6.4.6 Stored Value Card

6.4.6.1 Fare structure

Requirements for the fare structure of the system are as follows.

1. The system shall support graduated fare structure.

2. The system shall be able to provide discount fares.

3. The system shall be able to change the version of fare data table easily, for example,

holding at least two fare versions which can be switched by date and time.

4. The system shall be able to support at least 16 types of fare within one generation for

stored fare. Each type of fare shall be able to support at least 256 fare stages.

It should be considered that a mutual direct train operation is carried out with routes operated by other

carriers in the future and fares are spanning two routes.

6.4.6.2 Issue (including 2nd issuance)

• SVC shall normally be issued by the TVM.

• But station POS shall also be equipped to issue SVC.

• TVM shall indicate on the display amount of initial top-ups when issued.

Person to purchase SVC pays for the top-ups plus the deposit. Amount of top-ups and that of deposit

shall be encoded separately within SVC.

• TVM shall be able to pay change to users.

6.4.6.3 Top-ups

SVC can be topped-up.

Top-ups of the SVC shall be operated by TVM or POS terminal.

6.4.6.4 Validity

SVC is valid until either the card expiration date, or specified period from the last time used, whichever

comes earlier. The specified period shall be able to be changed by the O&M company.

6.4.6.5 Entry gate

The SVC holder shall touch the SVC on the read / write antenna unit of the entry gate. The entry gate

shall acknowledge the transaction both audibly and visually. The discounted tickets (in the future) shall

be able to be distinguished.

• The passenger gate shall check the validity of the card. This check includes that the

minimum fare is left in the card; and

• When a card is detected as invalid, the entry gate shall close and not allow the card holder

to proceed within the paid concourse, and the gate shall display appropriate message to

the station staff and the card holder.

6.4.6.6 Exit gate

The SVC holder shall touch the card on the card antenna unit of the exit gate. The exit gate shall

acknowledge the transaction both audibly and visually. The discounted tickets (in the future) shall be

able to be distinguished.

The exit gate checks the remainder of the card. When the remainder is enough, the exit gate deducts the

fare between the origin and the destination. When the remainder is not enough for adjustment at the exit

gate, the card holder shall be blocked at the exit gate. The card holder has to adjust fare before gate, and

then exit the gate.

It should be considered that the possibility to settle the cards entered on the route of another operator

by mutual direct train operation.

• The gate shall encode exit information within the card.

When a touched card is detected as invalid, the exit gate shall close and not allow the card holder to

proceed out of the paid concourse, and the gate shall display appropriate message to the station staff

and the user.

6.4.6.7 Adjust fare

When a card holder needs to adjust fare, the user can adjust or top-up more than the shortened amount

at the customer service room.

Amount of fare adjustment shall be encoded in the SVC. It shall be encoded separately from the top-up

amount.

6.4.6.8 Return

SVC can be returned at the POS terminal at customer service room. When returned, the deposit plus the

remaining stored value is returned to the card holder, deducting handling fee.

To handle returning of SVC shall be able to be set and changed easily by the O&M company.

The system shall be able to handle plural types of handling fee.

Due date for the deposit return shall be able to be set and changed easily by the O&M company.

6.4.6.9 Recycle

• Cards collected at the POS terminal shall be able to be recycled; and

• The contractor shall propose detailed measures for recycling cards.

6.4.6.10 Deactivate or damage

• When SVC is deactivated or damaged, it shall be handled by the POS terminal; and

• Handling fee for reissuing the card shall be required according to the reason of

deactivation or damage.

6.4.7 Card Lifecycle

The life cycles of SJT and SVC are shown in Figure 6.2 and Figure 6.3.

6.4.8 Monitoring

6.4.8.1 Equipment monitoring

Station computer shall monitor real time status of at least the following AFC equipment:

⚫ Ticket vending machine;

⚫ Automatic gate; and

⚫ Point of sales.

Central computer shall monitor real time status of at least the following AFC equipment:

⚫ Ticket vending machine;

⚫ Automatic gate;

⚫ Point of sales; and

⚫ Station computer.

Assistance terminal shall be included as a part of the central computer, which will be placed in OCC

building. Monitoring information on the central computer can also be monitored on the assistance

terminal.

The operator shall be able to receive the real time status of at least the following AFC equipment on the

assistance terminal:

⚫ Ticket vending machine;

⚫ Automatic gate;

⚫ Point of Sales; and

⚫ Station computer.

Assistance terminal shall be able to extract transaction of specific card from Clearing House System via

central computer. The result shall be able to output by data or by printing.

6.4.8.2 Card status monitoring

The card status change information shall be collected at the central computer and be sent to the clearing

house. Card status change includes, but not limited to, the followings:

⚫ 2nd issue;

⚫ Enter gate;

⚫ Exit gate;

⚫ Top-ups;

⚫ Fare adjustment;

⚫ Return; and

⚫ Payment for tickets or items.

The card’s status and its past records can be confirmed on the POS terminal.

6.4.8.3 Card stock management

All returned cards excluding SJT card shall be sent to AFC room in the OCC building. SJT card shall

be able to be recycled within the station, which means to be re-issued from the TVM or the POS

terminal.

Central computer shall produce card stock management data. This data shall include, but not limited to,

those numbers of card at each station:

⚫ 2nd issued card;

⚫ Returned card;

⚫ Damaged card;

⚫ Deactivated card;

⚫ Expired card (Past due date of deposit return); and

⚫ Theoretical amount of valid card shall be calculated in the Central Clearing House

System.

6.4.8.4 Blacklist monitoring

The central computer shall create a list of duplicated or fraudulent cards detected by the system. Those

detected card shall be blacklisted, which means that the list of numbers is downloaded to AFC

equipment to be rejected by the system. The list shall be sent to the Central Clearing House and

integrated as the new blacklist.

Administrative staff of the O&M company shall be able to output the blacklist.

The system shall allow administrative staff of the O&M company to add a list of blacklisted cards.

6.4.8.5 Calendar and Operating Day

1) Operating Day

The AFC system shall have at least two dates; calendar date and operational date. The

operational date and time shall be used for the judging tickets and separating revenue and

be adjusted to AFC regulation.

The Calendar date follows the Gregorian calendar date.

2) Calendar

The calendar date and time shall be acquired from communication at least once a day.

The central computer shall acquire time from the master clock system. Each station

computer shall acquire time from the central computer.

TVM, AG, POS and HT shall acquire time from the station computer.

6.4.9 Data Transmission

6.4.9.1 General

The contractor shall consider security for all data transmission. Especially data transmission related to

revenue data shall employ high-security encryption in order to avoid data modification.

The contractor shall employ general ways of data transmission, so that the O&M company is able to

replace part of the system easily in the future.

The contractor shall consider secure measures against data loss.

6.4.9.2 Transmission data

Central computer shall receive through station computer the transaction data from AFC machines

including at least the followings:

⚫ TVM;

⚫ AG;

⚫ POS;

⚫ HT; and

⚫ Station computer.

Transaction data shall be made whenever there is a change in the status of the card. The central computer

shall transfer the data to the Central Clearing House.

If there is a possibility that the transaction might be incomplete, machines shall send temporary

transaction data, in order to avoid the loss of data.

The contractor should consider that the central computer to be able to exchange data with other servers,

such as server for bus service, or e-cash server.

Transaction data shall be able to be retained in each machine and in station computer at least seven (7)

days, considering troubles such as network failure. Measures for offline data collection shall be

considered.

Transaction data shall be transferred and stored in the financial system of O & M company for at least

10 years.

The MMSP trains have operation plan to enter the NSRP - South line. For this reason, the transaction

data for the passenger from the North-South commuter line must include both the fare for the MMSP

line and for the North-South commuter line separately.

6.4.9.3 Revenue data

The central computer shall receive revenue (including accounting information, cash amount, and

stocktaking of the cards) data from the station computer.

The revenue data shall indicate the sum for each calendar date.

The central computer shall transmit revenue data to financial server of the O&M company.

Each station computer shall be able to print out the revenue data of each station.

Assistance terminal shall be able to print out the summary of each station.

The measurement shall be taken to monitor the loss or lack of revenue data in each station.

The MMSP trains have operation plan to cross the NSRP - South line. For this reason, the revenue data

shall show the amount of the MMSP line and the North-South commuter line separately.

6.4.9.4 Traffic data

Central computer shall receive traffic data through station computer.

The central computer shall transmit traffic data to a financial server of the O&M company.

Each station computer shall be able to print out the traffic data of each station.

Assistance terminal shall be able to print out the summary of each station.

6.4.9.5 Operation and maintenance data

Each station computer shall be able to collect and output the operation and maintenance data of each

station.

Central computer shall receive operation and maintenance data through station computer upon request

from the assistance terminal.

Assistance terminal in OCC building and assistance terminal in maintenance shop shall be able to output

the operation and maintenance data received by the central computer.

6.5 SYSTEM REQUIREMENTS

6.5.1 General Requirements

6.5.1.1 General

The contractor shall consider the requirements in this section in addition to those specified in the

General Requirements.

6.5.1.2 Compliance with standards

The AFC system shall comply with international standards, standard conforming to international

standard and Philippine standards.

6.5.1.3 EMC (Electro Magnetic Compatibility)

The equipment of the AFC system shall satisfy the following conditions for Electro Magnetic

Interference (EMI):

⚫ EMC shall comply with international standard IEC 62236 in railway field;

⚫ The EMI emitted by the equipment of the AFC system shall not affect other equipment;

and

⚫ The equipment of the AFC system shall operate satisfactorily even if it receives EMI

generated by other equipment.

6.5.1.4 Equipment management

The contractor ensures the safety and reliability and durability of the operation under the given

environment by adopting appropriate protection method and appropriate equipment.

The contractor shall ensure the reliability of the system in all processes including design, production,

in-plant testing, installation, field test etc.

Contractors shall optimize total cost performance of the initial and operational through high quality

reasonable price equipment and high efficiency engineering. Also, consider energy conservation.

The contractor shall consider the heat dissipation of the equipment and implement ventilation waste

heat, temperature monitoring of equipment.

The AFC system aims for maintenance free.

The monitoring system shall be able to notify maintenance personnel of equipment failure information

All equipment should be considered for rust prevention corrosion inhibitors which can respond to the

local environment.

6.5.1.5 Surge current

To protect the AFC system from the surge current, the copper cable shall be provided with a protection

device to absorb the surge current, etc.

6.5.1.6 Power supply and grounding

The followings are the requirements for the power supply and grounding; -

1) Power supply shall be 60 Hz, 230 VAC single phase or 400 VAC three phase. Voltage

variation ±10%;

2) The Contractor shall provide a UPS in the AFC-UPS room and guarantee the operation

of the entire AFC system in the station for at least 3 hours against power failure;

3) The Contractor shall take measures against data loss or damage in case of power failure;

and

4) AGs, TVMs and POS terminals in stations shall not start shutting down unless power

failure lasts for more than 1 minute.

The design and installation of the grounding system for all AFC Equipment shall comply with the latest

edition of the PEC, wherein the conductive materials enclosing electrical conductors or equipment, or

forming such equipment, shall be connected together in a manner that establishes an effective path

(redundant system such as provision of mechanical grounding) for fault current.

6.5.1.7 Coordinate

The contractor shall coordinate with the other contractors on architecture, installation, power supply,

wiring and the air conditioning condition of related rooms.

6.5.1.8 Data retain

The AFC system shall be provided with measures against any damage or loss of data. The measure shall

be considered from both software and hardware point of view.

The AFC system shall be provided with measures against power failure or trouble.

The AFC system shall be provided with measures against network failure.

The AFC system shall retain backup data for operation trace for 30 days or more. Targeted machines

shall include, but not be limited to, the followings:

⚫ TVM;

⚫ POS;

⚫ AG;

⚫ HT;

⚫ Station computer; and

⚫ Central computer.

6.5.1.9 Software requirements

The contractor shall submit to the Engineer a list of all software. The contractor shall consider software

to be maintainable and re-configurable by the O&M company.

All the data transmission shall be considered with the security. The contractor shall submit security

design for data transmission to the Engineer for review in coordinate with the O&M company.

Software design shall be considered with the measures against vandalism or fraud.

6.5.1.10 Hardware requirements

Hardware design of AFC machines shall consider the followings:

⚫ Measures against vandalism (including wrenched open or damage touch-panels);

⚫ Measures against fraud; and

⚫ Measures against dust.

The AFC system shall be designed considering passengers’ safety and convenience, especially the aged,

children, expectant mothers, and the handicapped.

The AFC system shall be designed considering the safety and convenience of operating staffs.

6.5.1.11 Bills and coins

The TVM shall accept Philippine bills and coins. Acceptable types of bill and coin shall be proposed

by the contractor and be reviewed by the Engineer in coordination with the O&M company.

Acceptable bills and coins shall be finalized 24 months prior to the start of revenue service. Finalization

cost shall be included in the contract. Cost to handle new bills or coins issued after finalization is not

included in the contract, and shall be discussed with the Engineer in coordinate with the O&M company.

The contractor shall report to the Engineer and the O&M company the acceptance rate of Philippines

bills and coins before start of the static commission. The acceptance rate shall be measured by:

⚫ Fresh bills and coins; and

⚫ Used (circulating) bills and coins.

Rejected bills and coins and the reason shall be shown to the Engineer and the O&M company.

The TVM shall detect and reject fate or unacceptable bills and coins, unless impossible for considerate

reason.

6.5.1.12 TVM Interface to Backoffice:

The TVM shall interface with the Central BackOffice system-based AFC system for, but not restricted

to, the following:

⚫ Identification of the TVM through a unique id and mapped to the station ID;

⚫ EMV CSC Transaction data;

⚫ Credit/Debit card transaction data;

⚫ QR code transaction data;

⚫ Audit Registers;

⚫ Cash availability; and

⚫ Alerts/Alarms.

Machines such as TVM shall be designed so that it can count the number of bills and coins inside.

6.5.1.13 Cash handling

Machines such as TVM shall be designed so that station staffs do not need to touch card, unless fault

such as jamming occur. Card cassettes of AFC machines shall be locked. The number and variation of

locks shall be reviewed by the Engineer in coordinate with the O&M company. Each cassette shall be

labeled with its own identification number. This identification number shall be identified electronically

by the machine. The station staff shall input his / her identification number removing the card cassette,

in order to record card handling operation.

Machines such as TVM and POS terminal shall be designed so that staff can count the number of cards

inside the machine.

The MMSP trains have operation plan to cross the NSRP - South line. For this reason, when the design

of SJT differs from the design of SJT of the NSRP-South line issue, the contractor shall propose the

means to separate SJT of the NSRP-South issue.

6.5.1.14 Revenue closing

TVM and POS terminal requires revenue closing.

Revenue closing shall include the followings:

⚫ Collecting cash;

⚫ Reloading cash (for change);

⚫ Collecting cards;

⚫ Reloading cards; and

⚫ Reloading consumables (if required).

Data shall be uploaded to central computer through the station computer.

Time required for revenue closing shall be no more than ten (10) minutes for each machine.

AG shall not require manned revenue closing.

6.5.1.15 Maintenance requirements

Not more than one maintenance person shall be required to repair the following,

⚫ TVM;

⚫ AG;

⚫ POS;

⚫ FAM

⚫ ADD Value

⚫ Station computer;

⚫ Cash handling equipment; and

⚫ Money trolley.

Units shall be considered to shorten the time required to repair for the following:

⚫ TVM;

⚫ AG;

⚫ POS;

⚫ FAM

⚫ ADD Value

⚫ Station computer;

⚫ Card issuing system;

⚫ Card recycling system; and

⚫ Staff pass issue system.

6.5.1.16 Furniture

The Contractor shall provide and install sufficient free-standing/movable furniture, chairs, and cabinets

inside all the AFC Station Facilities (AFC rooms, customer service rooms, BMS rooms and AFC UPS

rooms), the OCC station facilities (AFC Room) and the maintenance shop and training rooms that are

related to the operation and maintenance of all AFC Equipment.

6.5.2 Reliability, Availability, Maintainability (RAM) and System Assurance

Define the criteria for reliability, availability and maintainability (RAM) required for AFC systems. It

is assumed that the system installed on the MMSP line is to execute system planning optimized for the

RAM.

The Contractor shall refer to Appendix 20 of General Requirements (ERG) in Vol. II, Part 2, Section

VI, for other specific obligations to fulfilling and complying to RAM and Safety Assurance Employer’s

Requirements.

6.5.2.1 Reliability Requirements

Reliability is "the ability of a system to perform its required functions stably under a defined operating

environment." Reliability is expressed as mean time between failures (MCBF).

Reliability of TVM, AG, POS terminal shall be measured by Mean Cycles Before Failure (MCBF).

MCBF shall be counted as failures which require parts replacement and shall not consider failures such

as jam or those which are by other external causes.

The contractor shall demonstrate the system complying with the reliability requirements.

6.5.2.2 Availability Requirements

Availability is "durability that allows you to keep using the system normally and continuously."

The higher the availability number, the longer the system will operate normally.

6.5.2.3 Maintainability Requirements

The MTTR is an index indicating the maintainability of the system and is calculated by the average

time spent for failure recovery. The MTTR of the MMSP line shall calculate maintainability as not

exceeding 17 hours. However, failure recovery time in the equipment room etc. shall satisfy the

following values. Also, this failure recovery time does not include travel time.

⚫ AG MTTR: 0.4 hours; and

⚫ TVM, POS MTTR: 0.5 hours.

6.5.3 Load on equipment

The load on the equipment to calculate reliability and availability is as follows:

⚫ AG: Average 15,000 transactions a day, running 19 hours a day;

⚫ TVM: Average 2,000 transactions a day, running 19 hours a day; and

⚫ POS: Average 2,000 transactions a day, running 19 hours a day.

6.5.4 Security

The Central computer shall have feature of high reliability, and shall be secured enough to maintain

confidentiality, integrity, availability, and authenticity.

The security of AFC system shall be secured from the following, but not limited to, viewpoints:

⚫ Forgery, modification, misappropriation of tickets;

⚫ Equipment malfunction, mis-operation, illegal operation, violent destruction;

⚫ Loss, damage, alteration of data in equipment, data on communication line; and

⚫ Any damage to equipment due to power failure, lightning surge, malfunction.

The data retained in each equipment shall be kept for at least one week if the host equipment cannot

receive it.

6.5.5 Performance

The AFC system shall be able to process passengers on weekday peak hour at each station smoothly,

based on the demand forecasts.

Consider the processing time of AG.

• The passenger pass rate of AGs shall be for exit/entry at least sixty (60) passengers per

minute (counted in the testing condition).

Consider the processing time of TVM.

⚫ The TVM shall be able to handle four (4) or more passengers per minutes (counted in

the testing condition).

Consider the processing time of POS.

⚫ POS shall be able to process the passenger waiting in less than 3 minutes.

The performance of this system shall basically satisfy the performance indicated in the concession

agreement of the AFC system project of LRT 1 & 2 and MRT 3 (the Concession Agreement of "PPP

for the Automatic Fare Collection System Project for LRT Lines 1 & 2 and MRT 3"-- except Section

2.12 Level 4 Infrastructure MPSS).

6.5.6 Design life

Design life shall be more than 10 years.

Life expectancy of total AFC system shall be at least 7 years from the commencement of revenue

service.

These 7 years does not include years for development or testing.

6.5.7 Climate conditions

Climate conditions are as follows.

⚫ Temperature: Indoor 30℃ or lower, Outdoor 40℃ or lower;

⚫ Relative humidity: Indoor 90% or lower, Outdoor 100% or lower;

⚫ Lightning area: Severe Lightning area;

⚫ Salt damage district: Around 10 Km from coastline; and

⚫ Flood and Earthquake: Action required.

AFC equipment shall consider hot and humid climate conditions in Manila.

The contractor shall clarify the limit of climate conditions (including temperature and humidity) that

AFC machines can operate normally.

AFC equipment should consider shutting down automatically to maintain revenue data if the air

conditioning unit fails and cannot maintain normal operation

6.5.8 Use by the handicapped

The contractor shall clarify the operation of AFC equipment by the handicapped passengers.

The handicap includes the followings.

⚫ Total blindness;

⚫ Weakness in sight;

⚫ Color blindness; and

⚫ Use of wheelchair.

6.5.9 Size and weight

The contractor shall provide the size and weight (450 kg or less) of AFC facilities to related contractors.

TVM shall consider front-opened type, but rear-opened type can be acceptable.

The width of the normal- type automatic gate shall be at 550 mm wide between the machines. The width

of the wide-type automatic gate shall be at least 900 mm wide between the machines, considering the

use of wheelchair passengers. The contractor shall propose width between the machines to the Engineer

for review. The width of each gate machines shall be 300 mm or less, unless first coordinated with the

other contractors, and then be reviewed by the Engineer in coordinate with the O&M company.

6.5.10 Materials and Workmanship

Fare Collection System devices shall be resistant to the following:

⚫ Corrosion;

⚫ Abrasion;

⚫ Scratching; and

⚫ No screws or other fasteners protrude from the exterior of any enclosures.

6.5.11 Passenger Demand Forecast

The predicted passenger demand from 2025 to 2045 is as shown in Table 6.1 and Table 6.2.

The contractor shall calculate the number of AG, TVM, POS, FAM, ADD Value based on the passenger

demand forecast value.

6.6 TRIAL ESTIMATION OF REQUIRED EQUIPMENT DESIGN (REFERENCE

MATERIAL)

Estimated number of devices based on passenger demand forecast data is shown below.

The contractor shall calculate the number of AG, TVM, POS,FAM installed based on the passenger

demand forecast value.

6.6.1 Assumptions

Peak time inwards traffic flow is constantly 15 minutes.

Approximately 1/3 of the peak hour numbers pass through in the peak 15 minutes. (the peak within the

peak).

Exit traffic arrives in train load every 6 minutes and should be cleared within 3 minutes.

Rate of passage of gate:

Entry gate : = 45 pass/min (no ticket insertion)

Exit gate : = 45 pass/min for SVC (no ticket insertion)

Entry/Exit : = 20 pass/min for SJT (with ticket insertion)

6.7 EQUIPMENT, DESIGN AND MATERIALS REQUIREMENTS

6.7.1 Automatic Gate

6.7.1.1 General

This section defines requirements for Automatic Gate (AG).

Automatic Gate Features:

⚫ At entry, exit Gate validators shall be integrated with Automatic Gate Controller Unit

depends on the requirements with Entry gate, Exit gate or bidirectional gate;

⚫ At entry and exit QR-code readers shall be integrated with Automatic Gate for reading

QR codes;

⚫ Speaker should be integrated with gate and play appropriate sound for usage;

⚫ During power off the gate should be flap open; and

⚫ Gates should record all passengers in all modes of operation and should report to CCS at

OCC/Central Back Office system.

6.7.1.2 Type of AG

The contractor shall consider the following two types of AG:

⚫ Normal-width; and

⚫ Wide-width.

Wide-width gate shall be able to be used by wheelchairs and be installed 1 aisle for each gate array.

Normal-width gate shall have 3 types of traffic directions:

⚫ Entry Gate which is specially for entry aisle;

⚫ Exit Gate which is specially for exit aisle; and

⚫ Reversible Gate which is bi-directional aisle.

Wide-width gate shall be bi-directional.

6.7.1.3 Requirements

• The gate shall pass at least sixty (60) passengers per minute (counted in the testing

condition).

The AG shall be with flap type or retroactive type barriers in order to increase the

throughput and realize the wide gate for wheelchair.

• Design of the gate shall be reviewed by the Engineer in coordinate with the O&M

company.

• Measures shall be taken to prevent an unauthorized person entry. These measures shall

be reviewed by the Engineer.

The door type comparison of AG is shown as a reference in Table 6.3.

The gate status shall be indicated to passengers:

⚫ The gate shall be normally closed. The gate shall be able to be opened by station staff in

case of emergency:

The gate shall collect the SJTs at the exit and store them in the cassette. The cassette is carried to TVM

and it shall be able to be used for the next SJT issue.

The ticket insertion slot of exit gate shall be shaped that the passengers easily insert their tickets.

The stainless grade of AG must be 304L or more and thickness of stainless of AG is at least 1.5 mm

Ingress Protection (IP) code of AG except ticket slots shall be IP54 or more.

AG shall upload the necessary operation and maintenance data to SCU.

The processing time of contactless IC card shall be less than 300 ms.

6.7.1.4 Emergency Mode

Means shall be provided to place all automatic gates in emergency mode. In an emergency mode, gates

shall be opened for passengers to exit without tickets.

There shall be an alternative means, provided mechanically, to set all gates to emergency mode. This

shall not depend on the availability of the central computer, the station computer, network connection,

nor the power supply.

This alternative means shall consider measures against fraud.

6.7.2 Ticket Vending Machine

6.7.2.1 General

This section defines requirements for ticket vending machine (TVM).

Ticket Vending Machine are stand-alone unmanned devices for issuing tickets and add products to

MMSP fare media and shall be deployed in all stations. TVM shall be designed with easy customer

experience and considering ergonomically factors for patron’s interaction and integrated Contactless

EMV card readers with each TVM enabling the TVM. where a patron can purchase a SJT and Group

ticket or enquire about the fare media & products. In addition to the basic function described above, the

TVM shall also be used for the top up & add products to EMV CSC:

⚫ Ticket Vending Machines (TVMs) shall be provided within the unpaid side of the station:

⚫ TVM must be capable of dispensing tickets at the rate/rapidity specified in the

specification;

⚫ The TVM shall be able to handle four (4) or more passengers per minutes (counted in the

testing condition);

⚫ TVMs shall be installed in a dedicated place with the front of the TVM fully accessible

to the public. The operations and maintenance activities shall be accessed from the

backside;

⚫ The machine shall be networked to the Backoffice systems for QR code issuance, EMV

CSC Top-ups/product, control, and monitoring and data exchange;

⚫ Design shall facilitate use by visually impaired people through audio prompts within

comfortable reach range;

⚫ Payment Methods;

⚫ The Banknote Gate validators shall be configured to accept banknotes up to 5

denominations and shall be used to check the validity of banknotes inserted by the user

into the TVM;

⚫ Banknotes which are not valid and other foreign materials processed by the banknote

Gate validators shall be rejected and returned;

⚫ The TVM shall have escrow function. Banknote holding facility (Escrow) shall retain

verified banknotes until the TVM transaction has been completed;

⚫ The TVM shall be able to accept plural number of bills and coins for each passenger;

⚫ The TVM shall be able to give change to the passengers. It shall have money circulating

function (inside the TVM), in order to avoid inconvenience of passengers and station

staff;

⚫ Banknotes shall be returned from Escrow/Dispensers to the user if the transaction is

cancelled;

⚫ Banknotes initially held in Escrow/Dispenser shall be automatically deposited in the

banknote vault once a transaction has been completed;

⚫ The banknote vaults shall be monitored by the AFC station workstation and an alarm

generated when the content of the vault is near to its full capacity;

⚫ Normally all change shall be dispensed in a combination of banknotes and coins; and

⚫ Contactless EMV/NFC card readers shall be integrated with TVM.

6.7.2.2 Basic functions

TVM must have at least the following functions for passengers.

The following provisional change shall be provided to commuters as follows:

⚫ Operate to check and read the EMV CSC;

⚫ Should update the status of QR code issued;

⚫ Networked to the SCS at stations and CCS at OCC for monitoring and data exchange;

⚫ Issue stored value card (SVC) and single journey ticket (SJT). Collect deposit for SVC;

⚫ Top-up of cards and obtaining fare related information;

⚫ Show the data inside the card;

⚫ Provide interactive, user-friendly, graphical user interface for customer in use;

⚫ Provide ‘Add Value’ and add transit product functions for contactless smart media

defined in MMSP business rules;

⚫ TVM should be capable of updating the card balance for top-ups performed through

online payments;

⚫ Support all the business rules provided by MMSP Dispense change in coins and notes,

the quantity of which shall be a programmable feature;

⚫ All fare products through EMV CSC should be issued, renewed or upgraded, operate

when required in a No change mode such as, card only etc;

⚫ Each TVM shall be synchronized via the Master Clock System with Telecom NTP server

to prominently display to the user real time information and to timestamp all necessary

TVM functions;

⚫ Should update the alarms/alerts to the Backoffice on components status, failures etc;

⚫ The TVM shall issue receipts on passenger’s demand;

⚫ The TVM shall have enough storage capacity to store transaction data for at least 15

days;

⚫ The TVM audit register shall be conserved for at least 15 day;

⚫ The stainless grade of TVM shall be 304L or more and thickness of stainless of TVM is

at least 1.5 mm;

⚫ The Ingress Protection (IP) code of the ticket vending machine must be at least IP 54,

excluding insertion / discharge ports for coins, bills, tickets and receipts;

⚫ The bill storage capacity should be at least 1,000; and

⚫ The processing time of contactless IC card shall be less than 300 ms.

6.7.2.3 Rate of Purchase requirements

The TVM shall be accessible to wheelchair users without difficulty.

The TVM shall be able to handle four (4) or more passengers per minutes (counted in the testing

condition).

6.7.2.4 Main TVM Equipment Components:

TVM equipment housing shall as a minimum accommodate the following facilities:

⚫ Banknote acceptor and recycler;

⚫ Banknote cash box/vault;

⚫ Coin cash box/vault;

⚫ QR –code printing unit;

⚫ Contactless EMV card reader; and

⚫ EMV Contact Credit/Debit card reader.

Ticket sales are performed for 80% in TVM and for 20% at POS terminal in customer service room.

One additional machine (per station for TVM and POS, per barrier line for AG) has been added to cater

for failures and maintenance. In addition, at least 3 AGs (1 set of 6 stations) will be installed for each

ticket gate. This means that if one AG fails, the remaining two can secure entry and exit functions.

6.7.2.5 Credit card

TVM shall consider the installation space of a card reader in consideration of the use of a credit card in

the future.

6.7.2.6 TVM Display Screen requirement

The TVM shall have touch-panel interface.

It should be considered that station names are indicated on the display when passenger buys SJT.

Language to be used shall be English as standard and Filipino language can be selected.

Man-machine interface design of the TVM shall be reviewed by the Engineer in coordination with the

O&M company.

The MMSP trains have operation plan to enter the NSRP - South line. For this reason, a transfer ticket

to the North-South commuter line can be issued.

6.7.3 Add Value ATVM

6.7.3.1 General

This is located in line with the Gate array sharing both paid and unpaid area. It can be access easily both

from paid and unpaid area, next to The EFO (Excess Fare Office) to enable commuter to pay excess

fares

Time for Ticket purchase add value at ATVM terminal in the customer service room = 20 sec.

6.7.3.2 Requirement

⚫ Operator to check and read the EMV CSC;

⚫ Top-up;

⚫ Should update the status of QR code issued in CCS at OCC for online transactions;

⚫ Add Value TVM shall be capable of updating the card balance for top-ups performed;

⚫ Perform Excess Fare adjustments;

⚫ Add value on applicable fare media;

⚫ Issue applicable fare media;

⚫ Activate via an emergency switch the emergency opening of the gate array;

⚫ The ticket reader unit shall read the fare media and display selected data on a backlit

LCD screen;

⚫ Shall accept payment by cash, Credit/Debit/EMV cards and MMSP prepaid wallet;

⚫ Issue receipt when requested by Patron; and

⚫ Show the data inside the card.

6.7.4 Point of Sales terminal (POS)

6.7.4.1 General

This section indicates requirements for point of sales (POS). POS shall have a window machine which

is operated by a station staff and shall have at least the following functions. POS shall be able to request

card information to the central computer. The information of processed card shall be sent to the CCS.

POS shall have a passenger display for showing the price of the ticket, the remaining value inside the

card, excess fare and so on.

6.7.4.2 Requirements

⚫ POS shall include secure cash drawers to collect deposit for SVC;

⚫ Top-up SVC;

⚫ Adjust fare for SVC and SJT;

⚫ Show the data inside the card;

⚫ Analyze the data inside the card;

⚫ TVM Main Functions;

⚫ Print and issue QR –code SJT/RJT /Group ticket according to the fare structure;

⚫ Should update the status of QR code issued in CCS at OCC for online transactions;

⚫ If QR codes are issued offline the transactions should be updated in CCS at OCC

immediately after going online;

⚫ Accept payment by cash, Credit/Debit/EMV cards and MMSP prepaid wallet;

⚫ The MMSP trains have operation plan to enter the NSRP - South line. For this reason,

Issue Stored Value Card (SVC) and Single Journey Ticket (SJT) including tickets of

North-South commuter line can be issued.

6.7.5 Fare Adjustment Machine (FAM)

6.7.5.1 General

An FAM shall be manned by station staff and shall enable commuters to seek information, pay excess

fares & penalties or check the validity and credit value of their fare media. It shall be accessible only

from the paid/unpaid area.

Time for Ticket purchase or add value at FAM terminal in the customer service room = 20 sec.

6.7.5.2 Requirement

⚫ Equipment Function and Location;

⚫ The FAM shall be Ticket Offices on the paid side of the ticket hall which can also be

extended to the unpaid side;

⚫ Contactless EMV card readers shall be integrated with FAM enabling the FAM;

⚫ Operator to check and read the EMV CSC;

⚫ Networked to the SCS at stations and CCS at OCC for monitoring and data exchange;

⚫ Should have fire emergency button to trigger emergency alarm from FAM office;

⚫ Should have physical buttons to open the gates for single access from FAM office;

⚫ Should have integrated with 2-D readers to read the QR codes;

⚫ Should have speakers to provide the transaction information to user;

⚫ Analyze, compute excess fares, revalidate cancel and issue replacement for all classes of

fare media; and

⚫ Accept payment by cash, debit card, credit card, prepaid card and any other form of

authorized payment, such as by warrant etc.;

6.7.5.3 FAM Located within station:

⚫ Fare Adjustment Machine will be in line with the gate line and accessible to commuters

from the paid side;

⚫ Manned by MMSP station staff and shall enable commuters to seek information, pay

excess fares or check the validity and credit value of their fare media; and

⚫ FAM shall be same as TOM with additional functionalities as mentioned ,all the technical

specification of TOM will be same for FAM.

6.7.6 Handheld Terminal

6.7.6.1 General

These are handheld electronic ticketing machines and shall be deployed for checking/ validating/issuing

the fare media for the commuters and shall be used by station AFC operation staff. This equipment is a

portable, handheld device to facilitate the ticket checking capability of the AFC system.

The Handheld Terminal is placed at each station and used offline for card information checking,

entrance / exit processing. Transaction data is sent to the station computer when connected to the station

LAN.

6.7.6.2 Requirement

Handheld Devices are conductor inspection device used to check the ticket validity of patron whether

having a valid ticket for the travel and issue manual paper thermal printed tickets in case of AFC system

failure at the station level. Features of HHD are as follows:

⚫ Shall be able to read and validate all the fare media issued by MMSP;

⚫ Shall be able to check the ticket validity based on the business rules provided by MMSP;

⚫ Shall be able to view the transaction history;

⚫ Shall be able to sell tickets and upgrade the MMSP transit products by payment using

cash and prepaid cards & NFC wallet;

⚫ Shall be able to penalize the patron for invalid tickets by payment using prepaid card &

wallet and cash;

⚫ Shall be able to print thermal paper tickets with all ticket details which will be validated

manually & physically by MMSP persons at the gate;

⚫ Should be able to scan the QR code tickets and provide the status of the ticket.

⚫ Should be able to perform offline EMV card & NFC wallet transactions and issue the

ticket in case of system failures;

⚫ There shall be an intelligent display capable of displaying in languages (English and

Filipino) and a keypad for selecting the decoded data to be displayed;

⚫ The weight shall be kept at minimum including power source for easy portability;

⚫ Should be able to connect to Backoffice through station WIFI or GPRS connection using

secure private APN’s network provided by Contractor;

⚫ Should have access login for operator and should enable the operator’s login through

maintenance operator card;

⚫ Should be able to update the tariff, hotlist, configurable parameters from Backoffice

⚫ Should record all the transactions in a shift and report to Backoffice all the transactions

when connected to Backoffice;

⚫ The HHD shall store data on tickets and CSCs internally, this data shall be downloadable

to a PC;

⚫ The stored data shall be downloaded to the SC via USB or a suitable interface. The SC

shall format an activity report for the HHD;

⚫ Portable ticket decoder shall be supplied with leather pouch as well as fixing device to

the belt;

⚫ Should provide cradle for charging and network port for connecting to Backoffice; and

⚫ HHD material proposed shall be strong, durable and approved by the Engineer.

6.7.7 Appearance of devices

The devices operated by the passengers (excluding the door shape of the AG) should not differ greatly

in appearance and operation from the existing devices in Manila.

6.7.8 Station Computer System

6.7.8.1 General

This section indicates requirements for Station Computer System (SCS).

SCS shall be provided at each station.

6.7.8.2 Requirements

Average of 24 hours operation per day and shall have 2 level two stack switches, so that both servers

are always connected so that redundancy shall be obtained.

The SCS exchanges information with the AFC equipment through LAN connection in the station. It

shall also exchange information with CCS through Telecommunication Backbone Network between

stations and OCC.

The main function of SCS is as follows:

⚫ Transaction data and event data collection and transmission;

⚫ Cash data and Card data collection and transmission;

⚫ Ticket recycle management;

⚫ Ticket data inquiry;

⚫ Passenger flow data generation and transmission;

⚫ Machine status monitoring and control;

⚫ Data and parameter management;

⚫ Blacklist management;

⚫ Time management;

⚫ Staff account management;

⚫ Data input/output management; and

⚫ Log data/ maintenance record management.

Station computer shall have security protection for data and user access.

6.7.9 Central Computer System

6.7.9.1 General

This section indicates the requirements for Central Computer System (CCS).

CCS is placed in the OCC building.

6.7.9.2 Requirements

The central computer operates on 24 hours a day, and shall have 2 level two stack switches, so that both

servers are always connected, so that redundancy shall be obtained.

Central Computer data storage devices in the primary storage shall protect data with a distributed parity

at RAID-5 level or higher for data protection.

The storage shall have sufficient capacity to store sufficient number of Blacklist, dynamic data, and

static data for not less than three years.

Central Computer shall have enough performance to process the passengers in 2045.

The CCS shall include assistance terminal for monitoring and control.

The main function of CCS is as follows. (*) Sign means sending and/or receiving the data with the

Central Clearing House:

⚫ Transaction data and event data collection and transmission (*);

⚫ Cash data and card data collection and transmission;

⚫ Ticket inventory management;

⚫ Ticket data inquiry (*);

⚫ Passenger flow data generation and transmission;

⚫ Machine status monitoring and control;

⚫ Data and parameter management;

⚫ Blacklist management (*);

⚫ Time management;

⚫ Staff account management;

⚫ Data input/output management;

⚫ Log data/ maintenance record management; and

⚫ SAM authentication and transaction authentication (*).

The central computer system generates fare data and distributes it to the AFC equipment via the station

computer. The fare data includes not only the inside of this system but also the fare data if there is a

line of other businesses that can cross each other without passing through the gate.

The following functions are performed by the Central Clearing House:

⚫ Clearing function;

⚫ Blacklist generation management;

⚫ Card status (including balance information) management;

⚫ Security key management; and

⚫ SAM management.

Central computer shall be able to handle expected number of passengers until 2045 including other

future lines.

The contractor shall engineer and propose the data capacity require for the central computer.

6.8 CASH AND CARD HANDLING

6.8.1 Cash Handling

6.8.1.1 General

This section indicates the requirements for cash handling:

⚫ Coin sorting and counting equipment;

⚫ Cash handling is assumed to be conducted in the AFC room of each station;

⚫ Cash handling equipment shall include, but not limited to, the followings;

⚫ Cash bagging equipment;

⚫ Bill counting equipment; and

⚫ Money trolley,

Consumables for cash counting and handling are not included in the contract.

6.8.1.2 Requirements

The contractor shall propose following items to the Engineer in coordination with the O&M company

and be reviewed:

⚫ Operation of cash handling;

⚫ The number of cash handling equipment at each station; and

⚫ Cash counting equipment shall have functions to check the types of bill or coin.

Money trolley shall be designed for one-manned operation.

6.8.2 Card Handling

6.8.2.1 General

This section indicates requirements for card handling.

6.8.2.2 Requirements

The cards shall be supplied by the 1st issuer outside this contract and be recycled as shown in card life

cycle.

The card stock, the cards in the equipment, the number of cards temporarily stored in the AFC room for

recycling, the cards recovered due to defects, and the cards returned must always be clearly managed.

6.8.3 Data Reporting

The report/ receipt to be printed out in this system are shown in Table 6.4. but it is not limited thereto.

6.9 TELECOMMUNICATION NETWORK AND INTERFACE

6.9.1 Telecommunication Network

6.9.1.1 General

This section describe requirements for Telecommunication network.

Data Telecommunication network shall be provided between station AFC equipment, station computer

system, central computer system, card issuing system, card recycling system, and stuff-pass issuing

system. Cash handling equipment is not required to be connected to the network.

Optical fiber cables between stations and the OCC building shall be prepared by the Telecommunication

system.

The network facilities in the stations and the OCC building shall be mirrored .

6.9.1.2 Requirements

Requirements for cable areas are as follows:

⚫ The cable shall meet national or international standards appropriate to data processing

and data transmission required;

⚫ The contractor shall propose measures to define cables easily apart from other systems;

⚫ The cable shall be manufactured from fire retardant, low smoke, halogen free materials;

⚫ The cable shall be sufficiently shielded to minimize its susceptibility to external noise;

and

⚫ The cable shall be anti-termite, anti-rat and pest resistant. If chemicals are used, those

shall conform to the requirements of related Philippines regulation.

Installation of the cable shall be carried out in accordance with requirements of Philippines laws,

regulations, and standard. The contractor shall pay special attention to, but not limited to, the cable

installation through fire protection wall.

Network facilities shall consider measures against power failure, in order to protect or conserve data.

Network engineering shall be proposed to and be approved by the Employer or the Engineer. Network

engineering includes the followings:

⚫ Protocol used for all data communication, such as TCP/IP, and addresses;

⚫ Network components and their performance;

⚫ Operating speed of LAN in stations and OCC building;

⚫ Measures against illegal access to LAN; and

⚫ Measures against data loss in case of power failure.

6.10 PARTIAL COMMENCEMENT OF TRAIN OPERATION

The Metro Manila subway plans to commence train operation at 15 stations (from Quirino Highway

station to Bicutan station), Depot and NAIA Extension (from Lawton East station to Terminal 3 (T3)

station).

However, 3 stations (from Quirino Highway station to North Ave. station) and Depot are initially going

to Partial commencement of train operation.

6.10.1 Partial commencement of train operation and Commencement of train operation

Because the Metro Manila Subway is conducted in two stages of Partial commencement of train

operation and Commencement of train operation, the AFC system also needs to deal with it. Further,

the connection test of the AFC system will be performed at the time of the Partial commencement of

train operation and at the Commencement of train operation.

Specific contents for Partial commencement of train operation and Commencement of train operation

are shown below.

6.10.1.1 Partial commencement of train operation

The AFC equipment installed in 3 stations (from Quirino Highway station to North Ave. station), OCC,

training center, etc. are targeted.

The AFC equipment to be installed shall be the equipment shown in section "6.3.3 Configuration of

AFC equipment" and "6.16 Training facility".

6.10.1.2 Commencement of train operation

The AFC equipment to be installed shall be the equipment shown in "6.3.2 Configuration of AFC

equipment". The AFC equipment shall connected to the MSN system.

6.11 OPERATION PLAN FROM MMSP LINE TO NSRP-SOUTH LINE

Metro Manila Subway (MMS) trains have operation plan to enter the NSRP-South line. Operation plan

is connected at Bicutan station.

Along with this ride, passengers can transfer at the station of NSRP-South line from the MMSP line

station without going through AG at Bicutan station.

The Bicutan station is the settlement point of the fee for the MMSP line and the NSRP-South line.

Therefore, it is necessary to deal with the following matters:

⚫ Fare request for passengers;

⚫ Settlement between member organizations of MMSP line and NSRP-South line;

⚫ There are 40 stations on the north-south commuter line; and

⚫ Other items if any.

6.11.1 Main contents of modifications

It is assumed that the AFC system will require the following major modifications:

⚫ Development of price table and release screen of TVM and POS, for expansion of SJT

and SVC release range;

⚫ Development of sales data processing and report, of station computer and central

computer for expansion of SJT and SVC release range;

⚫ Development of sales processing and settlement processing with the North-South

commuter line for expansion of SJT and SVC sales range;

⚫ The system shall consider the application of discounted rates in the future: and

⚫ Other items if any.

6.12 INSTALLATION

6.12.1 Installation of AFC equipment

The contractor shall set up the AFC equipment at a specified place. AGs and TVMs must be installed

avoiding direct sunlight, raindrops and splashes.

Equipment shall be fixed so as not to fall over or move due to earthquake, mischief etc. securing

operation space and maintenance space.

6.12.2 Installation Duct and Cables

⚫ The contractor shall install the power cable and Telecommunication cable to be supplied

to the AFC equipment;

⚫ Cables shall be installed in measurement that is safe to the environment. Also, there shall

be no danger to the passengers and station staff; and

⚫ The Telecommunications cable shall be installed so that the influence of noise from the

power cable is minimized as much as possible.

6.13 INTEGRATION TESTING AND COMMISSIONING

6.13.1 General

The Contractor shall carry out Integration Testing and Commissioning after the completion of the

system acceptance tests.

The objectives of Integration Testing and Commissioning shall be carried out to do at least the

following:

⚫ Ensure interoperability and integration with other systems including the existing AFC

system (SCS, LRT1, LRT2, MRT3, NSTR-CCS, AFC equipment and others); and

⚫ Ensure performance of AFC system and equipment.

6.13.2 Integration Testing and Commissioning Phases two.

Phase 1: Quirino Highway, Tandang Sora, North Avenue

and Phase 2. Consist 11 stations (from Quezon Ave station to FTI station) and NAIA Extension (from

Lawton East station to T3 station) .

The AFC equipment to be installed shall be the equipment shown in "6.3.2 Configuration of AFC

equipment". The AFC equipment line will be connected to the MSN system. Section 2 is for 8 stations

including CCS and IC Ticket Initialization System.

⚫ The Contractor shall coordinate with all the Interfacing Contractors (CP101, CP102,

CP103, CP104 and CP105, CP108) and other Interfacing Parties to ensure all the

Integration Testing and Commissioning activities are completed in accordance with the

Contractor’s Completion Plan reviewed without objection: and

⚫ The Contractor shall provide all necessary supports, conduct investigations, and provide

corrective actions, if necessary, to ensure all matters related to interfacing is properly

resolved.

6.13.3 Interface Requirement

⚫ Objectives of the Integration Testing and Commissioning for all subsystems;

⚫ List of specifications and standards, and reviewed design documentation for reference;

⚫ Step-by-step test instructions;

⚫ List of test instruments and special tools;

⚫ Test record forms;

⚫ Pass or fail criteria;

⚫ Within two weeks upon completion of all Integration Testing and Commissioning

activities, the Contractor shall submit the test results to the Engineer for review;

⚫ The Tests on Completion shall be considered completed only if the Engineer’s review

without objection is received for the test results of the Tests on Completion; and

⚫ The test shall be witnessed by the Employer and the Engineer.

6.14 INTERFACE REQUIREMENTS

The contractor shall install the equipment and cables included in the AFC system. The interface

requirements are as follows.

6.14.1 Station equipment

• Laying of a power cable from the power distribution room to the power equipment room

and to the AFC equipment;

• Laying the ground wire from the equipotential ground terminal to the AFC device; and

• Laying of cables from the connection port of the backbone network to the communication

device room to the AFC device.

6.14.2 OCC equipment

• Laying of a power cable from the power distribution room to the power equipment room

and to the AFC equipment;

• Laying the ground wire from the equipotential ground terminal to the AFC device;

• Laying of cables from the connection port of the backbone network to the communication

device room to the AFC device; and

• The central computer communicates with the central clearing house and exchanges

transaction data, blacklist, card balance information, etc.

6.14.3 Test

This section indicates the requirements for tests to be performed by the contractor on AFC equipment

included in the contract.

The contractor shall conduct at least, but not limited to, the following tests.

6.14.4 Test stage

The tests shall be divided into the following aspects:

⚫ Factory acceptant tests;

⚫ Installation test;

⚫ Operational test; and

⚫ Total connection test.

6.14.5 Factory acceptance test

The factory test shall include at least the following items:

⚫ Visual Inspection;

⚫ Dimension and Shape Check;

⚫ Function Tests;

⚫ Operation Test;

⚫ Software Confirmation Tests; and

⚫ Dustproof and Waterproof Check.

6.14.6 Installation test

The Installation test shall include at least the following items:

⚫ Cleaning;

⚫ Performance;

⚫ Rate Value of Equipment;

⚫ Position and Level;

⚫ Termination and Marking;

⚫ Protection of Cable;

⚫ Cable Bending Radius;

⚫ Terminal Condition;

⚫ Separation Distance;

⚫ Matching with Drawing;

⚫ Grounding Connection; and

⚫ Power Sauce Breaker.

6.14.7 Operational test

The Operational test shall include at least the following items:

⚫ Function Confirmation;

⚫ Performance Confirmation;

⚫ Software Confirmation;

⚫ Communication Check between Devices;

⚫ Visual Confirmation of Equipment Performance;

⚫ Interface Confirmation; and

⚫ Demonstration in Operation.

6.14.8 Total connection test

Connect all equipment such as stations, central computer, clearing house, etc. and confirm that the

system operates normally.

6.14.9 Simulations testing

The contractor shall provide simulations for the testing in case the interfacing equipment is not

available, or in case the testing patterns are not cleared enough by testing machines. In case the

interfacing equipment is not available, the contractor shall conduct interfacing tests as soon as the

interfacing equipment is ready.

6.15 SPARE PARTS AND CONSUMABLES

The contractor shall prepare consumables, spare parts and its list necessary for operation and

maintenance of the AFC system.

Consumables and spare parts shall be prepared for at least one year including warranty period.

Examples of consumables and the spare parts are shown in the Table 6.7 Table 6.8. But it is not limited

thereto.

6.15.1 Spare parts, special tools and test, training equipment

The contractor shall supply, as a minimum, include the following:

⚫ Spare units and spare parts;

⚫ Maintenance tools and test equipment; and

⚫ Training equipment.

6.16 TRAINING FACILITY

The contractor shall conduct maintenance training and operation training for the related staff of the

O&M company.

The training program shall enable staff to operate, service, enhance, maintain, and interact with the AFC

facilities.

The contractor shall conduct a training plan under the assumption that the O&M company’s staff have

no knowledge or experience concerning the related systems.

The contractor shall provide competent instructors, training manuals, training facilities, all necessary

aids and materials in support for all training courses.

The Training shall include the following:

6.16.1 Training

For the staff of the subway to learn the operation of the AFC system, training facility for education is

6.17 MAINTENANCE

Repair or restore works at site shall be conducted by unit replacement, unless approves by Employer or

the Engineer in coordination with the O&M company.

Machines shall be designed such that unit replacement shall be able to be carried out basically by one

person.

In the maintenance shop, a maintenance assistance terminal and a printer shall be provided to inform

the equipment operation status and trouble information, of all the stations, and printout the maintenance

report.

Machines shall be designed and maintenance training shall be conducted so that repair or restore works

on site shall be within 30 minutes after the arrival of maintenance staff. This repair or restore works do

not include resuming from damages caused by vandalism, theft, fire or nature disaster.

O&M company shall be able to be checked maintenance date whenever is required.

The contractor shall submit the following document for maintenance:

⚫ System specification;

⚫ Software specification;

⚫ Software source code;

⚫ System hardware specification;

⚫ Operation manual for station staff;

⚫ Maintenance Manual for Maintenance Personnel;

⚫ Installation related drawings;

⚫ Consumables list; and

⚫ Maintenance parts.

6.17.1 Maintenance Shop and Training Room

⚫ LAN Facilities; and

6.18 PACKAGING, SHIPPING, STORAGE AND DELIVERY

The contractor shall consider so that the quality will not be impaired in the packing, shipping,

transportation and storage of equipment, units and parts. In particular, it should not be affected by long-

term high temperature and high humidity environment by shipping service and vibration during land

transportation. Quality shall not be impaired during storage on site.
