Community Training Australia (“CTA”) is a fun and friendly training organisation preparing individuals for their world of work. “Fast”, “friendly” and “creative” are words that characterise our training. Training does not have to be boring and miserable.

Our life moves very quickly and our need for Nationally Recognised Qualifications and skills is essential for career advancement and personal goals. The faster that you are able to achieve your goals the faster you can get to do the things you want to do.

At CTA we specialise in community service courses including people management. Many of our trainers also work in our community services divisions and so they have up to date knowledge in their field as well as tonnes of solid experience behind them in order to give you the very best training experience.

The Community Training Network of graduates and students continues to grow and you can keep in touch with the friends you make when studying with us through our web/Facebook connection on www.communitytrainingaustralia.edu.au. We would also love to hear from you as well!

The outcomes that students achieve through our training makes our day, so please feel free to share your stories of success and any needs you have in making your training count towards your life goals. Our goal is to make your goals materialise.

Community Training Australia Pty Ltd (“CTA”) is a National VET Regulated (NVR) Registered Training Organisation (RTO) approved to provide Vocational Training and Assessment services. RTO provider number ‘31905’. Details of CTA’s courses are listed on the national register training.gov.au using our provider number.All of the qualifications that CTA deliver are nationally recognised under the Australian Qualifications Framework and carry the Nationally Recognised Training logo.

“The Nationally Recognised Training (NRT) logo is a distinguishable mark of quality for promoting and certifying national vocational education and training leading to Australian Qualifications Framework (AQF) qualifications or Statements of Attainment.”

AUSTRALIAN QUALIFICATIONS FRAMEWORK

Community Training Australia is registered and regulated by the Australian Skills Quality Authority (“ASQA”) and adheres the requirements of the VET Quality Framework.The VET Quality Framework comprises:

Standards for NVR Registered Training Organisations;Australian Qualifications Framework;Fit and Proper Person Requirements;Financial Viability Risk Assessment Requirements; andData Provision Requirements.

THE NVR STANDARDS

VET FEE-HELP

Community Training Australia Pty Ltd has approval under the Higher Education Support Act 2003 as a VET Provider to operate as an administrator of the VET FEE-HELP income contingent loan scheme.

VET Provider #7002. The Australian Government Department of Industry formally recognised Community Training Australia Pty Ltd on “16th of November 2011 through parliamentary approval.Community Training Australia Pty Ltd (“CTA”) is an approved VET provider under the VET FEE-HELP Assistance Scheme and eligible students can now access VET FEE-HELP. VET FEE-HELP is an income contingent loan scheme that assists eligible students to pay for all or part of their VET tuition fees when studying one or more of the eligible VET courses at CTA. Students wishing to access VET FEE-HELP assistance are invited to discuss their eligibility with the staff at the information office at any CTA campus.

The Study Assist website contains important information about VET FEE-HELP (go to www.studyassist.gov.au/).

Students intending to access the scheme should read the VET FEE-HELP Student Information Booklet available on the CTA website.

When you sign the Request for VET FEE-HELP Assistance Form, you declare that you have read this booklet and that you are aware of your obligations under VET FEE-HELP.

Requesting VET FEE-HELP Assistance

If you determine that you are eligible for VET FEE-HELP assistance, you should obtain a Request for VET FEE-HELP Assistance Form from the CTA Student Administration department or by a representative on 1800 OPTIONS or emailing through to [email protected]. You must complete and sign the Request for VET FEE-HELP Assistance Form and return it to student administration on or before the first day of study (Start of Study).

When submitting a ‘Request for FEE-HELP Assistance’ Form, please include your Tax File Number and attach a certified copy of one of the following forms for identification:

Australian Passport;Australian Birth certificate;Australian Citizenship certificate;Letter from ABSTUDY that you are ABSTUDY current, or Proof of Aboriginality; orPermanent Humanitarian Visa.

To obtain a Tax File Number (TFN), you will need to complete a Tax File Number application or enquiry for an individual form available from the Tax Office website at www.ato.gov.au. If you do not have a TFN allocated to you prior to the administrative date (1 day prior to census), you should obtain a Certificate of Application for a Tax File Number from a Tax Office shopfront and provide to student administration as evidence that you have applied for a TFN. Failure to supply a TFN or Certificate of application for a tax file number by the closing date will mean that you will not be able to apply for VET FEE-HELP.

Community Training Australia Pty Ltd is a corporate member of the Australian Council for Private Education and Training (“ACPET”) and who administer the Australian Student Tuition Assurance Scheme (“ASTAS”).“ASTAS ensures that any Australian student displaced from a course, due to a member’s inability to continue the course, is relocated efficiently and with minimal disruption to a comparable course with another member or approved provider.”

As an ACPET member, all courses at CTA have ASTAS coverage, which is an insurance scheme that ensures your investment on our courses remains protected at all times.

Becoming a corporate member of ACPET has been a welcome step that we have taken as an organisation, and one that adds to our

commitment to students. Belonging to a highly professional network of private providers and consultants, both VET and higher education, gives students further assurance that our delivery of education services is of a very high standard. As per the details mentioned earlier, CTA will place you in another course at an ACPET member if we are unable to deliver the course you have enrolled in. What this means for you, is that your financial investment in your education is assured!

STUDENT TUITION ASSURANCE

Study in the Vocational Education and Training sector is anything but dull. It is about real learning for the world of work rather than a long theoretical treatment of the subject matter.

To begin a program of study it is important that we make sure you are eligible and also able to have a real chance of achieving your goals. In some cases we may suggest a higher level program for you or a lower level program for you, dependent on what we have available and what your unique learning needs are.

In some courses it is important for applying students to complete language, literacy and numeracy and even computer literacy assessments. This is merely a way for us to see how we can help you better. This is a confidential assessment and is designed to ensure that you will not be disadvantaged.

ENTRY INTO PROGRAMS

Community Training Australia is committed to providing a safe and healthy environment for all employees, contractors and visitors. We aim to achieve the highest degree of occupational health, safety and security by adhering to government legislation and taking a personal interest in the wellbeing of our staff and visitors.

All employees, contractors and visitors to our organisation are encompassed by our Workplace Health and Safety policy.

Who is responsible for Workplace Health and Safety?CTA is bound by Workplace Health and Safety legislations in all of the States and Territories in which it operates; including the Work Health and Safety Act 2011 in Queensland. www.safeworkaustralia.gov.au

StudentsStudents are not only responsible for their own health and safety, but the health and safety of others within their working environment. Students must report unsafe working conditions, faulty equipment and accidents in the workplace immediately to their trainer. Students must abide by safe working practices and comply with health and safety practices. Students who do not abide by the practices may be subject to suspension or expulsion.

EmployeesEmployees are responsible for the implementation and instruction of all company Workplace Health and Safety procedures and are also responsible for ensuring that other staff members are adhering to the procedures set by the company. Employees must report all accidents or near misses to the General Manager immediately and complete an Incident Report pertaining to the accident within 24 hours. Regulations under the Workplace Health and Safety Act 2011 have the same powers as the Act itself. If the company or employees do not comply with the Regulations or Acts, they may face prosecution, incur a fine, or both.

WORKPLACE HEALTH AND SAFETY

CTA commits to keeping student, staff and contractors’ information private. CTA adheres to the Information Privacy Act 2009 (QLD). In the course of its business, Community Training Australia (“CTA”) may collect information from students or persons seeking

to enroll with CTA, either electronically or in hard copy format, including information that personally identifies individual users. The RTO may also record communications between individuals and CTA before and during a course of study, which include practical observations

that form part of assessment tasks to be completed. Students will be informed when such recordings are to take place.

PRIVACY

Some students have completed a great deal of study in related areas or have a vast work experience in the area of their proposed study. Students in this instance may want to apply for Recognised Prior Learning. Exact match units of competency are a direct credit transfer and will be honoured by our Registered Training Organisation, with an appropriate drop in fees for these units already completed.

For related studies and workplace experiences the process is more complicated and a fee will be charged for the time taken by our training organisation for the ‘RPL processes required.

There may be some special ‘fill in’ assessment needed to complete units of competency or other evidence required. In many cases, work experience role descriptions, original work

you have completed, or supervisor’s feedback on letterhead etc. can contribute to proving your knowledge and skills in the area. In summary, Recognised Prior Learning or RPL is the process of collecting the evidence that you have the required skills and knowledge already to provide the qualification or statement of attainment for a specific unit of competency.

You are asked to read these expectations prior to completing your enrolment:

1. All students are expected to participate in training to successfully complete their course(s).

2. When training is conducted within the workplace, you are required to wear clean, neat appropriate clothes as directed, including any personal protection equipment required by WH&S laws.

3. You must maintain a high standard of presentation at all times. Use sensible judgement when preparing to enter a workplace. Always remember that impressions last and that positive work placements could lead to good references and possible employment opportunities. A workplace will have their own policies and procedures. Check with the workplace and CTA if you are unsure.

4. Participate in all facilitated activities and carry out any tasks that may be asked by your facilitator to the best of your ability.

5. Complete self-paced learning workbooks/modules, training record books and/or assessments as required.

6. Produce a Doctor’s Certificate for sick days upon returning to class or after periods of time when studying by online learning. You must advise your facilitator if you will be unable to attend your study for a particular day. Absenteeism may result in Units not being completed, or competencies not being achieved. Excessive absenteeism may result in your removal from the course/program. In the case of online and distance learning we expect you to notify your trainer if you are unable to continue your course for long periods of time, or to request a timeframe extension, and to provide evidence when asked (refer to extension policies and procedures given when you log in to your course).

EXTENSIONS:7. If you are unable to continue with your

studies and/or you cannot submit your assessments before the due dates, we have a couple of options for you:

• You can request an extension before the recommended assessment due date – please refer to your Confirmation of Enrolment for details. The recommended assessment due dates have been set up before Close of Study to provide you with up to three (3) attempts for your possible resubmissions.

• You can request a Close of Study (COS) extension under the CTA general and special circumstances policy. Please note: A “Request for Extension” Form must be received by CTA office before Close of Study for approval.

• You can withdraw from the course and if this happens before CENSUS you will not incur any fees. However, if you request withdrawal after CENSUS you will incur fees. A Withdrawal form must be submitted and received by CTA head office before close of business on the administrative date, which is two (2) days before CENSUS date, in order to process your withdrawal before CENSUS.

DEFERRAL8. There may be the option to defer

after CENSUS date, under special circumstances.

10. If you are unable to attend off-the-job training or structured training sessions/workshops, you must contact your employer and assessor.

11. Advise Community Training Australia of any changes in your personal details via email or through the Change of Details form, available on our website under Forms, Policies & Procedures.

12. You must keep training areas and facilities tidy at all times.

13. Consumption, or being under the influence of alcohol or illicit substances during the training hours is unacceptable, and will result in you being asked to leave the premises. Continued abuse of this policy may result in your removal from the course and the termination of your enrolment.

14. Your behaviour must not disrupt or threaten other students or company personnel. Abusive or threatening behaviour or physical violence may result in instant expulsion from your course or program.

15. Failure to comply with points 11 and 12 above will result in your suspension and/or expulsion from your course or training program for a period to be determined by the General Manager.

Students with special needs should let their Trainer know these needs prior to starting the course, by calling the local campus office and asking for the relevant course trainer. Disability should not mean that study is not accessible to you. CTA is committed to the principles of access and equity and will take your particular needs seriously and attempt with your help to make your time of study productive and accessible for you so that there is equity between students.

Disability of course comes in many forms, some disabilities are obvious like individuals requiring wheelchairs or experiencing blindness. Others like bipolar disorder, partial deafness, degenerated spines, or clinical depression are less obvious.

We have been able to accommodate many people with back problems with the comfortable chairs we offer at many of our campuses, access to wheelchair lifts and ramps, or accommodating individuals with extensions if known depression or other situations are likely to impact their training experience. We are able to assist with notification in advance, but are less likely to be in a position to assist if notification comes later on during the course of study.

You will not need to provide doctors certificates to prove a special need, simply let your Trainer know what you think you may need with respect to assistance and they will do their best. If you are being accommodated through our travel department however you will need a Doctor’s Certificate for special consideration for special room requests.

Other special needs may include recent bereavement, loss of income for a partner, child in crisis, breastfeeding, child with a disability, marital discord, illness or parent needing care etc. Our lives go on with many challenges right through study periods and so if an event occurs which puts a large stress on you through your study this would constitute a ‘special need’. Your Trainer will try to find ways to work around this time for you and make allowances so that you can complete your studies. Please keep in mind that each training course has an end of study date and extensions are not automatically granted.

SPECIAL NEEDS SUPPORT

In your enrolment pack you may find a Language, Literacy and Numeracy Assessment or a Pre-enrolment Questionnaire which we provide for students to ensure that we are

able to support them adequately through the course. This assessment does not require 100% perfect answers, however it will alert us to students with any literacy needs. If you know

you have support needs before you start a course, just talk to one of our Course Advisors about your needs and a Trainer can give you a call to discuss the course requirements.

LANGUAGE LITERACY & NUMERACY

All programs delivered by Community Training Australia Pty Ltd. are assessed under the principles of Competency Based Training. The aim of Competency Based Training is to assess the student’s ability to undertake the activities in each unit rather than sit an exam that has a specific “pass mark”. Your Trainer will assess your ability (or

“competency”) to carry out the activities in each unit of your course. In the case where a student has specific learning needs, then assessment may be modified accordingly to determine competency.

Competencies are normally expressed in terms of a unit competency.

Competencies include the knowledge and skills that are required for you to participate in workplace activities. When you are being assessed on these activities, you will be required to perform them to the level required in the workplace.

COMPETENCY BASED EDUCATION

All assessments conducted by us will:

Comply with the assessment guidelines defined in the relevant nationally endorsed training package. In the case of our qualifications we will ensure that the competency assessment is determined by a vocationally competent Assessor who holds the relevant TAE10 or TAA04 qualifications or equivalent qualifications.

Our assessments and assessment methods will ensure that we:

focus on the application of the skill and knowledge as required in the workplace, including:

Task skills (actually doing the job),Task management skills (managing the job),Contingency management skills (what happens if something goes wrong), andJob role environments skills (managing your job and its interaction with others around you).

We will ensure that we assess you in sufficient detail to ensure that we can determine that you have attained competency.

Staff are available to discuss and provide limited professional advice as to the outcomes of the assessment process and guidance on future options.

All assessment tasks must consider any language and literacy issues, cultural issues or any other individual needs related to the assessment. Re-assessment is available on appeal.

ResubmissionsWe will provide students with up to three (3) opportunities within each term to demonstrate competency in the modules/units being assessed. Re-submissions are optional for students to utilise, but this allowance gives students the peace of mind to know that if they do not get the unit/module right in the first attempt, they have another two (2) opportunities to attempt the assessment (within term dates) and be re-assessed, which hopefully leads to a positive outcome.

A certificate is issued when the student has completed all possible requirements for the relevant qualification, including clustered units where applicable.

Statement of AttainmentA Statement of Attainment is issued where candidates have partially completed the requirements for qualification. This may be issued for the following reasons: The student does not complete the full requirements for qualification; A package of units has been delivered from an accredited and registered program; orBy the student’s request.

The code and title of all units successfully completed by the student are listed on the Statement of Attainment. The certificate/Statement of Attainment is posted out to the address given on the enrolment form, or is presented at Graduation.

A Statement of Attainment contains a full record of all the units of competence which complete the training program. It provides a list of the student’s assessment results for each unit of competency from the results recorded in the training management systems held by CTA.

Reissuing of QualificationsIf your Academic Transcript is misplaced or damaged, please contact CTA’s administration to order a replacement. A fee will apply of $30. In this case your Certificate, Statement and Transcript will include the original date of issue and the re-issue date.

Results OutcomesGenerally results relate to the following categories:

CompetentThe student has demonstrated competency in all learning outcomes for that unit.

Withdrawn – formally after some participationThe student has withdrawn from units and did not complete the required learning outcomes.

Credit TransferThe student has been granted exemption from studying the unit due to previous study (credit transfer).

Recognition of Prior Learning (RPL)RPL is achieved where the demonstration and recognition of prior leaning or on-the-job experience has been clearly documented and mapped back to the individual unit of competency benchmarks.

Discontinued – No formal withdrawal after some participationIndicates that the student has not returned to participation in training in that particular unit or module.

Not Yet CompetentThe student has either been assessed, or not assessed and has not yet demonstrated competency in all of the learning outcomes for an individual unit.

Not CompetentThe student has been fully assessed in all learning outcomes, and does not meet the requirements for demonstrating competency. Re-enrolment may be recommended if the Assessor believes there is a reasonable basis for doing so.

CERTIFICATES

Each qualification or stage is allocated a timeframe for completion. This is given to you via the Confirmation of Enrolment which is emailed to you to confirm enrolment, and displayed on the website under the schedule of published term dates. Students must complete within this timeframe or apply for an extension (see extension policy below).

ExtensionsMaximum extended timeframeThe maximum timeframe for extensions is six (6) months from the end date for all courses, short or full or single unit. After this time there can be no extensions for a number of reasons

under any circumstances. After six (6) months has elapsed, a student needs to enroll again in a course at the schedules course cost or unit of study cost for the units yet to be completed.Prior to the six (6) month period, the following applies:

Extenuating circumstancesUnder extenuating circumstances, a student may be allowed a four (4) week extension on their course at no cost. This applies to all courses, whether they are one unit or full courses. Extenuating circumstances include:

Financial hardship Personal hardship including illness. Hardship must be stated in an email giving reasons and proof may be requested.

ExceptionsFunded courses, traineeships and curriculum changes by State or Federal Government.Funded courses, including traineeships, do not apply to this policy. In these circumstances we may be unable to assist you with extension on the allocated timeframe for your course.

Refund policy VET FEE-HELP eligible students who pay up front will have fees refunded to them if they withdraw before the census date set for their course or stage.

Students who are enrolled in courses or programs that doesn’t satisfy VET FEE-HELP eligibility, or who are themselves not eligible for VET FEE-HELP assistance have the right to request a refund. Please refer to our website for the full refund policy (Policy 7 Refund).

Fee refunds / re-credits for Rural Residential and Integrated Placements (IPs)Students who enrol into rural residential programs or integrated placements will have their fees refunded or re-credited in full if they withdraw before the census date set for the VET unit of study that involves an IP.

Students who enrol in rural residential or integrated placement programs will not have their fees refunded or re-credited if they withdraw after the census date set for the VET unit of study that involves a rural residential or IP program. However, if the student is able to satisfy evidence requirements as outlined in

Policy 022 VET FEE-HELP Refund and Review, in support of their withdrawal application, the student will be refunded or re-credited a maximum of 40% of the cost of the VET unit of study that involves an IP.

These evidence requirements remain the same for students paying upfront or ‘incidental fees’ where there is a cost involved to supplying travel and or accommodation.

Course feesPlease see the course brochure or website for fee schedules.

Materials feesMaterials required by students to complete courses are integrated into the enrolment fee for the course.

Certificate reprintsCertificates and awards can be ordered by students through your Trainer or directly to Community Training Australia. Reprinted certificates and awards have a fee of $30. Guarantee to complete trainingCommunity Training Australia guarantees to support students in completing their training,

and achieve this by holding membership with ACPET and subscribing to the Tuition Assurance Scheme, which protects CTA’s student’s tuition fees in the event that the course is not able to continue.

Options for students who do not gain successful study outcomesStudents who not gain a successful outcome from their study within the time frame of the course will be awarded the Statements of Attainment for the work that they have already successfully completed. They also have opportunity to re-enrol in the units of competency or modules that they still require to complete their full qualification. This guarantee exists for the duration of the training package and the ‘teach out’ period set by the Industry Skills Councils.

FINANCIAL MANAGEMENT

The rules and guidelines for students are all about safety and keeping each person comfortable and included in training experiences.

SMOKINGNo smoking inside buildings or outside of doorways to buildings within four (4) metres.

ALCOHOLNo alcoholic beverages are permitted in training sessions. No student will be allowed to enter classes if they are intoxicated.

DRUGSNo student will be permitted to attend training while using illegal drugs. Students are not permitted to bring any illegal drugs on to the training site.

DISRESPECT OR HARRASSMENT OF OTHER STUDENTSAs all nationally accredited courses prepare people for the world of work, any disrespectful behaviour, discouragement or harassment of other students overt or covert will not be tolerated. Your care and inclusion of other students is an assessable component of the course. Harassment, discrimination etc. are also against Australian Law.

DISRESPECT OR HARRASSMENT OF TRAINING STAFFAny disrespectful behaviour or harassment of training, or any other CTA staff, overt or covert, will not be tolerated. Your care and inclusion of staff members is an assessable component of the course.

RESIDENTIAL STAYLoud talking, singing or disruptive behaviour outside of student rooms is not allowed. Students attending weekend workshops and residential programs need to be aware that bedtimes for other students vary. Your consideration of other students is an assessable component of your course.

THE GOLDEN RULEPlease treat all others in your course in the same way that you would like to be treated.Please be considerate of all the people in the training facility. If you find that you have offended someone, even if you have not meant to, please be gracious and apologise for any hurt experienced. Make it easy for others to enjoy and participate in their training experience. If each student has this attitude the training experience for all will be enjoyable.

STUDENT RULES AND GUIDELINES

Plagiarism is the presentation of work from another person as though it was their own, and failing to properly acknowledge that person. If plagiarism is discovered through the process of marking, students will be asked to reattempt the unit if it is observed to be an issue with correctly referencing.

If plagiarism is found to be more severe and isn’t an obvious difficulty with referencing, generally the unit is automatically resulted as ‘not competent’. In more severe situations where another students work has been directly copied, an investigation into the event may lead to the student being withdrawn from study and

Community Training Australia has a complaints procedure. The complaint’s and appeals policy can be found on the CTA website, under the policy title ‘Policy 18 Complaints and Appeals for Academic Matters’ and ‘Policy 19 Complaints and Appeals for Non Academic Matters’.

COMPLAINTS

Obviously the best person to help you with assessments is your Trainer. However having said this at times the best thing to do is to take a break and re-read the task at a later time… sometimes fatigue sets in and we cannot

understand even simple words in front of us!Plan a good study timetable for yourself.If you are a morning person, set times and days when you will get up with the birds and work away.

If you are an evening person, find a special spot where no one will intrude and set up a study centre where you can really have fun with your study!

GETTING HELP WITH ASSESSMENTS

Course materials are provided for students in booklet form and are available to students via PB Works. If you lose your materials you can order new booklets for a reasonable fee. Booklets on average are around $25 replacement.Most resources will be provided online for you to download.

COURSE MATERIALS

The other option is to buddy up with a couple of other students and make a regular time of getting together to work on assignments. You can also practice techniques and share

information that you are learning to extend your training experience. Some students like to meet in each other’s homes, others ask permission to use the training facility and others

use a library or a favourite café. McDonalds has also been a spot used when little children are around! You can form study buddies also through our website.

STUDY BUDDIES

Some of our courses are provided in residential workshop format. If this is the case students need to consider attendance as compulsory as essential knowledge and skills are assessed at these times.

Residential workshops are really a lot of fun, so while they are serious in terms of assessment requirements, students often say that the workshops have been the highlight of their course experience.

If attending a weekend workshop you will need to arrive on Friday evening because the course work starts then, and you will leave around 4pm on the Sunday afternoon.

There will be lectures, readings, and time for written work, but the key feature of the weekend will be demonstrations and triad practice where you will work with other students in practical activities.

Go to the workshops with an attitude to give and to receive. Throw yourself in the deep end. You will enjoy it and find that you come out with a sense of great accomplishment!In workshops you will have Observation Checklists that will need to be filled in by your Trainer. At other times when we have full residential programs practical learning and assessment opportunities are provided within the block of study.
