    children, we are helping to build a better world for present and future generations bymaking a reality of childrens rights.

    The Kenya Country Programme currently has field sites in Wajir East and South,Mandera West and Central, Eldoret and Dadaab refugee camp and is reaching

    beneficiaries through Health, Nutrition, FSL, WASH, Child Protection and Education.

    We are seeking qualified candidates to fill the positions of:

    1. CASH TRANSFER OFFICER (3 Months contract based in Dadaab)

    Job Purpose

    The Cash Transfer Officer will ensure, under the responsibility of the Food Security and

    Livelihood Coordinator the implementation of Save the Childrens Food Securityvoucher programme in Dadaab refugee camps. The incumbent will also provide technical

    support, capacity building to local staff to ensure high quality standards of project

    implementation.The Cash Transfer Officer will be line managed by the Food Security and Livelihood

    Manager, and supervised/advised by the Finance Officer.

    Key Responsibilities

    Team Support

    The Cash Transfer Officer does not manage directly a team. However, being overallresponsible for the Transfer systems, he/she will have to train and induct SCUK field

    staff and conduct regular monitoring of their activities, in coordination with the FS&L

    Coordinator and the Finance Manager:

    Identify capacity gaps and provide capacity building and technical support when

    relevant to the hunger reduction teams.

    Make regular and extensive field visits to all project areas to plan, implement,supervise and monitor cash transfer activities.

    Ensure that line manager is informed of any fiduciary or other risks related to the

    functioning of the cash transfer systems and in this case be able to propose

    improvements to the systems in place.

    Manage the data entry clerk when/if he is assigned to cash transfer systems.

    Ensure regular coordination and planning meetings with the team.

    Cash Transfers

    The Cash Transfer Officer assists the FS&L Coordinator and the Finance manager to

    ensure that cash transfer systems are in place and implemented to high standards of

    transparency and accountability. He will personally take part in some parts of theimplementation process of the cash transfers, as well as monitor the whole process:

    Ensure that field teams make a realistic and timely activity planning when related

    to cash transfers.

    Gather the payment requests, cross and double check them, prepare and submit

    the cash transfer request, ensuring proper coordination with the finance and

    logistic department to ensure that transfers are happening on timely basis for therespect of both our beneficiaries and traders

    Monitor the implementation of cash transfers through field visits and accountancy

    procedures.

    Ensures that all documentation related to the cash transfer systems is up to date

    and relevant to the implementation on the field. Inform line managers otherwise. Be responsible for the parts of the cash transfer systems that are under your

    responsibility.

    Provide technical expertise for the design and implementation of the transfer

    systems to ensure high accountability as well as smooth field implementation.

    Input in the database the information on the goods purchased by the beneficiariesunder the voucher scheme, cross-check the vouchers with the list of eligible

    products

    Follow up of traders Post Distribution Monitoring questionnaire, follow up ofmarket prices to control traders performances during voucher exchange

    Reporting

    Design and maintain a cash transfer monitoring database to allow easy reporting.

    Provide monthly transfer reports, with quantitative information on the volumes

    transferred (vs plan) as well as qualitative information on implementation qualityto both the Finance Manager and the FS&L Coordinator

    Prepare and submit sound and timely activity progress, distributions updates,

    voucher exchange weekly reports, reports on the commodities purchased,

    payment reports, monthly financial reports

    Representation

    Ensure that all beneficiaries and local communities understand the transfersystems and see those as transparent.

    Provide training support or train yourself beneficiaries and traders benefiting from

    the cash transfer system to allow smooth implementation.

    Ensure smooth and transparent flow of information from and to the local

    communities.

    Monitoring / Assessments

    The Cash Transfer supports the provision of data for analysis and project monitoring, in

    partnership with the M&E officer.

    Participate in need assessments, market analysis, and regular monitoring of the

    food security and livelihoods in your area of operation.

    Support in project documentation and lessons learned analysis

    Other duties

    Assist in other relevant duties as identified and assigned by the Food Security and

    Livelihood Manager and Coordinator

    Comply with all relevant Save the Children UK policies and procedures with

    respect to child protection, code of conduct, health and safety, security, equal

    opportunities and other relevant policies

    Person Specification

    Essential:

    University Diploma in Business Management, Banking, or related workingexperience in management, business or market development (for business or

    development / relief purpose).

    Previous experience with National or International NGOs (minimum of 2 years

    working experience)

    Working experience managing cash / vouchers.

    Previous experience with market monitoring, market analysis, suppliers

    payments, expenditure control

    Previous experience in data management and analysis

    Good team performance

    Previous experience in financial reporting.

    Proven planning, report writing, monitoring skills

    Excellent communication skills with fluency in written and spoken English and

    Kiswahili

    Excellent IT skills including the use of Excel (fundamental) and database

    software

    Ability and willingness to make very frequent field visits to the project areas andcommunicate directly with field teams and beneficiaries

    Ability to deem controversy and conduct focus group discussions

    Demonstrable ability to adapt to changing program priorities and emergency

    priorities that may arise Strong self starter, able to take initiatives

    Commitment to Save the Children policies

    Desirable:

    Working experience requiring cash / vouchers handling to a high level ofaccountability.

    Experience with similar cultural / social contexts.

    Understanding Somali language.

    Experience and skills in project planning and financial reporting

    Experience in designing and facilitating training and mentoring of staff

    Experience of working in cash transfer projects (vouchers / cash) on the financial

    systems and field implementation; Experience in small business management, providing an understanding of

    constrains and behavior of small traders is a plus.
