Colorado State University and the City of Fort Collins have jointly identified common needs and responsibilities to
evaluate and manage stadium-related impacts relative to
operational planning, transit operations, parking and traffic issues, law enforcement, security services, and
neighborhood relationships.

Considering all of these factors, exploratory investigations and design development in conjunction with construction analysis have been
coordinated over the last several months culminating in a list of Infrastructure Improvement projects
aimed at promoting multi-modal transportation, bike and pedestrian safety/management,
and a reduction in vehicular traffic to mitigate those anticipated operational impacts of the new on-campus
stadium to CSU campus and the wider community.

As set forth in the IGA, the City and CSU agree to take specific steps to mitigate the impacts
related to the construction and operation of a new on-campus multi-use stadium facility, and agree to continue to collaborate and
coordinate together in order to advance these objectives.

CSU agrees to working with the City to develop a Major Event Coordination and Operations Plan
(“the Plan”) to provide a framework for management of major events, based upon the size, nature and timing of such events. The Plan will also assist CSU and the City in establishing a framework
for other events that are anticipated to alter the pattern or volume of pedestrian, transit or
other traffic flows, or otherwise impact the public facilities serving the CSU campus.

The Office of Emergency Management, CSU and City Police Services, Poudre Fire Authority, etc. are working together to ensure emergency access to, and departure from, the stadium as well as all other areas on campus during events. They will also be developing both shelter-in-place and evacuation plans in the coming months.
1. As with all special event venues, pre- and post-game transportation will be busy, congested and require patience.
2. Most traffic in all modes can clear from campus +/- 60 minutes after event.
3. On-Campus: Bike and pedestrian infrastructure will support a game day event with the exception of the need for additional bike racks, bike valet, and minor sidewalk enhancements.

4. Off-campus: IGA infrastructure improvements seem appropriate. No other major infrastructure needs are identified.
