PARTICIPATION OF FAITH-BASED ORGANIZATIONS IN THE CSO
ASSEMBLIES IN PREPARATION FOR THE FY 2016 GPP
GRASSROOTS PARTICIPATORY PROJECTS BUDGET

SUBJECT
In preparation for FY 2016 budget for: the Grassroots Participatory Projects (GPP), the DILG will
convene the CSO assemblies in the covered cities and municipalities within this month, October
2014. The CSO assembly is an inclpsive meeting. of all Civil Society Organizations, Peoples
Orqanizations, community/grassroot::;\,:-organizations who are residents of the cities and
municipalities. The objectives of the C O assemblies are the following:

1. Orient them on local qovernance, hi hlighting the role of CSOs in Local Development
Councils (LDCs) and Local Special Bodies (LSBs);,
2. Explain the rationale for and processes of Grassroots Participatory Budgeting;
3. Gather, analyze and share results of poverty situation and other local poverty data in
their locality;
4. Identify and prioritize poverty issues and concerns in the localities;
5. Facilitate the independent selection of organizations that will represent the CSOs in the
Local Poverty. Reduction Action Team (LPRAT). The LPRAT shall always be composed
of an equal number of government (including the LCE) and non-government/CSO
representatives.
The assembly will also elect the LPRAT co-chair and two. other CSO signatories in the LPRAP
from among the elected CSO representatives to the LPRAT. The LPRA T is tasked to conduct
the LPRAP workshop. The LPRAP (Local Poverty Reduction Action Plan) is the LGU plan
which contains programs and projects collectively drawn through a participatory process by the
LGU with CSOs and other stakeholders, and which will directly address the needs of the poor
constituencies and the marginalized sectors in the city or municipality.
In view of this, DILG ROs and Field Officers are hereby directed to encourage faith-based
organizations to actively participate in the CSO assemblies and be counted as one of the
organizations that contribute in attaining the objectives of GPP. Monitoring GPP could also be
one o making GPP succeed.
