CSA Standards
Standards development
5
• We develop standards designed to:
– enhance public safety and health
– advance the quality of life
– help to protect the environment
– facilitate trade
• CSA’s standards development process is accredited in Canada by Standards Council of Canada (SCC) and in the U.S. by American National Standards Institute (ANSI)
• CSA standards are voluntary documents; only when referenced by government or a regulatory authority is their compliance mandatory
CSA Standards
Standards Development Methodology
• CSA members develop standards content; CSA staff
facilitates the accredited development process
• Decisions are made by consensus and balanced stakeholder
representation
• Development process is transparent and predictable
• Committee members represent the various interest groups
most likely to be affected by the standard
• Once published, standards are living documents, continually
revised and refreshed

Overview
The CSA Nuclear Program
was established in response to
the needs of the Canadian
nuclear industry and its regulator
for a reliable process to develop
vital standards to promote the
safe and reliable operation of
the nuclear power industry in
Canada.

CSA Nuclear Program
“ When tough issues are being debated at public hearings, if I can
show that the position is founded on an approved CSA Standard it’s
magic – the room relaxes and the discussion becomes much easier”
From a Chief Nuclear Engineer reflecting on the value CSA.
“ The Standards developed by the CSA Nuclear Standards Program
are integral to CNSC’s ability to regulate the nuclear industry”
From the CNSC evaluation report on CSA Nuclear Program.
“ … an investment in belief…”
From Keynote address by Rex Murphy at CSA’s 2013 Annual Meeting; in the
context of the importance of the public’s confidence at a time in Canada where trust
in religion, government, and large institutions is badly shaken .

Value - social licence
CSA Nuclear Program
Value - an integral part of major licences
• 31 of 40 published CSA Nuclear standards are referenced in
current licences / licence condition handbooks
• Standards form part of the CNSC’s Regulatory Framework
Structure and Five-Year Development Plan
‘Codification’ of practices and underlying knowledge
• Pressure tube inspection
• Pressure boundary
• Quality management

New developments
Update on Fukushima response
• Self assessment completed within CSA
• Program gaps were identified including: Emergency management,
BDBA, PSR, PSA, and Wet storage
• Submission of initial response plan made to the CNSC in May 2012
• Update to response plan submitted to the CNSC in Dec. 2013
– Formation of 2 new TCs
– Development of 5 new standards
– Update of existing standards
– Reprioritization of program’s long-term publication plan

New developments
Creating Communities of Interest
Enhance collaboration and communication between CSA staff, our members, and among users of standards globally…
15
16
Objectives and Goals
• Encourage collaboration and
dialogue between our 8,300+
members and all users of
standards
• Engage stakeholders who are
not members
• Be more visible in industry and
to the public
• Engage the next generation
• The Communities were conceived as a place where
– Any interested party could find information on nuclear standards
– Members could collaborate in a secure, private workspaces
• The platform would need to accommodate public spaces alongside
secured spaces
17
Public space:
− Public access
− Generic information
on nuclear program
− Networking tools
Secure space:
− Restricted access
− Committee members and paid
subscribers only
− Collaboration tools
− Committee materials
Vision and Architecture
• Developed clear Conditions and Terms of Use for the
platform
• Took measures to enhance security of data, including
HTTPS encryption protocol, user authentications, and
restricted web indexing
• Established a team of Community Managers to
moderate and curate content
– All participants have access to select “Report Abuse” and
immediately have content removed

Architecture
Value Proposition
CSA Communities help you to discover new ideas,
connect with others who share your passion for
standards development and collaborate in the
development of new projects and standards.
