INTRODUCTION
This report constitutes the final report of results for the Fourth Quarter 2013 Proficiency Test Program for
Chemical Analysis of Plain Carbon and Low Alloy Steel. The report contains tables of results for laboratory
data, statistical summary analyses of test results, and graphs charting laboratory data. Tables and charts are
labeled with the program title and element determined.
The TABLE OF RESULTS provides a listing of laboratories with corresponding test results. Each
laboratory is identified by a randomly selected code with the same laboratory code applying throughout the
entire report. Sample 4Q13L1 and 4Q13L2 results are included on the same page for each element.
The tables are organized by the element determined. Test results for each element are grouped in the table
according to the ASTM method utilized. Individual method summaries are provided at the end of each
grouping enabling you to compare your laboratory data to the Robust Mean obtained by a given method. An
Overall Summary Robust Mean combining all methods is provided at the end of the table for comparison to
the grand mean.
The last grouping of test results in the tables, where applicable, provides the test results received from
laboratories utilizing other methods. Individual summaries are provided for this grouping where there are
sufficient number of data received. This grouping is included in the Overall Summary.
Dev. Column indicates whether or not the laboratory deviated from the ASTM method utilized. A
indicates yes, indicates that the laboratory did not provide a response.
Description of Z-Score Column: The z-score column reports each lab' s deviation in units of standard
deviations. The z-score is the ratio of the deviation to the standard deviation. A z-score greater than 2 -- or
less than negative 2 -- should cause a laboratory to review their test data for any possible systematic error.
Z-scores outside this range should occur only about one time in twenty, if a laboratory has average capability
running the method. Laboratories should strive to obtain z-score values close to zero.
Description of Robust Mean and Robust Standard Deviation
Means and standard deviations are computed using a two-stage robust procedure which is designed to limit
the influence of unusually large or small results, while eliminating only the most egregious among them. The
computations and philosophy of robust statistics are explained more fully in Robust Statistics How Not to Reject Outliers, by the Analytical Methods Committee of the Royal Society of Chemistry, Analyst, 114 pp,
1693-97, Dec. 1989. In this report, data are subjected to these robust computations twice. After the first
stage, results which differ from the (first stage) robust mean by more than three times the (first stage) robust
standard deviation are noted as outliers (shown in the Table of Results marked with a double asterisk) and
excluded from the second-round robust computation. The robust mean and standard deviation resulting from
this second-stage computation are those published in the Table. (There is no second stage exclusion. As the
second-stage robust standard deviation is generally smaller than that of the first stage, some non-excluded
results may differ from the robust mean by more than three robust standard deviations. That is, some non-
excluded data may result in z-scores greater than 3 or less than 3.)
A description of an iterative algorithm for computing robust means and standard deviations is provided in the
next section. The process is tedious, but the estimates do have the following property which can easily be
verified. If n results are included in the computation, and if all the results which differ from the robust mean
by more than n1) - (n5.1 times the robust standard deviation are replaced by the robust mean.
n1) - (n5.1 robust standard deviations, as appropriate. The mean of these trimmed results will equal
the robust mean, and the standard deviation of the trimmed results will be .882 times the robust standard
deviation.

Calculation of Robust Mean and Robust Standard Deviation
The Robust Mean and Robust Standard Deviation of a collection of n results are calculated by first finding
the median of all test results and then finding each result' s absolute deviation from this median. An initial
standard deviation for the reported results is determined by dividing the median of the absolute deviations by
0.6745. This value is multiplied by a cutoff value ( n1) - (n5.1 ) and the result is added and subtracted
from the median of the test results to arrive at initial upper and lower limits.
For calculation purposes test results that fall within these limits are retained, and other results are adjusted to
the nearest limit. A robust mean and robust standard deviation are calculated using this new set of values
(Robust Mean = average of trimmed results; Robust Standard Deviation = standard deviation of results
divided by 0.882). The robust standard deviation is compared to the initial standard deviation estimates
determined above. If they are equal then record the values as the robust mean and robust standard deviation.
If the standard deviations are not equal, then a loop process begins by utilizing the robust average and
standard deviation to calculate a new set of upper and lower limits. This looping process continues until the
robust standard deviation stabilizes from one iteration to the next. The resulting values are the Robust Mean
and Robust Standard Deviation. The number of digits carried out in the loop process is one digit more than
the reporting resolution of the test values.
BAR GRAPHS are provided for each element and test sample. The "Y" scale represents the test results and
"X" scale the laboratory codes. Each laboratory' s data is plotted, excluding outliers. Data that falls outside
the scale of the graphs are indicated with an arrow in the bar. Horizontal lines are provided at the Overall
Summary Robust Mean and average plus/minus one and two standard deviations. The bar graphs are
organized by ASTM method.
An XY Graphical presentation for each element determined in the samples is provided utilizing
methodology developed by W. J. Youden and published in "Industrial Quality Control vol XV, No. 1, May
1959" "Journal of Quality Technology". The article is titled "Graphical Diagnosis of Interlaboratory Test
Results. A legend is provided in the graphs that identifies the ASTM method used.
The Youden article points out that reported values can be expected to fall along a diagonal line from the
lower left quadrant to the upper right quadrant. As used in this evaluation the position of a laboratory value
along this line indicates a probable laboratory bias either positive or negative from the consensus value.
Where a laboratory value point falls off this line into another quadrant in a significant way, the laboratory has
an indication of a problem that needs to be corrected. The actual problem depends on the data point' s
position.
GENERAL COMMENTS: Any reported values of "< ", "> ", "0", or "nil" are not included in the
statistics but are included in the tables as reported data.
