CRUZ REPORT: OBAMACARE IMPLEMENTATION HAS BEEN ABUSIVE, LAWLESS

U.S. Sen. Ted Cruz, R-Texas, the ranking member of the Subcommittee on the Constitution, today released a report

on the Obama Administration's unilateral rewriting of parts of the Affordable Care Act, and the law's multiple

statutory and constitutional infirmities, currently under review by the courts.

"President Obama has made explicit that if the Congress won't agree to his preferred policies, then the President will

simply rewrite the law through an abuse of executive power," Cruz said. "For over two centuries, we have been a

nation of laws, not men, and Republicans and Democrats should both be united against any President who refuses

to follow the law. This arrogation of power to the Executive undermines the rule of law, and poses a grave threat

to our Constitution and to the liberty of every American."

This is the second report in Sen. Cruz's "Legal Limit" series on the Obama Administration's ongoing efforts to

expand executive power. The first report highlighted the administration's extraordinary recent record of 9-0 defeats

in the Supreme Court in cases where it argued for expanded federal power.

MEXICAN JUVENILE INTEGRATION CENTERS SUCCEED AGAINSTADDICTION

In order to address the young population in the words of young people, Mexican Juvenile IntegrationCenters have made public their success stories against addiction.

· Carlos Andrés Hernández and Rodrigo Hernández shared their stories of drug using and theirrehabilitation process.

Around 830,000 people have received treatment against addiction through the National Network of Attention to Addictions,integrated by public institutions and other organisms of the Health Sector in Mexico. This has allowed those people’sreintegration into society, as in the cases of Carlos Andrés Hernández and Rodrigo Hernández, who had problems withalcohol and cocaine, respectively.

Raúl Martín del Campo, Director General of the National Center for Prevention and Control of Addictions, and José ÁngelPrado García, Head of the Deputy General Direction of Operation and Patronage of Juvenile Integration Centers, revealedthe strategies that turned out to be effective in the attention of addictions as well as their success stories.

Raúl Martín del Campo said that this Network enables the easy access to treatment and expands the coverage of the peoplewho have this type of problem. “Addictions are a problem that can be prevented and treated professionally and with quality”.

José Ángel Prado García, Head of the Deputy General Direction of Operation and Patronage of Juvenile Integration Centers,said that the consumption of drugs is a serious public health issue.

He mentioned that the Juvenile Centers are integrated by 114 units out of which 12 have hospitalization facilities wherestrategies for the prevention of addictions, as well as strategies for drug abuse and dependence of legal and illegal substances,are carried out. Last year, around 90,000 people were under treatment and approximately 7 million were in prevention.

Carlos Andrés Hernández, one of the youngsters who talked about his personal experience, addressed the young people andtold them to ask their families about the damage that alcohol causes. He advised to drink with moderation and to recognizewhen the drinking has become alarming in order to accept the problem and ask for help.

He said “We are not alone; we have our families and the support of healthy friends. One shouldn’t keep quiet when you arein the need of help. There will always be an organization that will open its doors to you”.

He mentioned that with the psychological support that he received from the Juvenile Centers he was able to overcome hisproblem of alcoholism, which had caused him to be rejected and broke the communication with his family.

Rodrigo Hernández, another youngster in treatment, revealed that his consumption of alcohol and tobacco began when hewas 13 years old. Afterwards he began consuming cocaine and his addiction made him lose his school, family, and friendsand jeopardized his life.

Now that Rodrigo is in rehabilitation, he says that there are times in which one makes the mistake of admiring what is wrong.“You don’t necessarily have to be popular or admired because of doing drugs. Unfortunately, one admires what is wrong andthat becomes a big problem”.

Finally, he said that “If you don’t pay attention, you destroy your family and you end up with legal problems. Now I can tellyou that I have gotten back on my feet, studying again, sharing time with my family, working, and trying to stay away fromdrug environments. It’s complicated but it’s possible”.
