Beginning Of The End The North Virginia Army lost many of its officers. The Confederates disdained Maryland after this battle. The North felt the war had shifted in their favor. Lincoln decided to deliver the Emancipation Proclamation. Europe had been close to mediation on behalf of the South, but after Antietam they backed away for good. However, France did try for a while to persuade England and Russia to help the South and restore the cotton shipments.

announced a new war aim that

foreshadowed universal emancipation.

• Britain now adopted pro-Union

resolutions. The anti-slavery position

gave the United States a substantial

foothold in Europe.

•Lincoln suspended the writ of habeas

corpus and authorized military trials

for rebels and their abbetors.
