NEW NATIONAL SENIOR CERTIFICATE (NSC) 2009

The new National Senior Certificate was for the first time issued to Grade 12 learners at the end of 2008. NB: Since the National Senior Certificate differs a lot from the Senior Certificate/Technical Matric and many students will still apply for registration with the latter certificate, it means we will have to distinguish between the 2 types of certificates and apply the rules for admission for each. NO ACCESS COURSES FOR THE ABOVE CANDIDATES (NSC) There are no changes to the Senior Certificate as we know it and an explanation about the new National Senior Certificate follows below: SOME IMPORTANT CHARACTERISTICS OF THE NSC

1 Subjects will no longer be passed on HG/SG/LG. 2 Languages will no longer be passed as First/Second or Third language, but as

Home Language/first additional language or second additional language. 3 There will be no subject aggregate. 4 All learners must pass Life Orientation as well as Mathematics or

Mathematical Literacy. 5 The endorsement of the senior certificate as we know it will also disappear.

The new National Senior Certificate will give an indication of the entry level for which a student qualifies, in other words if a student qualifies for admission to a Higher Certificate or Diploma or Bachelor’s Degree.

6 The Ordinary conditional exemption certificate will not form part of the NSC.

7 In cases where a student does not qualify for his proposed qualification, e.g he is in possession of NSC with entry level Diploma and wants to do a BA degree, no evaluation for possible conditional exemption or registration for the access program is allowed. Such a student has only a choice to do either a diploma or a higher certificate and nothing else.

NATIONAL CERTIFICATE VOCATIONAL (NCV)

The new National Certificate Vocational has been issued for the first time to Grade 12 learners at the end of 2009. NB: Since the National Certificate Vocational differs a lot from the current National Senior Certificate (Technical Matric) and many students will still apply for registration with the latter certificate, it means we will have to distinguish between the 2 types of certificates and apply the rules for admission for each.

The NCV result slips issued at the end of 2009, did not indicate the entry level. These documents had to be evaluated to indicate the entry levels. If you come across one of these, please refer to Lou-Lou/Jerry at AME Sunnyside who will assist in determining the entry level.

The NCV result slips/certificates issued by the end of 2010, will reflect the entry levels (similar to what we have for the NSC), for example if the entry level is Diploma, the student may register for Higher Certificate or Diploma and not for Degree. THE NOTING OF THE MATRIC DETAILS FOR THE NCV MUST BE DONE AS EXPLAINED BELOW

The noting of the Matric subjects for the NCV must be done as follows: FUNDAMENTAL COMPONENT: (English, Afrikaans, IsiXhosa, Mathematics, Mathematical Literacy and Life Orientation) Use the same codes that were created for holders of the NSC.

VOCATIONAL COMPONENT: No new codes were created for these subjects and all of these must be noted as follows: PLUS 00.

MINIMUM REQUIREMENTS FOR ADMISSION TO THE HIGHER CERTIFICATE, DIPLOMA AND BACHELORS DEGREE

HIGHER CERTIFICATE The minimum admission requirements to a higher certificate programme are (a) a national certificate vocational level 4 issued by the Council for General and further Education and Training and (b) compliance with the college requirements. DIPLOMA A Student must (a) achieve at least 50% in three fundamental subjects including the language of learning and teaching in the higher education institution (b) achieve at least 60% in three compulsory vocational subjects BACHELORS DEGREE A Student must (a) achieve at least 60% in three fundamental subjects including the language of learning and teaching in the higher education institution (b) achieve at least 70% in four vocational subjects, chosen from the NCV level 4 subjects. FORMAL CERTIFICATE PROGRAMMES

Unisa offers qualifications ranging from certificate programmes to Masters and Doctoral level. These include both formal (subsidized by DoE) and non-formal (non-subsidized) programmes. This manual covers criteria for evaluating admission to Bachelor's degrees (not BTech) and National Diplomas for which the Department of Student Admissions and Registrations is responsible. The requirements for admission to certificate programmes vary from qualification to qualification. These are clearly shown under "Admission" for each qualification in the respective Calendars. Examples of some formal certificate programmes are: COLLEGE OF ECONOMIC AND MANAGEMENT SCIENCES • National Higher Certificate: Accountancy

COLLEGE OF HUMAN SCIENCES • Certificate for Education, Training & Development Practitioners • Higher Certificate in Adult Basic Education and Training

ADMISSION TO NATIONAL DIPLOMAS For admission to a National Diploma course at Unisa, students must submit at least one of the following: NOTE: An M30 application must not be processed.

• NSC with entry level Diploma or Degree • NCV with entry level Diploma or Degree • Senior Certificate (Grade 12) with or without exemption/endorsement • All students turning 45 years of age or older. No proof of school qualifications required. • All students (South African and foreign) qualifying for a certificate of Conditional Exemption. • Students in possession of one of the following certificates of the ACE School of

tomorrow: Grade 12 College Entrance Certificate OR The National Christian Schools' Certificate Level 3, OR International Certificate of Christian Education (Level 3)

• Students, who have already turned 23 years of age, have 3 years relevant working experience and are in possession of at least a Standard 8 / Grade 10 certificate. (Check college requirement e.g Maths) Foreign student must have their certificates evaluated by SAQA for possible equivalency.

• Students who have passed at least four N3 subjects with 40% or more as well as 2 official languages as First and a Second language SG/HG with 40% or more on Senior Certificate level. (Total passed = 6 subjects.)

• Students who are not 23 years of age and for this reason do not qualify for conditional exemption on the grounds of age (+23), but have one of the qualifications normally required for admission to the Access Programme, i.e 5 O-levels, including English, passed. You are referred to the Table of Contents for more information about the admission to the Access Programme.

However, the students must supply the following items in support of their registration application: 1. Registration form 2. Certified copies of educational qualifications (Senior Certificate, Diploma/

Degree, High School Diploma including translation certificate, academic records). If in a foreign country educational qualifications may be certified by a South African Embassy, Consulate, High commission, Trade mission or Public Notary.

3. Certified copy of ID / passport / birth certificate 4. Certified copy of marriage certificate / divorce decree (if applicable) 5. Original official letter from Home Affairs / sworn declaration (if applicable)

Any additional requirements will be stipulated under "Admission" in the relevant brochure.

ADMISSION TO UNDERGRADUATE DIPLOMAS

The requirements for admission to studies differ from qualification to qualification. See under “Admission” in the rules of the relevant brochure: [email protected].

REGISTRATION FOR NON-DEGREE PURPOSES (NDP) • A student may be allowed to register a maximum of 4 modules for non degree

purposes; whilst registered for a formal undergraduate Diploma or Degree qualification that has a minimum duration of 3 or 4 years.

• A student may be allowed to register a maximum of 2 modules for non degree purposes; whilst registered for a formal undergraduate Diploma or Degree qualification that has a minimum duration of 1 or 2 years, exclusive of the University Access Programme for which no modules may be taken for NDP whilst registered for the Access Programme.

ADMISSION TO UNDERGRADUATE DEGREE STUDIES AT UNISA

Admission to undergraduate degree studies at UNISA is by virtue of: * NSC with entry level degree (No evaluation or conditional exemption is possible) * NSC with entry to Diploma and already completed a 3 years recognised qualification. * NCV with entry level degree (No evaluation or conditional exemption is possible) * A student in possession of either a senior certificate with endorsement/full

exemption certificate or a certificate of conditional exemption. * Students with a full matric exemption/endorsement (Annexure A) automatically

qualify for admission to degree studies, but are still subject to College admission requirements, e.g College of Science, Engineering and Technology.

* Students WITHOUT a full exemption/endorsement will have to be evaluated on the basis of their qualifications, whether they qualify for exemption or not.

NB: A student who completed a qualification on NQF level 5 with 120 credits at an accredited /registered institution qualifies for a certificate of full exemption and may apply to the Matriculation Board for such certificate. (AME to handle such applications for prospective Unisa students) NO BACKDATING POSSIBLE IN THE CASE OF HOLDERS OF NSC/NCV

Senior certificate (+ 23 conditional exemption) NB: Not applicable in case of NSC/NCV subjects passed. * In order to qualify for the +23 conditional exemption the student must

meet ALL of the following:

be at least 23 years old (i.e Born in 1988 or earlier for first registration in 2011) must have passed at least 4 senior certificate subjects on HG/SG (pass mark is

only symbols A-E) must have passed at least 3 subjects at 1 exam sitting must have passed at least 1 higher grade subject (also with symbol A-E)

If student meets all of the above conditions, he/she will then qualify for a +23 conditional exemption. * The student must supply the following items for the application for +23

conditional exemption:

M30 filled out by student Original Senior Certificate or statement of symbols ( or print from SCR if

possible: user code “121” password “nunisa”) Certified copy of ID/birth certificate/passport Certified copy of marriage certificate /divorce decree (if applicable) Application fee (R350.00 in 2011)

DURATION AND CONDITION OF +23: Valid for a 5 year period, must complete degree or renew for further 5 year period. Student qualifies for a certificate of full exemption once the degree is completed.

FULL EXEMPTION ON GROUNDS OF A SENIOR CERTIFICATE (NOT NSC/NCV) PLUS A 3 OR 4 YEAR ACCREDITED DIPLOMA

♣ If a student is in possession of a Senior Certificate with no endorsement but has

since completed an approved minimum 3 or 4 year qualification, the student will qualify for a certificate of full exemption and admission to degree studies.

Full exemption on grounds of a Senior Certificate plus a 2 year diploma from SA University or Technikon

♣ If a student is in possession of a Senior Certificate with no endorsement but has

since completed a two year diploma at a South African university or technikon then the student will qualify for a certificate of full exemption and admission to degree studies.

♣ The full exemption can be backdated to cover credits passed under the diploma as with the 3 or 4 year diploma.

♣ Please note that as with all other full exemptions age is not applicable. NB → A student with only a two year diploma WITHOUT a Senior Certificate

Ordinary conditional exemption (OCC) NEW OCC STUDENTS (First registrations) Option 1: OCC Student must be made aware of the following: 1 Must immediately take the necessary steps to ensure that the condition on the OCC is

fulfilled in the first year of registration. 2 No re-registration will be allowed in subsequent academic years, unless the condition

has been fulfilled. 3 The student must contact the Matriculation Board to find out what the condition is. Option 2: Access Programme. If the student is not keen on fulfilling an outstanding condition by passing the subjects as prescribed by the Matriculation Board, he may be advised to register for the Access Programme instead. Completion of the Access Programme gives admission to Bachelor's degree studies. A certificate of Senate Discretionary Conditional Exemption will be issued, which will be valid for 3 years. If after this 3 years, the student managed to obtain a course weight of 1,000 (normally about 10 modules passed), a certificate of Full Exemption will be issued. In cases where the relevant course weight was not obtained, the certificate may be renewed for a further period of 3 years. NB! Prospective LLB students are strongly advised to do the Access Programme, since a certificate of Full Exemption, which is required by The SA Law Society, will be issued as soon as a course weight of 1,000 is obtained. Option 3: Age exemption (+23) If a student is old enough and also qualifies for a certificate of conditional exemption on the grounds of age (refer to page 17 of manual) he must be advised of this option. This type of certificate is issued for a period of 5 years and the student only has to pass in all the modules prescribed for the completion of his/her degree to qualify for a certificate of Full Exemption. (There is no extra subject to be passed as is the case with OCC students)

RE-REGISTERING OCC STUDENTS;

1. They had to comply with the condition of the OCC in the previous year of registration.

2. If the condition was fulfilled, the application for the issuing of a full exemption must be processed and the student may continue with his studies.

3. If the condition was not fulfilled, the student may not continue with his studies. The only exception will be to allow the student to register for the modules required to fulfil the condition for non-degree purposes. These are the only modules he/she will be allowed to take.

ALSO NOTE THAT NO STUDENT IS ALLOWED TO GRADUATE UNLESS A CERTIFICATE OF FULL EXEMPTION IS ISSUED, WHICH COVERS ALL MODULES PASSED FOR THE DEGREE.

Ordinary conditional exemption (OCC) (not NSC/NCV students) • Some students who sit for a full exemption (senior certificate with

endorsement) may fail one subject or have an outstanding grouping requirement and are not issued with a full exemption but rather a “Conditional Exemption”.

• these students qualify for an Ordinary Conditional exemption from the Matriculation Endorsement and can be admitted to degree/diploma studies • in order to confirm whether a student qualifies for an OCC:

* The student’s STD10 STATEMENT OF SYMBOLS would indicate Pass Standard 10 (conditional Exemption) – OR “Candidate may, on application with the Matric Board qualify for a conditional exemption certificate. Contact the Board at......”

NB: A statement of symbols indicating 'Pass Senior certificate with

MERIT' does NOT mean conditional exemption or full exemption, although "Pass Senior Certificate with DISTINCTION" will qualify the bearer for full exemption.

♣ The student registering for degree must supply the following items for the

application for ordinary conditional exemption:

• if a student has a Senior Certificate (not NSC / NCV) or other acceptable admission qualification to the Access Programme and has:

FULL EXEMPTION ON GROUNDS ON A COMBINATION OF N5 AND SENIOR CERTIFICATE LANGUAGES (TOTAL OF 6 SUBJECTS PASSED) (NOT NSC/NCV)

♣ Students may qualify for full exemption if they meet the following subject requirements:

• passed a first and a second official language at HG and 1 of these languages must be a university language of instruction, i.e. either English or Afrikaans (The pass mark for the 1st language HG is at least 40%. The pass mark for the 2nd language HG is at least 33% )

• passed Maths at N5 level or any other subject with HG subject equivalence, Economics N5,etc (pass mark 40%)

• passed at least 3 other N5 subjects (pass mark 40%) ♣ Students meeting all of the above requirements qualify for a certificate of full exemption.

The student must supply the following items for the full exemption application:

• the M30 application form filled out by the student • original certificates issued by Education department (results from school

/ technical college not acceptable) • certified copy of ID / birth certificate / passport • certified copy of marriage certificate / divorce decree (if applicable) • application fee (R350,00 in 2011)

+45 CONDITIONAL EXEMPTION

* The only form of Conditional exemption for which no educational qualifications are

required for evaluation is the +45 Conditional exemption. * +45 student intending to register for BSC must proof they have passed MATHS at

Matric or N3. * All that is required to confirm that the student qualifies for this conditional exemption

is proof of the student's date of birth (born in 1966 or earlier for 2011 academic year). The student must supply the following items for the +45 conditional applications:

NB! No admission into the Access Programme for candidates who wrote the New National Senior Certificate or National Certificate Vocational.

* Maximum number of Access modules allowed is 3 for almost all the colleges * Admission to Access at Unisa can be considered in the following cases:

FOREIGN QUALIFICATIONS

O Levels +23 Conditional Exemption

In order for a student to qualify for a +23 conditional exemption a student must meet the following requirements:

• Must be at least 23 years old (i.e born in 1988 or earlier for 2011) • Must have credits in at least 4 approved O levels (pass mark A-C or 1 -6), for students

with KCSE pass mark is A-B and C+ • Must have credits in at least 3 approved O levels at one exam sitting • Must have credit in English Language

If a student meets ALL of the above he/she will then qualify for a +23 conditional exemption and can be admitted to degree studies. The student must supply the following items for the +23 conditional applications:

• M30 application form filled out • original O level certificate (result slips not acceptable) or • certificates correctly certified by Public Notary, SA Embassy, SA High

Commission, Consulate • certified copy of ID / birth certificate / passport • certified copy of marriage certificate / divorce decree (if applicable) • application fee (R350,00 in 2011)

NB: FOREIGN CONDITIONAL EXEMPTION FOR KCSE (Kenya Certificate of Secondary Education)

O AND A LEVELS (FULL EXEMPTION) * Students with O and A levels will qualify for a certificate of full exemption if they meet

It is possible for the student to qualify for a +23 if the student has passed 4 South African equivalent subjects in the certificate mentioned per country, passed 3 in 1 sitting, is at least 23 years old and also has the Higher grade equivalent (which is normally English as a first language).
