Beginning on May 27, login to the conference at the top of the home page: conference.policerecordsmanagement.com.

Click on the magic link option (pictured below) and enter your email address. You will then receive an email with a link to join the conference. Once logged in, navigate to the Agenda page and there will be an option to join the sessions.

TOP 5 EMERGING TRENDS

Case management is more important today under NIBRS than ever before, and more agencies are finding themselves in the news for incorrect reporting due to errors in this area. Managing the status and disposition of cases has been a challenge for law enforcement. These two important elements drive an agency's clearance rate and records retention compliance. They ensure that cases are being followed-up and closed out appropriately and in a timely manner. They help identify if a case is eligible for purging. They are perhaps one of the most overlooked functions of records management.

Sexual related crimes and police reporting of these offenses is under heightened scrutiny. Several high-profile cases of police agencies incorrectly classifying and clearing sexual offense crimes has led to media investigations of how law enforcement is approaching the reporting of these incidents.

Public records requests are on the rise. Agencies are searching for better, more fully integrated solutions to managing these requests, redacting records, and fulfilling them in faster and easier ways.

Budget cuts and political tinkering with law enforcement has led to increased demands on police records units. This mission creep includes placing non-records management related tasks on personnel whose function serves to ensure the proper management of agency information and compliance with regulations. These distractions will lead to non-compliance issues, inaccurate crime data and mismanagement of records.

Artificial intelligence and cloud computing are no longer considered new or risky. They are the new norm and agencies are comfortably adopting this technology.

ED CLAUGHTONPresident, PRI

JOE SURGESInstructor, PRI

Lt. Edward Claughton (ret.) a 20 year law enforcement veteran, founded PRI Management Group after recognizing the need for expert training and consulting services in this field of law enforcement. He believed that true expertise must come from those who have done the job and who have a sincere interest in serving the profession with the utmost level of integrity and passion.

In addition to serving as CEO of PRI, Ed is a criminal justice records and IT management consultant with deep expertise in public records compliance, justice information management systems, case management and crime reporting. Ed specializes in bringing about organizational improvement, reporting accuracy and public records compliance through the effective management of information and the procurement, implementation and management of new public safety technologies.

Joseph Surges is an instructor with PRI with over 27 years of experience in law enforcement records operations. Joseph served with the Concord Police Department from 2000-2016 as the Records Manager, and began his career in 1991 with Contra Costa Sheriff's Office. He has served twice as President of CLEARS, and as the CLEARS Legislative Chair from 2001-2009. He also served on the POST State Records Manual revision project and on curriculum development for the POST Basic Records and Records Supervisor courses.

Joe specializes in public records and records management operations, and teaches a variety of courses with PRI.

DAN ZEHNDERPRI

JULIE UBERTInstructor, PRI

Daniel is a retired captain from the Las Vegas Metropolitan Police Department and instructor with PRI. His career culminated with his assignment as the Commander of the Communications Bureau. He was also the department’s Body-Worn Camera Program Manager for two and a half years where he was responsible for all aspects of planning, operations, and management of the department’s camera program.

Daniel is a subject matter expert for the Bureau of Justice Assistance Body-Worn Camera Pilot Implementation Program, Grant Training and Technical Assistance Team managed by CNA Corporation. He also serves as a body-worn camera grant peer reviewer for the Office of Justice Programs and is a member of the Bureau of Justice Assistance National Training and Technical Assistance Center’s Body-Worn Camera Speakers Bureau.

Dan holds a Bachelor of Science degree in Occupational Education. He is also a graduate of George Washington University where he earned a Master of Arts degree in Human Resources Management.

Julie Ubert is an instructor with PRI and an Administrative Manager with the Lake Stevens, WA Police Department . Julie began her career in 2004 and her expertise includes police records management, accreditation, policy and procedure, budget planning, hiring/recruitment, and public records disclosure.

Currently overseeing Police Records and Volunteers, Julie is also the accreditation, policy, and budget planning manager for the Department. Julie served as the Treasurer for the Washington State Law Enforcement Information and Records Association (LEIRA) since 2008 and in 2019 received their Lifetime Achievement Award.

Currently, she is an instructor, locally and nationally, for LEIRA and PRI Management Group. Julie holds a Bachelor's Degree in Hospitality Management from Washington State University and brings a unique perspective on balancing internal and external customer service.

BRIAN CASHPRI

Brian is an instructor, researcher, and curriculum builder for PRI and is a 30-year veteran of law enforcement. He retired from the Leesburg, FL Police Department where he served in investigations, records, and evidence where he oversaw the department's records and evidence operations.

Brian is a subject matter expert in public records, NIBRS and evidence management, and presents PRI training programs across the U.S. He holds a Bachelor's in Criminal Justice from Troy University.

FRANK KITZEROWPRI

Chief Frank Kitzerow (ret.) had an extensive career in law enforcement and most recently served as Chief for the Palm Beach Schools Police Department. Previously he served as Chief at the Jupiter, FL Police Department, and the Portsmouth, VA Police Department. His recognition of the importance of records management in law enforcement has enabled him to successfully manage and spearhead regional technology and information sharing projects including NorthCom and the LEX initiative. Chief Kitzerow holds a Masters in Public Administration and is a graduate of the FBI National Academy.
