statutes pertaining to the programming, planning, design,

and construction of law enforcement and correctional

projects.

Our portfolio includes adult and juvenile facilities at both

the state and county level. Our staff of professionals offers

the best elements of current planning and programming

experience. Our facility designs are based on podular

observation concepts to achieve staff-efficient supervision

of inmates and support areas. DLZ has also completed

several correctional designs with the direct supervision

concept.

ELKHART COUNTY CRIMINAL JUSTICE COMPLEX ELKHART, INDIANADLZ was retained to complete architectural programming

and prepare the Master Plan for a new, $187 million

correctional complex located on an 80-acre site. The

correctional philosophy behind the design focuses on

inmate programs aimed at reduction of recidivism. Phase

I of the complex includes the Elkhart County Jail, a utility

power plant, and a warehouse/maintenance building.

The jail includes an intake and processing unit; a medical

unit; an institutional kitchen and laundry; video visitation,

arraignment courts, and jail administrative space. The

jail also features a minimum-medium custody unit that

provides 768 beds in 16 cell blocks with six 8-man cells in

each cell block; and a maximum custody jail unit with 180

beds in seven 24-bed cell blocks and one 12-bed cell block.

Future phases of the Master Plan include a law enforcement

center, work release center, juvenile center, fleet

maintenance, and three additions to the county jail housing

units.

TIPPECANOE COUNTY JUVENILE/YOUTH CENTER LAFAYETTE, INDIANAThis $13 million, 61,606 square foot facility is a premier facility for

treating and rehabilitating youth. The dual purpose visitation/

hearing room was incorporated into the design so designated

juvenile court functions can occur at the center without having

to transport the youth to the courthouse or assign valuable staff

resources to accommodate youth transport.

PERRY COUNTY JAIL AND SHERIFF’S OFFICE PERRY COUNTY, INDIANAThis 38,800 square foot facility consists of the sheriff’s office and

jail and was designed with 132 inmate beds (double bunked). The

jail consists of minimum, medium, and maximum housing. Cell

blocks are in a radial arrangement centered around an elevated

central control, which has direct visual supervision of all jail

dayroom and primary corridor activities.

ST. JOSEPH COUNTY JAIL SOUTH BEND, INDIANAThis $40 million, 250,000 square foot facility accommodates 844

inmates in housing pods configured in a circular, two-tiered design

arrangement that facilitates direct observation of inmates by staff

at all times while minimizing staffing requirements.

VANDERBURGH COUNTY JAIL EVANSVILLE, INDIANAThis $35 million jail facility accommodates 550 inmates in housing

pods configured in a rectangular, two-tiered design arrangement,

which facilitates direct supervision of inmates at all times, optimizes

staff control of inmates, and minimizes staffing requirements.

PENDLETON JUVENILE CORRECTIONAL FACILITY PENDLETON, INDIANAThis $37 million, 350-bed juvenile facility features a campus-

like design to support a graduated continuum of intensive

programming, ranging from orientation to aftercare services in the

community.

FRANKLIN COUNTY DETENTION OPERATIONS MASTER PLAN COLUMBUS, OHIODLZ developed a long term Jail Master Plan for Franklin County

that went beyond the statistical projection of future needs and

examined the forces that shaped the jail population in the past and

identified opportunities to adjust criminal justice system practices

to change future jail needs. The report also included a facility

life-cycle evaluation of the building systems and components. The

report’s recommendations had been made that not only reduced

current and future jail bed needs, but also improved and established

programs that enhance the criminal justice system overall.

DLZ has completed dozens of judicial projects ranging

from new facilities to renovation and restoration of historic

courthouse buildings. DLZ professionals bring significant

expertise to the programming, design and engineering of

judicial facilities.

Similar to our capabilities in designing correctional facilities,

DLZ professionals have developed extensive knowledge in

the rules, regulations and design considerations relevant

to modern judicial facilities. DLZ’s designs incorporate

the latest in security and force protection design

while maintaining the sense of public openness that is

traditionally part of judicial design.

ADAIR COUNTY JUDICIAL CENTER COLUMBIA, KENTUCKYThis $9.8 million, 35,493 square foot facility has become

a new icon in the downtown environment. Masonry,

cast stone, and other substantial materials clad this new

building, providing familiar materials and aesthetics while

allowing a more modern element into the façade.

BERRIEN COUNTY SOUTH COURTHOUSE NILES, MICHIGANThis $5.3 million, 32,000 square foot court addition features

courtrooms strategically located along the inner wall of the

corridor to create a secured and controlled enviornment.

Support offices are located on the outer radius of the

corridor to shield the interior spaces of the building. The

addition also houses judges’ chambers, district court

administration, clerk of courts, prosecutor, misdemeanor,

juvenile and felony probation, and offender holding and

processing.

FRANKLIN COUNTY COURTHOUSE COLUMBUS, OHIOThis $91.1 million, LEED Gold Certified project involved the design, bidding, and construction administration for a new seven-

story, 324,000 square foot judicial center. DLZ was responsible for the $3.5 million worth of site development, including utility

relocation, utilities, civil and traffic engineering (including right-of-way), lighting, and structural design.

ORANGE COUNTY COURTHOUSE, PAOLI, INDIANA

ORANGE COUNTY COURTHOUSE PAOLI, INDIANAThis $2.7 million renovation and partial

restoration of Indiana’s oldest continually

operated courthouse invovled working closely

with the State Historic Preservation Office to

ensure that the building’s picturesque Greek

Revival architectural style was preserved.

DEFIANCE COUNTY COURTHOUSE DEFIANCE, OHIO Constructed in 1871, DLZ was commissioned to

renovate the 22,500 square foot courthouse. A

4,000 square foot addition was for universable

accessibility improvements. The courthouse was

extensively renovated with new finishes, new

systems, and enhanced courthouse security.

Public safety facilities play a vital role in communities

across the nation. First responders are key to the health and

safety of communities large and small. DLZ serves police

departments by designing facilities that respond to and

accommodate the changing technology and facility needs

of this market.

SOUTH BEND POLICE DEPARTMENT HEADQUARTERS AND TRAINING FACILITY SOUTH BEND, INDIANAThis $8 million, 120,000 square feet facility, of which 20,000

square feet is new construction, is organized into four

zones, linked together by an outer access drive. The zones

relate to the building program and provide for security

as well as a clear circulation path. Security cameras are

strategically located throughout the facility. The primary

focus of the building layout is to meet the needs of the staff

and administrators, while also promoting service to the

community.

FRANKLIN COUNTY TRAINING ACADEMY FRANKLIN COUNTY, OHIOThis $6 million, 55-acre training academy includes a multi-

lane firing range, support/training building, driving skills

pad, canine training facility, training academy building,

and site features such as roads and access, mounding, and

storm water retention.

SUMMIT COUNTY SHERIFF’S ADMINISTRATION BUILDING AKRON, OHIOThis $8.5 million project consists of two distinct

components, including a new 40,000 square foot sheriff’s

administration building and renovations to the existing jail

facility.

ELWOOD MUNICIPAL BUILDING ELWOOD, INDIANA This new 56,000 square foot municipal facility consists of

police, fire, city administration, city court, public utilities,

and parks and recreation. The police department contains

six holding cells.
