Criminal Intelligence Coordinating Council (CICC)/ Global Intelligence Working Group (GIWG) Global Justice Information Sharing Initiative Spring 2013 GAC Meeting Spring 2013 Recently Released Projects Bureau of Justice Assistance U.S. Department of Justice Global Justice Information Sharing Initiative Several resources have recently been approved by the GAC: Developing a Policy on the Use of Social Media in Intelligence and Investigative Activities: Guidance and Recommendations—This resource provides law enforcement and justice agencies with guidance and recommendations on issues to consider when developing a social media policy (or updating other relevant policies), focusing on access, use, storage, and dissemination of information obtained from social media sites for investigative and criminal intelligence purposes. The document includes recommended elements of the related policy, focusing on potential privacy, civil rights, and civil liberties implications. Checklist for the Development, Review, and Dissemination of Analytic Products and Resources—This checklist is designed to be used by personnel operating in an intelligence enterprise (including fusion centers and agency intelligence units) to ensure that privacy, civil rights, and civil liberties protections are upheld in the development and release of analytic and intelligence products. Responding to First Amendment-Protected Events—The Role of State and Local Law Enforcement Officers training video—This training video is designed to assist law enforcement personnel in understanding their roles and responsibilities as they prepare for and respond to a First Amendment-protected event; protecting the privacy, civil rights, and civil liberties of persons and groups participating in a First Amendment-protected event; and reinforcing fundamental concepts learned at law enforcement training academies and during in-service programs. There are two components of the video, a shorter roll call section and a longer training section that includes a short quiz and a certificate of completion. CICC/GIWG Mission Statement The CICC and GIWG are charged with advising and providing recommendations to the U.S. Attorney General on issues relating to advancing the use of technology, standards, and collaboration among agencies or organizations in the area of criminal intelligence. The CICC and GIWG serve as advocates for local law enforcement agencies in their efforts to develop and share criminal intelligence for the promotion of public safety and the security of our nation.

► Updating the National Criminal Intelligence Sharing Plan to highlight accomplishments since 9/11/01, identify additional recommendations affecting intelligence sharing, and validate the purpose and mission of the Plan. The end result will be a clear way ahead to become a nation that effectively develops and shares criminal intelligence.

• It is anticipated that this resource will be presented to the GAC in May 2013.

► Finalizing the intermediate analytic training standards that will identify recommended minimum objectives and standards for analyst training, moving beyond a basic level of training. The goal of the intermediate standards is to provide supervisors, analysts, and training partners with a common set of training criteria, thereby creating a more uniform analyst profession. The document was enhanced to include both intelligence and crime analysis standards and training objectives.

• It is anticipated that this resource will be presented to the GAC in May 2013.

About the Global Advisory CommitteeThe Global Advisory Committee (GAC) serves as a Federal Advisory Committee to the U.S. Attorney General. ► Creating a unified message for law enforcement leadership, encouraging the use of event deconfliction systems as well as target/case systems, and also encouraging continued interoperability between systems.

► Assisting in the coordination of cybercrime-related initiatives that are occurring at state, local, and federal levels to ensure collaboration among agencies and to inform state, local, and tribal partners of the initiatives that can assist agencies in cybercrime investigations.

► Creating advanced analyst minimum training standards and an analytic professional development road map that will be designed to show the steps for professional development among intelligence analysts.

► Creating a checklist for new chief executives regarding potential privacy, civil rights, and civil liberties concerns in agency operations.

► Developing guidance regarding privacy-related concerns and issues when procuring and using technology for law enforcement purposes.

► Developing guidance and recommendations regarding increased collaboration and communication among state, local, and tribal law enforcement and fusion centers and protective security details for public officials.
