Crime Is Down in CaliforniaThe crime rate decreased in every offense category between 2009 and 2010
Crime in California, 2010, presents an overview of the criminal justice system in California. Current year statistics are presented for reported crimes, arrests, dispositions of adult felony arrests, adult probation, criminal justice personnel, citizens’ complaints against peace officers, domestic violence-related calls for assistance, and law enforcement officers killed or assaulted. In addition, statistics for preceding years provide a historical context.
Highlights for 2010:
Crimes
zz In 2010, every violent and property offense category decreased in rate per 100,000 population.
zz From 2009 to 2010, the violent crime rate per 100,000 population decreased 6.9 percent (from 453.6 to 422.3), reaching its lowest level since 1968 (411.1).
zz The 2010 homicide and forcible rape rates are the lowest since 1966 (4.7 and 21.4 per 100,000 population, respectively).
zz The aggravated assault rate has declined steadily since peaking in 1992.
zz The property crime rate decreased 2.7 percent from 2009 to 2010.
zz The 2010 burglary rate of 589.0 per 100,000 population is less than one-half the 1966 rate of 1,225.9.
zz The property crime category with the largest percent decrease in rate from 2009 to 2010 was motor vehicle theft (7.6 percent). Since peaking in 1989, the motor vehicle theft rate has decreased 62 percent.
zz The arson rate per 100,000 population declined 38.9 percent from 2005 to 2010; the rate has declined 83.1 percent since reporting began in 1980.
Arrests
zz The 2010 total arrest rate of 4,559.1 per 100,000 population at risk is 6.0 percent lower than the 2009 total arrest rate of 4,849.0.
zz Both adult and juvenile total arrest rates decreased from 2005 to 2010 (12.7 and 14.7 per 100,000 population at risk, respectively).

zz In 2010, the total felony arrest rate decreased for the fifth consecutive year. The total misdemeanor arrest rate decreased for a second consecutive year.
zz In 2010, the total violent and property offense arrest rates decreased 7.2 and 6.5 percent, respectively, while the total drug offense arrest rate increased 1.1 percent.
zz From 2009 to 2010, the adult homicide arrest rate decreased 11.1 percent (from 6.3 to 5.6 per 100,000 population at risk). The juvenile homicide arrest rate remained unchanged, at 4.0 per 100,000 population at risk.
zz The motor vehicle theft arrest rate decreased 9.1 percent in 2010. Since 2005, the rate has declined 59.8 percent, the largest decline of all felony arrest categories shown.
zz For the first time in five years, the dangerous drug arrest rate increased (12.2 percent). Arrests for narcotics, marijuana, and other drug offenses continued to decline.
Dispositions
zz In 2010, 67.6 percent of the dispositions of adult felony arrests resulted in conviction.
zz Probation with jail continues to be the most frequent sentence given for adult felony arrest convictions.
Adult Probation
zz From 2009 to 2010, there was an 11.9 percent decrease in the rate of adults placed on probation.
zz From 2009 to 2010, there was an 8.6 percent decrease in the rate of adults removed from probation.
Criminal Justice Full-Time Personnel
zz From 2009 to 2010, there was a 3.4 percent decrease in the number of full-time criminal justice personnel.
