There are just three years from now, May 2017, until the Olympic Games and Paralympic Games

Tokyo 2020. Following Tokyo 2020's presentation at the Closing Ceremony of the Rio 2016

Games, many people around the world became excited about the Summer Olympic Games and

Paralympic Games returning to Tokyo for the fi rst time since the Olympic Games Tokyo 1964.

The Olympic Games and Paralympic Games Tokyo 2020 mascots welcome spectators, add to the

excitement surrounding the Games, and communicate the values of the Olympic and Paralympic

movements. The mascots for the Tokyo 2020 Games will play a vital role in introducing Japanese

culture and the wealth of attractions Japan has to offer. The Tokyo 2020 Games mascots will also

express the Olympic Games Tokyo 2020 Brand Strategy and the Tokyo 2020 Paralympic Games

Brand Strategy as stated in Section 8 on pages 11 and 12 of this document.

This document contains specifi c regulations for the Mascot Design production procedure such as

design requirements (page 6) as well as a number of cautionary items. Please read through this

document carefully, and ensure your designs comply with all specifi ed requirements.

Please note that important information regarding the Tokyo 2020 Games is included on page 9

and 10 of this document. Please ensure you read this information related to Tokyo 2020 Games

introduced on page 11 to 13, and incorporate some of the key concepts of the Tokyo 2020 Games

into your design.

Since mascots were not available at the 1964 Olympics, Summer Olympic Games mascots will

be featured in Japan for the first time at the Tokyo 2020 Games. The mascots will feature in

various events and on licensed products, animations, etc. Along with the Games emblems, the

mascots will remain in the memory long after the Games are over. We would like all applicants to

demonstrate their creativity and abilities to the fullest to meet the expectations of people all over

the world, and create mascots that will be loved by everyone.

Introduction

Role of the MascotsMascots welcome athletes and visitors from over the world. They excite children and fans,

and they are the Games Ambassadors who communicate the Values of

Olympic and Paralympic Games Tokyo 2020.

● Entry qualifi cations and number of entries

・The competition is open to everyone regardless of experience and professional awards.

・Age: Anyone at least 18 years of age as of 1st April 2017.

・Nationality: (i) Japanese nationals, and (ii) foreign nationals resident in Japan (holders of

Japanese resident cards).

・Entries may be made individually or as a group (up to 10 people). Group entries must appoint

a group representative who meets the above age and nationality requirements. Group

entries have been included to enable persons under 18 years of age to submit an entry with

a representative who meets the above conditions.

・Entries are limited to *one design per person or group. If an individual submits multiple

entries, if an individual submits entries both as an individual and as part of a group entry, or

if an individual is involved in multiple group entries, all entries will be invalid.

*One design = 1 set of designs (Olympic mascot and Paralympic mascot)

● Submission method

・Applicants will access to the entry website from the Tokyo 2020 Games Offi cial Site (tokyo2020.

jp) to submit the designs.

・Details of the entry website details will be announced in July 2017 on Tokyo 2020 Games

Offi cial Site. The entry site will be available to access from noon on August 1st, 2017.

・Entries must be submitted through the offi cial entry site. Entries submitted by email, post,

or by hand will not be accepted.

● Entry website

You will be asked to enter the following information to the entry website when submitting

necessary materials for your Mascot Design.

● Submission period

Please submit your entry through the entry site during the period stated below.

1st August 2017 (Tuesday) at noon – 14th August 2017 (Monday) at noon

Please note that we anticipate a large number of entries on or shortly before the closing

date, and you may experience diffi culties accessing the website during such times. You are

therefore advised to submit your entry as early as possible.

● Caution after submission

If an applicant's design and/or design profi le (partial or total content) is found to have been

disclosed to a third party before the fi nal results are unveiled, the whole entry will be deemed

invalid. However, notifying a third party that you have entered a design (without disclosing the

details of the design) will not invalidate the entry.

3 Required submission materials for mascots

Please create a "Mascot Design" and a "Mascot Profi le".

The "Mascot Design" shall include: Name (nickname is fi ne too), date of birth, address, contact

information (telephone number and email address), etc. Information regarding all group members

is required for group entries; and the "Mascot Design" shall include the creative idea and the

character features.

*Please submit designs for both Olympic and Paralympic mascots. If only one design is submitted,

the entry will be deemed invalid. Please note that both Olympic and Paralympic mascots will be

selected from the same design submission, and not from designs submitted by different applicants.

● What to submit

Please create Mascot Design and Mascot Profi le (creative idea and character features).

Each design must be submitted on an A4 size sheet (horizontal).

(1) Basic design proposal of mascots

(2) Basic designs of mascots (from six different perspectives)

(3) Designs of facial expressions of mascots (2 kinds each)

(4) Designs of mascots in different sports poses (2 kinds each) – Both jpeg fi le and PDF fi le

(5) Profi le of mascots (production idea, character features, and relationship between the

Olympic mascot and Paralympic mascot):

Please type and submit in text fi le.

*Please submit designs created using drawing software (any type of software is acceptable).

Please do not submit hand-drawn designs that have been scanned or photographed.

* We may ask the applicants to provide information of creative process , sketches and drafts

of related documents for the Mascot Designs during the fi nal selection stage, so please do

not discard documents or data used during the production process.

Profi le

Creative idea

The Rio 2016 Olympic mascot is a mixture of several Brazilian

animals.

Character features

The mascot has a special power – it is able to extend parts of

its body, making it faster, taller and stronger. However, it never

uses these special powers when competing against others.

The colouring is largely yellow with blue and green on its body.

The mascot is a combination inspired by the wide diversity of

animals found in Brazil, and brings together the abilities of

many of them: the agility of felines, the swagger of apes, and

the lightness of birds.

Relationship between the Rio 2016 Olympic mascot and the Paralympic mascot

They are friends, both living in the forest of Tijuca. They have different personality, but they have a great time playing all kinds of

sport together, and travelling to various places in Brazil.

Profi le

Creative idea

The mascot of the Rio 2016 Paralympic Games brings together

the coolest parts of Brazil’s amazingly diverse fl ora.

Character features

Stylish, the mascot’s mane is made of blue and green tropical

foliage that evoke images of Rio’s landscape and the creativity

of nature. It can constantly transform itself, with determination

and joy – epitomising the ability of plants to constantly grow

and overcome all obstacles. It has a very special power – when

faced with problems, it is able to take objects from inside its

mane to solve them! It loves samba and many other kinds of

Brazilian music.

and submit them both.

・We may ask applicants to send us paper printouts or data file (that can be edited) of Mascot

Designs at a later date.

・As for specific submission method, it will be notified via entry site that is scheduled to be

launched on 1st August 2017.

200 words or less.

in 200 words or less.

4 Mascot Design Requirements

● Important requirements that need to be fulfi lled during design production.

Please fulfi ll all below design requirements during production of mascot.(1) The Games emblems must be positioned on the body of the mascots in the required specifi cations of

the Games emblems (do not position the Games emblems on replaceable items such as clothing, etc.)

* Please download the Games Emblem data from entry site.

* Please show the Games Emblem in a size that is clearly visible when printed out in A4 size.

* Please use the Olympic Games Emblem on Olympic Mascot, and the Paralympic Games Emblem on

Paralympic Mascot.

* Please use the Games Emblem in full color if placed on white background. If the background is in color,

please use white or black type of the Games Emblem.

(2) The mascots must be designed so that they can be adapted to all sports competitions to be held at

the Tokyo 2020 Games.

(3) Mascots cannot speak. Therefore, mascots must be able to express their emotions without talking.

(4) Do not assign the mascots any specifi c gender.

(5) The Olympic and Paralympic mascots must share the same world view, however, they should be

designed to ensure that they have completely different appearances.

(6) Both the Olympic and Paralympic mascots can be designed as a single body or as multiple bodies.

* If they are designed with multiple bodies, each body must be of a different appearance.

● Important points regarding the production of designs

Please note that any submitted designs that correspond to the following items will not be considered

for evaluation.

・Designs that lack any of the required Mascot Design proposals (as outlined on page 4 and 5)

・Designs that include information that enable the identity of the applicant to be ascertained on any of the

Mascot Design proposals, or profi les (creative idea, character features and explanation of relationship)

・Designs that lack the Games emblem on the body as a structural element.

・Designs that are likely to be confused with other existing recognised mascots or characters.

・Designs that have been modifi ed from existing recognised mascots or characters,

・Designs that have been modifi ed from mascots of previous Olympic and/or Paralympic Games.

・Designs that are likely to infringe on the intellectual rights – including copyrights, trademark rights,

etc.– of any third party.

・Designs that replicate or appear similar to existing designs available to view online.

* Designs that have already been uploaded and made available for viewing online or social media

platforms will not be considered for selection.

・Designs that include messages of a political or religious nature, elements that directly or indirectly

promote hatred, discrimination, violence, racism or pornography or are contrary to the laws in force

or to public order and morality or to the Olympic and/or Paralympic values in general.

・Designs that include any form of discrimination or prejudice including gender, culture, race,

ethnicity, or physical or intellectual impairment.

The Tokyo 2020 Mascot Selection Panel will conduct evaluations of all submitted entries, and select

a shortlist of three to four designs. These shortlisted designs will be sent to elementary schools

across Japan, and elementary schoolchildren throughout Japan will vote for their preferred design.

The Executive Board of the Tokyo 2020 Organising Committee will make the fi nal approval on the

winning entry (fi nal winner).

● Selection Criteria

1. Prerequisite

The Mascot needs to be aligned with the Olympic Games Tokyo 2020 Brand Strategy and the

Paralympic Games Tokyo 2020 Brand Strategy as stated in Section 8 on pages 11 to 12 of this

document.)

2.Other items to remember

Empathy - be able to become a Tokyo 2020 Games Ambassador, and be loved by people in

Japan and around the world

Symbolism - mascots that evoke a palpable feeling of Tokyo and Japan

Originality - mascots must be full of originality and distinctiveness

Aesthetic sense - be outstanding from a design perspective

Scalability - be able to be used in various forms of media including animation, licensed

products, signage, and Games adornments

Reproductibility - there is little change to the design image when enlarged or reduced in size,

and when reproduced in either colour or monochrome

● Selection Process

The selection process will consist of the following seven stages

The selection process will be announced on the Tokyo 2020 offi cial website (please note that we

will be unable to respond to individual inquiries)

① Check design format and registration requirements

  ↓③ Design and profi le selection by Mascot Selection Panel

  ↓④ Trademark and design registration verifi cation within Japan

  ↓⑤ Release fi nal candidate designs to the public (3 or 4 designs)

↓⑥ Voting by elementary school children across Japan.

↓⑦ Final approval by the Executive Board of the Tokyo 2020 Organising Committee

*The official designations of the mascots will be selected according to a separate process

The applicants (in case of submission by a group, all group members are included. The same shall apply

hereinafter.) shall confirm that you have carefully read through and understood and consent to the following

important points before submitting your entry. You will need to execute a separate agreement with the Tokyo

2020 Organising Committee (“Tokyo 2020”) upon the selection on the winning entry and the shortlisted entries.

● Intellectual property rights of submitted entries

1. In the event that an entry is selected as the winning entry, the applicant shall agree to transfer at no

charge and fully paid-up the copyrights including the rights provided in Articles 27 and 28 of the Copyright

Act of Japan, trademark rights, design rights, proprietary rights and any other intellectual property rights

including but not limited to the rights to obtain a patent, design and/or trademark, in and to such entry,

as well as the right to transfer, reproduce, copy, publish, alter, adapt, modify or distribute such entry

to Tokyo 2020 worldwide and perpetually. The applicant consents not to exercise the moral rights of an

author concerning such work or any other moral rights against Tokyo 2020 or its designated party.

2. In the event that an entry is selected as the shortlisted entry, the applicant shall consent that Tokyo

2020 or its designated party may apply for or register the trademarks and designs. The applicant also

acknowledges that, after the conclusion of the Tokyo 2020 Games, all rights to such works shall belong to

the IOC or the IPC respectively.

3. The applicants shall support with any administrative tasks or process such as submission of documents

that may be required in connection with the assignment, protection, etc. of the rights related to his/her

entry under item 1 and the others.

4. The applicants shall grant to Tokyo 2020 and the IOC and the IPC a non-revocable and non-exclusive

license to use all of the submitted entries worldwide, perpetually and free of charge in any manners such

as publications, Web, exhibits, etc. for the purposes of promotion, archive, etc. Regarding such use, the

applicants consent not to exercise the moral rights of an author concerning the submitted entries or any

other moral rights against Tokyo 2020 or its designated party.

5. The applicant represents and warrants that the applicant's entry is an original work which has been

created by the applicant himself/herself and is not the same or similar to anything already made

public including those posted or published on the Web, etc., has not disclosed to anyone before the

announcement of the winning entry and does not infringe on any rights including intellectual property

rights such as the copyrights, trademark rights, design rights, etc. of a third party, and that the applicant

does not violate any of this guideline As mentioned in "Important points regarding the production of

designs" above, if an applicant is found to violate above, the submitted designs may not be considered for

evaluation and/or the submission may be made invalid.

6. The applicants affi rm to bear any liability including any compensation liability for all damages arising from

such violation and hold harmless Tokyo 2020, the IOC or the IPC in the event of violations of this guideline.

7. In the selection of the winning entry and the shortlisted entries, there may be instances where information

concerning the production process and relevant materials, such as sketches, drawings, etc. from the

production stage, will be checked.

8. The applicants agree to execute, upon the IOC and/or the IPC's request, anyand all documents and

materials necessary to prove or confi rm the assignment and the license above.

● Use of personal information

Personal information of applicants will only be used for communications regarding the submission and

selection and otherwise to the extent necessary for administrative matters for the selection. In addition,

personal information may be provided to the IOC, the IPC and the Mascot Selection Committee and

third parties involved with the administrative matters for the selection to the extent necessary. For other

treatments of personal information by Tokyo 2020, please confi rm the privacy policy of the offi cial site.

● Modifi cation of submitted entries

There may be instances where modifications of the design and the profile will be made by the

determination of the Mascot Selections Committee.

● Applicant of the winning entry

The applicants shall acknowledge and agree to the followings.

1. Requests for work on the products related to the mascot may be separately made to the applicant of

the winning entry. Furthermore, the applicant may also be requested to cooperate with public relations

activities, etc. for the Tokyo 2020 Games.

2. The applicant of the winning entry may also be requested to cooperate with the selection of the names for

the mascot selected.

● Other important points regarding submissions

1. All costs required for submissions will be borne by the applicants. No responsibility will be borne for

losses and damages incurred by the applicants by having made a submission. No responsibility will be

borne in the event any problems arise, such as submitted data fi les not opening due to any impediment or

accident, etc. or shipments not arriving.

2. Submitted entries will not be returned. Furthermore, Tokyo 2020 will take the utmost care in its custody

of the submitted entries. However, no responsibility will be borne for breakage, loss, etc. due to natural

disaster and other unforeseen circumstances, etc.; therefore, please make sure to take measures to back

up data, etc. regarding the submitted entry.

3. Any matters concerning submissions, including this guideline, shall be governed by and interpreted

pursuant to the laws of Japan. Notwithstanding the consent to this guideline, if a dispute concerning the

submission arises, the Tokyo District Court will be the agreed court with exclusive jurisdiction.

4. A person who is a minor, etc. must obtain the consent of his/her legal representative such as a person

with parental authority before making a submission. Upon the selection on the winning entry and the

shortlisted entries, a consent form of a legal representative such as a person with parental authority will

be required again in regards to the transfer of rights such as copyrights and the receipt of any monetary

awards, etc.

5. If it is found that an applicant has disposed of to a third party, such as by assignment, transfer or provision

as security, or is making application or registration procedures, etc., for all or any part of the intellectual

property rights or any other rights concerning the submitted entry, that an entry is found to have been

publicised or that any violation of this guideline is found, that the applicant has not obtained the consent

of his/her legal representative required in item 4 above, after the submission, the submission may be

made invalid.

6. If a submission is made by a group (10 or less), all members who were involved in the creation of the

submitted entry must be registered as the group member. The group representative will affirm and

warrant that all of the members have consented to the contents of this guideline. If it is found that anyone

members did not consent to this guideline or has violated this guideline, the submission may be made

invalid.

7. Matters provided in this guideline (schedule, important points, etc.) may be modified or added in the

future at the discretion of Tokyo 2020. In such instance, if any person who has made a submission thus

far and cannot consent to such modification or addition may withdraw such submission; however, no

responsibility will be borne for costs required for submission and other loss or damage, etc.

8. Staff members of the Tokyo 0rganising Committee of the Olympic and Paralympic Games and individuals

involved in mascot selection process are restricted to submit Mascot Design entries.

9. Occasional reports on the selection process is planned to be made on Tokyo 2020 Games official site.
