CREATIVE BC

Creative BC is a non-profit agency created by the

Government of British Columbia to support and

market BC’s creative sector which includes motion

picture, interactive media, music, book and magazine

publishing industries.

The agency, which combines the services of the BC

Film Commission and BC Film + Media, streamlines

support for the motion picture industry, making it

easier to meet your production needs. Our team of

industry experts are here to assist with the

following programs and services:

BC Tax Credits. We administer the Government of

BC’s Production Services and Film Incentive BC tax

credit programs and can answer any questions you

have regarding these and other tax incentive

programs. Our tax credit team is highly regarded by

our clients for their level of customer service and

expertise.

Location Services. We provide customized location

packages based on our extensive location library as

well as scouting and surveys to help provide the best

locations. Our team can also put you in touch with

our network of regional and municipal permitting

offices which are located throughout the province.

Location Library. Our online library features over

20,000 locations (400,000 images) that can replicate

virtually any geographical setting and climate. We’ve

made it easy for you to search online for the type of

location you want, such as cities, towns, forests,

mountains, oceans and rangeland, as well as find out

which areas are eligible for additional regional and

distant location tax credits.

Community Support. Our expert team can help

mediate issues and also refer you to a wealth of

resources such as permitting agencies, studios,

production facilities and government.

Development and Export Marketing. We administer

a series of programs designed to encourage industry

growth and to assist BC-based companies to create

new content and to distribute their products to

global markets.

Producers can access a variety of provincial and federal tax credit

programs that provide strong financial advantages to choosing

BC for their project. If eligible, these credits can be combined

providing exceptional cost-savings and value for the producer’s

dollar. The BC Government expanded its DAVE tax credit to

include eligible post-production activities for films that start

principal photography as of March 1, 2015. Together, these tax

credits make BC one of the most competitive jurisdictions in the

world for physical production, digital animation, visual effects

and now – post-production.

1. PRODUCTION SERVICES TAX CREDIT (PSTC)

The PSTC is available to both domestic and international producers and has no Canadian content requirements.

PSTC TAX CREDIT VALUE

Basic tax credit 33%

Regional tax credit 6%

Distant Location tax credit 6%

DAVE tax credit 17.5%

BRITISH COLUMBIA TAX CREDIT PROGRAMS

CANADIAN TAX CREDIT PROGRAMS

The Government of Canada also offers two federal tax credit

programs for film and video production which provide an

additional tax credit of 16% for service productions shooting or

completing post-production in Canada and 25% for domestic

productions on the Canadian labour costs. These programs are

co-administered by the Canadian Audio-Visual Certification

Office (CAVCO) and the Canada Revenue Agency. For more

BC TAX CREDIT DEFINITIONS

Basic tax credit This credit applies to the qualified BC labour costs of the production.

Regional tax credit This credit applies to BC labour costs associated with principal photography that is conducted

outside of the designated Vancouver area; e.g. in nearby communities such as Maple Ridge or

Langley. This credit must be accessed with the Basic tax credit.

Distant Location Regional

tax credit

This credit applies to BC labour costs associated with principal photography that is conducted in

distant locations; e.g. north of Whistler, east of Hope or on Vancouver Island. This credit must be

accessed with the Basic and Regional tax credits.

Training tax credit This credit applies to a BC-based individual registered in an approved training program. The tax

credit is capped at 3% of the corporation’s qualified BC labour costs and must be accessed with the

Basic tax credit.

Digital Animation, Visual

Effects and Post-Production

(DAVE) tax credit

This credit applies to BC labour costs directly related to digital animation, visual effects and

eligible post-production work. This credit must be accessed with the Basic tax credit.

2. FILM INCENTIVE BC (FIBC)

The FIBC is available for domestic productions that are Canadian owned and controlled and have qualifying levels of Canadian content.

FIBC TAX CREDIT VALUE

Basic tax credit 35%

Regional tax credit 12.5%

Distant Location tax credit 6%

Training tax credit 30%

DAVE tax credit 17.5%
