Do voluntary policy programs assist or
hinder smoke-free laws?
Instances are found on both sides of this issue.
When voluntary programs are offered as theonly answer, they hinder progression –
but when voluntary programs areutilized as a basis for change,
and are coordinated withboth public and private entities,
experience shows marked community success.
