CRAIG H. PARKER received his Bachelor of Arts degree from Boston University in 1990, his M.B.A. from Seton Hall University in 1992, and his Juris Doctorate from Seton Hall University School of Law in 1996. He began his career as a law clerk for the Union County Prosecutor’s office. Mr. Parker is admitted to practice in the State of New Jersey and the United States District Court for the District of New Jersey. He is a member of the American and New Jersey Bar Associations. Mr. Parker represents local and national construction contractors, surety companies and public and private universities in transactional and civil litigation matters. Mr. Parker is involved in all facets of the construction process from pre-bid to project close-out to the prosecution of affirmative claims in state and federal courts and arbitration tribunals. Mr. Parker cousels contractors, owners and government agencies, including municipalities, public universities, and state entities, on construction, procurement and public bidding issues. Those issues include construction defects, public bid protests, payment resolution, propriety of back charges, foreclosure, insurance coverage, surety bond claims, mechanic's/construction lien rights, contract review and negotiation, and bankruptcy. Mr. Parker also regularly reviews, negotiates and drafts multi-million dollar construction, financing, indemnity, and security agreements between national surety companies, contractors and owners. As part of his surety practice, Mr. Parker is rountinely involved in the management of contractor financing and project takeover and close-out matters. Mr. Parker manages counsel throughout the U.S. and Puerto Rico regarding bond claims handling and litigation. Mr. Parker conducts financial analysis of contractor's work on hand, collateral and project accounting data to negotiate financing and project agreements with contractors, guarantors, lenders and state and federal project owners to resolve contractor default situations.
