1. Introduction

Living small is not a new concept - from teepees to RVs, living small has spanned the centuries. But never before have energy efficient houses and other structures been so essential for today and tomorrow’s needs.

Today’s green technologies and new and existing building materials offer amazing opportunities for innovative energy and space usage.

Propose a one of a kind, ultra-high energy efficient living solution for a family of two that is easy to live in, provides energy for cooking, cleaning, adequate hot water and entertainment and produces as much or more energy than it consumes - and win the glory that comes with being a Cragsmoor Association (CA) TINY HOUSE CONTEST winner! In order to provide a level playing field (and an apples-to-apples basis of comparison), we chose a building site in Cragsmoor. Customize your “make-believe” ultra-efficient tiny house to that site using your best ideas before submissions are due on May 12, 2013. The CA TINY HOUSE CONTEST is open to everyone – individuals and teams, students, families, builders, designers, etc.

2. Judging Factors

Judges will evaluate each entry for the following characteristics:

• Cost

• Energy efficiency

• Buildability

• Aesthetics

• Unique use of systems and materials

3. Award categories and prizes

Every entry will:

• Receive a formal written evaluation from the Tiny House Jury.

• Be included in CA’s TINY HOUSE CONTEST 2013 Picture Book.

Award categories will include:

• The Cragsmoor Association Tiny House Award: for exemplary design and energy efficiency.

• Economy Award: highest energy efficiency at lowest cost per square foot.

• Design Award: for design excellence.

• Ingenuity Award: innovative new idea or innovative use of an old idea that significantly improves the energy efficiency or affordability of a small house. Innovation awards will be announced in two categories:

- Systems

- Materials

Prizes will include:

• A one month paid part-time internship working with McKissack & McKissack, a construction management company, and Kiss & Cathcart, an architecture firm specializing in sustainable design and construction.

• Night On The Town: dinner and entertainment, at local venues, all expenses paid.

• Baskets of tools and supplies from local building supply companies.

• CA is working with local authorities to secure a building site as the potential location for a variation of the winning entries. Details to be announced as they develop.

4. Guidelines and Required Submission Attachments

CA wishes to encourage entries from any individual or team located in Ulster, Orange and Sullivan counties in the State of New York. There are no restrictions on team sizes and make-up.

Contestants should be mindful of the following requirements:

• The contestant’s proposed Tiny House must be theoretically located anywhere on the property located on Circle Road, tax parcel 98.1-1-3. The footprint of the submission must be sketched on the site plan provided as Attachment 2: Site Plan.

• The proposed building must contain all systems necessary to sustain a family of two indefinitely using energy generated onsite by renewable energy technologies, which may include a wood-burning stove (“off the grid.”)

• The proposal must assume that water comes from a well on the site. (The well does not currently exist.)

• The proposed building must be between 200 and 1,499 SF.

• The proposed building does not have to be in conformance with the NYS Residential Building Code, but the contestant should be mindful of code requirements. (Attachment 5

• The contestant is responsible for choosing the size, orientation, and general dimensions of the building.

• The contestant must submit a complete submissions package that includes:

- Completed TINY HOUSE CONTEST Key Information and Narrative Description (see Attachment 1)

- Completed sketch of the proposed building footprint on the Site Plan (see Attachment 2)

- Drawings and renderings. These may be prepared in any manner (computer generated, hand-drawn or rendered, etc.)

• Contestants may use a word processing program, print the document and fill out long hand, or submit a separate document with the required information that references the Attachments by section numbers and adheres to word count restrictions.

1 If a model is submitted, the contestant owns the model and it will be returned to the contestant after judging. CA will take care to handle the model gently, but cannot guarantee the condition of the model. CA will photograph the model and will own the right to resulting photos in conjunction with any publicity or effort related to the CA Tiny House Contest.

ATTACHMENT 5: NYS Residential Building Code – helpful excerpts R103.3 Alternate materials, design and methods of construction and equipment. This code is not intended to prevent the use of any material not specifically prescribed by this code or to prohibit any design or method of construction not specifically prescribed by this code, provided that any such alternative material, design or method of construction has been approved by the code enforcement official or the State Fire Prevention and Building Code Council. An alternative material, design or method of construction may be approved only when the code enforcement official or the State Fire Prevention and Building Code Council shall have determined, in writing, that such alternative material, design or method of construction (1) complies with the intent of the provisions of this code and (2) is at least equivalent of that prescribed in this code in quality, strength, effectiveness, fire resistance, durability and safety. Nothing in this section 103.3 shall be construed as permitting any code enforcement official, or any town, village, city, county, or state agency charged with the administration and enforcement of the Uniform Code, to waive, vary, modify or otherwise alter any provision or requirement of this code or any other provision or requirement of the Uniform Code. Provisions or requirements of the Uniform Code may be varied or modified only pursuant to procedures established by the Secretary of State pursuant to section 381(1)(f) of the Executive Law. HABITABLE SPACE. A space in a building for living, sleeping, eating, cooking or used as a home occupation. Bathrooms, toilet rooms, closets, halls, storage or utility spaces and similar areas are not considered habitable spaces. LIVING SPACE. Space within a dwelling unit utilized for living, sleeping, eating, cooking, bathing, washing and sanitation purposes. RENEWABLE ENERGY SOURCES. Sources of energy (excluding minerals) derived from incoming solar radiation, including natural daylighting and photosynthetic processes; from phenomena resulting therefrom, including wood, wind, waves and tides, lake or pond thermal differences; and from the internal heat of the earth, including nocturnal thermal exchanges. STATIONARY FUEL CELL POWER PLANT. A self-contained package or factory-matched packages which constitute an automatically-operated assembly of integrated systems for generating useful electrical energy and recoverable thermal energy that is permanently connected and fixed in place. SUNROOM. A one-story structure attached to a dwelling with a glazing area in excess of 40 percent of the gross area of the structure’s exterior walls and roof.

UNUSUALLY TIGHT CONSTRUCTION. Construction in which: 1. Walls and ceilings comprising the building thermal envelope have a continuous water

vapor retarder with a rating of 1 perm (5.7∙10-11 kg/Pa ∙ s ∙ m2) or less with openings therein gasketed or sealed.

2. Storm windows or weatherstripping is applied around the threshold and jambs of opaque doors and openable windows.

3. Caulking or sealants are applied to areas such as joints around window and door frames between sole plates and floors, between wall-ceiling joints, between wall panels, at penetrations for plumbing, electrical and gas lines, and at other openings.

R303.8 Required heating. Every dwelling unit intended to be occupied between September 15 and May 15 shall be provided with heating facilities capable of maintaining a minimum room temperature of 68°F (20°C) at a point 3 feet (914 mm) above the floor and 2 feet (610 mm) from exterior walls in all habitable rooms at the design temperature. The installation of one or more portable space heaters shall not be used to achieve compliance with this section. Exception: Owner-occupied one-family dwellings subject to the approval of the code enforcement official. SECTION R304 MINIMUM ROOM AREAS R304.1 Minimum area. Every dwelling unit shall have at least one habitable room that shall have not less than 120 square feet (11 m2) of gross floor area. R304.2 Other rooms. Other habitable rooms shall have a floor area of not less than 70 square feet (6.5 m2). Exception: Kitchens. R304.3 Minimum dimensions. Habitable rooms shall not be less than 7 feet (2134 mm) in any horizontal dimension. Exception: Kitchens. R304.4 Height effect on room area. Portions of a room with a sloping ceiling measuring less than 5 feet (1524 mm) or a furred ceiling measuring less than 7 feet (2134 mm) from the finished floor to the finished ceiling shall not be considered as contributing to the minimum required habitable area for that room.

R305.1 Minimum height. Habitable rooms, hallways, corridors, bathrooms, toilet rooms, laundry rooms and basements shall have a ceiling height of not less than 7 feet (2134 mm). The required height shall be measured from the finish floor to the lowest projection from the ceiling. Exceptions: 1. Beams and girders spaced not less than 4 feet (1219 mm) on center may project not more

than 6 inches (152 mm) below the required ceiling height.

2. Ceilings in basements without habitable spaces may project to within 6 feet, 8 inches (2032 mm) of the finished floor; and beams, girders, ducts or other obstructions may project to within 6 feet 4 inches (1931 mm) of the finished floor.

3. For rooms with sloped ceilings, at least 50 percent of the required floor area of the room must have a ceiling height of at least 7 feet (2134 mm) and no portion of the required floor area may have a ceiling height of less than 5 feet (1524 mm).

4. Bathrooms shall have a minimum ceiling height of 6 feet 8 inches (2036 mm) over the fixture and at the front clearance area for fixtures as shown in Figure R307.1. A shower or tub equipped with a showerhead shall have a minimum ceiling height of 6 feet 8 inches (2036 mm) above a minimum area 30 inches (762 mm) by 30 inches (762 mm) at the showerhead.

SECTION R306 SANITATION R306.1 Toilet facilities. Every dwelling unit shall be provided with a water closet, lavatory, and a bathtub or shower. Exception: Owner-occupied one-family dwellings subject to the approval of the code enforcement official. R306.2 Kitchen. Each dwelling unit shall be provided with a kitchen area and every kitchen area shall be provided with a sink. Exception: Owner-occupied one-family dwellings subject to the approval of the code enforcement official. R306.4 Water supply to fixtures. All plumbing fixtures shall be connected to an approved water supply. Kitchen sinks, lavatories, bathtubs, showers, bidets, laundry tubs and washing machine outlets shall be provided with hot and cold water. R311.3 Hallways. The minimum width of a hallway shall be not less than 3 feet (914 mm).

R311.4.1 Exit door required. Not less than one exit door conforming to this section shall be provided for each dwelling unit. The required exit door shall provide for direct access from the habitable portions of the dwelling to the exterior without requiring travel through a garage. Access to habitable levels not having an exit in accordance with this section shall be by a ramp in accordance with Section R311.6 or a stairway in accordance with Section R311.5. R311.4.2 Door type and size. The required exit door shall be a side-hinged door not less than 3 feet (914 mm) in width and 6 feet 8 inches (2032 mm) in height. Other doors shall not be required to comply with these minimum dimensions. R311.4.4 Type of lock or latch. All egress doors shall be readily openable from the side from which egress is to be made without the use of a key or special knowledge or effort.
