CPF e-Submit@web does not impose a cap on CPF contributions that exceed the additional wage ceiling.

CPF e-Submit@web works best with a minimum screen resolution of 1024 X 768 pixels.

CPF e-Submit@web is best viewed using IE10 & above and all latest versions.

1.1. LAUNCH THE CPF EMPLOYER HOMEPAGE

a) Please ensure that you have internet access.

b) Launch your web browser (e.g. Internet Explorer, Firefox, etc.) and go to CPF homepage at: http://www.cpf.gov.sg.

c) At the top navigation bar, click on Employers. 1.2. ACCESSING THE CPF E-SUBMISSION MODULE

a) Before accessing the CPF e-Submission module, please ensure that you have a valid SingPass/CorpPass and that you have registered with CPF Board to use CPF e-Submit@web.

b) At Employers homepage, click on Login Here (Figure 1).

c) Select CPF e-Submit and follow on screen instructions (Figure 2).

d) Next, select CorpPass (Figure 3) and follow on screen instructions to login. IMPORTANT NOTE! For information on CorpPass, please login to https://www.corppass.gov.sg

1.3 MAIN MENU

a) You will now see the main menu of the CPF e-Submission system (Figure 4). On this

screen, there are 2 main sections: (i) Submit Contribution and (ii) Manage Records and Particulars.

b) You have a choice of e-submitting via 3 submission modes:

(i) CPF e-Submit@web (ii) CPF e-Submit@web (FTP) (iii) Electronic Standing Instruction (ESI). Please note that the ESI option will not be

displayed if you do not have an approved Direct Debit arrangement. c) Under the Manage Records & Particulars section, you can:

(i) View / Amend / Delete your submission (ii) View Record of Payment (iii) View / Update Particulars

CPF e-Submit@web is an online application for e-submission of CPF contribution details. It also offers auto-computation of CPF and Skills Development Levy (SDL) contributions. IMPORTANT NOTE! The auto-computation function in CPF e-Submit@web does not take into account the Additional Wage ceiling. This means that the CPF payable will be computed on the assumption that the Additional Wage ceiling has not been exceeded. In addition, there will be no auto-computation for the following types of contributions:

Chinese Development Assistance Council (CDAC), Singapore Indian Development Association (SINDA), Mosque Building and Mendaki Fund (MBMF), Eurasian Community Fund (ECF) and Community Chest

Back payment for CPF contributions before July 2007 (submission is still possible, but there will be no auto-computation of CPF)

Under Submit Contribution section, select CPF e-Submit@web (Figure 5).

2.1 SELECT MONTH PAID FOR (STEP 1)

You will be directed to the CPF e-Submit@web main page (Figure 6). a) At Contribution Details for, select Month and enter Year. b) Select Submit via Employee Database and click on Continue.

2.2 PREPARE CPF CONTRIBUTION DETAILS (STEP 2)

For submission via Employee Database, there are 2 ways to prepare the CPF contribution details of your employees: (i) Manual Entry (ii) Import from Microsoft Excel Template File.

(i) Manual Entry (applicable to first time users)

The first step is to update your Employee Database (Figure 7).

Please key in the following details for each employee: a) Key in CPF Account Number (A), full Name of Employee (as stated in NRIC) (B) and

Ordinary Wages (C) of your employee. These are mandatory fields. b) Key in the Additional Wages (D). c) Select the Agency’s Name (E), i.e. CDAC, MBMF, SINDA or ECF; and key in the

corresponding Agency Fund amount (F). d) Click on the Detail button (G) and the Staff Information Screen will pop-up (Figure 8).

Please key/update your employee information such as the Date of Birth, Citizenship and Employment Status. This is a mandatory field

e) Click on the button and select the Date of Birth from the calendar (Figure 9). You can also manually key in the date in DD/MM/CCYY format.

Figure 8: Staff Information Screen Figure 9: Date of Birth f) Select the Citizenship of your employee (Figure 10). If you have selected PR Year 1 or

Year 2, you will need to key in the PR Start Date and select the Type (e.g. GG - Graduated or FG - full CPF contribution rates). This will allow CPF e-Submit@web to track the PR status of your employee and auto-update the CPF contribution to be paid (e.g. from PR Year 1 to Year 2, or Year 2 to Year 3).

g) For more information on the options for Citizenship, PR Type and SDL payable, please

click on .

Figure 10: Citizenship Figure 11: Date left Employment h) Select the Employment Status, i.e. Existing, Left, New or New & Leaving. If the

employment status is “Left” or “New & Leaving”, please select the Date left Employment (Figure 11). Since there will be no more CPF contribution for the employee who has left employment, please delete the employee record in the following month. You may refer to Page 16 on how to delete the employee record.

i) Skills Development Levy (SDL) is payable for all local and foreign employees. The SDL

for local employee is auto-computed based on their wage.

j) After completing all information, click on Save. k) Repeat steps a) to j) for each employee. l) Once all employees’ records have been created, click on Save Changes. The confirmation

message “Employee Database saved successfully” will be displayed (Figure 12).

m) Click on Check CPF Amount and follow the instructions on Page 17 to check the computation of CPF contribution.

a) You can also import a Microsoft Excel file containing your employee details into the CPF e-

Submit@web Employee Database. First, click on Import Employee Details (Figure 13).

b) From the Import Employee Details page, select Import from MS Excel Template file.

c) Click on Download Sample Template, and complete the template (Figure 14).

IMPORTANT NOTE!

To understand the fields inside the sample template, click on the . Next, fill up all the mandatory fields marked with “*” in our sample template and ensure that your file is saved as a .csv file.

You may cut and paste details from your MS Excel payroll file into our .csv template. To do so, please click on Download Sample Template to download our template, and copy the employee details from your existing spreadsheet into our template. d) Once the template is completed, click on Browse to select the template you have prepared

and saved. e) Click on Import File. (Figure 14) f) Next, “Preview of Imported Records” will be displayed. Upon clicking “Confirm and Save”

button, a pop-up message “Importing this file will replace ALL employee details in your Employee Database. Do you want to continue” will be displayed (Figure 15).

g) Click on OK and you will be directed to the Update Employee Database page. A confirmation message “File imported successfully. Please update the field “PR Start Date” for all your Permanent Resident (PR) employees” will be displayed on the same page (Figure 16).

h) Please ensure that you have keyed in the PR Start Date for any PR employees to ensure

correct auto-computation of CPF contributions.

i) Click Save Changes. You will be prompted “Employee Database saved successfully”. Click Continue to proceed.

Select Employees to Include in Submission

a) Click on Continue to select employees to include in your CPF submission. b) By default, all employees will be selected. c) To exclude the employee(s) in your CPF submission for this month, please un-tick the

corresponding check box (Figure 17).

d) Click on Continue to proceed.

Key in Other Payments

a) You will be directed to the Verify Contribution Details page (Figure 18).

b) The column CPF To Be Paid ($) is auto-computed based on the wages, citizenship and

age of the employee that was keyed in earlier. If necessary, this amount may be amended manually. If amended the Employer and Employee CPF will be displayed as ‘- ‘ in the next page.

c) Skills Development Levy (SDL) is payable for all local and foreign employees. The column SDL To Be Paid is auto-computed based on the wage of the local employee. You can use the Skills Development Levy Calculator at the SkillsFuture Singapore Agency (SSG) website to compute SDL payable for foreign employee.

d) The column CPF Late Payment Interest is auto-computed for late submission of CPF

contribution. e) Please key in other payments such as Foreign Worker Levy (FWL) etc. IMPORTANT NOTE! If you are already paying for Foreign Worker Levy (FWL) via a separate GIRO arrangement, please leave the FWL field blank to avoid making double payment. f) Click on Continue to proceed.

2.3 CONFIRMATION & PAYMENT (STEP 3)

This is the Confirmation & Payment page (Figure 19). This page allows you to verify the CPF contribution details that you have keyed in. a) To print this page, click on the Printer icon. You will be prompted to download a PDF file

which you can save or print. Please check that the submission details are correct before clicking on one of the payment buttons at the bottom of this page.

b) Click on your registered mode of payment (Direct Debit or eNETS.)

c) If you have selected Direct Debit, please refer to 2.4 for Acknowledgment (Step 4).

IMPORTANT NOTE! i) Direct Debit deduction is subject to your daily deduction limit that you have set with your

bank.

Approach your bank to increase your daily deduction limit, OR

Split your CPF contributions details into multiple files and select a different deduction date for each file.

ii) Transaction limit of S$90 million set in the Inter-Bank GIRO infrastructure by the Singapore Clearing House Association.

d) Employers who have personal bank accounts with DBS, POSB, UOB, OCBC, Citibank (Maxisave/Ready Credit) and Standard Chartered Bank may click eNETS to initiate the payment online and deduction will be done from your bank account immediately.

IMPORTANT NOTE! eNETS payment is subject to the daily transaction limit set by your bank.

This is the CPF E-Payment Request Confirmation (Figure 20), click Submit. Next, you need to select a Bank (Figure 21) and follow on-screen instructions to complete the transaction.

2.4 ACKNOWLEDGEMENT (STEP 4)

After successful e-submission, you will be shown a File Submission Acknowledgement page (Figure 22). You will also receive an email acknowledgement from us.

a) To print the Acknowledgement page, click on the Printer icon. You will be prompted to

download a PDF file which you can print or save. Please check that the payment details are correct.

b) Your e-submission is completed! You may view and check your submission. c) Select Logout to exit CPF e-Submit@web.

2.5 OTHER FUNCTIONS

Add New Page

a) For CPF e-Submit@web, each page can display up to 20 employee records. b) To add more than 20 employee records, click on Add Page (Figure 23). A new page with

20 blank rows will be displayed (Figure 24).

Go to Specific Page c) If you wish to go to a specific page, you can type in the page number (Figure 25).

Alternatively, you can also use the arrow buttons next to the page number.

Delete Employee Record

a) If the employee has left the company and no more CPF contribution is payable to him/her,

tick the checkbox beside the employee record to be deleted (Figure 26). b) Click on Delete Employee Record. The employee record will be deleted permanently.

Backup Database

a) If you want to backup the existing Employee Database, click on Backup Database

(Figure 27). b) A pop-up box will appear, requesting you to open or save the file. c) If you save the file, the data will be saved into a .csv file.

Search Employee Record

a) Key in the CPF Account Number of the employee you wish to find in the Employee

Records Database. Click on Go (Figure 28).

b) If a matching employee record is found, the search screen will close. The employee record

will be highlighted in blue (Figure 29).

Check CPF Amount a) Once you have finished preparing the CPF contribution details of your employees (using

either 1 of the 2 methods shown in Pages 8 to 14), you may select Check CPF Amount to verify the computation of CPF contribution (Figure 30). This screen is for reference only; please remember to complete your submission after verifying the auto-computed CPF contribution amount.

b) To print this page, click on the Printer icon. You will be prompted to download a PDF file

which you can save or print (Figure 31). To return, click Close Window.

Check Crossed Age Group/PR Year

a) When making your next submission, the system will check your employee’s Date of Birth and Citizenship (that was keyed earlier, please refer to Page 9) for crossed age group and/or citizenship and prompt “One or more of your employees have crossed age group and/or crossed PR year for the month paid for”. Click Ok. To view the list, you may click Check Crossed Age Group/PR Year or click Continue. (Figure 32 and 33).

Employers may use CPF e-Submit@web Blank Form to make ad-hoc CPF payments. Please note that this option does not auto-compute the CPF to be paid, and employee details keyed via the Blank Form function are not saved in the Employee Database. Under Submit Contribution, select CPF e-Submit@web (Figure 34).

You will be directed to CPF e-Submit@web main page (Figure 35). Please follow these steps:

a) Select Month and enter Year under Contribution Details for. b) Select Submit via Blank Form and click on Continue.

3.2 PREPARE CONTRIBUTION DETAILS (STEP 2)

For Submission via Blank Form, there are 2 ways to prepare the CPF contribution details of your employees: (i) Manual Entry (ii) Import Employee Details

i. Manual Entry

Please key in the following details for each employee:

a) Key in CPF Account Number (A), full Name of Employee (as stated in NRIC) (B), CPF to be Paid (C), Employment Status (D). These are mandatory fields. Last Date of Employment (E) is required if Employment Status is ‘Left’ or ‘New & Leaving’. (Figure 36).

b) For your employees’ contribution to Agencies such as CDAC, MBMF, SINDA or ECF;

please select the Agency’s Name (F) and key in the corresponding Agency Fund amount (G). (Figure 36).

Figure 36: Manual Entry c) Next, scroll down to key other contributions such as CPF Late Payment Interest (if

applicable), Skills Development Levy (SDL) which is payable for local and foreign employees, Foreign Worker Levy (FWL) etc. (Figure 36)

IMPORTANT NOTE! If you are already paying for Foreign Worker Levy (FWL) via a separate GIRO arrangement, please leave the FWL field blank to avoid making double payment. d) Once all your employee records are correctly reflected, click on Save Draft. The

confirmation message “Draft saved successfully” will be displayed on the same page. Alternatively, you may click on Continue and follow the instructions on Page 13 for Confirmation & Payment.

ii. Import Employee Details

a) Click on Import Employee Details. (Figure 37). There are two options:

Import from past submissions You may select Import from past submissions to import details from any of the past six e-submissions and click Import File. (Figure 38)

Import from MS Excel Template file Before you select this option, please backup the existing Employee Database. Next, select Import from MS Excel Template and download the sample template. Enter the employee details according to the format and save it as.csv file. Next click on Browse to select the csv file that you wish to import. After selecting the option you wish to import data, click on Import File. A pop-up message “You will override the existing employee details with the imported employee details, Do you want to continue?” will be displayed. (Figure 39). Click on Ok.

Verify that the employee records are imported correctly and click on Save Draft or Continue. The confirmation message “File imported successfully” will be displayed on the same page (Figure 40). If necessary, the contribution details can be amended manually.

3.3 CONFIRMATION & PAYMENT (STEP 3)

The steps are the same as Confirmation & Payment (Submission via Employee Database). Please follow the steps shown in Page 13.

3.4 ACKNOWLEDGEMENT (STEP 4)

The steps are the same as Acknowledgement (Submission via Employee Database). Please follow the steps shown in Page 14.

Employers using their own payroll software can upload their CPF contribution details to CPF Board. Under Submit Contribution, select CPF e-Submit@web (FTP) (Figure 41).

4.1 FILE UPLOAD (STEP 1)

You will be directed to the CPF e-Submit@web (FTP) main page (Figure 41). Please follow these steps:

a) Click on Browse to select the file which you wish to submit. b) Once you have uploaded the file, click on Continue and follow the instructions on Page 24

for Confirmation & Payment.

4.2 CONFIRMATION & PAYMENT (STEP 2)

This is the Confirmation & Payment Page (Figure 43).

a) Please check that the submission details are correct before clicking on one of the payment buttons at the bottom of this page. To reselect another file to submit, click on Back.

b) Click on your registered mode of payment (Direct Debit or eNETS).

After successful e-submission, you will be shown a File Submission Acknowledgement page (Figure 44). You will also receive an email acknowledgement from us.

a) To print the Acknowledgement page, click on the Printer icon. You will be prompted to

download a PDF file, which you can print or save. Please check that the payment details are correct.

b) Your e-submission is completed! You may view and check your submission.

c) Select Logout to exit CPF e-Submit@web.

You can view, amend or delete the CPF contribution details created from CPF e-Submit@web. Under Manage Records & Particulars, select View / Amend / Delete Submission (Figure 45).

5.1 VIEW SUBMISSION

a) You will be directed to the View / Amend / Delete Submission page (Figure 46).You can

view your submissions up to the last 15 months. b) Click on the Submission Date to view the contribution details (Figure 46).

c) You will be directed to the View Employer Submission page (Figure 47). d) To print this page, click on the Printer icon. You will be prompted to download a PDF file

which you can save or print.

5.2 AMEND SUBMISSION (BEFORE PROCESSING)

IMPORTANT NOTE! If you wish to print a copy of the contribution details only, please do not use the Amend Submission function as it will result in retrieval of your submitted file. Instead, please follow the instructions under the View Submission section on Page 25.

a) You can amend your submission as long as it is done within the same day and before

5.15pm. b) Click on Amend. A pop-up message “This submission will not be processed if you

amend the submission record. Please re-submit the record after amendment. Do you want to continue?” will appear on the same page (Figure 48).

c) Click on OK to proceed.

d) You can amend the necessary fields at the Verify Contribution Details page (Figure 49).

e) Even when there is no amendment done, please remember to click on Continue to re-

submit payment by selecting Direct Debit or eNETS.

IMPORTANT NOTE!

If you have amended your submission, please remember to re-submit before the submission deadline to avoid incurring late payment interest. Otherwise, your amended submission will remain in Draft mode and will not be sent for Direct Debit deduction.

5.3 DELETE SUBMISSION (BEFORE PROCESSING)

a) You can delete your submission as long as it is done within the same day and before

5.15pm. b) Tick the check-box to select the submission record to be deleted (Figure 50). c) Click on Delete Submission. A pop-up message “You are about to delete the selected

submission record. Do you want to continue?” will appear on the same page.

d) Click on OK. You will see the confirmation message “The Submission record deleted successfully” (Figure 51).

IMPORTANT NOTE!

If you have deleted your submission, please remember to re-submit before the submission deadline to avoid incurring late payment interest.

6.1 VIEW ROP DETAILS

a) With effect from 1 November 2013, you can view up to 15 months of past ROP online. With the enhancement, we have ceased the sending of hardcopy ROPs.

b) Under Manage Records & Particulars, select View Record of Payment (Figure 52). c) You will be directed to the Enquiry of Record of Payment(s) page. (Figure 53)

6.2 PRINT ROP DETAILS

a) When you click on the Statement No, you will be prompted to open or save the PDF version of the ROP (Figure 53).

b) To print, click on the Printer icon on the top left hand corner of the PDF version of the

ROP.

7.1 VIEW / UPDATE PARTICULARS (Login via SingPass)

a) At the point of registration for CPF e-Submission, employers need to appoint authorised person to take on the roles of System Administrator and Editor.

d) To change the e-submission role, please select the drop down box. e) To appoint new staff, click on Add Staff and key in the required information for the staff i.e.

NRIC/FIN, Name and select the role (Figure 56).

f) To remove staff access, tick on the check box and click Delete.

g) Once all the necessary amendments have been completed, click on Save Changes. A confirmation message “Employer Particulars Modified Successfully” will be displayed on the same page (Figure 57).

8.1 Introduction

The Electronic Standing Instruction (ESI) function is suitable for employees whose CPF contributions do not change each month. By activating the ESI arrangement, you will authorise the auto-deduction of a fixed amount via Direct Debit for your employees every month. In order to use ESI, you will need to have an active Direct Debit arrangement with the Board.

8.2 Activate ESI

a) Select Activate Electronic Standing Instruction (ESI) under the “Submit Contribution” section (Figure 58).

b) You will be directed to the ESI Information page (Figure 59). Please read the instruction to

determine if ESI is suitable for your company. Click Back to exit or Continue to proceed.

c) The effective month of contribution for ESI would be stated in the Employee Database (Figure 60). All employees in your Employee Database would be listed. Update your employee details, if necessary and click Continue.

d) Based on the wages of the local employees, the Skills Development Levy (SDL) will be auto-computed. For other contributions, if applicable, please indicate at Update Summary (Figure 61) and click Continue.

e) Verify the details in the Confirmation page (Figure 62) and click Activate ESI.

63). An email will also be sent to your email address(es) registered with the Board.

8.3 View ESI a) You can view the details of your ESI arrangement. Select View ESI in the ESI Main Menu

8.4 Amend ESI

a) You can amend your ESI details if there are changes to your employees’ contribution details. Select Amend ESI in the ESI Main Menu (Figure 67).

b) Update your employees’ details in the Employee Database (Figure 68) and click Continue.

d) Verify the changes in the confirmation page and click Update ESI (Figure 70).

e) You will see an online acknowledgement screen that your ESI details have been updated

(Figure 71). An email will also be sent to your email address(es) registered with the Board.

8.5 De-activate ESI

a) To de-activate your ESI, select De-activate ESI in ESI Main Menu (Figure 72).

b) The details of the existing ESI arrangement will be displayed. Click De-activate ESI to complete the de-activation process (Figure 73). You will be prompted a message “ELECTRONIC STANDING INSTRUCTION (ESI) DE-ACTIVATED”, click on Back or Logoff.

8.6 Perform Additional Submission

a) To perform an additional submission when your ESI is activated, select Perform Additional Submission in the ESI Main Menu (Figure 74).

IMPORTANT NOTE! Any additional CPF submission made for the employee will be treated as an additional payment on top of the existing ESI deduction.

b) Select the Month and key in the Year you are submitting for (Figure 75). Click Continue to proceed.

c) Key in your employees details (Figure 75) and click Continue. Alternatively, you may use the Import Employee Details function to fill in the details. Please refer to Page 21 and 22.
