SCHOOL NAME: Sonning Common Primary School OWNER: Mr Chris Hirst

DATE: 11th January 2021 Purpose of this document:

This COVID19: Risk Assessment and Action Plan document sets out the decisions taken, and measures put in place to prepare for the opening of the school January 2021 and ensure the school continues to operate in a safe way.

Schools must comply with health and safety law, which requires them to assess risks and put in place proportionate control measures. Schools should thoroughly review their health and safety risk assessments and draw up plans for the autumn term that address the risks identified using the system of controls set out below. These are an adapted form of the system of protective measures that will be familiar from the summer term. Essential measures include:

•a requirement that people who are ill stay at home

    •robust hand and respiratory hygiene

    •enhanced cleaning arrangements

•active engagement with NHS Test and Trace

•formal consideration of how to reduce contacts and maximise distancing between those in school wherever possible and minimise potential for contamination so far as is reasonably practicable

Theme Control Measures Risk to Implementation

  • Engagement in

    Risk Assessment

    and Planning

    Risk assessment process fully engages

    staff, Governing Body and Union

    Representatives.

Not all stakeholders will know what

is going on or feel involved in the

    creation of the Risk Assessment

    Emergency

    Evacuations

    Evacuation routes are confirmed, and

    signage accurately reflects these.

NB In the event of emergency the

priority is getting out of the building

    calmly regardless of social distancing.

Consideration given to PEEP – buddies

are assigned or reassigned according to

    available persons.

    Arrangements in place to support

    individuals with reduced mobility

    including cover arrangements in the

case of reduced numbers of staff.

    Bottlenecks are likely at the

    entrance to school. Social

    distancing unlikely to be

    maintained

The PEEP system may not always

work due to the lack of staff in

    the bubble that they are

    allocated to.

Enhanced cleaning regime is in place in

line with COVID19: Cleaning in non-

    healthcare settings guidance.

    The cleaning regime does not

    comply with the latest

    Government Guidance

There is a risk that supplies of

    cleaning materials will not be

    able to be sourced

There is a risk that supplies within

    school will run out

There is a risk that HIGH RISK

areas will not be cleaned in

    sufficient depth and detail

    The cleaning materials will not

    meet the minimum requirements

Cleaning staff capacity is adequate to

    enable enhanced cleaning regime.

There are not enough staff to

    perform enhanced cleaning

regime in line with DFE Guidance

    Cleaning and

    waste disposal

  • Adequate cleaning supplies and facilities

around the school are in place.

    Arrangements for longer-term continual

    supplies are also in place.

No hand sanitiser for visitors to

    reception.

    Classrooms do not have tissues.

There are not sufficient bins for

    ‘Catch-it Bin-it Kill-it’ in the

    classrooms and public areas

    Low supply of soap.

Sufficient time is available for the

enhanced cleaning regime to take place.

Waste disposal process in place for

    potentially contaminated waste.

Process in place for safe removal and/or

    disposal of face masks.

    Possibility of contamination from

    waste to staff.

    Consideration given to cleaning staff

    cleaning different spaces and moving

    between bubble spaces

    Possibility of contamination

    through contact with clothing

    Classrooms have been re/arranged to

    allow as much space between

    individuals as practical.

There is a possibility of air

    transmission between pupils and

    staff

    Classrooms

    Cleaning and

    waste disposal

  • Classroom entry and exit routes have

    been determined and appropriate

    signage in place.

There is a possibility of pupils

    encroaching into each other’s

    social bubbles

    Appropriate resources are available

within all classrooms e.g. IT, age specific

    resources.

NB: sharing of equipment should be

limited to the bubble. Shared materials

and surfaces should be cleaned and

    disinfected more frequently and

    before/after the equipment has been

used by pupils in a different bubble.

    Inappropriate sized equipment

    for smaller children in Classroom

    B.

    Soft toys, cushions and beanbags

    not easily washable.

    No COVID19 information posters

    currently in place. Limited

    reminders/ awareness for

    children.

    Non-essential equipment or resources

which are not easily washable or

    wipeable have been be removed.

    Information posters are displayed in

every classroom, at the main entrance,

places visible to those at the school

gate, in the staffroom and in all toilets.

There is a risk of transmission of

    the virus through sharing

    resources between pupils.

    Staffing numbers required for entire

    eligible cohort have been determined

including support staff such as facilities,

    IT, midday and office/admin staff.

Including at least one of the following:

    Paediatric First aider (where

    children under 3yrs)

    Designated Safeguarding Lead (DSL)

    SENCO

    Caretaker/site member

    Office staff member

    Lack of sufficiently qualified staff

to teach and care for pupils.

Absences due to a variety of

    reasons.

Approach to staff absence reporting and

recording in place. All staff aware.

    Staff with significant

    responsibilities may be absent

    from school.

    Classrooms

    Staffing

  • Risk assessments in place for those staff

    who were previously working from

    home due to shielding, (clinically

    vulnerable and/or living with someone

    in these groups), and appropriate

    arrangements for mitigating risk are

    identified.

    Staff who were previously

    shielding and will return to

school, this year group are less

likely to be able to socially

    distance.

Plans to respond to increased sickness

    levels are in place.

    Cover arrangements determined

    (including leaders and safeguarding

designated leads) – on a weekly rather

than daily basis to minimise contacts.

There is a risk that staff with

    specific responsibilities will

become affected by the virus or

    must self-isolate

    Consideration given to staff clothing

    expectations and information shared

    with staff.

There is a possibility of virus cross

    contamination through clothing

    Approaches for meetings and staff

    training in place.

There is a possibility of staff cross

    contamination of the virus

    Staffing roles and responsibilities with

regards to the contingency of remote

    provision alongside in- school provision

    agreed and communicated.

    There could be confusion

    surrounding the move to remote

    learning and learning provided

    for those self- isolating

Consideration given to the options for

redeployment of staff to support the

    effective working of the school.

If redeployment is taking place staff are

aware of controls and processes in

respect of tasks, they are unfamiliar

    with.

There is a possibility of cross

    contamination of the virus

    between staff leading to

    inefficient and ineffective running

    of the school.

    N/A

    Staffing

  • Approach to support wellbeing, mental

health and resilience in place, including

    bereavement support

How staff are supported to follow this

within their own situations and that of

    pupils and colleagues is clear.

    There could be a detrimental

impact to both Students and Staff

    if their well-being is not

    considered to be the highest

    priority

    Staff well-being could become

    responsible for staff absence or

    staff not performing well.

Use of staff rooms should be minimised,

although staff must still have a break of

a reasonable length during the day.

There is a possibility of cross

contamination of the virus in the

    use of the Staff Room

Staff are clear on returning to work

    guidance.

Process in place for use of the limited

    number of self-testing kits.

    Staff who are unclear about

return to work protocols could be

    putting themselves and others at

    risk of contracting the virus.

Staff absence could be high due

to lack of testing kits and facilities

The approach for inducting new starters

has been reviewed and updated in line

    with current situation.

    New staff encountering staff who

they do not need to encounter is

an increased risk to spreading the

    virus

    Staffing

  • Return to school procedures are clear

    for all staff.

    There could be confusion

    resulting from staff not

    understanding what they are and

are not able to do / work.

Any staff contracts that need to be

    issued, extended or amended

    considering the current situation have

    been completed.

Staff may not be paid for the

work that they do. Staff may not

know when they are required to

    work.

Any HR processes that were in- train

prior to or put on hold due to the

    COVID19 emergency, have been

    appropriately resolved.

    N/A

Arrangements in place for any visitors/

    contractors on site, protocols and

    expectations shared.

    Contractors and visitors may not

    fully understand and or conform

    to School COVID protocols and

    could spread the virus.

NB: Their employer may require them to

wear PPE. This should be documented

as part of the risk assessment carried

    out by the Contractor.

Arrangements in place for any externally

    employed adults delivering learning in

school e.g. sports coaches, music tutors,

    forest school leaders. Protocols and

    expectations shared.

  • This COVID19: Risk Assessment and Action Plan document sets out the decisions taken, and measures put in place to prepare for the opening of the school January 2021 and ensure the school continues to operate in a safe way.

•formal consideration of how to reduce contacts and maximise distancing between those in school wherever possible and minimise potential for contamination so far as is reasonably practicable

*The template below includes examples in grey, these are not exhaustive, and schools should adapt/edit/develop this RA to suit their sites on-going requirements informed by the OCC COVID19 schools full opening September 2020 guidance document and GOV.UK guidance-see link at the end of the document.

*The completed RA should be regarded as a ‘working document’ and reviewed regularly (determined by the school) particularly at the start of the new term.
