What is COVID-19?
According to WHO, COVID-19 is a disease caused by a new strain of coronavirus. ‘CO’
stands for corona, ‘VI’ for virus, and ‘D’ for disease. Formerly, this disease was
referred to as ‘2019 novel coronavirus’ or ‘2019-nCoV.’ The COVID-19 virus is a new
virus linked to the same family of viruses as Severe Acute Respiratory Syndrome
(SARS) and some types of common cold.

CONCEPT NOTE
Pandemic struck, the world community highly was unprepared to respond to the crisis
of this scale emanated from the COVID-19 virus that started from Wuhan China and
spread across the world in no time. The virus has reached to our home, and compelled
all of us to stay inside and respond to this threat through no response. Given a context
that we are a part of low-income developing country Health security” – preparedness
for pandemic threats – is neither the highest priority for the health community nor the
security community. Time and again, history have shown that unless the world is in the
middle of such a crisis, the issue of pandemic preparedness fails to elicit strong and
sustained political support and resourcing. Till the time of writing this note total
number of COVID case in India has reached to 49,391 with 1694 confirmed deaths and
numbers are increasing day by day.
The total cost in terms of human lives is yet to unfold. Alongside the cost of lives and
deep health crisis, the world is witnessing an economic downfold that will severely
impact the wellbeing of large parts of the population in the years to come. As reported
by Mckinsey the economic impact of COVID 19 based on three different scenarios would
be as following

Scenario Assumptions
In scenario 1, the economy could contract by
about 10 percent in the first quarter of fiscal
year 2021, with GDP growth of 1 to 2 percent
in fiscal year 2021.
The lockdown would be relaxed after April
15, 2020 (when the 21-day deadline is due to
expire), with appropriate protocols put in
place for the movement of goods and people
after that
In scenario 2, the economy could contract
sharply by around 20 percent in the first
quarter of fiscal year 2021, with –2 to –3
percent growth for fiscal year 2021
the lockdown would continue in roughly its
current form until mid-May 2020, followed
by a very gradual restarting of supply chains.
Scenario 3 could mean an even deeper
economic contraction of around 8 to 10
percent for fiscal year 2021
if the virus flares up a few times over the rest
of the year, necessitating more lockdowns,
causing even greater reluctance among
migrants to resume work, and ensuring a
much slower rate of recovery

Impact of this pandemic has been felt wide and varied from the political governance to
industry and business to transport, to migrant labors to poor and vulnerable
population. As health sector have responded by ramping up manufacturing facility of
PPE kits and production of ventilators as well with scientific research. The economic
sector has received the economic package from the government for the revival of
economy, whereas both government and civil society/CSR have catered the demand of
hunger and poverty by distributing foods to millions of poor across the country. While
taking cue from argument made above there is sense that comprehensive approach is
required to deal with multiple of sectors in a situation like these.
Objective and Guiding Questions
The proposed webinar with the help of some imminent expert is an attempt to find out
the some of plausible reasons and answers to questions arising from the common man’s
perspective. Some of the key arguments upon which webinar would be based on is as
following
Whether current social response such as social distancing, lockdowns, and
quarantines, that leads to a slowdown or even a complete stop in production and
consumption activities for an uncertain period of time, is correct ways out or
community-based development model is new way out?

Whether the current disaster management and climate change institutional
development happened across the country have missed an opportunity to
provide adequate attention to the issue of public health into their planning and
implementation process?
Whether the current legal framework on Disaster Management is good enough to
deal with situation like COVID-19?
How should civil society organizations should deal with this type of situation
given a context there is no prior information and knowledge available? Is there
also a need to have greater social input in framing development policy?
Whether the inclusive development is new answer in post Covid-19 scenario that
may bridges divide between urban and rural mode of development or centre and
periphery model of development in coming days?
What kind of political- economy model of governance is likely to emerge in post
covid-19 scenario?
The discussion will feature a keynote presentation and discussions from high-level
representatives of national authorities and/or international agencies reflecting different
perspectives.
Audience
Webinar is designed for volunteers, educational institutions, policy-makers at national
and state level and several stakeholders from diverse section of society that includes
national and international civil society organisations, front line workers, trade
representatives, government organisations etc. Participants will have the opportunity
to ask questions, make comments and share relevant information and material on the
online platform, through the Q&A function.
Expected Output
The webinar would highlight some of the ground level interventions states and
region shall do after ease of the lockdown in form of promotion of multi- sectoral
development approach with more vigour and policy clarity.
The discussion would also highlight some of the best model of governance
options exercised by some of the Indian states?
Participants are also likely to get acquainted with tools and mechanism available
to meet out the social pressure of Covid Response.
