1. Purpose
• To reduce exposure to the spread of the Coronavirus (COVID-19).
• To establish agreed protocols for the management of athletes and personnel attending the Hockey Fields at Downey and Rasey Park (DP & RP).
• To enable fixtures to resume under Stage 3 of the Roadmap to easing Queensland’s restrictions.
2. Document History & Control
• This Safety Management Plan applies from Saturday July 11 2020 when fixtures shall re-
commence and is subject to directives issued by the Queensland Chief Health Officer.
• It will be updated to remain in effect as per the Roadmap to easing Queensland’s restrictions
is enacted, or is otherwise altered, varied or discontinued when COVID-19 control measures
are either rescinded or re-activated.
• This Safety Management Plan is valid from the latest date of issue; it currently resides locally
with Brisbane Women’s Hockey Association’s (BWHA) General Manager who should be
contacted if you are in doubt of the authenticity or currency.

3. Scope
This plan applies to BWHA Inc. employees, subcontractors, volunteers, affiliated clubs, members,
players and officials. It also applies to sports trainers, spectators and other users of DP and RP.
4. Responsibilities
• The DP or RP Venue Managers shall ensure all measures are in place before use.
• Designated Club COVID Safe Coordinators shall ensure all requirements are met for training
sessions and games.
• Club Venue Managers shall ensure requirements are met for their training session.
• All users are also responsible to ensure compliance with this plan.
5. Definitions:
5.1 BWHA Venue Managers:
• Will develop a COVID Safe Plan and ensure all users are advised and instructed in the
requirements of this plan.

5.2 Club COVID Safe Officers:
Clubs must have a COVID Safe Officer at all trainings and fixtures. They are responsible for:
• Ensuring members are aware of COVID Requirements.
• Encouraging members and attendees to download the COVID Safe App.
• Ask all attendees if they feel unwell and if yes, send them home.
• Ensuring attendees maintain social distancing and obey all Queensland Health Guidelines.
• Cleaning all club equipment after each training session or fixture. • Training and preparation for the role ie As part of your role, you may wish to view the
following courses: o Infection Control – This is a very quick and easy online course to review all the
important facts to stop the spread of the virus. It takes between 10 and 20 minutes. o TAFE COVID SAFE – Although this course refers to dining in, the first section covers off
on general information such as hygiene and cleaning.
5.3 Club Venue Manager:
Clubs must appoint a venue manager when training at a BWHA Facility. A COVID Safe Officer and Venue Manager can be the same person. They will be required to:
• Bring a torch to locate, then switch on and off the training lights.
• Sanitise all BWHA equipment touched by club members during the training.
• Leave the venue secure and clean.
• Organise a list of all in attendance at the venue, including name, contact details, time and date of training. This list is to be available on request each day. A continuing record must be maintained and produced on request by BWHA or Queensland Health (QH). The club may use any method to retain this information including paper, Rosterfy, Majestri , QR code or other electronic means.
5.4 Environmental Cleaning:
• Training sessions (items supplied by the hirer):
o All attendees to use hand sanitiser or wash hands with soap on arrival at the training
session and when leaving.
o The hirer’s COVID Safe Officer to organise cleaning with disinfectant at the conclusion
of training all items used or touched by attendees including but not limited to locks,
gates, doors, toilet seats and flush buttons, equipment (balls, domes etc). The cleaning
equipment is to be supplied by the hirer.
o Buckets of water available for washing of hockey balls if required.
o Hand sanitising stations available.
Fixtures:
o All teams/ individuals should have Hand Sanitiser and on arrival at their fixture, use it.
o After each game, all personal equipment should be cleaned, so it is ready for the next
fixture.
o All rubbish to be placed in bins.

7. Queensland Government’s Key Principles
General Directives
7.1.1 Physical/social Distancing A minimum space of 1.5 metres between you and other people that are not from your
household shall be observed. 4 square metres per person must be maintained when indoors or
in a group.
7.1.2 Hygiene Principles Hand washing with soap and water for 20 seconds or use hand sanitiser before and after any
contact with surfaces. Cover coughs and sneezes, avoid touching your face and stay home if you
are sick.
Frequent environmental cleaning and disinfecting, particularly surfaces that are touched by
more than one person.
The Industry Plan accepts the following as key considerations:
• The health and safety of members, participants, coaches, officials, administrators,
volunteers, visitors, families and the broader community is the number one priority;

• Members, participants, coaches, officials, administrators, volunteers, families and the
broader community need to be engaged and briefed on the Field Team Sporting Industry’s
return to sport plans which are specific to each sport;
• Facilities are assessed and appropriate plans are developed to accommodate upgraded
hygiene protocols, physical/social distancing and other measures to mitigate the risk of
transmission of COVID-19;
• Training and/or competition cannot resume until the arrangements for sport operations
and facility operations are finalised and approved, if necessary; and
• At every stage of the return to sport process the Field Team Sporting Industry must
consider and apply all applicable State Government and local restrictions and regulations.
The Sports Industry needs to be prepared for any localised outbreak at our facilities, within
our competitions or in the local community.
The Plan is guided by the following principles:
• Contact: Full contact is permitted on the Field of Play similar to pre-COVID contact
activities. At all other times, participants, coaches, officials, trainers and spectators are to
observe social distancing requirements and undertake sound hygiene practices (i.e.
sanitation) as detailed in the relevant approved Industry COVID Safe Plan.
• Facility Capacity: The total number of people to attend training, competition and events is
to be based on the social distancing standard of one person per four-square metres. Group
segmentation and buffer zones will be used to limit co-mingling. Risks will also be managed
through mandatory record keeping, which could include the use of technology (e.g.
movement tracking apps, ticket purchasing)
• Facility Usage: All elements of community sport, recreation and fitness facilities to be
accessible in line with relevant health guidelines and directives. Including revenue
generation activities (i.e. canteens) to resume and use of all facilities required for training
and competition (change rooms).
• Events: Activities are to resume including championships, markets, carnivals and gala days.
The total number of people allowed to attend an event will be based on the social
distancing standard of one person per four-square metres. Whole of Government event
principles are to be applied in addition to measures to reduce co-mingling between groups.
• Stadia: Crowds to return to stadia with strict social distancing measures and hygiene
practices remaining central to COVID Safe Plans for stadia, in line with Public Health
Directives. Crowd capacity will be limited and based on the social distancing standard of
one person per four-square metres. Group segmentation and buffering measures will be
used to reduce comingling.
• Industry COVID Safe Plans: All activity is to be conducted in accordance with relevant
Industry and Stadia COVID Safe Plans and Public Health Directives. This includes
organisations detailing how all persons at the activity/facility will be tracked, and traced,
including spectators.
Hockey Facilities under Stage 3
• Contact that relates to the rules of the game can take place, however social distancing must remain off pitch. No hand shaking, hi-fives, coin toss etc on the pitch.
• Facilities will not require a cap of people however the social distancing standard of one person per four-square meters is required and mandatory recording keeping is required.
• From noon Friday 3rd June there is no longer a need for zones for training.

• Facility usage can resume including canteens and opening up of change rooms for essential changing and toilets only, no team meetings or gatherings, showers will be locked, general hygiene and cleaning remains.
• Spectators or attendees at games must maintain physical/social distancing off the pitch of
1.5m at all times.
• No use of shared equipment that touches the head or face or cannot be effectively cleaned
i.e. soft materials or clothing.
• It is still a requirement to maintain attendance registers. Attendees involved in the actual
competitions will be recorded though the competition records however the recording of other
people coming to watch must be managed.
• All attendees must follow effective hand hygiene, cough/sneeze protocols, bring only what
they need for training and games, use their own equipment and where possible minimise
sharing of equipment.
• This plan aligns with the COVID Safe Industry Plan for Team Field Sports.
8. Hazard and Risk Management (H.A.R.M)
• Hazard and Risk Management at DP & RP shall be monitored by the Board of Management
and the General Manager to ensure control measures are being implemented.
• Users shall ensure compliance with this plan and any other Association and Club specific
COVID Safe Plans.
• All participants shall bring and only wear or use their own attire and equipment.
• No equipment shall be left at DP & RP. No lost property will be kept at the centre, anything
left behind will be disposed of.
• Clubs accept these conditions, on acceptance of their venue booking or fixture draws. Clubs
must ensure their members and attendees are aware of these conditions. Any entrants who
do not agree to the terms and conditions of entry, must not attend a BWHA venue.
9. Movement, Access and Health Management
General Principles
The approach to training and fixtures is ‘get in, train/play/spectate, get out” with no more than
one spectator with U7 and U9’s and limiting spectators at all other venues.
To reduce cleaning and monitoring activities to the essential minimum and to avoid
unnecessary monitoring with limited resources, we ask that only essential spectators attend
training and limited spectators at fixtures.
Entry and Exit
• Teams can arrive early to warm-up etc, but must maintain social distancing.
• While there are unlimited spectators, we ask that you park, enter and remain close to your
field. Do not linger outside your area. Social distancing is required at all times.
• Please bring your own chair (venues will not supply any movable chairs) or a towel/blanket
to cover permanent park seating as this will not be cleaned during the day.
• Players may bring their personal bags into venues, but should ensure they are clean.
• No personal equipment can be shared. Balls may be shared.

• The Canteen will be open. A decision on when/if the Bar will be opened will be made if
demand warrants it. Social distancing must be maintained if waiting or near the
canteen/bar. We would prefer card purchases rather than cash where possible.
• Facility toilets will be cleaned at the start of the day and after fixtures are completed.
Disinfectant spray will be available in facilities, should users wish to clean/spray the area
before/after use.
• At DP the women’s toilets under the clubhouse will have access “IN” via the doorway closest
to the canteen and then exit “OUT” via the Just Hockey Shop area, to avoid close contact of
people entering and exiting the area.
• To remind all attendees to social distance, use good hygiene, and sign in and out via the
available Public Address Systems at venues throughout the day.
• Change rooms can be used for toilets and essential changing only, no team meetings or gatherings, showers will be locked, general hygiene and cleaning remains.
Fit to Enter
• All staff and users of DP and RP shall not attend if in the last fourteen days they have been
unwell or had contact with a known or suspected case of COVID-19.
• Players who have recovered from COVID-19 infection should consider a gradual return to
training/fixtures.
• Persons suspected of being unwell, having any respiratory symptoms (even mild) or having
signs of a fever shall be denied entry and requested to return home, seek medical attention
and notify health authorities.
Attendance Register:
• Contact tracing information (attendance registers) must be kept for all participants, officials,
spectators and anyone else who attends the competitions, training and events. Information is
retained for 56 days (8 weeks).
• BWHA will use the QR code system Eva Check In to manage attendance records. All user
groups will be required to scan in to register their attendance. If they do not have a phone
on them to register they can:
- Use a friend’s phone to scan in and register their own details.
- Be included in the party of a friend scanning in.
- Log in online, before attending the event.
- Register manually with their club.
Posters will be up at entry points to scan in, and at exit points to scan out.
• Where a participant subsequently tests positive for COVID-19 Queensland Health will contact
BWHA to notify of the case.
• Attendance records from Eva Check In shall be provided to Queensland Health once a case
connected to BWHA has been notified.
Availability of Hand Washing Facilities and Hand Sanitiser for Fixtures
• At all toilets provided by BWHA, hand sanitiser will be available before entry, and soap will be available after use of the toilets.
• Hand sanitiser will be available at all counters (Saturday Office, Control Room, Canteen)

Availability of Hand Washing Facilities and Hand Sanitiser for Training:
• The Club Hirer will provide Sanitising stations at every training area, and ensure attendees
use it before and after training.
• Until the completion of the F10 Amenities Block, there will be no access to toilets and hand
washing at the F10 training field, the closest toilets will be the public toilets off Green
Terrace, and the F13 toilet block. If the F13 toilets are used the Club will be responsible for
cleaning after use.
• When the F10 Amenities Block is completed and at all other BWHA toilet facilities, BWHA
will provide hand sanitising at the entrance to the toilet areas so people can use them
BEFORE touching the door to a toilet cubicle, and handwashing will also be available.
Zones
• There are no Zones applicable from Noon Friday 3rd July.
• While there are unlimited spectators, we ask that you park, enter and remain close to your
field. Do not linger outside your area. Social distancing is required at all times.

Training Times
• Clubs may book a night and time block, by contacting the BWHA Office
• Groups are responsible for managing their own time and must not loiter or linger on the
field when their time has concluded.
Training Protocols

Team Change Rooms
• The change rooms are closed for general use and can only be used for essential changing and
toilets, no team meetings or gatherings to occur. Do not linger.
Public Toilets at Training
• Until the completion of the F10 Amenities Block, there will be no access to toilets and hand
washing at the F10 training field, the closest toilets will be the public toilets off Green
Terrace, and the F13 toilet block. If the F13 toilets are used the Club will be responsible for
cleaning after use.
• When the F10 Amenities Block is completed the main door to the public toilets is to be
propped open to limit the need to touch the door handle. Please ensure this door remains
open.
• Access to the public toilets at the F10 Amenities Block at training is limited to no more than
two persons at any one time in the public toilet area. Participants are to self-manage this
requirement. Toilets cannot be used for changing. Where possible please arrive dressed for
training.
Canteen and Bar Access
• The BWHA Bar will be closed at the commencement of Stage 3 restrictions. The BOM will
determine if it should be opened at a later date.

• The BWHA canteen will be open, providing a limited offering of goods for sale.
• Patron must follow signage and maintain 1.5m physical distancing.
• Canteen will offer both cash and contactless payment options.
Social Gatherings
• There shall be no unnecessary social gatherings before or after training sessions or fixtures
within DP or RP.
• Teams can arrive early to warm-up etc, for training and games, but must maintain social
distancing
• Players and spectators are able to watch games at the venue, but must socially distance, use
good hygiene and stay in the area relative to the game you are watching and sign-in and out.
• Attendees should bring their own chairs and equipment.
• Permanent park seating at venues is not maintained by BWHA, so people wanting to use these
should bring a towel or cover to sit on these seats.
• While not within the jurisdiction of BWHA, physical/social distancing measures should be
observed within the car park.
• No barbeques shall be held within the DP & RP Hockey Fields area.
• No club days or raffles shall be held at the DP & RP Fields area
10. Hygiene
Water Containers
• Participants shall bring and only use their own water bottles.
• No BWHA water fountains will be available for use
• The BCC will determine the use of public water fountains on the parks.
Shared Equipment
• Hockey sticks, shin pads, face masks and goal keeping equipment shall not be shared.
• Towels and face washers shall not be shared.
• Hockey balls can be shared between people of the same group, however they must be
cleaned by the designated COVID Safe Officer or Coach for that group after each training
session or fixture.
• A stick or GK equipment can be used to propel the ball, please avoid using your hands.
• Players are instructed to minimise hand contact with hockey balls and other non-essential
surfaces
• Goal Boxes cannot be moved, and if touched must be cleaned at the end of the training
session.
• The Club COVID Safe Officer is responsible for wiping down with sanitizer provided by the
hirer all high contact surfaces at the end of their training session. This may include railings
and door handles in the toilets and floodlight switches.
• Refer to the “Return to Safe Hockey” – BWHA Guidelines.
Shared Uniforms
• Training bibs or any other clothing shall not be shared.
Handwashing and Sanitising
• All participants, parents, guardians and staff shall use hand sanitiser when entering the
training or fixture venue, either using personal hand sanitiser or club supplied sanitiser.

• When available they can have access to the toilets to wash their hands with soap and
water.
Full Body Showers
• Showers at the venue will be closed.
• Participants are to shower at home prior to training/fixtures and wear clean training
/fixture attire.
• Participants are to shower at home after training/fixtures and wash training/ fixture
attire.
Prohibitions
The following must be observed:
• No spitting anywhere or on any person
• No Bushman nose blowing
• No gum to be consumed at the venue
• No smoking at the venue
Cleaning Schedules
•
• Spray bottles with disinfectant will be available in the toilets. Users are encouraged to
spray down the taps and basins after use.
• After each training session the Club Venue Manager shall clean and sanitise:
o Toilet stall door handles, flush buttons on toilets, taps and soap dispensers
o High contact hand rails
• At fixtures the DP & RP toilets will be cleaned before the start of the fixture day and at
the end of the fixture day:
o Toilet stall door handles, flush buttons on toilets, taps and soap dispensers
o High contact hand rails
• The DP & RP facilities will be professionally cleaned once a week.
• The Venue Manager will regularly monitor soap and hand sanitiser levels.
11. Sports Medicine
• Participants administer first aid or sport medicine themselves. E.g. complete their own ankle
strapping, apply a band aid etc. All rubbish must be placed in BCC bins available or taken
home for disposal.
• Only field fixture injuries may be treated by the Sports Trainers on Duty.
• In the case of an emergency call an ambulance on 000 and proceed with following standard
first aid precautions.
• There is no First Aid Room and no First Aid supplies available for general use.
12. Personal Behaviour
Greetings
• Handshakes and high-fives are banned

• Team huddles may only be held with players maintaining 1.5m separation from each other
and the coach.
• Teams may touch sticks in recognition of games, with 3 cheers.
Modification of Rules
• Attendees requiring mobility aids shall continue to be afforded discretion to use aids such
as, crutches, walking frames etc.
• Where there has been contact by other participants, mobility aids shall be cleaned and or
sanitised before and after use.
13. Communication
Electronic Media
• The BWHA COVID Safe Management Plan will be available on the BWHA website
www.bwha.com.au.
• It will be emailed directly to the clubs.
CLUB COVID Safe Coordinator or Club Venue Manager
Each group booking training and/or playing a game will be required to nominate a COVID Safe
Coordinator or Official who will be attending the training/game with the group. E.g. Team Coach
or Manager. The Club Official will be required to read the BWHA Plan, understand the
requirements, advise their group of the requirements before they access the facility.
Signage
Relevant signage will be placed at the venue.
14. DP & RP User Groups
• Each User Group of DP and RP will be required to have their own COVID Safe Plan on how
they manage their people and equipment.
• All Users agree via acceptance into the competitions the new terms and conditions of
entering the DP & RP facility, to train or play fixtures.
15. Disciplinary Action
• Individuals or groups failing to comply with the requirements set out in this Safety
Management Plan will be requested to leave immediately.
• Repeat offenders will be denied further entry.
• Where the COVID Safe Coordinator fails to comply with the team requirements or where
several team members fail to comply, the entire team shall be requested to leave.

Return to Play Guidelines – Under Stage 3 Restrictions - BWHA to Play Guidelines – Under Stage 3 Restrictions – BWHA Competition Rules Update As Community Hockey commences, Hockey Australia has provided some guidelines and recommendations that competitions can implement/amend as necessary to meet the various State and Association competition and venue requirements (these are detailed below). Hockey Queensland is supportive of the penalties outlined in the Spitting and Bushman’s Blow as stated below and this document serves as a directive to all Associations. Remember: • This is new and different for us.
• It is new and different for the people we will interact with - teams / players / spectators / officials / venues
• Any appointed official needs to help others understand the new environment and get on the same page.
Start of Match Current Rule 6.1 – a coin is tossed: the team which wins the toss has the choice of which goal to attack in the first two quarters of the match or to start the match with a centre pass.
Updated Rule 6.1 – Turf Games: Coin Toss will not be required. Team in dugout to the left of the tech bench gets the ball first and defends the goal which is closest to their dugout. Swap for second half. Grass Games: The team listed first on the draw gets the ball first and defends the goal on the left as the teams look at the field. Swap for second half.
Spitting and Bushman’s Blow Spitting and bushman nose blowing (blowing your nose without a handkerchief or tissues etc) is a practice that unfortunately occurs in our sport and must stop as it poses a significant risk to other participants.
Updated Rule - A minimum of a Green card (2 min suspension) to be issued to any player or participant caught spitting or bushman nose blowing on the field / playing surface. Repeat offenders (i.e. player (s) offending more than once) to be shown a yellow card (10 min suspension).
The above competition rule emphasizes the need for players/officials to refrain from spitting on the turf/playing surface. Greater safety concerns are now evident and as players often slide on the turf which can cause open grazes on knees / elbows, it is incumbent on our Associations to enforce further protection measures for player wellbeing. Team Managers and other team/club officials should ensure that their players understand this behaviour is also unacceptable in team benches and change rooms. Respect for all teams and their wellbeing requires team benches and change rooms to be kept as clean as possible to provide the best protection for all. Enforcement of the Spitting and Bushman’s Blow updated rule is in addition to the “Blood Policy” which all Associations would have in their Competition Rules. Communication Pre-Match - Umpires Umpires to address the Captains, prior to the commencement of the match, to ensure they are aware of the penalties for breach of the Spitting and Bushman’s Blow updated rule. This communication would serve as the “warning to players” and for subsequent offences the penalties will be applied. It is also timely to reinforce with all players and team officials that players do NOT remain on the field with open wounds. Players must leave the field and have the bleeding stopped and the wound covered before they can retake the field.

Where there is a BWHA Technical Officer (TO) on the Match
• Before the start of the match, the BWHA TO will confirm with both Team Managers or both the Captains (if there is no Team Manager) that all of their players are fully aware of the Enforced Competition Rule.
• If during the match a TO becomes aware of team personnel spitting or bushman nose blowing within the team bench area, they should address this with the Team Manager immediately.
Temporary Suspensions Current Rule – suspended players to serve their suspension in the designated area in the technical bench.
Updated Directive - Where technical officials and benches are in use – Suspended players should be situated in their own team dugouts and not on communal chairs or in the tech bench. TO is to still time the suspension period, directing the player when they can re-enter the match. All other suspension rules apply.
Players Protective Equipment (on field umpires) The sharing of protective equipment among teammates creates a greater risk for the spread of COVID-19 through the close proximity these items have to a player’s’ respiratory system.
Updated Directive – All protective equipment, including face masks, gloves and any other defensive PC equipment to be used are NOT to be shared under any circumstances. Accordingly, defenders at penalty corners will need to have their own identified equipment (e.g. coloured permanent marking with either tape or paint) to be allocated and worn solely by themselves. Due to these changes defensive players are now going to need sufficient time to identify and put on their own protective equipment. Umpires need to allow players acceptable time to do this. Umpires must still proactively manage the PC set up process. Goalkeepers should also not be collecting protective equipment in a single bag at the end of half and full-time. Players must be responsible for taking their own protective equipment onto the field and moving it at half and full-time.
Given the seriousness of the COVID-19 issue within our Community, it would be disappointing if there was any need for further action than detailed above. Team Officials are asked to provide their total support to this action for the safety of all Hockey members.
Warm-up bibs Teams should not be sharing warm-up bibs. Any player who needs to warm-up needs by running along the side-line must wear their own (different coloured to competing teams) shirt.
Reporting of Incidents within the Match BWHA will require Technical Officials to record any warnings provided to Team Managers in relation to Spitting and Bushman’s Blow offences that occur off the field / playing surface. These will then be communicated directly with the offending club with a request to deal with the behaviour so that it does not re-occur. OTHER SAFETY CONSIDERATIONS Corner Flags Corner flags should be removed from fields for the foreseeable future to avoid the need for people to readjust/ move these into place. Scoreboard Controller / Computer TO – put a plastic sleeve or glad wrap over the Scoreboard Controller / Computer and remove at the end of your match. Do not use hand sanitizer / wipes to clean this equipment as it could damage the equipment.

Cleaning of Technical Areas Appropriate cleaning supplies should be located at the technical bench to allow for officials to clean surfaces between matches to avoid cross–contamination. BWHA – Completion of Match Cards / Records While it is still required for matches to have accurate recording of details such as players, starting line-ups, goal scorers and cards, the transfer of these documents among multiple people can heighten the health risk during this time. Whoever is responsible for completing and signing match reports needs to bring their own pen. There will be different processes in place across Grass / Turf / Masters so please refer to your section below for further information about completion of Match Books. In all cases, we want to limit the number of people who must physically touch a Match Book. If a Team forgets their Match Book, then two sheets (original and copy) will be torn out of one of the extra Match Books held at all venues and provided to that Team for completion. There will be no Best and Fairest Voting or Awards for any divisions in 2020. This decision has been taken to reduce the number of people who have to physically touch Match Books or be in close contact with Match Book Recorders. Grass (Juniors and Seniors) 1. Each club to have one person complete their Match Book (Match Book Recorder) 2. The Match Book Recorder is to ask the names of the umpires and complete details where
