Foreword by the Chairperson of Foróige Since March 12th Foróige and our volunteer leaders have taken extraordinary measures to contain

the spread of COVID-19. It is the biggest challenge Foróige’s club members and leaders have ever

faced in keeping Clubs open. As Chairperson of Foróige and a Leader myself, I’ve been heartened to

see Foróige Leaders around the country innovating, adapting to new ways of engaging with young

people and following the health guidance put in place.

After almost 6 months of restrictions, young people have told us they want to get back to their

Foróige Clubs. This document is designed to facilitate this to happen safely. It puts in place

measures to prevent the spread of COVID-19 in club settings and to support Leaders to reopen

Foróige Clubs in the autumn. Our priority at all times is to protect the health and safety of

volunteers and young people in Clubs and to minimise the risk of transmission within the wider

community.

I am aware that some Leaders and Members may be unable to return for the time being. I wish

them well and hope they can stay involved in other ways.

The new club year may be different but it also holds exciting new opportunities. Our Story Bridge

Archive began in July, and continues into September. It’s a great project to get the Club into straight

away. We will also be focusing on Climate Justice this autumn, following young people’s lead in this

seriously important issue.

I want to thank the Leaders, Members and staff involved in our plan to safely reopen clubs.

I wish Leaders and Members around the country a great and safe club year.

Introduction This document is for all leaders and volunteers in clubs. It is based on the following principles:

Safe – informed and guided by public health guidance and assessment of risk Logical – sequential series of actions building upon progress made Evidence Informed – uses the national government guidance and data Fair – respects human dignity, autonomy and supports equality Open and Transparent – decisions are clear, well communicated Whole of Foróige – based on the concept of solidarity and supports cohesions as we reopen over time. All clubs will be expected to adhere to these guidelines, no matter where located, unless government guidance changes. As the advice issued by the Government continues to evolve, the protocols and measures for Foróige

and Foróige volunteers may also change. This is a general document and does not prohibit the

introduction of further specific measures as needed within the principles of this document or in

response to government guidance.

Working Together to suppress COVID-19 in Foróige Background The outbreak of Coronavirus (COVID-19) has evolved rapidly and the Department of Health is leading

the Government response in Ireland to this national public health emergency. Exposure to COVID-19

is a public health risk which affects all of us. The reopening of Clubs in Foróige (Foróige Clubs, Foróige

Juniors and Special Interest Group1) goes hand-in-hand with the provision of public health measures to

reduce the risk of spread of COVID-19 in our club meeting places; for the benefit of the health of

volunteers, young people and vulnerable members of the community.

What is Coronavirus (COVID-19)? While we may hear about COVID-19 everyday, it is important to understand what it is. COVID-19 is a

new illness that can affect your lungs and airways. It’s caused by a virus called Coronavirus. There is,

as yet, no vaccine or cure, though treatments are being developed.

Current evidence suggests:

That most people infected will experience no symptoms (asymptomatic) or mild to

moderate respiratory illness and recover without requiring specialised treatment.

Those who are infected may be infectious for up to 48 hours before symptoms appear.

Younger healthy people are less likely to develop severe symptoms, but anyone with

asymptomatic infection may spread the virus to others.

in Foróige has a duty to inform and educate themselves on the advice and information provided on

www.hse.ie about COVID-19.

Transmission of the virus

COVID-19 is easily spread in sneeze and cough droplets

People who are infected may transmit the virus even if they have no symptoms, or for up to

48 hours before developing symptoms and remain infectious until the symptoms have gone.

Through close contact with a person who is infectious, in particular spending more than 15

minutes of face to face contact with two meters of an infected person

Touching surfaces contaminated by droplets coughed or sneezed from an infected person

Symptoms Common symptoms of COVID-19 include:

A fever (high temperature of 37.5 degrees Celsius or above)

Any kind of a cough

Shortness of breath

Loss or change to sense of smell or taste

If any individual is displaying one or more of these symptoms they should contact their GP

immediately or call HSELive 1850 24 1850

Staying Safe The adherence to the guidance below to allow for the safe reopening of Foróige clubs is the personal

responsibility of each young person and volunteer.

Hand Washing Regularly and thoroughly clean your hands by either washing with soap and water (for 20 seconds)

or use an alcohol-based hand rub. This kills viruses that may be on your hands.

Maintain social distancing Observe social distancing guidelines (2 metres) and keep this distance between yourself and others.

This minimises the risk of breathing in respiratory droplets from an infected person.

Avoid touching eyes, nose and mouth Hands touch many surfaces and surface to hand transfer can spread the virus. Once contaminated,

hands can transfer the virus to your nose, eyes or mouth. From there, the virus can enter your body

and make you sick.

Practice Respiratory Hygiene Make sure you follow good respiratory hygiene. This means covering your nose and mouth with a

tissue or bent elbow. If using a tissue, dispose of it immediately and wash your hands. By practicing

good respiratory hygiene, you protect the people around you from all viruses such as cold, flu and

COVID-19.

Use of Face Covering By law, you must wear a face covering when you use public transport and in shops, shopping centres

and all retail spaces.

It is also recommended to wear a face covering in the following situations:

When staying 2 metres apart from people is difficult In an enclosed, indoor spaces with other people when a physical distance of 2 metres cannot be maintained In a healthcare setting When visiting anyone who is more at risk from coronavirus – such as people aged over 70 or

people who are medically vulnerable.

If you have any of the symptoms, seek medical advice If you display any of the symptoms stay at home. Call your GP or HSELive. Follow their directions to

protect yourself and prevent the spread of the virus.

Specifically for Leaders / Volunteers Volunteer Leaders are essential to clubs. These guidelines are based on listening to volunteer

Leaders’ concerns and needs, so that they can feel confident and safe returning to the club.

Supporting Leaders Foróige has prepared information documents you can use to explain what Foróige is doing for safe,

responsible reopening of clubs in your contact with:

Other leaders

Parents

Club premises owners / managers

Young people

Responsibility of Leaders Foróige Leaders lead by example: they model the behaviours they want to see from young people.

Therefore, leaders are asked to carefully follow the guidance in these documents and to support and

encourage young people to do the same, particularly as regards the COVID-19 prevention measures

such as hand washing / sanitising, social distancing, respiratory etiquette and face coverings.

It is the responsibility of all Leaders and other volunteers to read and follow Foróige’s guidelines and

policies. It is the responsibility of Foróige to ensure that we have up to date guidance in place to

support leaders in their role in Foróige.

Responsibility in the club In the club’s implementation of COVID-19 hygiene and social distancing, young people share the

responsibility. Leaders should work with the members to enable them to understand and act in line

with the guidance in this document, but also to share in cleaning and sanitising tasks. The Club

Committee (where applicable) should show example in this regard.

For example, with regard to social distancing, Leaders should encourage members to implement this

as much as possible. But it is the responsibility of each person in the club to be social distant. The

club must allow for social distancing e.g. take place in spaces that allow for social distancing based

on the numbers involved.

Briefing and awareness for Leaders

All leaders are required to read this document and the HSE Booklet on COVID-19, and

confirm that they have done so prior to engaging with the club.

The club are required to have at least one leader (preferably two) attend a Foróige online

briefing on use of these documents before the club reopens.

These measures will help leaders be confident in their participation in the club.

Volunteer/Young Person/ Resource person/ visitor Health Questionnaire All volunteers, members and any other visitors to the club are required to complete a “COVID-19

Health Questionnaire”. This information will not be retained and should your circumstances change,

it is your responsibility to inform the club support staff person. Should a volunteer or member

become ill, they will complete the form again before returning. In both cases they must be able to

answer no to all the questions.

Leaders / Volunteers developing COVID-19 Symptoms If a volunteer develops symptoms which may be Covid 19 (persistent cough, high temperature,

fever, loss of sense of smell or taste etc.), they should not attend the club or any real world Foróige

events. We recommend leaders contact their GP for further advice and to see if they need a COVID-

19 test. If you are diagnosed with COVID-19, we recommend that you follow GP and HSE advice.

Volunteers should inform their Foróige staff person (names and contact details are available on our

website) if they receive a positive COVID-19 diagnosis and have been at Foróige in the previous 14

days. They should tell the Club Leader that they are not available to attend club, so that the club can

call in other leaders, if available.

Volunteers should not attend real world Foróige meetings or events until they can answer No to all

the questions on the Foróige COVID-19 health form, which you must complete before returning to

the club.

At Risk/Vulnerable Leaders Leaders and other Volunteers over the age of 70 or with a number of named conditions are

considered at greater risk from COVID-19. Other leaders may themselves not be at high risk but may

be caring for or living with someone who is. See the HSE Very High Risk and High Risk Groups for a

Volunteers in these categories should consult their GP and consider carefully before returning to real

world club meetings. Participation by adult leaders and young people in Foróige clubs is voluntary –

volunteer leaders and young people may choose to opt-in or opt-out from activity at any level at

their discretion.2

Not being able to attend the club need not mean leaving the club. There are several roles or tasks

that can be performed without being physically at the club.

Returning from travel Leaders and other Volunteers returning from travel abroad should follow government advice. If returning from a country not on the government’s green list at that time, this mean s not attending real world Foróige meetings or events for 14 days after returning. Leaders must also complete the Covid 19 health form before returning.

Continued use of Zoom Meetings To avoid non- essential in person meetings, Clubs and District Councils can continue to use Zoom for

some meetings. For example, Club Committee meetings, District Council meetings, Officer training,

or occasional full Club Meetings.

Reopening your club may seem daunting with additional measures that will have to be put in place

to ensure the health and safety of all volunteers and young people. Your Foróige staff person is there

to support and assist you with advice, information and training.

Suggested Agenda for a Leaders meeting before Reopening Read the HSE Booklet on COVID-19

Read and discuss this document

Appoint a “Club COVID-19 Lead” – the main point of contact for Foróige in relation to COVID-

19. It may be the Club Leader or any other leader that attends the Club regularly.

Choose at least one leader but preferably two, to attend online briefings organised by club support staff

Establish how many leaders will be returning and how many you need to recruit

How many members can you have allowing for social distancing? If the club cannot meet in the premises contact your staff person for help with alternative ways of meeting.

Consider available outdoor spaces and the activities you can do there

Determine the criteria for accepting membership. We suggest first come first served for last

years members. No new members unless space after this. You may need a waiting list. Be

open and transparent with decisions. The new Salesforce can set up a waiting list for you.

Purchase hand sanitiser, cleaning wipes etc. that may be required.

Decide how and when the registration evening/first night of the club will be held

Inform your club support staff person of the date before the registration night/reopening of

the club

Plan registration night as normal but take account of Covid measures including contact

tracing and explaining the additional information for parents and young people.

Prepare the Premises The following are the minimum requirements that must be in place in a facility prior to a Foróige

Club meeting in that venue. The premises may have much of this in place, so the club should meet

with them to discuss. The club must provide anything the premises has not.

Signage Appropriate signage in line with public health guidance should be in place at the entrance to the

facility, in meeting rooms and at the entrances to toilets. Signs should display, Covid 19 symptoms,

the recommended social distancing rules, hand hygiene, respiratory hygiene. All posters are

Hand Washing Facilities Hand washing facilities or hand sanitiser dispensers must be provided at the entrance to the facility.

In addition, hand sanitiser should be available throughout the Foróige Club for use as required

Toilets Toilets should be regarded as potentially contaminated areas. Ventilation is important - doors and

windows should remain open if practicable. Numbers using toilet facilities must be limited (based on

toilet facilities available)

Cleaning The facility should be thoroughly cleaned before and after the Foróige Club meeting.

Contact/touch surfaces such as table tops, chairs, equipment, door handles and handrails

are visibly clean at all times and are cleaned at least twice daily (or before and after the

Foróige Club Meeting)

Washroom facilities and communal spaces should be cleaned twice daily (or before and after

the Foróige Club Meeting)

The cleaning regime should have particular focus on high touch/high traffic areas. These can include kitchen space/exit and entry points.

Reduce some high contact areas by leaving some internal doorways open (bearing in mind that some may be fire doors)

Ensure a good supply of cleaning agents and hand sanitising solution are available

Waste bins must be emptied before, and at the end of the Foróige Club Meeting

If this cleaning is not provided by the premises, the club must ensure that it is place.

Communication with Parents/Guardians Foróige has prepared a short document with a basic briefing for parents/guardians. It outlines their

responsibilities, the role they have in educating and informing their child/ward and the safety

measures we have in place. The club can add other information.

Additional Measures specific to the club Before putting in place any additional specific measures for your club please discuss in the first

instance, with your club support staff.

Young People All members of the Club must be informed of their responsibilities regarding preventing the spread

of COVID-19. Foróige will provide advice on how to do this. This can be done on registration night

or at a club discussion on a club “COVID-19 protection agreement”

Multiple clubs in one venue

Where two or more clubs (or one club split in two) meet in one venue on the same evening, there

must be sufficient time between the end of one club and the beginning of the next for the two

groups not to meet and for the space to be cleaned/ sanitised before the second club begins.

Safety measures when the Club Reopens Changes have been implemented across all areas of our lives – whether shopping, eating out, playing

sports, visiting friends and relatives. Volunteers, parents and young people will be expecting

additional measures in Foróige and will be familiar with having to adhere to such measures.

COVID-19 Prevention measures

Getting to the club 1. Leaders may not take members or other leaders in their cars unless living in their household.

2. If two clubs meet on the same night ensure there is time for the first group to have left the

building and car park and for the meeting space to be sanitised before the arrival time of the

second group.

3. Leaders are not responsible for the members before the club start time, or after it ends.

Hand Washing/Sanitising All volunteers and members must sanitise their hands on entering the facility and leaving.

Temperature Checking This is not a requirement according to government health advice, and should not be undertaken by

Foróige volunteers.

Use of Face Coverings Currently, face coverings are mandatory in shops, shopping centers, cinemas, museums, tourist

offices and other similar indoor spaces. It is recommended that they are also worn in other settings

where two meters social distancing may not be possible. This includes in schools and youth work

settings. It is recommended that face coverings are used in Foróige activities and engagements,

except for during high energy games and sports. Member should supply their own masks, though the

club should have a supply of disposable masks for those who forget them. Please see Appendix 10

for further guidance on the use of Face Coverings in Foróige Settings.

Attendance Accurate attendance of all members and leaders present on the night must be kept via the

attendance facility on the Salesforce Club Management System. If the club opens before this is

ready/leaders have received training a paper attendance list is kept. No one should be asked to sign

in. A ticked list is fine. The club should not invite guests in the early weeks of the club. Parents

should not enter the premises.

Physical Contact Hand shaking, high fiving and embracing are not allowed. Ensure that members don’t congregate in

small groups e.g. going to the toilets in twos and threes.

Social Distancing Social distancing coupled with hand hygiene and respiratory etiquette are the most effective prevention against the spread of COVID-19. Current advice is to ensure that there is a 2 meter distance between individuals. Should this change, clubs will be notified. All our engagement with young people and volunteers must take place in spaces that allow for social distancing based on the numbers involved.

Encourage social distancing between young people, but also have the flexibility to engage in activities that may not allow for it (e.g. playing games and sports). Do your best on this, that's all we are asking of you, and be patient with yourself (and the young people) about it. Social distancing is everyone’s responsibility- not the leaders’ alone, but they must show example. We understand that social distancing may be difficult or impossible in some normal club activities – such as sport and games. This is why it is essential that accurate attendance records are maintained. Parents are informed of this.

First Aid All First aid kits must have disposable face masks, gloves and aprons.

If a volunteer/member displays symptoms of COVID-19 during the Club In the event of a volunteer or young person suddenly becoming unwell with symptoms of COVID-19

during a club meeting/activity please do the following:

Isolate the young person/volunteer from the group immediately

Provide them with a face covering

Contact their parent/guardian or family member to arrange transport home. If unable to

contact parent/guardian contact HSELive 1850 24 1850

End the meeting and contact parents/guardians of members to arrange transport home

Contact your Club Support Staff person for further advice

Maintain the confidentiality for the person displaying symptoms

The young person/ volunteer does not return to the club until they or their parent /

Guardian can answer No to the questions in the Covid 19 health form again and submit it.

Contact Tracing

Should a volunteer/young person become infected with COVID-19, the HSE conducts contact

tracing to limit the spread of the virus. This involves contacting all who have been in contact

with the person and advising them that they may need to self-isolate/be tested.

To simplify this process and to ensure compliance with Data Protection, the updated

Salesforce Club Management System will allow for the online tracking of attendance at clubs

making it an easy way to comply with this public health requirement. Information on how to

use this will follow.

We will share our Contact Tracing information with the HSE at their request. We will not

share it with anyone else.

Use of Equipment To reduce chances of spreading the virus, personal equipment and possessions such as Water

bottles, mugs, milk jugs, spoons, drink cans, ear phones, pens and phones must not be shared with

others.

Appendix 1 - The Club Programme The club is still the club – the leaders and members should together plan a programme of activities

which allow for discussion, relaxation, learning and contribution to the community. The first few

weeks may be particularly important.

Games and sports Clubs can play typical Foróige games and contact sports, even if social distancing cannot be

maintained in these. Hands should be sanitised and all equipment should be cleaned / sanitised

before and after.

Interclub events We will work on how best to hold some interclub events safely and in line with government

guidance. Our first priority is to get the clubs open.

Use of Buses / trips

Foróige has prepared guidance on the safe use of buses.

Clubs may engage in events and trips out of the club premises which allow for social

distancing and follow Foróige guidelines for trips.

Clubs may not leave the island of Ireland or go on overnight trips until further notice.

Food and drink

Clubs can have a club shop selling shop bought prepacked drinks and snacks.

Clubs should not have hot drinks that require sharing jugs, milk containers, teapots, spoons,

etc. TAB Time can be soft drink and individually packaged snack Time, for example.

Creating a new behaviour culture

It is normal for clubs to have a code of behaviour which members and leaders create

together at the start of each year.

The club can use appendix 8 on the information for young people for a club discussion on

this.

This year it will incorporate points to implement measures to keep each other safe from

Covid 19 infection. Social distancing, hand washing, no touching other people, shared

cleaning.

It will not be easy to move to this and many of us will forget and lapse into the pre pandemic

way of behaving. The club can discuss and agree ways of everyone helping each other to act

safely. This will take time and we must be gentle with each other but also give each other

permission to point out when we forget to distance or hand sanitise etc.

The club might come up with create ways of reminding each other-

fun posters and signs,

Stopping the action for a moment during club to check if we are all 2 meters apart

(except during games) or when we last sanitised our hands etc. A member could

suddenly shout an agreed code word; or in a juniors club, play statues to stop the

action and get everyone to check how far they are from other people

Appendix 2 - Club COVID-19 Lead The purpose of having a designated Club COVID-19 Lead is to ensure that all clubs have at least one

leader who is the designated point of contact for all COVID-19 communications between Foróige and

the Foróige Club. The following is the list of requirements that the Club COVID-19 Lead has overall

responsibility for ensuring:

At least one leader (preferably two) from each club must attend a Reopening Foróige Club

Briefing before to the Foróige Club reopening.3 These briefings will be online and dates will

be set locally.

All volunteers and young people have completed the relevant health questionnaire prior to

attending the club in person

Ensuring sanitisation of facilities before and after the club meeting (it is not the job of this

leader to do the sanitation, rather to ensure that it is done)

Have everyone sanitise their hands on arrival and departure and after and games at which 2

meters social distancing is not observed. This involves setting up hand sanitising (one or

more (depending on numbers in the club) stations for everyone to use.

Maintaining records of attendees

Informing the Club Support Staff person if there is a suspected case of COVID-19 in the club

Informing the Club Support Staff person if the HSE requests the Attendance Records of the

Club

Appendix 3 – Face Coverings

Face Coverings - General By law, you must wear a face covering when you use public transport and in shops, shopping centres

and all retail spaces.

It is also recommended to wear a face covering in the following situations:

When staying 2 metres apart from people is difficult

In an enclosed, indoor spaces with other people when a physical distance of 2 metres cannot

be maintained

If you have coronavirus or symptoms of coronavirus you must self-isolate. Do this even if you wear

a face covering

Face coverings help prevent people who do not know they have the virus from spreading it to

others.

If you wear a face covering you must still do the important things necessary to prevent the spread of

the virus. These include:

Social Distancing

Covering your mouth and nose with a tissue or your sleeve when you cough and sneeze

Washing your hands properly and often

Avoid touching your eyes, nose or mouth

There are two main types of face coverings:

Reusable Face Coverings

A Face Covering is a material you wear that covers the nose and mouth. They are made from cloth

materials and are widely available.

Disposable Face Coverings

Disposable masks are also available – these are single use only.

Who should not wear a face covering Face coverings are not recommended for children under the age of 13. This is because young children may not follow the advice about wearing a mask correctly. They may also not understand the importance of avoiding touching it. However, children under 13 should wear a mask if their doctor or healthcare worker advises this. Face coverings are also not recommended for anyone who:

has trouble breathing is unconscious or incapacitated is unable to remove it without help has special needs and who may feel upset or very uncomfortable wearing the face covering

How to wear a face covering A face covering should cover the nose and go under the chin and:

fit snugly but comfortably against the side of the face be secured with ties or ear loops include at least 2 layers of fabric allow for breathing without restriction

While wearing a face covering, avoid touching it. If you need to touch it to adjust it, wash hands thoroughly. Ensure it covers the nose and mouth at all times. Remove using the ear loops and place in a plastic bag. Wash hands thoroughly after removal.

Face Coverings in Foróige All volunteer leaders and members are requested to wear face coverings (with the exceptions

outlined above) in the course of their Foróige Club activities and engagements where activities and

engagements are taking place in enclosed, indoor spaces and where physical distancing of two

metres cannot be guaranteed to be maintained.

They may be removed for high energy sporting activities e.g. playing soccer, basketball etc.

There is no recommendation for face coverings for outdoor activities and engagements

Leaders and Members are to be encouraged to supply their own face coverings. Foróige Clubs will

not be in positions to provide face coverings to all leaders and members as a matter of course.

However, it is understood that there may be times when members are not in a position to have their

own face coverings. In these instances, leaders should offer disposable face coverings to young

people/participants. This is at the discretion of leaders.

If members or leaders are using disposable face coverings provided by the Club at the end of the

session members/leaders are encouraged to take their face covering with them.

Alternatively, disposable face coverings must be placed in a plastic bag, by the wearer, and the bag

securely sealed. The bag is to be stored for a period of 72 hours prior to using the usual waste

disposal methods.

What if a leader/member refuses to wear a face covering Currently, it is not mandated to wear face coverings in youth work settings.

However, it is suggested that you discuss the issue with the leader/member and explain the reasons

for why they are recommended and encourage them to wear a face covering. You are requested to

lead by example.

You are not required to enforce the use of face coverings with leaders/members nor should their

refusal lead to exclusion from the club.

As with social distancing, we must allow for the use of face coverings and encourage their use.

Disposable gloves Do not wear disposable gloves instead of washing your hands. The virus gets on them in the same

way it gets on your hands. Also, your hands can get contaminated when you take them off.

Disposable gloves are worn in medical settings. They are not as effective in daily life.

Wearing disposable gloves can give you a false sense of security.

You might:

sneeze or cough into the gloves - this creates a new surface for the virus to live on contaminate yourself when taking off the gloves or touching surfaces not wash your hands as often as you need to and touch your face with contaminated gloves.
