national economy, through this regulation the government has officially formed
the Committee for Handling Covid-19 and National Economic Recovery. This
committee is under and responsible to the President. The committee consists of:

In charge of compiling strategic policy recommendations to the President in
the context of accelerating the handling of Covid-19 and national economic
recovery and national economic transformation. In addition, the Policy
Committee is also tasked with integrating and establishing and monitoring
and evaluating steps for implementing strategic policies as well as the
breakthroughs needed to accelerate the handling of Covid-19 and national
economic recovery and national economic transformation.

Summary
Through this government regulation (PP), several changes are made to the previous regulation, namely PP 23/2020. One of these changes is that in the implementation of the National Economic Recovery (PEN) program, the government can place funds in Partner Commercial Banks with a state money management mechanism. Commercial Banks that can become Partner Commercial Banks of the government must have the criteria to have a valid business license as a Commercial Bank, have business activities in the territory of Indonesia and the majority of shareholders are the state, local government, legal entities and Indonesian citizens. In addition, partner commercial banks must have a minimum composite level of three soundness levels that have been diversified by the Financial Services Authority and carry out banking business activities that support the acceleration of national economic recovery.

Through this regulation, the government stipulates the implementation in
strengthening the authority of the Indonesia Deposit Insurance Corporation
(LPS) regarding decision-making, which includes examining the handling and
increasing the intensity of preparation for Bank Handling with OJK (Financial
Services Authority) and selecting ways to handle Banks other than Systemic
Banks declared as Failed Banks by not only consider the least cost test, but also
consider economic conditions, the complexity of banking problems, the need for
handling period, availability of investors, and/or the effectiveness of handling
Bank problems.
In addition, during the economic recovery as a result of the 2019 Corona Virus
Disease pandemic (Covid-19), LPS can place funds in the Bank to manage and/or
increase the liquidity of LPS and/or anticipate and/or handle the Financial System
Stability problems that can cause the occurrence of Bank failure as part of the
forward looking of the LPS to maintain Financial System Stability.

Summary
In order to provide a legal basis for community support in the form of donations
and availability of Human Resources in the Health Sector, encourage the Medical
Device industry and/or Household Health Supplies, and maintain stock market
stability in the form of Income Tax facilities in the context of handling the impact
of COVID-19, it is necessary to stipulate this Government Regulation. This
regulation establishes income tax reduction facilities for:
Domestic taxpayers who produce medical devices and/or Household Health
Supplies (PKRT) for the purposes of handling Covid-19 in Indonesia can be
given an additional reduction in net income of 30% of the costs incurred.
Donations in the form of money, goods, services and/or use of assets
without compensation in the context of handling COVID-19 in Indonesia that
are submitted by taxpayers to donation collection organizers can be
deducted from gross income.
Additional income received or obtained by Human Resources in the Health
Sector
Income in the form of compensation and reimbursement for the use of
assets in the context of handling Covid-19.
Buyback shares traded on the stock exchange, in the context of handling
Covid-19.

Summary
In order to support regional financing in the context of implementing the National Economic Recovery Program (PEN), through this regulation, the government stipulates that Regional Government can be granted Regional PEN Loan. Regional PEN Loan is a form of financial support provided by the government to regional government in the form of loan to be used in order to accelerate economic recovery in the regions as part of the PEN Program. Regional PEN loan is provided with the following conditions:
Regional PEN loan is provided by the government to local government
through PT SMI;
Can be in the form of program loan and/or activity loan;
The maximum loan term is 10 years;
Interest rate of 0% per year;
Loan management fee per year of 0.185% of the total Regional PEN
Loan; and
Provision fee of 1% of the total Regional PEN Loan
In addition, to apply for Regional PEN Loan, local government must meet the criteria and requirements set out in this regulation.

Summary
In the context of implementing the National Economic Recovery Program (PEN), the government shall place funds with a certain interest in Partner Commercial Banks which are Commercial Banks that have been designated as partners in the placement of funds for the implementation of the PEN Program. The Fund Placement is carried out by means of the state money management mechanism. The funds that have been given to Partner Commercial Banks will then be used for credit / financing to debtors in order to support the acceleration of national economic recovery. The criteria for a Commercial Bank to become a Partner Commercial Bank are as follows:
Has a valid business license as a Commercial Bank;
Has business activities in the territory of the Republic of Indonesia and
the majority of shareholders/capital are the State, Local Government,
Indonesian Legal Entities, and/or Indonesian Citizens;
Have a minimum soundness level of composite 3 which has been
verified by the Financial Services Authority; and
Carry out banking business activities that support the acceleration of
national economic recovery.

Summary
This Minister of Finance Regulation regulates the requirements and procedures for granting loans from the government to the Indonesia Deposit Insurance Corporation (LPS), namely:
LPS Liquidity Level Report, which consists of LPS Liquidity Level Periodic
Report and LPS Liquidity Level Intermittent Report;
Loaning to LPS, under the condition that the Minister can provide loans to
LPS if they are experiencing liquidity difficulties that endanger the economy
and financial system as a result of the Corona Virus Disease 2019 (COVID-
19) pandemic. It also regulates the provisions regarding loan applications,
appraisals and decisions;
Loan Implementation, which consists of provisions regarding Loan Fund
Budgeting for Fiscal Year 2020, Loan Fund Budgeting after Fiscal Year 2020,
and Agreement;
Loan Disbursement, namely in granting Loan Funds, the Minister as State
General Treasurer Budget User (PA BUN) appoints the head of the echelon
II unit who has the task and function of loan extension within the Directorate
General of Treasury as the Budget User Proxy (KPA) for Loan Fund
Distribution. It also includes provisions regarding general provisions for
disbursements, processing of disbursements by KPA BUN, processing of
disbursements by Commitment Making Officials (PPK) and Officers Signing
Orders of Payment Orders (PPSPM), and use of loan funds;
Loan repayment by the LPS are deposited into the receiving account in the
investment fund account or other accounts determined by the Minister, and
the LPS can propose an accelerated loan repayment proposal to the
Minister; and
Accountability Loans consisting of Reporting, Monitoring and Evaluation and
Administration.

This regulation is an improvement of the Minister of Finance Regulation number
44/PMK.03/2020. This regulation improves the following provisions. In the
provision of Article 21 Income Tax incentive, the criteria for employees who are
entitled to receive incentives are added, namely employees who during the tax
period concerned receive or receive a permanent and regular annual Gross
Income of not more than IDR 200,000,000. In addition, the provisions for the
Final Income Tax incentive based on Government Regulation Number 23 of 2018
are adjusted to the provisions regarding Final Income Tax above which are given
for the tax period April 2020 to the tax period December 2020.

Summary
This regulation is stipulated in order to simplify the implementation scheme for
the provision of Interest Subsidies/Margin Subsidies, so it is necessary to improve
the procedures for granting Interest Subsidies/Subsidized Margins. This
regulation improves the following conditions:
Allocation and budgeting
Recipient criteria and the amount of interest subsidies / margin subsidies, i.e.,
have Credit / Financing Debt Tray until 29 February 2020; not included in the
National Black List for a Credit / Financing ceiling of more than Rp50,000,000
(fifty million rupiahs); have a current performing loan category (collectability
1 or 2) calculated as of 29 February 2020, and have a Taxpayer Identification
Number or register to obtain a Taxpayer Identification Number.
The mechanism for the provision of interest subsidies / margin subsidies
through banks and finance companies is a credit / financing distributor
registered at Financial Services Authority.
Administration and management of Interest Subsidies / Margin Subsidies are
carried out using the SIKP (program credit information system).
KPA (Budget User Authority) Distribution of financial accounting and
reporting in accordance with the provisions of the legislation regarding the
accounting system and financial reporting of subsidies expenditure and the
provisions of the legislation regarding the procedures for the preparation and
submission of BUN financial statements.
Internal supervision of the granting of Interest Subsidies / Margin Subsidies is
carried out by the Inspectorate General of the Ministry of Finance for and on
behalf of the Minister as the BUN (state treasurer).

In order to implement the provisions of Article 25 paragraph (7) of Government
Regulation Number 23 of 2020 and for the application of the provisions of Article
2 paragraph (2) of Government Regulation Number 45 of 2013 as amended by
Government Regulation Number 50 of 2018, the Minister of Finance has the
authority to draw up supervision guidelines and maintaining the quality of
internal supervision over the implementation of the National Economic Recovery
Program (PEN). This Ministerial Regulation was prepared as a guideline for APIP
(government internal control apparatus) in conducting Supervision of the
implementation of the PEN Program. Supervision as intended is carried out on
all budgets allocated by the government to implement the PEN Program which
includes:
State capital participation;
Placement of funds;
Government investment; and
Guarantee.

Summary
In order to prevent and control the transmission of Covid-19 through increased supervision of domestic travelers, to implement the surveillance protocol for domestic travelers at airports and seaports, taking into account the following matters:
Using mask, washing hands frequently with soap or using hand sanitizers,
keeping a distance from each other (physical distancing), using eye face
protection, and adopting clean and healthy living habits.
Must have a certificate of negative RT-PCR examination results that is valid
for no later than 14 (fourteen) days or a certificate of non-reactive
antigen/antibody rapid test results that is valid no later than 14 (fourteen)
days, since the certificate is issued; and a Health Alert Card (HAC).

Summary This Minister of Health Decree is a more specific health protocol for the public in carrying out activities in public places and public facilities during the Covid-19 pandemic entering a new normal period. The rules are stipulated in six decrees, including the enforcement of this Ministerial Decree as a reference for ministries / agencies, provincial government, district / city government, and the community including associations, managers, owners, workers and visitors to public places and facilities. While the scope of this health protocol includes efforts to prevent and control Covid-19 in public places and facilities by paying attention to aspects of individual health protection and critical points in public health protection, involving managers, administrators, or people in charge of public places and facilities and the community as users.

Summary
This regulation is a derivative regulation from Government Regulation Number 33 of 2020 (PP 33/2020). The regulations for this institution regulate the mechanisms and procedures for the placement of funds by the Indonesia Deposit Insurance Corporation (LPS) at a Bank other than a Systemic Bank (BSBS) which is declared a failed bank, as well as procedures for exercising other LPS authorities which are previously regulated in PP 33 / 2020. Important points in this institution's regulations include the criteria for banks that can receive LPS funds. These criteria include:
OJK (Financial Services Authority) assesses that bank owners cannot solve
bank liquidity problems.
Bank has the status of Bank under Special Supervision (BDPK) or Bank under
Intensive Supervision (BDPI) which has the potential to become BDPK.
The bank has liquidity problems that are not caused by fraud.
Banks are unable to meet the requirements to apply for a short-term
liquidity loan (FPLP) from Bank Indonesia (BI). Banks that meet these criteria
can submit funds to the OJK. Then the request for placement of funds will
be forwarded to the LPS.

the period of social protection benefits before employment for prospective
Indonesian migrant workers. In this regulation, the government establishes the
following provisions:

employment
Provisions for granting adjustment of period for social security
protection benefits before employment
Revocation of the temporary suspension for the placement of
