Ireland hosts Panasonic PRO Awards With projects in Ireland and England winning four out of the eightinaugural pan-European Panasonic PRO Awards last month, PanasonicIreland recently hosted the presentation of the four awards at the K Club in Co Kildare..

Panasonic PRO Partners from Ireland emerged victorious in twocategories. Straffan Manor by Mulberry Properties in Co Kildare wonBest Residential Project in the Multi-dwelling category. It was installedby Mick O’Shea Heating & Plumbing and supplied by Heat Merchants.

The Special Award for Best Contribution went to Tech Refrigeration& Air Conditioning for three entries in the Commercial Air Conditioningcategory – the Smurfit Kappa HQ, Savills HQ Dublin and Google BlockR projects.

Representatives from all companies were joined in the K Club by the UK winners for a day of celebration that included golf, the formalpresentations, and a dinner later that evening in a leading Dublinrestaurant.

RACGS season getsunderway The first RACGS outing of the year was held in WoodenbridgeGolf Club which is set in the heart of Wicklow. The day wassponsored by RSL Ireland and Seamus Kerr was on hand to present a lovely array of prizes. The winner on the day was Joe Warren,Building Services News.

New Condair Steam Humidifier Condair has introduced a new resistive steam humidifier, theCondair RS. It has a patented scale management system thatallows easy removal of limescale, resulting in reduced maintenanceand extended operational periods between major services.

It also incorporates the latest touch screen control technology,has BMS connectivity asstandard and offers veryclose humidity control at±1%RH with RO water.

To further enable longperiods between majorservices, the Condair RSwater inlet and drain arelocated in a “cold waterpool” to prevent scaleblockages. By locatingthese orifices between an inner liner and the external wall of theboiling cylinder, the water temperature in this insulated area is keptat around 55°C.

The inner liner prevents falling scale from causing blockages andthe low water temperature inhibits direct scale formation.Furthermore, as scale is collected in the tank, it is prevented frombeing flushed into a building’s pipework and blocking it.

Condair RS also incorporates the latest touch-screen technology,providing intuitive control over operation and extensive reportingfunctions. As well as all operating parameters, the user can viewtrouble-shooting suggestions and service requirements. An optionalhygiene pack that will automatically drain the complete systemfollowing a predetermined period of inoperation is also available.

As part of its strategic growth plan for the future DWG RefrigerationWholesale has appointed Lee Railton,Technical Sales Engineer. Hitachi expands Multi Split range As part of its continuing product research and developmentactivities, Hitachi has introduced an updated and expandedMultiZone product range that includes both indoor and outdoor units.

Three new-capacity outdoor units have been added, extending the number of outdoor models to eight, and capacities from 3.3kW to 10.6kW.

In addition, a new 1.5kW indoor unit has been introduced to meet a changing market where smaller buildings and higher levels of insulation mean smaller indoor units can be specified. It is priced accordingly and is approximately 8% cheaper than the 1.8kW model.

A big benefit for trade customers is the common indoor wall and floor unit designs used for both MonoZone and MultiZoneinstallations, simplifying installer selection, stock control andimproved aesthetics where single and multi combinations areinstalled within the same building.

Riello CIBSE-accredited CPD courseIn response to growing demand, Riello is continuing its free CIBSE-accredited CPD courses through 2015. The three courses currentlyavailable cover Specification of Pressure Jet Burners, OptimisingPerformance of Pressure Burners and Specification of Gas Boosters. The collaborative agreementwill enable the IERC to work with Seneca Collegeand industry partners in the building, energy andenvironmental sectors in North America.

This development gives the Irish energy sectora new platform to test technologies, new routesto market for developed products, awareness ofnew technology developments in North Americanmarkets, and potential new industry relationships.Details of the agreement were announced at therecent IERC Annual Conference in Cork.

Commenting, Professor Tony Day, Director of the IERC said: “The focus of our conferencetoday is ‘The Agile Energy Future’ and this new partnership demonstrates how importantagile collaboration is between industry andresearchers. We will not only learn from eachother, but we will create industry links in theNorth American market for energy technologiesand systems currently being developed in Ireland.We need to seize this opportunity”.

Other topics on the agenda at the IERCConference included reducing energy demand,smart cities and buildings, making energy moresustainable, and how “the internet of things” will affect the energy sector of the future.

Key outcomes included new perspectives and debate on future technology, business and policy roadmaps for the energy sector, along with demonstrations of collaborative researchdelivered by industrial and academic partners.

Addressing the conference Alex White,Minister for Communications, Energy and Natural Resources, said: “Energy research inIreland feeds directly in to our action plan forjobs, and expansion into new markets like North America is high on our agenda. Thesustainable-energy solutions sector currentlysupports an estimated 18,000 jobs, and up to30,000 jobs are expected to come from themanufacturing and construction sectors in next five years”. ■

The building manager or consultantlooking to improve the energy efficiencyof a building has a limited range ofweapons at his/her disposal. These includemaking the structure of the building moreenergy efficient, but this can sometimesbe difficult and expensive, especiallywhere existing buildings are concerned.Installing more energy-efficient HVACsystems is another route to go, but thiscan require substantial investment.

However, the main option lies inmonitoring and managing the building’suse of energy more efficiently. Hence

the importance of Building EnergyManagement Systems (BEMS). These arecomputer software-based systems thathelp to manage, control and monitorbuilding technical services and the energy consumption of devices related to the building’s use.

BSRIA research at the end of 2014showed that the BEMS market wasgrowing at about 10% annually in Europeand is expected to reach some €1.7 billionin Europe this year. BSRIA’s findings arealso echoed by web coverage of majorissues concerning energy and smart

technology. This includes both major newsstories and company announcements.Coverage of building energy efficiencytrebled between the middle of 2013 andthe end of 2014.

But how is this growth in interest beingfocussed? To improve a building’s energyperformance you need to understand how the various building systems areperforming, and ideally to identifypatterns and predict and pre-emptproblems, as where, for example a piece of equipment is using an abnormally highamount of energy.

Accordingly, BEMS systems increasinglyoffer advanced and sophisticatedanalytical capabilities, going far beyondsimple charting and reporting. When we look at web coverage of building analytics, we see a massive surge ofcoverage in the second half of 2014 alone. See Figure 1.

Of course this coverage reflects theattempts of companies offering analyticsto promote their solutions as well as theinterest of the media and the market. Butthe genuine growth in the BEMS market –with building analytics at the core –suggests that this is a lot more than just”hype”. However, with such a range ofBEMS solutions and associated analyticsavailable, the client needs to make surethat any BEMS solution selected cancollect the information that is needed, andpresent clear information that identifieswhat action needs to be taken.

Delivering building energyefficiency Today’s BEMS facilitate different levels ofinteraction with buildings’ systems. Theseinclude:

• Automatic control

• Alarms

• Automatic optimisation

• Demand response

• Monitoring and targeting

• Equipment performance analysis

• Maintenance actions

• Estate monitoring and targeting. Building managers need to be able

to respond in a timely and effective way to problems and anomalies that are identified. At the most basic level this means that those operating andmaintaining the building on a day-to-day basis – whether in-house staff oroutsourced facilities managers –understand the information beinggenerated, how to prioritise it and what concrete steps to take.

For many facilities managers the perfectBEMS would collect, analyse, act on anddistribute all necessary information, andsave energy, with the minimum of humanintervention. The problem has always been that even with the best availablehardware and software, the BEMS is onlyas good as the person who installed andprogrammed it on day one.

There is certainly a shortage of goodBEMS engineers and controls techniciansbut the dominance of BACnet, providingplug-and-play hardware – together withopen-source configuration and analysistools – means that engineers’ andtechnicians’ time can be much moreproductive and added-value functions are much easier to implement.

Facilities managers no longer need to

fear being stuck with a rigidly-definedBEMS from a single supplier as theultimate specification is limited only bytheir imagination. A simple BEMS startingsolution for one building can beprogressively expanded in terms of scopeand versatility across an entire organisation.Need to integrate renewables, smartmetering, carbon management, demandresponse, reactive maintenance etc? No problem.

If you can think of an energymanagement task or energy savingopportunity associated with your buildingor estate operations, the new generationof BEMS can probably do it, probably moreeasily than you might think, and withoutthe risk of drowning in data. Addcomponents from the wider internet ofthings and the possibilities are limitless. ■

The annual Metac Open Day at its extensive training complex in Mountrath, Co Loais,is now firmly established as one of the highlights on the building services industry annual calendar of events. However, this year’s gatheringwas a special occasion in that it also marked the 10thanniversary of the founding of the company by Dominic Dunne.

Over the years Dominic has championed the cause oftraining, assessment and continuous education for thebuilding services sector, spearheading the adoption ofnew rules and regulations and devising tailored courses to promote them.

To that end he has worked closely with the likes ofOFTEC, SEAI and other representative and regulatorybodies to ensure the rigour of both the course content,and the assessment procedures. As Dominic himself says: “People come to Metac for professional trainingand strict but fair assessment, whereas they can easily go elsewhere for just the certificate”.

In the pursuit of training excellence and industry best practice standards Metacalso engages with the leading manufacturers and product suppliers to the sector.The fact that so many had personnel on hand to greet and meet with visitors on the open day bears testament to the strength of these relationships.

The recently-introduced Murelle Pro HE IE range from Hevac is part of a new generation of wall-hung boilersthat are particularly compact andfunctional. They represent the idealanswer to the requirements of moderndomestic environments where space must be used in the best possible way.

Boiler manufacturers have always worried about adjusting the more efficient and environmentally-friendly combustion. The passing of time oftencancels these efforts, lowering the qualityof the combustion due to uncontrollablephysical drifts.

However, with the Sime Murelle range,an active control of the combustion allowsthe system to be maintained within thepre-defined limits of efficiency, safety and emissions.

The system is based on two essentialcomponents – the ignition electrode andthe control electronics. The electrodeimmersed in the flame works as a control sensor of the combustion,

providing feedback to the electronics to continuously control the combustion.Upon ignition, the boiler works inoptimum combustion conditions. Duringoperation, the combustion undergoesdrifts that may lead it outside of the pre-defined field. However, the system detectsthis drift and automatically runs a newcalibration to go back to working at thepre-defined set.

The recent CIBSE Masterclass on building servicesheld in Croke Park proved an enormous success with justover 100 delegates participating in a varied and diverseprogramme. Presentations were excellent but, whatmarked the occasion even more, was the level ofengagement between the audience and speakers duringthe Q & A sessions.

Topics covered BIM, use of LEAN for offsite fabrication,sustainable buildings, and new energy legislation. Therewere also a number of case studies showing innovative

building design in practice. Completing the programme were the many networking

opportunities over lunch and during session breaks. A special thanks is owed to Alan O’Reilly of Haughton &

Young for organising a private tour of the Croke Parkbuilding management facilities for the group of delegatesfrom Waterford Institute of Technology. Alan led thegroup, along with Ed Brennan, Croke Park Facility Officer,in what proved a very exciting and informative tour of thebuilding services and controls centre.

Doherty elected CIBSE Ireland Chairman David Doherty, previously Vice-Chair, was unanimouslyelected Chairman of CIBSE Ireland at the recent annualgeneral meeting in Dublin. In his outgoing address formerChairman Sean Dowd reported on the many successes ofthe last 12 months, and in particular on the emergence ofCIBSE YEN as an active representative force for youngengineers within the Institute.

As Sean’s “shadow” over the last 12 months David hasbeen actively involved in all events and activities. He nowintends to develop and build on recent achievements tofurther strengthen the membership, and authority, ofCIBSE Ireland within the building services sector.

CIBSE YEN lecture and BBQThe CIBSE YEN technical evening and BBQ at the end of May signals the start of summer and always attracts agreat attendance.

This year was no different with the business end of theevening commencing with some lectures and discussion in DIT Kevin St before everyone adjourned to the famous (infamous?) Dicey Reilly’s in Harcourt St forburgers, pints, chat and craic.

Engineers young and old mingled together until late into the evening before the sensible “oldies” made their excuses and left, while those without sense tried to recapture lost youth and paid for it the next day!

Hitachi kicks offYEN 5-a-sideThe inaugural Hitachi-sponsored CIBSE YEN 5-a-side soccertournament took place recently at the Astro Park complexin Tallaght, Co Dublin. Participants included BDP, EthosEngineering, Hevac, IN2 Engineering, OCSC and Origen. Assubs were also allowed a total of 38 players were involved.

The games kicked off at 6pm on two pitches withmatches running simultaneously and lasting 10 minutes.This didn’t allow much breathing space between gameswith several matches running back to back.

By the end of the round-robin league with all teamshaving played each other once, two teams – OCSS andEthos – were joined on ten points. They then played out ahard-fought final with Ethos emerging popular winners onthe night. After the official presentations by Fergus Daly,Area Sales Manager, Hitachi Ireland, everyone adjourned to the local Metro Bar to socialise and network.

Aaron Brogan and Adam Dent, Chair and Vice-Chairrespectively of CIBSE YEN organised the tournament, andindeed played as well!

“We are delighted withthe number of teams thattook part”, says Aaron,“and a special thanks to Hitachi for theirsponsorship. We’reconfident that this will now become annual event.”

Implications of the Building Control (Amendment)Regulations for consultants and M+E sub-contractors on large-scale commercial projects Fourteen months after new rulescovering compliance in building works wereintroduced, the building services industry is still coming to terms with the levels ofcommitment needed to demonstratecompliance with the Building Regulations. TheRegulations place legal obligations on variousparties to produce compliant buildings that are safe for occupants.

The Regulations place additionalresponsibilities and duties on all parties to the building contract. Designers, specifiers,suppliers, specialist sub-contractors, installersand inspectors are seen as “AncillaryCertifiers”. They have a responsibility tofamiliarise themselves with their obligationsunder the new regulations. As a charteredengineer and a fire systems specialist with a background in M&E contracting nowengaged as an Assigned Certifier with i3PTCertification, Conall Finn is ideally placed togive an insight into how the industry isadapting to the new regulations.

The Building Control AmendmentRegulations, BC(A)R or SI9 of 2014, wereintroduced on 1 March of 2014, in part as a political response to Priory Hall. Theregulations apply to new projects andrenovation projects with material alterations to Technical Guidance Documents (TGD’s)Parts A, B & M (i.e. alterations to structure,alterations requiring a fire certificate or works affecting accessibility).

Two types of regulationsIn essence, there are two types of regulations– Building Regulations and Building ControlRegulations. Building Regulations coverminimum standards under 12 books ofregulations. Building Control Regulations coverhow absolute compliance with the buildingcontrol regulations is demonstrated.

The regulation and its associated guidancedocument, the Code of Practice for Inspection and Certifying Building Works, are light on detail around the roles and

responsibilities of the sub-contractor/specialists who act as ancillary certifiersunder the new regulations. This isespecially noticeable when compared tothe detail provided for the other BC(A)Rroles (i.e. Builder/Assigned Certifier/Designer Certifier/Designers and Owner).

It would be beneficial to have additionalguidance from the legislators to clarify theresponsibilities of sub-contractors andspecialist ancillary certifiers. Nonetheless,this ambiguity does not diminish theresponsibility of ancillary certifiers tounderstand their roles and responsibilitiesunder the new regulations.

Mechanical, electrical and fire sub-contractors, specialists and consultantprofessionals must first satisfy the designerand contractor that they are competent to both carry out the work and inspectagainst those works to validate that theworks are Building Regulations compliant.They have a key role in facilitating both the assigned and designer certifiers indelivering a certified building, as theirancillary certificates will be relied upon bythe builder, designer and assigned certifier.

M+E contractors on the groundgenerally have less awareness of theimplications of BC(A)R than theirconsulting counterparts. Sub-contractorsgenerally benefit from a BC(A)R inductionand information pack – prior to theircommencing works – in order to advisethem of their responsibilities andobligations under the new regulations.

Contractual clauses as standardContractual clauses describing BC(A)R pre-conditions are now being included asstandard in many contracts betweenbuilders and sub-contractors, to explicitlydefine the contractual obligation of sub-contractors and specialists. This is leading in

some instances to defensive specifications.It is recommended that sub-contractors,

specialists and suppliers familiarisethemselves with the wording of theancillary certificates for engineers,specialists and sub-contractors. These statethat specialist ancillary certifiers should“undertake to prepare a PreliminaryInspection Plan for their element of theworks”. As the specialist or sub-contractoris often engaged later than buildingcommencement, an inspection plan fortheir element may have been pre-preparedby the designer, builder or assigned certifier.

The level of scrutiny and the frequencyof inspection may be far more intense thanthe sub-contractor anticipates. However,they are obliged to adhere to the “ProjectInspection Plan”. The inspection regimeshould take a risk-based approach,focusing on building elements, “the failureof which would be deemed significant”.

Each assigned certifier/designercertifier/ancillary certifier can determinehis/her own methodology for applying theCode of Practice. However, their inspectionplans should take cognisance of the overallinspection plan. The level of robustness ofthe inspection regime that is implementedcan vary considerably from project toproject. This makes it difficult for M+Econsultants and sub-contractors to fix afee for the number of inspection visits thatwill be required from them on a specificproject, as the assigned certifier or designteam ancillary certifiers may requiresubstantially more, or less, than theaverage anticipated number of inspections.

Commencement stageProject timeline allowances for BC(A)Rshould be communicated to the client asearly as possible in the process, along withthe implications for project budgets.

Responsibility for this communication iscumulative and should involve discussionswith the architect and QS at projectplanning stages, where practical. Forexample, a rapid-build school projectoriginally scheduled pre-BC(A)R for 32weeks, rose to 38 weeks in order tofacilitate BC(A)R hold points andinspections.

Critically, the upload to the BuildingControl BCMS site requires an upfronttwo-week validation period atcommencement and a three-weekvalidation period at completion stage. Atwo/three-week buffer period is needed toallow for administration, e.g., collation ofcertificates and documentation. This willcause some anxiety to project planners.This final few weeks of a project – whenbuilding services specialists are busiest withcompletions and commissioning – now hasto facilitate a period of relative inactivity,with only final snagging and non-compliance close-out allowed.

Design The M+E consultant is usually assigned therole of signing the M+E Ancillary DesignCertificates (at commencement andcompletion stages), along with theAncillary Inspection on CompletionCertificates. Consultants will be requiredto carry out regular Inspections of the M+Esystems to confirm that the design(s) theyare responsible for are effectively deliveredby the M+E sub-contractor(s) inaccordance with the Building Regulations.Inspections will occur at 1st/ 2nd/ final fixand commissioning stages.

Inspectors are required to have therequisite training and experience to inspectagainst particular building elements. As acompany director must sign certificates ofcompliance for inspection and completion,

they must have a clear knowledge andhands-on understanding of the projectthat is being executed on site.

Workmanship TGD D & CE MarkingThere is a genuine concern in the industryon how to interpret inspections againstTGD Part D materials and workmanship.Since 1 July 2013, any products placed on the market under the new CPR(Construction Product Regulations) thatare covered by a harmonised EN standardmust be CE marked.

This can cause issues for specialistsystems designed to US standards such asNFPA or FM, where it may not be possibleto procure all products and componentswith declarations of performance and CEmarking. This particular topic is worthy ofan article in its own right and needs anindustry-wide approach.

Project completionAs the project completion stageapproaches, the assigned certifier notifiesthe BCMS of the intended occupancydate. Practical completion can no longercoincide with the occupancy date, as thisassumes that the works are complete,inspected, certified and validated on the

same day. In reality, a minimum of a weekshould be allowed for completioninformation to be lodged on the BCMSand validated by building control.

BCMS administrators and local authoritybuilding control engineers are underconsiderable pressure due to the increasedadministration burden caused by BC(A)R.Each completion notice validation periodneeds to be agreed by the assigned certifierand the relevant local authority. Where anancillary certificate of completion is latefrom a sub-contractor or specialist forwhatever reason, this may have adetrimental impact on the agreedoccupancy date. In a worst-case scenario it can result in resetting the validationperiod of 21 days, making for a veryunhappy owner.

Technical Guidance Documents (TGD)The TGDs which generally apply to M+Einstallations include TGDs B (Fire), D (Workmanship), F (Ventilation), G (Hygiene), H (Drainage) and J (Heat-producing Appliances) respectively. It isimportant that consultants and contractorsstay abreast of the current regulations. A number of these have been updatedrecently – TGDs E (Sound), J (Heat-

producing Appliances) and K (Stairs). With TGD B (Fire) also due for an update

later this year, consultants and sub-contractors have a responsibility to knowhow individual TGDs apply to their elementof the works. Reliance on design drawingsand relevant EN/BS codes and performancerequirements for the systems they areresponsible for is no longer sufficient.

Sub-contractors and buildersThe responsibility to design in compliancewith the TGDs is shared among designers,builders and sub-contractors/specialists.Should an installation be installed to anon-compliant design, the onus is on thebuilder and sub-contractor to rectify theworks, otherwise they may be held jointlyliable for any resulting defect.

The M+E consultants can no longer relyon the contractor to provide “as-built”drawings. Ancillary design on completioncertificates should relate to completiondrawings rather than commencementdrawings, reflecting what is actuallyinstalled on site. I would expect a cross-checking exercise on the part of theconsultant to confirm that the “as-built”installation and compliance on completiondrawings are consistent.

Design changes on completion Ancillary design certifiers are required toprovide the assigned certifier with aschedule of information and detailsbacking up the certificate. They shouldalso provide concise details of how thedesign at commencement materially differsfrom the design on completion. Anexample of this may be where a 7-dayNotice FSC or DAC Certificate requiredrevisions to the commencement design tobe implemented as a result of input fromthe fire brigade or local council engineers.

The effectiveness of BC(A)R depends oneach party in the process takingresponsibility for verifying and validatingthat their element of the works iscompliant, i.e., self-certified. However, the M+E consultant is expected to carryout out regular scheduled inspections at1st/2nd/final fix and commissioning stagesto validate that this compliance is achieved.

Ancillary CertificatesThe relevant format of the ancillary

certificates depends on the role andqualifications of the certifier. The registeredengineer(s) will use the Ed/Ec/Ei AncillaryCertificates and specialists or unregisteredconsultants will use Sd/Sc/Si format. Thesecorrespond to Design on Commencement/Design on Completion/Inspection onCompletion respectively.

The sub-contractors to the builders willsign CIF01/CIF Certificates and sub-sub-contractors to the builder will signCIF02/CIF Certificates, e.g., say a sprinklercontractor who is contracted to the M+Esub-contractor.

BC(A)R was drafted with traditionalprojects in mind and the ancillarycertificates don’t really accommodatedirect client appointments for mechanicaland electrical or specialist systems, as the wording explicitly states that thecontract is between the builder and thesub-contractor.

These certificates require the sub-contractor/specialists to inspect the worksand verify that they have installed the

installations in compliance with theplans/specifications/calculations/drawings.

In summaryBC(A)R is currently undergoing a 1-yearreview process by the DECLG and i3PTCertification is contributing to this process.We don’t anticipate a watering down ofthe regulations. The question forcompanies is how they can apply theirBC(A)R methodology consistently forprojects of varying size and complexity.

BC(A)R has led to an increased focus oncompliant workmanship and systems. Ourexperience on large projects indicates awillingness by builders, sub-contractorsand design team members to engage withvarying levels of commitment to thechallenges that BC(A)R presents.

In order for BC(A)R to be successful, it requires that all stakeholders takeownership for their element of the works. They should be suitably compensated forthe additional effort involved. The success of the project from a complianceperspective requires a collaborativeapproach to be employed from pre-commencement through to completion. ■

Panasonic’s bivalent controllerenables a heat pump from the Aquarea range tooperate alongside a gas/oil-fired boiler orsecond heat pump and controls sequencing tominimise running costs. “Hybrid systems, where a new heat pump isadded to an existing boiler, are a popular optionin refurbishment projects,” explains VincentMahony, National Accounts Manager, PanasonicIreland. “It is very important in such systems

The three bivalent operating modes are –alternative, parallel and boost/parallel demand.

In alternative mode, if the outdoortemperature is below the threshold design value, then the system stops the heat pump and starts the gas/oil boiler, second heat pumpor other alternative energy source.

In parallel mode, if the outdoor temperatureis below the threshold design value, then thesystem starts the gas/oil boiler or another

energy source, and the heat pump and thegas/oil boiler work alongside each other.

In boost/parallel demand mode, if theoutdoor temperature is below the thresholddesign value, then the controller starts tomonitor the buffer tank temperature. If thebuffer tank is below a set temperature over aspecific period, then the gas/oil boiler isswitched on.

In the case of buffer tank control, the usercan apply a constant buffer set temperature andthe heat pump is switched on if the buffer tanktemperature is below the set point. If a roomthermostat is installed, then the thermostatswitches on or off the secondary pump and the heat pump supply to the buffer tank.

For secondary pump control, the water pumpand the heat pump are activated by the roomthermostat. If the room thermostat opens thecontact, then the system stops both thesecondary pump and the heat pump.

In all applications summer shut down isoperated so that the secondary pump (ifactivated) and the heat pump are stopped if the outdoor temperature is above the designset point.

However, this is the scenario nowfaced more and more by systemdesigners as never-unoccupied butrelatively newly-built speculativecommercial buildings are being broughtinto first-time use. Unfortunately, manyof these buildings were designed foropen-plan occupancy whereas today’srequirement predominently seems to be for individual office layouts.

So, where you previosuly had say fivefloors of open-plan office space with theappropriate 2-pipe air conditioning services,the interiors are now being re-configured toincorporate multiple smaller offices on eachfloor. Hence the requirement for individually-controlled, simultaneous heating and cooling solutions.

This was precisely the scenario faced bythe system designers when they had toreconfigure the services for the The Mill office

complex in Barrow St, Dublin for a high-profile international client. Designer Groupare carrying out the mechanical and electricalinstallation on this project. Tech has beenappointed by Designer Group as it hadcompleted the original installation inconjunction with Hitachi Ireland.

The existing system comprised a 2-pipeHitachi VRF set-free system with five ductedunits operating off one outside unit on each floor. While the new interior officeconfiguration called for a 3-pipe solution,conversion was no problem because Hitachiis the only manufacturer whose outdoor unitscan support both 2-pipe and 3-pipe systems.Hence there was no need for new outdoorunits, just the simple addition of Hitachichangeover branch boxes.

Moreover, the capacity of the existingoutdoor units was also sufficient to serve theadditional indoor units required for the extra

offices, while the modular design addedmultiflex capability.

Using mixed flow in-line fans alsocontributes to energy efficiency as themixed-flow configuration allows for avery efficient impeller. This, combinedwith the use of EC motors, ensures that the TD Silent Ecowatt provides very low specific fan power (SFP).

EC motors are highly controllable,making fan speed 100% adjustableusing a 0-10V input signal. Thedifference with the TD Silent Ecowattrange is that it comes with an onboard10V signal voltage and potentiometerthat allows a trickle ventilation rate to be set. Most ventilation systems that provide adjustable trickle and boost settings involve the use of complex “smart” controllers – with the TD Silent Ecowatt this is integral with no

additional cost or complexity. EC motors also provide a constant

torque so that efficiencies aremaintained at all fan speeds, taking full advantage of the fan cube lawwhereby a 50% reduction in fan speedresults in power being reduced by afactor of eight times.

Low profile in-line fans are ofteninstalled in false ceilings or otherlocations close to the space they areventilating. Consequently, noise iseven more of a critical issue that itmight be with some other fan types.S&P has invested heavily in R&D that has led to the noise reductionmeasures incorporated into TD Silent Ecowatt fans.

These include a specially-developedsound-absorbing perforated liningwhich provides integrated attenuationand sound-absorbing insulation in theexternal skin of the fan. As sound wavesare produced inside the fan they aredirected through the perforated innerskin and absorbed by the insulation inthe outer skin.

In addition, the fans feature aspecially-modelled, aerodynamic inletthat reduces sound further, as well asimproving air flow. Motor vibrations areabsorbed by a twin-material supportbracket for the motor section. Theoverall result is that sound levels arereduced by as much as 7dB(A) less than a box fan with the equivalentperformance.

Underfloor air conditioningsystems (UFAC) make use of a raisedaccess floor to provide the airventilation duct, eliminating the needfor traditional ceiling-based services.The system is especially suitable forcommercial applications where flexiblequality indoor environments andcomfortable work spaces are anessential requirement.

Come December 2006 I travelledto Vancouver in Canada on a one-year working visa. I found it difficultinitially, especially given the time ofyear, but after six weeks of endlesssearching I landed a job with CobaltEngineering (now known as IntegralGroup). The Winter Olympics werecoming up and Cobalt had thecontract to do the mechanicalengineering on the Olympic Village.In my interview I was asked if Iwanted to do mechanical or electricalbut when I replied both I was told I had to choose one or the other astheir system involves two separateteams. So much for integrateddesign! Anyway, I choose mechanical.

Canada is officially on the metricsystem so I felt more comfortableunits wise. However, as I soondiscovered, Canada is the worstcountry in which to do engineering asin practice the industry uses bothimperial and metric systems. This is

because they are so close to the US(where imperial is used) and withwhom they do a great many projects.In meetings, units get thrown around all the time so you have to know your conversions pretty well. It’s oknow after eight years but initially it was some challenge.

The British Columbia Building Code consists of two large bindersand one small binder for plumbingsystems only. The codes are verydifferent and cumbersome comparedto Ireland. Also, they can be differentdepending on the municipality. Forinstance, the City of Vancouver has its own building code compared tothe reminder of the province, and the University of British Columbiaalso has its own codes.

In addition, the energy codes are complex. For rezoning, somemunicipalities mandate LEED Goldrating for the building. There are alsotwo energy codes to choose from,

both very different from one another so all sorts of gaming goes on to use the best code to suit aparticular project.

When I started in Cobalt I wasassigned a 25-storey high-rise officetower seeking a Leadership in Energyand Environmental Design (LEED)platinum rating (the highest possible).LEED is the green building system mostcommonly used in North America todemonstrate commitment to greensustainable design and construction forbuildings. This was a great introductoryproject and I learned a lot workingunder my boss at the time, who wasfrom Serbia.

I also got to do the LEED energymodeling for this project where I used IESVE to simulate the building’smechanical and electrical systems forsubmission for LEED. It was on thisproject I witnessed the benefits ofenergy modeling as several designchanges were made based on feedbackfrom the energy model. In order tomaximise LEED points water from theroof of the tower, and an adjacenttower, is collected and stored in aconcrete tank in the basement. This is used for toilet flushing and urinalsand saves approximately 80% of thewater use of the building.

In 2008 I got handed the toughest

project in the office, a small 20,000 sqft visitors’ centre building in abotanical garden seeking to get “livingbuilding” accredited building ratingsystem, the toughest building ratingsystem in the industry at present. Inorder to get net zero energy a detailedenergy model using IESVE softwarewas created. This model was used tomake several changes to the design,including simulating natural ventilation,building orientation and all HVAC andelectrical system components.

From the model we asked thearchitect to rotate the building 20º asthe building was overheating on thewest orientation when using naturalventilation. The architect obliged (youdon’t get to do that too often!) and, as a result, the building does not requiremechanical cooling, just naturalventilation. Recent energy data fromthe site is 5% more than the detailedenergy model. Any buildings where adetailed energy model was generatedand where I was also involved in themechanical design has always been inthe +/- 10% range comparing themodel energy to actual utility data.

I left Cobalt in 2011 and joined FenixEnergy, a design build geo-exchangecontract company. This company is thefirst of its type in the world and useslow headroom drilling technology to

go into an existing parkade and drillbeneath the building and install avertical borehole geo-exchangesystem. It was great working onexisting buildings and retrofittingthem with this technology. It works by rejecting unwanted heat from airconditioning in the summer monthsand absorbing this heat to heat thebuilding in winter. The first retrofitbuilding came online in December lastyear and to date is saving 80% of thebuilding heating energy, equivalent toabout $200,000 per annum in centralsteam utility costs.

My old Serbian boss once told methat in order to be a great energymodeller you must first understanddesign. However, I believe that in orderto do a good design you need to be a good energy modeller too. BenCostello of DIT Bolton St was alwaysstrict on using energy simulationsoftware without checking andknowing how to do the energymodeling software calculationmanually. This is the main reason I usethe IESVE software as it is very easy toextrapolate data from the model andto check that the correct inputs andoutputs are being generated whencompleting simulations. There needs to be integrity behind all energymodeling simulations, especially if the

results are being used to implementchanges to the building design.

Against this background I took thebold step last September to start myown energy modelling design assistcompany called Ions Engineering. My goal is to bridge the gap betweendesign and energy modelling and to ensure that energy modellingsimulations closely reflect actual on-sitemeasured energy from utility bill data.

So far things have been good. I getto work with different clients –building owners, mechanicalcontractors and consultants. This initself is a learning process as you have to be more open-minded and tomake decisions based on more thanthe mechanical design. You learn toappreciate where all parties arecoming from, and overall, to makebetter-rounded decisions.

On the day-to-day personal/socialfront Vancouver is a great place to live. There is a very energy-consciouspresence in the city, its goal being tobe the greenest city in the world by2020. The diverse mix of nationalitiesincludes Chinese, Japanese, Canadian,Irish, Australians and natives. When

I first arrived there were not many Irish here but, over the past four years,I have seen a big increase. Ice hockey is the main sport people follow butrecently the soccer team, theVancouver White Caps, is becoming

more and more popular. There is no highway through the city

so it is never too congested. The cityitself consists of multiple high-riseresidential and commercial towers next to one another, which makescommuting great for people workingand living downtown, or in nearbysurrounding areas. There is also aseawall going around the entire cityyou can bike or run on, and there arelots of good places to eat and socialise.

One of the best things aboutVancouver is the ease with which youcan travel to remote parts of theprovince (British Columbia) and be inthe wilderness in two hours or lesstravel time. I just spent the weekend at the West Coast Wilderness Lodge. This part of BC is unspoiled and is full ofnature and natural beauty. I try and getto visit new areas once a month or so.

Overall, coming to Vancouver hasbeen a fantastic opportunity andexperience for me and I am thoroughlyenjoying my life here. ■

As with last year, Newlands was in excellent conditionwhile the weather made for perfect playing conditions.Forty plus golfers took to the course from early afternoonand then adjourned to the clubhouse for the prize-givingand a wonderful meal.

While it is always an enjoyable and fun-filled occasion,there is also a serious element to the day. This year €2000was raised for the Irish Hospice Foundation with theFoundation’s Amy Vaughan attending to accept thedonation at the close of the evening.

That said, the golf was also high on the agenda with TomDunne, George Cowzer and Denis Heatherington emergingtriumphant on the day. Team New Wave came second withTeam DPL (Cork) getting third. Liam Harte from DPL Corkwon the individual competition. ■

In order to maintain theirregistration status an RGI must hold avalid certificate of competence issuedby a certification body that has beenassessed and accredited against therequirements of ISO/IEC 17024, by anational accreditation body signatory to the IAF multilateral agreement (e.g. INAB, UKAS etc) to certify thecompetence of personnel. The City of Dublin Education Training Board(CDETB) is one such certification body(see opposite page).

Individuals are required todemonstrate competence in safe gaswork by successfully completing agreedstandard assessments administered byan accredited Certification Body.

The scheme brings about the need forassessment to be carried out separatelyfrom any training, to ensure theobjectivity and impartiality of theassessment process. Effectiveseparation is achieved by satisfying the requirements of ISO/IEC17024:2012.

The objectivity and impartiality of thescheme is processed to give confidencethat the individual who is awarded acertificate is competent to carry out gaswork safely in the area of certifiedcompetence. All of the assessmentcriteria and operational requirementsdeveloped and used in the schemehave been agreed, verified andapproved.

The assessment(s) require thecandidate to: • Complete a practical assessment; • Complete a written assessment; • Correctly answer any oral questions

posed by an assessor. All practical, written and oral

assessments undertaken by thecandidate must be assessed by acompetent assessor and internal verifier.Those undertaking these tasks must beapproved by the Certification Body.

Mutual Recognition), or a previously-heldDGS Competency Assessment Certificate.

RGII assessment fee subsidyAssessment centres are separate entitiesto RGII and offer this assessment to RGIsonly on a commercial basis.

However, there is an RGII subvention of€230 to assist applicants when takingthe assessment, therefore substantiallyreducing the net cost.

Where comfortmeets technology

The presentations focused on current issuesand trends in the sector and reflected, among otherthings, how innovative technologies ensure individualconvenience of use and operation in buildings.

It is in individual rooms that residents or users of a building are most aware of building automation. Itis there where temperature, humidity, air quality andlightness are perceived directly by the body’s ownsenses. Room automation is the electronic control and regulation of precisely these factors to deliver asense of well-being in the occupied space. People can see and feel it.

In terms of room automation, integrated meansfully incorporating all relevant technical equipmentsuch as lighting, heating/cooling, ventilation,humidification and blinds, together with all externalfactors such as external temperature, direct sunlight,the use of the building and needs of the users.

In a broader sense it can mean integrating roomautomation with central energy preparation (heat,cooling, air), to be able to regulate these on the

basis of need (demand-led control).The ultimate objective of integrated room

automation is to maximise the users’ feeling of well-being while minimising the energy required to achieve this. The EU Standard EN15232 setsbenchmarks for energy efficiency on the basis ofbuilding automation and defines functionalities forefficiency classes from A to D.

The building automation sector has set itself the objective of increasing energy efficiency. However,it also recognises that rooms must be suitable forintended use, i.e. be comfortable and convenient.Modern buildings are practically airtight and theirlong-term use would scarcely be possible were theynot to have an integrated system to intelligentlycontrol the room climate.

Apart from the large-scale system solutions thatform part of building planning, there are a largenumber of smaller, decentralised solutions that can beintegrated easily into existing house and living/workspace designs. Their purpose is the same – to regulate

energy and security equipment such as intelligent heating controllers and remote-controlled door locks. They must also optimisethe well-being of the occupant(s) by means of mood-dependent light ambiences orappropriate room temperatures.

Building automation and energymanagement systems are the perfectcomplement to demand-led energy supply insmart networks. A large number of innovativehardware and software solutions are availableto achieve this defined objective. AutomatedDemand Response solutions (ADR) strategies

for energy control in new and existing buildingsenable reductions to be made in energyconsumption in line with demand so as tocompensate for critical peak loads in the supplynetworks. Building operators and the energyexperts of system providers are workingtogether to develop bespoke strategies toreduce energy consumption, which in turn will lead to reductions in energy supply costs and carbon dioxide emissions.

In addition, network operators are able to reduce overloads in the power networkresulting from outdated transmission and

distribution systems. This makes it possible toreduce the demand on reserve power stations fired by fossil fuels. However, while thesesafeguard the national power supply, theyproduce large amounts of greenhouse gasesthat are harmful to the climate.

ADR and comparable technologies are keytechnologies in this turnaround, since theyensure network stability and, at the same time,maximise the ecological benefit of renewableenergies. Combined with other suitablehardware, software and system solutions, ADR technologies are designed to achieve anefficient use of volatile energies in smart grids.

In the future, renewable forms of energy willplay an even more important role so demand-response solutions will therefore contribute tothe stability of the network at low start-up costs.

There have recently been a large number ofsolutions intended to speed up the introductionof smart technologies into both homes andcommerial/industrial premises. As ever, energyefficiency is the most quoted buzzword, butlatterly it has been more about user comfortand convenience and user-friendly serviceability,These are all now major goals.

For several years user-friendly iOS andAndroid control apps have been gaining ground.These are, however, concerned simply with theuser interface. The actual ”intelligence“ that lies behind them is the result of a complexsystem of requirements and equipment relatingto the building services. These were initiallyunderestimated by the IT industry and laymenalike but today’s market reality where fallingprices, coupled with incredible technologicaladvancements, mean there is a simple-to-useapp for virtually everything that falls within the building services sector category.

It is now possible to get control solutions for indoor spaces that are suitable for use byanyone and everyone, and which have similarappeal to that of the smart phones themselves.

The latter provide intuitive interfaces for useas control consoles for HVAC and lightingsolutions. As a result, automated heating,ventilation and air-conditioning systems ininterior spaces have finally become simple.

The challenge now facing the buildingautomation sector is not so much developingever-more-sophisticated ways of controllingindoor environments, but of conveying to both professionals and end-users alike that so much is already possible. ■

Ireland’s largest solar installationDesigned, managed and installed by Salis Renewables, Ireland’s largest solar PV system has justbeen completed at Bombardier’s wing facility on Belfast’s Airport Road West.

The 3.6 megawatt system, featuring 14,000 solar PV panels, is housed on the roof of Bombardier’s50,000sq m wing facility and is equivalent to the size of ten football pitches! The system costapproximately £3.5 million and took 10 weeks to install.

Illegal gas works – penalty must reflectthe gravity of the offenceA Kildare-based fireplace fitter, who pleaded guilty to carrying out illegal gas works andportraying himself as a registered gas installer, was instructed to pay €500 to Crumlin Hospitalby the Dublin District Court recently.

The Court heard that he had installed a gas fire at a home in Ballsbridge, Dublin 4,compounding the offence by using the registration number of another registered gas installer on the certification required to complete this work.

Despite the presiding judge describing the offence as a “serious matter” and that gas workswere “dangerous to be dealing with”, he imposed the probation act on condition that the fitterpay a €500 donation to Crumlin Hospital.

While no one would begrudge Crumlin Hospital the donation, just how is this sufficientpunishment for such a blatant disregard for the law? Is it any wonder RGII-registered installersfeel aggrieved at the soft-pedaling of the Courts on this matter.

Eve has 1.65million miles onthe clock!

This old girl – affectionatelyknown as Eve (first lady) – is thelongest-running Dachs CHP inIreland. Installed by Kinviro (now Glenergy) in 2006 inNewtownpark House nursinghome in Blackrock, Co Dublin, it has clocked up in excess of55,000 operating hours.

To put that into context, it isthe equivalent of a car travellingat an average of 30 miles perhour, for 1.65 million miles,without a single problem. Even more amazing is thatthroughout that time it has had just 16 oil changes and eight spark plug changes!
