Spectrum Management:
Spectrum is a limited national resource which has increasing demand from a large and growing number of
services such as fixed, mobile, broadcasting, amateur, space research, emergency telecommunications,
meteorology, global positioning systems, environmental monitoring and communication services - that ensure
safety of life on land, at sea and in the skies.
To ensure the rational, equitable, efficient and economical use of the radio-frequency spectrum by all radio
communication services and to ensure interference-free operations of radio communication systems, BTRC aims
at creating the conditions for harmonized development and efficient operation of existing and new radio
communication systems, taking due account of all parties concerned. Spectrum Management department is
responsible for executing this task in BTRC.
Spectrum Management department plans and allocates spectrum to mobile operator, PSTN, Radio, TV channels,
aeronautical, maritime, internet service providers and mobile radio to the concerned authority complying with
the NFAP (National Frequency Allocation Plan). Making National Frequency Allocation Plan (NFAP) is one of the
most important jobs of this department. This department approves the radio equipment, antenna system
including mast, tower, support, structures, site and network for the concerned authority. It monitors the proper
use of assigned frequencies and radio equipments as well as is responsible for charging fee, royalty and levy for
these.
Legal and Licensing:
The Legal and Licensing department of BTRC is responsible for preparing rules, regulations, procedures,
principles and conditions for licensing of telecommunication systems and services including fixed line i.e.
wireless and wire line services, cellular services etc. These tasks are not limited to providing license only; this
department also monitors the compliance of the licensing conditions. In addition to this, the Legal and Licensing
department represents the Commission in the legal proceedings and deals with the show-cause notices.
Besides, it is also responsible for updating licensees' data on the BTRC website and implementing the
Commission's decisions on various regulatory matters.
