    ATOM AC 1: Introduction to Improvised Explosive Devices (IEDs) Course objectives: Upon completion of this course, participants will have the knowledge, skills and ability to: • Increase situational awareness of the threats presented by the use of IEDs. • Identify basic IED composition (including how they function and how terrorists select possible targets), and

    recognise terrorist groups (including their goals and objectives) in order to become less vulnerable.

    Course description: Classroom-based, this course begins by defining the IED and underlining the IED threat in respect to the participants/the organisation’s daily environment. Participants are exposed to IED components and effects. Realistic IED training aids are used throughout this course in order to enhance the learning experience. Participants are educated on a brief historical background on terrorists’ threats and trends, which leads into exploring how soft targets can be ‘hardened’.     ATOM AC 2: Introduction to Hazardous Device (IED) Search Course objectives: Upon completion of this course, participants will have the knowledge, skills and ability to: • Perform adequate practical IED search techniques. • Define sufficient IED reporting and evacuation protocols. • Modify existing bomb search and evacuation procedures.

    Course description: Classroom and practical event based, this course starts with defining the IED and underlining the IED threat in respect to developing a proactive IED search programme relevant to participants’/the organisation’s daily environment. Participants are exposed to IED components and effects, and realistic IED training aids are used throughout this course in order to enhance the learning experience. Participants are divided into search teams and taken through a series of instructor-led scenarios for area, vehicle and personnel search techniques.     ATOM AC 3: Introduction to Weapons of Mass Destruction (WMD) Course objectives: Upon completion of this course, participants will have the knowledge, skills and ability to: • Recognise the basic threats associated with chemical and biological agents, radiological, nuclear, and high-yield

    explosive (CBRNE) threats that militaries, terrorists and criminals may utilise.

    Course description: Classroom-based, this course centres on the various types of agents, precursors, toxicity levels, contamination considerations and the physiological and psychological effects that CBRNE substances have on personnel and property. Realistic WMD threats are discussed throughout this course in order to demystify myths involving these very real concerns. This course reviews the types of WMD dissemination devices and their capabilities and limitations. The methods and historical use of dissemination devices is analysed to allow a process for recognition and identification of potential devices. An introductory overview of domestic and worldwide terrorist organisations and WMD threats is described in digestible terms and related to the geography and confines of participants’/the organisation’s environment. Terrorist methodologies and tactics are evaluated including case studies of specific groups. The history of terrorist activities is reviewed in the context of how and why future attacks may occur.     Course description: This introductory course will enable participants to identify, categorise, and prioritise possible attack threat scenarios. Mission essential functions that are critical to business continuity and eventual recovery will be identified, and the data collection on an organisation’s internal and external environment will be reviewed to determine any operational factors affecting the viability of an organisation to terrorist attack.     ATOM IEDD 3: IEDD Bomb Technician Semi Remote Operator Course objectives: Upon completion of this course, participants will have the knowledge, skills and ability to: • Operate as an IEDD operator in a Low to Medium-threat environment without the use of a main remote vehicle

    and as part of a military response or first responder capability. This will enable the operator to deploy and operate in areas of operation that have homeland terrorist threat.

    Course description: This course offers suitably pre-qualified/selected students (qualified Level 2 operators for example) the ability to qualify as a Low – Medium threat Semi Remote operational bomb technician working in a high threat or operational environment. The course covers a wide range of EOD/IEDD topics and encompasses theory and practical lessons including assessed training tasks at the end of the course. This is a more focused and intense course than the Low threat course. Course content:

    ATOM IEDD 4: IEDD Bomb Technician/Firearms/SWAT Operator

    Course objectives:

    Upon completion of this course, participants will have the knowledge, skills and ability to:

    • Formulate a rapid threat assessment, conduct a hand entry or rapid disruptor deployment while maintaining the momentum of a SWAT assault.

    • Support SWAT team response operations when an IED threat exists and the use of a disruptor is often precluded. • Support response operations involving major public events where an IED is discovered and there is no

    opportunity to evacuate. • Support response for major incidents where a second device has been discovered but rescue operations cannot

    be stopped to allow for a conventional IED response.

    Course description:

    This course is divided into two phases. Phase I covers the skills and equipment required to hand-enter and defeat an IED where the use of disruptors is precluded. All theory lessons are supported by practical practice sessions. This phase concludes with several full IED tasks against hostage and other ‘Category A’ devices. Phase II is aimed at conducting operations in support of a SWAT team for both dynamic and covert operations. SWAT commanders are also introduced to the training and briefed upon the new capabilities of the course personnel. The course concludes with a series of exercises that require the full interoperability of a SWAT team and bomb squad to resolve the situation.

    Course description:

    Classroom and practical event based, this course starts with defining the properties of HME’s and all safety associated with HME incidents (terrorist, criminal or prank/schoolboy type incidents) the course can be tailored for Military/Law enforcement EOD operators or for first responders (Fire service and scientific support personnel).

    ATOM IEDD 10: Know the Bomb Maker

    Course objectives:

    Upon completion of this course, participants will have the knowledge, skills and ability to:

    • Understand how terrorists are taught to manufacture IED’s. They will learn from experience how devices are constructed, how components are obtained, and as they do this understand more clearly the vulnerabilities of the terrorist that they may be able to exploit in their subsequent duties.

    • Understand personally the relationships between IED device design and IED weapon effects. They will construct devices according to genuine jihadi IED manufacture instructions, thus they will be better placed to interpret IED attacks in their future employment.

    • Understand the reconnaissance needed by a terrorist in order to successfully mount an IED attack. This will by achieved by realistic testing exercises. 


    • Understand the challenges faced by a terrorist in emplacing an IED, by actually emplacing a self-constructed IED to be fired against a pseudo-target (a vehicle for example), and then firing the device, and inspecting the resulting damage thus enabling them to understand from personal, practical experience the match between IED design and IED effect.

    • All training will be undertaken in an environment that replicates the jihadi training camp, and guest speakers will provide philosophical context briefings as if the trainees were undergoing radical jihadi immersion.

    ATOM MT 3: Underwater Hazardous Devices Search (UHDS) Course objectives: Upon completion of this course, participants will have the knowledge, skills and ability to:

    • Identify underwater and maritime threats (‘limpets’ and special attack charges). • Recognise underwater risk management. • Perform ship lockout/tag out procedures. • Conduct effective underwater search techniques in order to:

    o Locate, mark and identify suspect threats. o Make follow-on recommendations.

    Course description:

    A 50/50 split of classroom and practical ‘pier side’ diving, on the completion of this course participants will have the capability for rapid response to search, identify, mark, report, and assist in mitigation of suspect and actual underwater hazardous devices. Classroom theory and knowledge is applied directly to in-water techniques under the most realistic conditions and scenarios possible. Exercises are designed to test individual and collective team skills required to respond to and safely conduct an underwater hazardous device response.

    ATOM MT 4: Underwater Terrorism Prevention Course objectives: Upon completion of this course, participants will have the knowledge; skills and ability to do the following from a total port security plan scope:

    • Recognise that a port is a complex organisation of diverse stakeholders. • Identify with the Coast Guard/Harbour and Navy Coordinator regarding the detailed set of guidelines for

    preparedness, response and recovery from a terrorist underwater hazardous device (UHD) incident. • Recognise the need for joint-agency interoperability for identification and mitigation of incidents. • Underline the importance of recognizing minimum training and readiness requirements recommended for key first

    responders – make follow-on recommendations. Course description: This is a classroom-based, 8-hour workshop targeting port operational leadership, consisting of a 4-hour UHD seminar followed by a 4-hour underwater terrorism prevention plan (UTPP) workshop and scenario-driven discussion. This task-based training programme addresses first responder dive personnel and operational commanders. The workshop culminates in the development of a draft UTPP that fully complies with the mandates established in the National Response Plan (NRP). Course content:

    ATOM SPC 1: Special Forces Assault Improvised Explosives Device Disposal Course objectives:

    Upon completion of this course, participants will have the knowledge, skills and ability to:

    • Formulate a rapid threat assessment, conduct a hand-entry or rapid disruptor deployment while maintaining the momentum of a Special Forces assault.

    • Support Special Forces teams’ response operations when IED threat exists and the use of a disruptor is often Precluded.

    • Support response operations involving major public events where an IED is discovered and there is no opportunity to evacuate.

    • Support response for major incidents where a second device has been discovered but rescue operations cannot be stopped to allow for a conventional IEDD response.

    Course description:

    This course is divided into two phases. Phase I covers the skills and equipment required to hand-enter and defeat an IED where the use of disruptors is precluded. All theory lessons are supported by practical practice sessions. This phase concludes with several full IEDD tasks against hostage and other ‘Category A’ devices. Phase II is aimed at conducting operations in support of a Special Forces team for both dynamic and covert operations. SWAT commanders are also introduced to the training and briefed upon the new capabilities of the course personnel. The course concludes with a series of exercises that require the full interoperability of a SWAT team and bomb squad to resolve the situation.
