3. Public Comment

Eris Weaver announced the documentary “Motherload” will be shown at the Rialto Cinemas on September 25.

As well, Ms. Weaver announced Rock and Roll to School will be held on October 2, 2019.

4. Roundtable updates – Discussion

City of Cotati

Jon Paul Harries spoke on the construction in the L section. A number of class three bike routes are a part of the master plan.

City of Healdsburg

Bobby Boinski announced the recent completed annual pavement preservation project and is looking to include the oldest segment of the Foss Creek pathway in spring 2020.

City of Petaluma

Gina Benedetti-Petnic reported on the excitement of the newly-opened multiuse pathway (MUP) along the SMART railway from Payran to Southpoint. However, this pathway will be closed by Caltrans due to the Highway 101 construction.

Ms. Benedetti-Petnic commented on various options entertained to divert riders/walkers to the Petaluma Outlet Mall while the MUP is closed.

Additionally, the Petaluma City Council hosted a workshop on cross town connectors. The workshop discussed the Rainier Avenue cross town connector with bicycle and pedestrian facilities and the Caulfield Lane crossing’s ability to be tied into the Petaluma River Trail connecting to the Petaluma Boulevard S.

Speaking to cross town connectors, Ms. Benedtti-Petnic further commented on the Lynch Creek Trail MUP. This was included in the category as one of the top three cross city connectors.

Lastly, an Ad Hoc committee has been formed for the bicycle share program in the City of Petaluma.

City of Rohnert Park

Eydie Tacata reported on the pathway construction along Coleman Creek. This is a multiyear construction project; construction bids came in good.

The pathway is set to be constructed using concrete instead of asphalt, following a change in standards.

City of Santa Rosa

Nancy Adams reported on construction activities throughout Santa Rosa. The E Street buffered Class II bicycle lane project, between College and Sonoma Avenues, is currently under design.

City of Sonoma

Kristina Tierney introduced herself to the committee as the City of Sonoma’s new representative.

Town of Windsor

Mona Ibrahim announced the Town of Windsor will be applying for a Recreational Trails and Greenway grant for a Class 1 trail on the west side of West Windsor Creek.

Sonoma County Bicycle Coalition

Tina Panza reported on the Safe Routes to School (SRTS).

A community Bike Rodeo is scheduled for this coming Saturday in Healdsburg.

International Walk and Roll to School day is scheduled for October 2; 65 K-8 schools enrolled in the program will be participating.

Additionally, Ms. Panza reported on the SRTS Alliance meeting. W-Trans has been working on a project that assess 100 K-8 schools and the ability to participate in the SRTS program. SCBC will present to this committee in November on the findings.

Lastly, Ms. Panza noted excitement for a partnership with Windsor for dedicated SRTS services. A similar program is already in place in the City of Sonoma.

Sonoma County Regional Parks

Elizabeth Tyree reported on the West County Trail project. A bid request was issued for the second phase. The paved portion that connects to Highway 116 has been completed. Construction of phase two is aimed for November, weather permitting.

In regards to the Lower Russian River trail, the next community workshop will be held on October 23 at the Monte Rio Community Center.

Sonoma County Transit

Steven Schmitz reported the bicycle safety campaign. The most recent push includes short videos from the Sonoma County Bicycle Coalition to be placed in the Santa Rosa and Petaluma movie theatres.

Furthermore, a series of Spanish language advertisements promoting the 3-feet for safety law is ongoing.

In regard to the County Unincorporated Committee, there was an interest to encourage enhancements for shoulder work; a priority list was created and sent to the Sonoma County Transportation and Public Works department.

There are vacancies on the aforementioned committee for the First, Third, and Fifth Districts.

5. Comprehensive Transportation Plan 2050 Update

Dana Turrey updated the committee on the update to the Comprehensive Transportation Plan (CTP).

A Call for Projects was issued this summer and Staff have begun sorting and organizing the applications, as well as reviewing the project list from the 2014 Countywide Master Plan to add updates or new projects.

Chris Barney spoke on the schedule to review the goals of the CTP.

There are currently five different goals in the previous version and staff will review all the metrics and targets.

Mr. Barney further noted that in November, the advisory committees and SCTA Board of Directors will hear an overview of the goals and targets.

In December, staff will discuss how projects and policies have been evaluated in past plans.

A workshop with the SCTA Board of Directors on these topics will be held in January.

Furthermore, Mr. Barney announced a webinar on technical items, travel model tools and data will be conducted in November and December.

Nancy Adams asked if the (Measure M reauthorization) polling will feed into the goals of the CTP.

Mr. Barney responded that all the information will be going to the SCTA Board of Directors and will likely will feed into the board decision on goals.

Gina Benedetti-Petnic asked which goals in the CTP are difficult.

Mr. Barney responded that one goal is to reduce congestion, which is easy to measure, and greenhouse gas emissions which can measured to some extent.

In relation to the goal of supporting the economy, this is separated into two parts: (1) protecting disadvantaged communities, and (2) goods movements/economic development.

Furthermore, Mr. Barney added that small scale project benefits do not show up in the countywide scale.

The committee continued to discuss the goals and related metrics.

6. Caltrans District 4 Pedestrian Plan update

Dana Turrey recalled at a previous meeting the announcement of the Caltrans District 4 Pedestrian Plan update. There has not been much activity since the previous CBPAC meeting, however an informational flier was developed and included in the agenda packet.

Ms. Turrey reminded the committee that this is a similar process as the Caltrans District 4 Bicycle Plan update that was completed early last year, but focuses on pedestrian facilities around the state highway system.

Caltrans will be using Street Story as a community engagement tool and asking individuals to document areas in which they feel are safe, unsafe walking areas.

An update at the next CBPAC meeting on this is anticipated.

7. Vision Zero Update1

Brittany Lobo provided an update on Vision Zero

The Department of Health Services (DHS) and SCTA won the Sustainable Communities grant for the Vision Zero planning work and Ms. Lobo suggested dates and times for an advisory committee to meet.

This advisory committee is poised to help identify how DHS can support the jurisdictions in planning, and developing plans, for Vision Zero work. There

is a strong interest to have at least one staff member from each jurisdiction involved with the advisory committee and related work.

Jon Paul Harries asked about the target date of 2021 for implementation.

Ms. Lobo responded the grant itself is a planning grant and is available through 2022. The action plan is sought to be completed by 2022 with implementation following afterward in phases.

Eris Weaver asked if the advisory committee includes representation from outside groups.

Ms. Lobo responded in the affirmative and added that the jurisdiction’s involvement will help with implementation. However, a broader invite to community groups will be sent for their input and participation in the advisory committee.

Steve Birdlebough asked if this has been presented to the SCTA Technical Advisory Committee.

Ms. Lobo responded the SCTA TAC has received this in an informal setting.

The committee further spoke on the data dashboard concept that SCTA will be working on and various related efforts that can be integrated into the Vision Zero advisory committee.

8. Bike Share Updates

Dana Turrey briefly updated the committee on the bicycle share program. Staff continue to work on finalizing the scope of work and agreement with the vendor.

Additionally, staff are looking at developing a coordinating committee with jurisdictions within the program service areas.

9. Upcoming Active Transportation Grants and Events

Dana Turrey recalled an email that was distributed to the committee with the events and grants that are on the horizon; this is an informational item.

CTP Overview 10/11/2019 1

CTP overview

The Comprehensive Transportation Plan (CTP) tells the story of Sonoma County’s transportation system. It examines the current state of transportation in the county, forecasts future needs and assesses solutions according to approved goals.

The importance of maintaining an updated long range transportation planning document is two-fold.

• First, MTC requires local Transportation Authorities such as the SCTA to establish transportation plans that can feed into the larger Regional Transportation Plan (RTP). The RTP is a federally required, long range planning document that is now called Plan Bay Area.

• Second, the SCTA is responsible for programming, or allocating, numerous state and federal funding sources to transportation projects. In order to meet these requirements, the SCTA needs a policy and planning document to help guide the programming process. If the SCTA does not meet these two requirements, it is at risk of losing critical transportation dollars.

Formation of the Ad-hoc CTP Committee:

The SCTA has created a CTP ad hoc committee to help guide the process. Members of the ad-hoc committee are: Chair, Mark Landman Vice Chair, Susan Gorin Sarah Gurney Logan Harvey Joe Naujokas Chris Rogers

Public Engagement In the first phase of public engagement, staff worked with several Community Based Organizations to reach out to Communities of Concern/ Disadvantaged Groups. In 2006-2010, SCTA produced Community Based Transportation Plans to identify transportation needs specific to disadvantaged people. The CTP continues that work through specific outreach and awareness of equity in transportation.

Outreach will continue throughout the entire process to engage as many Sonoma County residents as possible through a variety of venues.

To ensure that the plan is relevant, useful, and represents the current transportation needs and goals of SCTA and Sonoma County jurisdictions, the CTP is updated every four to five years. The current plan was adopted in 2016 with a planning horizon of 2040. The new planning horizon will be 2050 and the update process is anticipated to conclude in 2021.

CTP Overview 2

Update the Project List Many important transportation projects remain on CTP lists over time due to insufficient funding and are relisted with each new CTP. In 2016, the project list was completely overhauled and updated to provide more detailed and updated project information, and to remove any completed or outdated projects. CTP project list updates and new projects have been collected for the Moving Forward 2050 plan. An approved list of projects is valuable in the decision making process when funding becomes available.

Test strategies Analyze the projects with the overlay of likely changes (eg. growth) and test to determine progress toward goals.

Update data and existing conditions SCTA staff will continue to monitor existing, new, and emerging data sources related to

• population, • housing, • employment • other demographic changes, and • transportation patterns.

Also included will be a report of current conditions, and long and short term trends. Recent declines in population and housing stock associated with the October 2017 wildfires and continued issues with housing affordability will be addressed.

Examine new technologies and the future of transportation Previous CTPs examined emerging technologies and innovation in transportation. The 2050 CTP will include a look at trends and potential game changers in the world of transportation.

Incorporate findings from the work underway by our local partners, including:

• General Plan Updates; • Work with jurisdictions to update local growth priorities (PDAs); • Sonoma Clean Power – Report on Electric Bus charging infrastructure; • Area Agency on Aging – Connected Communities Needs Assessment focused on transportation

needs for seniors and people with disabilities; • Department of Health – Vision Zero project to reduce serious injuries and fatalities caused by

traffic collisions; • RCPA – GHG inventory updates

Coordinate with Plan Bay Area 2050

The CTP serves as the basis for input into the Regional Transportation Plan/Sustainable Communities Strategies contained in Plan Bay Area (PBA). PBA 2050, currently underway at MTC/ABAG, is anticipated to be adopted in 2021.

Coordinate with Measure M renewal efforts where appropriate

The CTP will also be able to draw from any polling or outreach carried out as part of the Measure M sales tax renewal discussion.

An approved list of projects is valuable in the decision making process when funding becomes available. The CTP does not guarantee funding to any project.

Moving Forward 2050 Transportation Needs Call for Projects and Draft Project Lists Overview In early July 2019, SCTA issued a Call for Projects to update the list of transportation needs for Moving Forward 2050. The process of updating the list of transportation needs has three steps: 1. Review existing project list Moving Forward 2040, the CTP adopted in 2016, has over 330 transportation projects identified (Appendix 10A: Project Needs Report, p. A-39). SCTA asked each jurisdiction to review its existing project list, identify completed projects, and update projects to carry forward to the new CTP. Jurisdictions identified 183 out of the ~330 projects to include in the new CTP. The remaining 147 projects were either completed or cancelled. 2. Submit new projects Jurisdictions submitted 60 new project applications categorized as follows:

3. Update bike/ped projects in Countywide Bicycle and Pedestrian Master Plan

The list of projects in the CTP will include bike/ped projects over $1 million. Jurisdictions submitted revised or new bike/ped projects over $1 million as described in the previous steps. All other bike/ped projects will be included in the CTP by reference to the Countywide Bicycle and Pedestrian Master Plan. SCTA staff are working with the Countywide Bicycle and Pedestrian Advisory Committee (CBPAC) to review and revise the list of bike/ped projects in the Countywide Bicycle and Pedestrian Master Plan. Measure M Renewal For existing and new projects, SCTA asked jurisdictions to identify priority projects they would like considered for inclusion in a possible sales tax expenditure plan. Jurisdictions could submit up to ten projects across all modes, ranked from one to ten with one being the highest priority. In addition, transit providers could submit up to five projects. Draft Project Lists The following pages contain draft summary project lists sorted by project type. A more detailed draft project list is available on request.

GRANTS Bay Area Air Quality Management District’s Vehicle Trip Reduction Grant Program is currently accepting applications. Eligible projects will be awarded on a first-come, first-served basis until funding ($6M) is exhausted. Additional mandatory workshops may be scheduled. The program is for transportation services (including first- and last-mile connection) and bicycle infrastructure projects that will reduce vehicle trips. http://www.baaqmd.gov/funding-and-incentives/public-agencies/vehicle-trip-reduction-grant-program Safe Routes Partnership’s 2020 Safe Routes to Parks Activating Communities Program – Accepting Applications Now through December 16, 2019. The program provides tailored technical assistance for seven communities to develop Safe Routes to Parks action plans and awards $12,500 to each community to begin implementation of those plans. Grantee communities will work closely with staff at the Safe Routes Partnership from February through September 2020 to develop action plans aimed at improving safe, equitable access to local parks in their communities. https://www.saferoutespartnership.org/healthy-communities/saferoutestoparks/2020-application California Air Resources Board’s Clean Mobility Options Voucher Pilot creates new opportunities for zero-emission car-sharing and ride-sharing, bike-sharing, and innovative public transit services like demand-responsive transit and mobility service partnerships in disadvantaged communities statewide. The Voucher Pilot is available to disadvantaged and low-income communities in California, including some Tribal and affordable-housing communities, to increase access to safe, reliable, convenient and affordable transportation options. Funding will be available in early 2020.
