THE COUNTY OF LOS ANGELESWith more than 10 million residents, the County of Los Angeles (County) has a demographically and geographically diverse population that it serves with an annual budget in excess of $32 billion for Fiscal Year 2019-20 and over 112,000 employees in more than 36 departments to provide wide-ranging services to the public.

KEY RESPONSIBILITIESOversees the preparation of agendas for meetings of the Board of Supervisors, communication of actions taken, statements of proceedings, notices of public hearings, and execution of contracts and resolutions.

Assists the Executive Officer in the coordination of and conducting weekly and special Board meetings, and public hearings.

Develops, recommends, and implements management concepts, objectives, policies, projects, and systems for carrying out the work of the department, and may assume immediate direction of a major departmental function as the need occurs.

Analyzes, evaluates, and recommends changes in proposed and existing legislation affecting all areas of the Executive Office.

Represents the Executive Office for joint power authorities and various commissions, as required.

DEPUTY EXECUTIVE OFFICER, BOARD OF SUPERVISORSThe Deputy Executive Officer (DEO), Board of Supervisorsis a key public facing Executive Management role withinthe Executive Office of the Board of Supervisors. This unclassified position involves management of the Operations Division, which is responsible for the executionof weekly Board meetings. The position is also responsiblefor planning and overseeing the day-to-day activities ofthe Board Services, Commission Services, and AssessmentAppeals Board divisions. The position has direct oversightof budget, human resources, information technology, andperformance metrics for all of these areas.

The DEO is also responsible for ensuring compliance withopen meeting laws as specified in the Ralph M. Brown Act (Brown Act), and regulations and policies affecting the activities of the Executive Office regarding other County departments, commissions, governmental agencies and the public. Candidates must have the skills and abilities required to manage a complex administrative government organization. The candidate must maintain effective relationships with Elected Officials (including members of the Board of Supervisors), County Department Heads, Board Deputies, Board-appointed Commissioners, and other public organizations. The position reports directly to the Assistant Executive Officer (AEO), Board of Supervisors.

DESIRABLE QUALIFICATIONS§ Juris Doctor Degree and admitted to the

State Bar of California.

§ Demonstrated knowledge of the Brown Act.

§ Demonstrated skills and ability to effectivelyanalyze and manage highly complex issues.

§ Demonstrated ability to liaise with legislativebodies, governmental agencies, Countydepartments, the public, and other outsidejurisdictions.

§ Demonstrated leadership skills and ability tohandle multiple, highly sensitive programsand priorities concurrently.

§ Demonstrated knowledge of governmentprocesses at the local, State, or federal level.

§ Strong written and oral communication skills.

KEY RESPONSIBILTIES (CONT.)Acts as a liaison between Board appointed commissioners and Board offices for policy issues, oversees administrative support provided to the commissions, and ensures the commissions comply with Brown Act open meeting laws and County purchasing and contract requirements.

Resolves Board agenda process issues with County departments, governmental agencies, the public and other interested parties.

May act for the AEO in his/her absence.Maintains effective relations and collaborations with other County departments, Board office staff, other governmental agencies, and the public.

Oversees the filing of assessment appeals, scheduling of appeals hearings, and the recording and communication of actions by Appeals Boards and Assessment Hearing Officers.

MINIMUM REQUIREMENTSGraduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, or Management – AND – Two (2) years of senior management* experience responsible for overseeing the staff operations of a major division comprised of multiple units within an organization.

Five years of senior management* experience responsible for overseeing the staff operations of a major division comprised of multiple units within an organization.

*Senior management experience is defined as theindependent responsibility for directing, throughsubordinate supervisory staff, the analysis and resolutionof complex problems related to budget, projectmanagement, organization, personnel or systems.

LICENSE:A valid California Class “C” Driver License or the abilityto utilize an alternative method of transportation whenneeded to carry out job-related essential functions.

COMPENSATION AND BENEFITSAnnual Salary: $131,024 - $198,315

The appointee will receive an annual salary, commensurate with qualifications, as well as an excellent program of benefits that allow employees to choose the benefits that meet their specific needs.

The package includes:

Retirement Plan – New appointees will participate inacontributory defined benefit plan.

Cafeteria Benefit Plan – The County funds itscafeteriaplan using tax-free contribution of an additional 14.5% to 17% of the employee’s monthly salary.

Non-Elective Days – Ten (10) paid days per year withtheoption to buy an additional 1 to 20 elective annual leave days.

Flexible Spending Accounts – In addition to tax-freemedical and dependent care spending accounts, the County contributes $75 per month to an employee’s dependent care spending account.

Savings Plan (401K) – Optional tax-deferred incomeplanthat may include a County matching contribution up to 4% of employee’s salary.

Deferred Compensation Plan (457) – Optional tax-deferred income plan that may include a County matching contribution up to 4% of employee’s salary.

Holidays – 12 paid days per year.
