WASTE MANAGEMENT
SERVICES
In terms of Schedule 5B of the Constitution of South Africa
(Act 108 of 1996), waste management is a local government
competence that must be executed to protect human and
environmental health (Constitution, S.24).
The statutory obligation of local government is framed by the
Local Government Municipal Systems Act (Act No. 32 of
2000), or MSA.
The Council recognizes that waste generation occurs either
through processes where people, business or industrial
entities are involved and are able to control the outcome, or
when disasters, accidents, or natural processes produce
waste.

1.WASTE MANAGEMENT – DOMESTIC REFUSE COLLECTION
AND TRANSPORTATION
• The collection of household refuse-or the lack thereof – is one of the most powerful visual benchmarks a municipalities service can be assessed.
• Bitou Municipality currently uses a split bag system for separation at source. Household put a black bag at kerb side on the day of domestic refuse collection and a grey/clear bag of recyclable material the day after normal collections.
• Currently all areas is receiving collection once a week and during peak season (Dec/Jan) the Municipality is rendering double collections due to a influx of visitors.
• During these periods (Dec/Jan) the Waste Management Section double in staff and create additional job opportunities. Staff work shifts till 8pm to cope with collection demand
2.LANDFILL
• Disposal of Municipal solid waste in
Plettenberg Bay is practices at the Robberg
Landfill site in accordance with all the
relevant legislation.
• The existing site which is currently in use
has reached it capacity in terms of the
volume (life span)
• Waste will soon be transported to PetroSA
(Regional Landfill Site) in MosselBay as
feasibility studies indicated that there is no
alternative disposal facility in the area.
• A service provider has already been
appointed for the containerization and
transportation waste.
• The Temporary Transfer Station was
constructed in-house
• LANDFILL SITE CLOSURE
• Final Basic Assessment Report is currently
out for comment
• Comments to be collated and report to be
send to DEADP FOR THE ISSUING OF A
Waste Licence for Closure
• Pre- laminary closure designs done
2.LANDFILL/REFUSE TRANSFER STATION
REFUSE TRANSFER STATION PLAN + SURVEYED LANDFILL SITE
• ROD - Approval received for the
construction of Refuse Transfer Station
• Tender documents is completed for the
Refuse Transfer Station
• Final approval for the N2 intersection has
been received from SANRAL
• Site developed to cater for composting
facility as well as recycling
3.REDUCE,RE-USE and RECYCLE /AWARENESS CREATION
• The municipality placed the following advertisement as part of their awareness campaign
• A tender is currently being advertised for prospective service providers for the rendering of
collection of recyclable material in all residential townships with the Bitou Municipal Area. Part of
the tender specifications is that the tenderer should educate the public through school campaigns
and news paper articles and that buy back centers should be opened in previously disadvantage
areas
4.GARDEN REFUSE/BUILDERS RUBBLE/ILLEGAL DUMPING
• Drop – off facilities for garden refuse and
builders rubble have been identified in all
areas and is currently being dealt with in
terms of Waste Management Regulations
(EIA process)
• These site will only be used as drop- off
facilities As part of the ROD for the Refuse
Transfer Station composting will be done on
site
• Builders rubble is still a problem as we do
not have a site for disposal.
• Illegal dumping – one of the most common
problems within our Municipal area. People
have the tendency of dumping on every
corner although a collection service is being
provided.
• The Municipality opted to go on tender for
community based contractors to clean
previously disadvantage area.
• Contractors will be paid per task completed
5.TRANSPORTATION OF WASTE TO PETRO SA
1. Bitou Municipality appointed Bitou Civils
through a competitive bidding process for
the transportation of Waste to PetroSA
(Mosselbay)
2. Waste will be transported uncompact in
containers per road to the regional waste
facility
3. Municipality will need to intensify recycling
initiatives to minimize the amount of waste
being transported hence the fact that a
tender has been advertised for a service
provider
4. Alternative option need to be looked at
5. Cost implication to Council +/- R2.2M per
year for the transportation of waste.
6.CHALLANGES
1. COLLECTION AND TRANSPORTATION
• Communities not putting out refuse on time
that results in illegal dumping
• Aging of existing fleet – fleet not reliable and
needs to be replaced

• Budget for construction of RTS
• Neighboring home owners

• Getting all communities involved as specially
the previous disadvantage areas
• Need the support of business people
• Opening buy back centers areas

• Enforcing the waste by-laws
