2013 LOCAL GOVERNMENT NSW ANNUAL CONFERENCE – Record of Decisions Councillors will recall that the 2013 Local Government NSW Annual Conference was held on 1-3 October 2013 at the Sydney Town Hall. 3 LETTER FROM THE LOCAL GOVERNMENT REMUNERATION TRIBUNAL - REVIEW OF THE 2014 ANNUAL DETERMINATION

ATTACHED is a letter dated 20 January 2014 from the Local Government Remuneration

Tribunal advising that they have commenced their review of the 2014 annual determination on the fees payable to Councillors and Mayors. The determination on the fees will be made by the Tribunal by 30 April 2014 and the fees payable to the Mayor and Councillors will take effect from 1 July 2014. While the Tribunal has not called for submissions from Council as part of the review, they will accept any issues of concern by 21 February 2014. 4 WEST RYDE URBAN VILLAGE DEVELOPMENT - VOLUNTARY PLANNING AGREEMENT

The Chief Executive Officer of TOGA Development and Construction will be presenting TOGA’s planning agreement offer at the Councillor Workshop at 5.15pm on Tuesday 11 February. The offer seeks to add 2 levels of residential apartments and one level of combined carparking and residential space to the development above the Coles supermarket. The additional floors would add 9,010sqm to the planned 19,694sqm residential component of the development. This would increase the total building’s area to 33,942sqm on its site of 10,624sqm resulting in a floor space ratio of 2.7:1. In return for the increased area TOGA is offering Council $2.5million to be used for the development and construction of a child care centre or a public car park on a site provided by Council, or a cash payment of the same amount. TOGA has stated that the offer is made in addition to the Section 94 contributions to be levied upon the development.

5 PART 3A SHEPHERDS BAY URBAN RENEWAL - Public Exhibition of Modification Application

Council has received notification from the Department of Planning and Infrastructure that a Section 75W Modification Application has been lodged for amendments to the Part 3A Concept Plan and Project Application in Meadowbank, known as the Shepherds Bay Urban Renewal development. As previously advised, Council staff have identified significant changes proposed in the amendments, which raise traffic, density and amenity concerns.

The Department has advised Council that the applications have been notified to surrounding properties and that submissions can be made until 3rd March 2014. Documentation is available for viewing as part of the Register of Major Projects on the Departments website www.planning.nsw.gov.au

Submissions can be made directly to the Department of Planning and Infrastructure via the above website.

Council staff are currently preparing a submission in response to the proposed amendments which is to be considered by Council at its meeting on 25th February 2014.

6 ALLENGROVE MODIFICATION APPROVED BY PLANNING AND ASSESSMENT COMMISSION

Concept Plan approval was granted to the Allengrove Development site in November 2013 as a Transitional Major Project. The site was subsequently sold and the new owners lodged a Section 75W application with the Department of Planning and Infrastructure (DoPI) to make changes to the approved building envelopes (to fit an amended building design) and to the configuration of units within the development by altering the mix of one, two and three bedroom apartments. The modification included additional basement space for car parking and waste management.

The modification was presented to the Planning Assessment Commission (PAC) for determination on 17 December 2013. Council staff met with the PAC on 13 January 2014. The PAC report noted Council’s expressed concerns relating to the modification process in general and particularly with its use by proponents the increase the number of units and car parking in an approved development. It also noted Council’s concerns relating to traffic and parking impacts arising from the proposed changes including a concern that the traffic report did not accurately convey the potential effect on the operation of intersection of Epping and Lane Cove Roads.

The unit yield has been increased by reducing the number of 1 and 3 bed units and by increasing studio and 1 bed plus study units. The overall floor space ratio for the project has not increased. The change in height (by plus 0.75m) is to accommodate roof plant on Building B. The roof height remains the same. There are some height adjustments for other buildings (including reductions) but the number of storeys for each building remains the same as in the original Concept Plan (with a range from 2 to 5 storeys across the site). The amended car parking provision comprises a total of 179 spaces (including 18 adaptable spaces) for unit owners plus 30 visitor spaces, 1 car share space on site and 2 spaces for service vehicles. Waste collection facilities are to be provided in the basement. Some further changes to the design were made in response to concerns expressed by Council in its submission. These relate to improving unit layouts and solar access.

The next steps require the assessment of a Local Development Application for the project by Council. Prior to the determination of the Section 75W application, the proponents had lodged an application with Council (LDA2013/260). The details of that application will need to be amended to reflect the changes permitted under the new Concept Plan. As the value of the development exceeds $20 million, the LDA is required to be referred to the Joint Regional Planning Panel (JRPP) for determination. When the submitted application has been updated, the LDA will be notified to local residents as part of Council’s assessment process.

7 NORTH RYDE LIBRARY REOPENING CELEBRATION

North Ryde Library has been closed for several weeks for refurbishment and reopens to our community on Thursday 30 January. The library has a fresh new colour scheme, with new paint, carpets, and furniture. Alterations have been made to the layout where practicable to provide library users with more space to relax, read or study in groups. The community will be invited to come and enjoy refreshments and children’s activities in their newly refurbished library on Saturday 22 February. The library doors open at 9:30am. Face painters will be there for the kids from 10.00am, and library staff will lead a special Saturday Rhyme Time at 10:30am. Following this, the Mayor is invited to officially commemorate the occasion by cutting a cake and sharing refreshments with our community. All are welcome to attend, and a flyer with details will be made available closer to the date.

8 GO4FUN SCHOOL HOLIDAY SESSIONS CONDUCTED IN JANUARY

As part of the Active In Ryde initiative, the City of Ryde in conjunction with NSW Health conducted another round of Go4Fun School Holiday sessions during the January 2014 school holiday period. Go4Fun is a fun and exciting program teaching kids to become fitter, healthier and happier. The two free ‘Come and Try’ Go4Fun School Holiday sessions at Eastwood Park on

Thursday, 16 January and Meadowbank Park on Thursday, 23 January were attended by approximately 165 primary school aged children and their parents, and were considered a success. A significant number of the participants were from culturally and linguistically diverse backgrounds. The two sessions included cricket, netball, football and fun exercise games. These sports have been selected for inclusion with a view of establishing participation pathways and developing connections with local sporting clubs and associations. Cricket NSW and Netball NSW supported these initiatives on the day. While the children participated in the different activities, parents/carers were given an informative presentation providing useful strategies and tips for healthy eating and active living for their families. The ‘Come and Try’ sessions were a great way for families to get introduced to the program,

with the opportunity to register for a free 10 week program commencing at the start of 2014 school term. The City of Ryde is again working in partnership with NSW Health to support this program being conducted in North Ryde. These Go4Fun School Holiday sessions continue the successful partnership between the City of Ryde and NSW Health with the support of the Community Migrant Resource Centre. The January sessions also welcomed Relationships Australia as a new supporting partner.
