2 CITY OF RYDE PROCUREMENT
The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).

4 HOLDOVER OF LICENCES AT WEST RYDE COMMUNITY CENTRE
There are a number of licences that expired at the West Ryde Community Centre (WRCC) in the months of September and October 2016. Prior to expiry of these licences, Council entered into discussions with affected service providers who indicated their reluctance to enter into long term arrangement on the basis that the Department of Family and Community Services (FACs) was in the process of undertaking reform and that those proposed reforms would impact on their future funding and how FACs expected the service providers to deliver their programs in the community in the future. The affected service providers indicated to Council, that until such a time that they are made aware of all the details and implications of the proposed FACs reform, that they would prefer to enter into a short term arrangement. Council has had discussions with FACs on this issue and has been advised that there will be changes to how funded organisations deliver services and that at this stage FACs is not in a position to release the exact detail of the reforms, as the reforms are still a work in progress and more likely to be made public towards the middle of 2017. In line with Council’s commitment and in discussions with the affected service providers and FACs, and in an effort to ensure continuity of services operating out of the WRCC, Council has opted to allow the affected service providers to continue occupation of the WRCC on a month to month holdover basis, this is in line with the provision of Clause 2.2 of the expired Licence agreement and will be for a further period of twelve months. During this period, Council’s Community Services will continue to work through the issues with both the affected service providers and FACs to ensure the best possible outcome. The affected licensees are:

5 EXTENSION OF NOTIFICATION PERIODS FOR DEVELOPMENT APPLICATIONS OVER THE CHRISTMAS NEW YEAR PERIOD 2016/2017
This report has been prepared to advise Councillors of the extended notification period for development applications during the Christmas/New Year holiday period 2016/17. Council’s Development Control Plan (DCP) “Part 2.1-Notification of Development Application” outlines the public exhibition and notification procedures for development applications. This Part of the DCP also outlines the extended notification period of these applications during December and January compensating for the Christmas and New Year holiday period as follows: “During December and January Council will modify the notification periods to take account the public holidays in the following manner:
Any development application received and notified in the period from first week of December to 24 December and during first and second weeks of January will be subject to a double notification period, e.g.., notification requiring 14 days will be extended to 28 days and notifications requiring 21 days will be extended to 42 days;
Any development application received in December that would be of significant public
interest will not be notified until the first week of January in the following year;
Any development application received in December that would require Newspaper notification will not be notified until the first available publication date in January the following year.”
This year, the extended notification period will commence on 28 November 2016 and conclude on 23 January 2017. The last advertisement of 2016 will be published on 23 November and any applications received in December that require newspaper notification will then be advertised and notified from 25 January 2017. This will allow extended time for the community to be notified of significant development after the holiday period. All other DAs received from 28 November until 23 January 2017 that require notification of neighbours only will be at least double time – 28 days excluding public holidays and the period when CoR is closed from 23 December until business resumes on 3 January 2017. Council will be placing a note in the Weekly City News and on Council’s website of the above for community information.

6 REPORT ON SHEPHERDS BAY MODIFICATION APPLICATION - PUBLIC MEETING OF THE THE PLANNING ASSESSMENT COMMISSION
The Shepherds Bay Redevelopment Concept Plan (MP09_219) was approved as a Part 3A Major Project by the NSW State Government in March 2013 with a later Modification Application being approved in October 2014. The Department of Planning and Environment (DPE) publically exhibited a further request to modify the Shepherds Bay Concept Approval from 8 July to 8 August 2016. The modification application included:
Increases in building heights in Stages 3,9 and A being:
an increase of one storey in portions of the Stage 3 building (up to 9 storeys)
an increase of one storey in a portion of the Stage 9 building (from 1 to 2 storeys) an increase of 14 storeys in the maximum height of the Stage A building (from 10
to 24 storeys).
Relocation of the community facility from Stage 3 to Stage 9 building envelope and a reduction in its size from 1,000m2 to 500m2.
Exclusion of future development within the Stage A building envelope from the maximum dwelling and parking caps across the Concept Plan site.
The DPE received a total of 325 submissions, including 320 submissions from the community and 5 submission from public authorities (including Council). Council forwarded its submission to the DPE on 8 August 2016.
The DPE has now released its Assessment Report (ATTACHMENT 1) and the recommended Instrument of Modification (ATTACHMENT 2). The Assessment Report addresses a number of issues raised in Council’s submission in particular:
Objections to the 14 storey increase in height from 10 to 24 storeys for the Stage A building adjacent to Church Street and Ryde Bridge on the basis of visual impacts on the heritage listed bridge and foreshore area and overshadowing impacts on nearby residents.
Objections to the proposal for the community centre being located over the Crude Oil Pipeline, the consequential design requirements and unsuitability as a community hall and impacts on neighbours.
Provision for Affordable Housing.
Maximum dwellings and parking caps.
The proposed modification instrument includes the following:
Stage A is to be a maximum of 15 storeys

The developer shall enter into a VPA with Council for the payment of $3.5 million in lieu of a community centre or provide a 500m2 community centre predominantly on the ground level of Stage A building
Provision of 8% of any increase in dwellings numbers as a result of this modification as Affordable (Key Worker) Housing
The maximum number of dwellings across the site is up to 2,140 (The existing cap is 2,005 dwellings)
Parking shall be in accordance with Council’s Parking Development Control Plan (DCP) up to a maximum of 2,976 spaces across the site. (There is no increase in the cap. However, there is a proposed requirement to comply with Council’s DCP which may limit the parking quantum and assist to manage traffic generation.)
Next steps
The Assessment Report and Draft Instrument will be considered by the Planning Assessment Commission (PAC).
The Commission Panel who will determine the application comprises Mr Joe Woodward PSM (chair), Mr Stephen O’Connor and a third Commissioner to be advised.
Due to the level of public interest, PAC has scheduled a public meeting to hear views on the proposed amendments:

7 REDISCOVER WEST RYDE PROMOTION
The West Ryde Urban Village Development associated with Coles is now complete and residents, shoppers and businesses alike are enjoying the benefits of the town centre renewal. While the project has not been without delays, the benefits delivered to the community are considerable. They include:
West Ryde Community Centre (Opened in 2012)
Public carpark – 170 spaces located under Coles (level B2)
Upgraded stormwater drainage in Anthony Road and Reserve Street
Road reconstruction
Pedestrian crossings on Anthony Road and Chatham Road
Traffic facilities such as speed humps, refuges and roundabouts
New streetlighing with banners (16 multi-function poles)
New granite paving and footpaths
Public plaza with street trees, seating and public art (horses).
To celebrate this project milestone, Council is working closely with the West Ryde Chamber of Commerce to promote the improvements to the community and attract visitors and shoppers back to West Ryde. Called ‘Rediscover West Ryde’, and promoted via street pole banners, video screen messages, directional signs and various Council communication channels, the reactivation of the new urban village is in perfect time to take advantage of the holiday/Christmas season.

Above: Video screen and directional signs promoting the Council owned carpark First in a number of planned community events is the finale of the ‘One Thousand Wishes’ project celebrating Social Inclusion Week which will take place on Wednesday 23 November at the West Ryde Community Hall. A celebratory artwork created by Artisans Ryde from 1,000 origami horses, each one containing a personal wish and made by members of the community, will be unveiled.
