2 CITY OF RYDE PROCUREMENT

The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).

Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

5 SPRING GARDEN COMPETITION - WINNERS ANNOUNCED

The 2016 Spring Garden Competition culminated with the announcement of the winners at the Gala Evening held on Thursday 27 October 2016 at Eden Gardens. Approximately 150 guests were in attendance at this function including entrants, sponsors and Councillors. In additional to the announcement of the category winners, guests received some gardening inspiration and motivation from the Guest Speaker – Judy Horton.

In total there were 239 category entries in this year’s Spring Garden Competition. The addition of the new Children’s Seed Growing categories helped to boost the overall number of entries to record levels.

Entries to the event closed on 31 August and the panel of 9 garden competition judges were faced with the challenging task of assessing each entry during September and October to determine the overall winners.

6 SOCIAL INCLUSION WEEK 2016

The City of Ryde along with our NGO partners will be celebrating the Social Inclusion Week (19 – 27 November 2016), with the themes Collaborate, Connect and Celebrate, by hosting a series of events in the community, internally within Council and externally with the business/corporate sector. Councillors are informed and invited to the following events to celebrate Social Inclusion Week:

1. Mondayn 21 November 2016 12:15pm – 2:00pm, Social Inclusion is Good for Business, Optus 1 Lyonpark Road, Macquarie Park NSW 2113 This event targets business/corporate sector senior executives and human resource managers located in the Macquarie Park and North Ryde area. The session will cover why social inclusion is important in creating ‘inclusive communities’, how it’s good for business, tips on inclusive marketing strategies and what the National Disability Insurance Scheme means for business. The session will also showcase Council’s newly developed Social Inclusion and Diversity Checklist, which is an educational awareness raising tool for the business/corporate sector.

2. Tuesdayn 22 November 2016 6:00pm – 8:00pm, Film Screenings and Conversations, Ryde Library, 1 Pope Street, Ryde NSW 2112 The session will explore resident’s experiences of inclusion and feature the films: Unified Ryde, Footprints: Remembering Ivanhoe Estate and Our Space produced in partnership with the City of Ryde, Macquarie University, Salvation Army, and residents of Ivanhoe Estate made possible through Macquarie University’s Professional and Community Engagement (PACE) program.

3. Wednesdayn 23 November 2016 10:30am – 12noon, One Thousand Wishes Community Social Inclusion Celebration, West Ryde Community Hall, 3-5 Anthony Road, West Ryde NSW 2114 During October, a range of community groups and residents participated in making an origami horse consisting of a personal wish. The project promoted discussions around social inclusion and diversity and additionally hosted two public workshops. All origami horses created will be formed into an artwork by Artisans Ryde and unveiled at this community event to celebrate the Social Inclusion Week. To date, the project has been extremely well received by the community and exceeded the target of 1000 origami horses to make up the final artwork.

7 GET THE SITE RIGHT - JOINT INITIATIVE ENFORCING SEDIMENT AND EROSION CONTROL

The Parramatta River Catchment Group under the Parramatta Swimmable 2025 campaign, have been working to initiate the strategic plan to make Parramatta River swimmable again. On Tuesday 18 October, the City of Ryde and NSW Environment Protection Authority (EPA) joined with eight other local councils for a joint compliance blitz on soil erosion and sediment control at construction sites along the Parramatta River. The blitz was part of the Parramatta River Catchment Group’s ‘Get the Site Right’ initiative, highlighting the important role that developers and building sites play in keeping the river clean and healthy towards making it swimmable again by 2025 and the major environmental threat it poses if not properly managed. A total of 156 sites were inspected across the Parramatta River catchment, including 26 sites within Ryde. This was a very successful collaborative effort with Council’s Rangers, Building Compliance and Environmental Health units. The blitz discovered that almost half (47%) of sites inspected were not being managed adequately. Offences ranged from no controls in place at all and unprotected dirt stockpiles in locations where they could be washed away, to minor offences such as ruptured sediment bags and inadequate sweeping of roads and driveways. Council staff are now following up with investigation of the non-compliant sites. This is an excellent example of City of Ryde collaborative efforts in protecting the environment and waterways.

8 WHITE RIBBON CITY OF RYDE

The City of Ryde is a proud supporter of the White Ribbon campaign for prevention of violence against women and plays a leadership role in highlighting the need for concerted community action to stop violence against women. This year on White Ribbon Day 25 November, and leading up to the day, the City of Ryde is coordinating and supporting a number of White Ribbon and prevention of violence against women activities across the Ryde LGA and surrounding areas in collaboration with the Ryde Hunters Hill Domestic Violence Committee. These activities include:

22 October: Domestic Violence court workshop with Korean women and Burwood

court staff, magistrates, police, prosecutors and domestic violence support services. The workshop is one in a series conducted at Burwood Court that has been nominated for Department Of Justice Staff Excellence Awards in the category of Working Collaboratively.

2 November: Announcement of successful Local Domestic and Family Violence

Committee grants application for the partnership Council has been doing re Domestic Violence court workshops with CALD women and community services. The application was written by Council staff and will be auspiced by Ryde Family Services who are based in the West Ryde Community Centre.

25 November to 10 December: Selling White Ribbons merchandise at CoR

Customer Service outlets, Libraries and the RALC

24, 25, 26 November: White Ribbon and Relationship Australia community information stall at Macquarie Centre near Big W.

Ryde Police DV Awareness Community talks with local high schools:

9 DESIGN OUR RYDE - CIVIC SITE NAMING CAMPAIGN - WINNER

The Design Our Ryde Naming Campaign was open to public voting from 5 to 28 October inclusive.

We received 310 votes which became 295 after validation and duplication checks.

The public’s votes for a new name for the Civic Hub site were as follows;

Devlins Corner 9%

Blaxlands Rise 12%

Wallumetta Green 17%

Bennelong Place 22%

Ryde Central 40%

“Ryde Central” was announced as the winning name on Council’s website on 9 November, with the names of ten members of the public who had each won a $50 gift voucher for participating in the vote.

10 GLADESVILLE LIBRARY TEMPORARY CLOSURE

Gladesville Library will be closed for 3 weeks, 14 November – 3 December for refurbishment. Arrangements are in place for returns and reservations during the closure. The library will reopen on Monday 4 December and a community celebration will take place on Saturday 10

11 CITY OF RYDE COMMUNITY CHRISTMAS CELEBRATION

The City of Ryde Community Christmas Celebration will take place on Sunday, 11 December 2016 between 3-7pm in Ryde Park. The event is a great opportunity for City of Ryde residents to get together to celebrate the Christmas season and has traditionally been popular with locals. Patrons are encouraged to participate in the unlimited water slides and summer rides for $10 per person. Entertainment will include The Taylor Swift and Katy Perry Tribute Show as well as a Magician Show. There will also be a gold coin donation sausage sizzle and drinks as well as free snow cones (limited quantities available). Christmas activities will include a Photobooth with Santa and Christmas craft activities as well as Hula Hoop workshops and live sand sculpting artist.

12 2017/18 BUDGET PROCESS - WORKSHOP AND MEETING TIMETABLE

Councillors are advised that the Executive Team met on Wednesday, 19 October 2016 to consider the 2017/2018 budget process timetable.

As part of that process, it is proposed to have two Councillor Workshops for Councillors to consider the different aspects of the budget and to determine what should be included in the budget and the Four Year Delivery Plan.

The following dates have been set aside for the Councillor Workshops:

1. Base Budget - 14 February 2017 (eWorkshop)

(including fees and charges and Rating structure)

2. Projects (all) - 28 February 2017 (face to face)

Should an additional workshop be required, then a date will be set and arranged at that time.

The following dates have been set for Finance and Governance Committee meetings:

1. Draft Plans - 18 April 2017

2. Final Plan - 20 June 2017

The Committee will then make a recommendation to the following Council meeting on 27 June, 2017.

Exhibition of the Draft Delivery Plan and Operational Plan will be during the period from 2 May, 2017 to 30 May, 2017.

Councillors are requested to submit any projects they would like considered as part of the budget process.

The project request form will be uploaded to Boardvantage and requests can be returned via Helpdesk by Friday, 25 November 2016.
