Village of South Bloomfield Council Meeting Minutes September 16, 2014 Council members present: Matt Pettibone, Roger Hopkins, Jill Roese, Doug Burke and Rick Sowers Pledge to the flag Approval of Minutes: September 2, 2014 Council Meeting: Motion was made by Roger to suspend reading of minutes, Rick seconded the motion. Matt called for vote: Doug yes, and Jill yes, motion carried. Matt asked for any corrections or additions? Yes, change in minute’s section: “Matt asked for any corrections or additions, not Jilland The heading for Ordinance 2014-46 should have read Third reading, not second. Jill made motion to approve September 2, 2014 minutes, with listed corrections, motion second by Roger. Matt called for vote: Rick yes, and Doug yes, motion carried. PUBLIC ANNOUNCEMENTS/REQUEST CFO, Iris Darst on Vacation September 19 26 th , return on September 29 th Meeting with Ashville tomorrow at 4 pm to review options of working together at their Municipal Building. COUNCIL APPOINTMENTS: Tom Ramsay had turned in his letter of interest at the last Council Meeting. Mike Lowery here and would be interested and will send his letter of intent along with a resume’ to the Mayor for review at the next Council Meeting. John Serio also stated that he had turned in another resume’ for consideration into the Mayor’s mailbox today, Matt asked if Council wanted to ask Tom Ramsay any further questions relating to his interest. Rick asked when did you moved here? He only lived in Village of South Bloomfield for year, but grew up in the Ashville area. His children went to TV and family had a business in Ashville for 35 years. He is currently on the Record Retention Committee. Rick asked what is the greatest need for the Village of South Bloomfield? Tom responded that need for leadership and new development in the area via new business brought into the area.

  • Roger made a motion to appoint Tom Ramsay to open Council seat to replace Stephen Nicklas and Jill second the motion. Matt called for a vote: Doug yes, and Rick yes, motion carried. Matt administrated the Oath of Office to Tom Ramsey as new Council man and he took his seat with the other council members. Matt stated that will leave us with one council opening to refill Matt Pettibones vacant seat. Vacation Policy Ordinance (Ordinance 2014-46) Final Reading Ordinance repealing and consolidating multiple ordinances of The Village of South Bloomfield, pertaining to employee benefits. Whereas the consolidation of ordinances regarding employee benefits will provide easier and clearer guidance for village employees. This Ordinance was approved at September 2, 2014 meeting. Resolution 2014-13 (Third Reading) A Resolution for The Village of South Bloomfield, pertaining to a reinstatement of lost vacation leave.

    Doug made a motion to approve for third reading, Jill second. Matt called for a vote:

    Resolution 2014-14 (Third Reading) A Resolution to repeal Resolution 2006-16 and 2008-04 of the Village of South Bloomfield, pertaining to employee benefits Whereas an ordinance will be established to consolidate all employee benefits ordinances and resolutions.

    Roger made a motion to approve third reading, and Rick second. Matt called for a vote:

    Doug yes, Tom yes and Jill, yes, motion carried Resolution 2014-15 (Third Reading) Resolution to accept and service 45.725 acres of Harrison Township Whereas, providing water and sewage services to Village residents in manner that is environmentally responsible and economically efficient manner is of great importance; and Whereas, proper regulation of Village sewage facilities is best accomplished by the Village itself; and whereas the Village sewage treatment plant is owned and operated by the Village; whereas the Type II Annexation Petition of the 45.725 acres was approved by Pickaway County and Agreed to by Harrison Township, to the Village of South Bloomfield.

    Mayors Village Update General Communications and status updates (Newsletter for bills by September 25th) (Swifty closing and bought by Valero) September 23 ODOT Meeting, 9 am 11am copies for Council to go over long term capital projects. Ohio Public Records Training: Need Councilman to volunteer to attend the October 24th session in Lancaster. Tom Ramsay said he would volunteer to be the Councils representative for Records Retention Training and that will satisfy the Auditors recommendation. Matt has received Roese Brothers drawings on plans for walking path at park, will distribute copies to council. Gary stated that they are still scheduled to get the street repair completed by Roese by end of September. Roger reported trying to schedule roof replacement at park and is working with Pidge Webster to get weekend that is not reserved. Would like to get completed prior to the Halloween Fest at the Park. Halloween Fest Meeting this Thursday, at 6:00 pm at the park for the organization committee. Kelly is organizing the meeting and the event. Roger

  • suggested that we move it back to the prior Saturday for trick or treat, so those who work can have more time to get kids ready. Matt asked Roger to discuss this with Kelly at the meeting on Thursday. We have already been telling residents that will be on 10/31/14, so if it is to be changed, we need to get it into the newsletter to go out with the water bills by September 25, 2014
