Mr Bernard Booth, Rose Park – Parking matters The Mayor invited public questions from those present in the gallery in accordance with the established rules. A summary of each member of the public, their topic, question and response is provided below. There were no questions asked on this occasion. Questions on Notice City of Burnside's (CoB) Tree Canopy (9.1) Councillor Henschke asked the following Question on Notice: The City of Burnside's (CoB) tree canopy cover was around the 30% target in 2016, but Linden Park was far lower at 24% cover. What targets does the CoB have to offset the worst environmental effects of urban in-fill in Linden Park and across the CoB as mentioned

in the Implementation Plan for open space (e.g. targets to plant in parks and create community gardens)? During 2016, the Administration engaged Seed Consulting Services to undertake a benchmark assessment of canopy cover across the City of Burnside. The assessment included both public and private land and identified approximately 31 per cent canopy cover, 45 per cent impervious surfaces (building and road), 22 per cent plantable space and 2 per cent other cover (i.e. water) across the City. A historical land cover assessment has not been undertaken specifically for Linden Park. The challenge of tree canopy protection, preservation and enhancement is being supported and actioned through various Council functions and activities, e.g. the adopted Canopy Action Plan. It is noted that whilst Council has, to a certain extent, control of tree management in the public realm, it does not exercise the same powers or ability to intervene with matters on private land, unless trees are either significant or regulated and otherwise not exempt by the Development Regulations 2008 from their status as Regulated and Significant Trees. The Council seeks to protect and enhance the Urban Forest through its Development Plan, strategies, policies, action plans and guidelines. A large number of Council’s strategic and operational documents have urban forest management embedded within them; being taken into account in decision making processes. Council currently plants over 1,000 new trees annually within the public realm and across all parts of the City. With regards to private land, the Council also recently agreed to consider, through the Draft 2019/20 budget, the inclusion of a native plant program for all eligible City of Burnside rate payers. Further work will be undertaken in the upcoming reviews of Council’s Tree Canopy Action Plan and Environmental and Biodiversity Strategy, to update the canopy cover figures and targets where applicable throughout the City; with Council and the Administration committed to identifying, where possible, additional public realm tree planting opportunities. In addition Council’s Open Space Strategy identifies St Georges and Glenunga (both adjacent to Linden Park) as lacking open space (which theoretically might be suitable as plantable land). However, it is silent on this same assessment for Linden Park. This document will also be reviewed within the next two years. Burnside Country Fire Service – Proposal for Shed Facility (13.9) Motion C12089 1. That the Report be received.

2. That Council acknowledge the critical role that the Burnside Country Fire Service provide in protecting residents and property of the City of Burnside.

3. That Council, in recognition of this role and its place in the community and State, confirm support for continuation of service provision through committing funding not in excess of $50,000 of the total value of the site works proposal.

4. That this amount is subject to the Burnside Country Fire Service committing funding for the supply and installation of a suitably sized and designed shed that will house a 34P appliance, noting this amount ($50,000) has already been accommodated and accounted for renewal or replacements works to the existing fire station building

under the Community Buildings Program as part of the draft 2019/20 Annual Business Plan and Budget.

5. That Council note the new shed building will be subject to and assessed against all necessary community consultation and requirements under the Development Act 1993, and in recognition of its location within a residential area, that the new shed building and its surrounds be replanted with improved general plantings and replacement trees.

6. That the Chief Executive Officer be authorised to negotiate a new lease with the Minister for Police, Emergency Services and Correctional Services over the proposed shed building on 528 Glynburn Road, Burnside, subject to the same terms and conditions in place over the existing fire station building.

2. That Council undertakes a secret ballot process, if required, as identified in Attachment B of this Report, to determine the Elected Member to be appointed to positions of Member and Deputy Member of the ERA Water Board.

Moved Councillor Henschke, Seconded Councillor Turnbull LOST Councillor Piggott made an objection to words being used by Councillor Henschke during the course of debate and advised that in his view the words were a misrepresentation of what was earlier stated. The Mayor, as Presiding Member, through a Point of Order, requested Councillor Henschke to withdraw her earlier comments. Councillor Henschke obliged and withdraw her earlier statement. Appointment of City of Burnside Board Member to the ERA Water Board (13.1) Following the resolution of the meeting held on 14 May 2019, the Mayor will seek nominations to determine the Elected Member/s to be appointed to positions of Member and Deputy Member of the ERA Water Board. The Report contained within the Agenda of 14 May 2019 has reference to this item. Councillor Davey nominated Councillor Hughes who accepted. Councillor Davis nominated Councillor Piggott who accepted. A secret ballot was undertaken in accordance with the provisions outlined in the original report and Council’s adopted practice. The ballot was counted by the CEO with Councillor Hughes being selected given she held the majority of votes (first past the post). 4

Motion C12090 Councillor Hughes and Councillor Piggott left the Chamber and were not present for the vote on this item. 1. That Cr Hughes be appointed as member of the ERA Water for a two year period,

which will commence from 29 June 2019.

2. That Cr Piggott be appointed as a Deputy Board Member for a two year period.

3. That Council write to Mr Vogt to express its thanks for his service and his contribution while on the ERA Water Board for the past two years.

The Division resulted in the Motion being CARRIED Councillor Hughes and Piggott returned to the Chamber and resumed their seats following the vote at 8.06pm. Questions without Notice Councillor Henschke asked: “Can the Council staff please report and advise on any intentions to undertake a wide-area traffic management review for those local government roads bound by Greenhill, Kensington, Portrush and Fullarton Roads. The question is being asked because I have received a copy of a petition to be provided to Council. I had a meeting with residents and have been informed they are opposed to Council’s current intentions for Traffic Calming infrastructure in Grandview Grove. I have been advised that the residents will be formally requesting from Council a more complete, thorough analysis and complete consultation during any further research and analysis prior to any concept being determined.” The General Manager Corporate and Development answered the question and a summary of the response is below. Over the last few the residents of Grandview Grove have previously raised safety and amenity issues with Council in relation to the speed and volume of cut-through traffic. To explore solutions to this issue, Council sought community input on improving the safety of Grandview Grove in December 2018. Council sought information on:

• How the current issues affect residents. • Any remedies that residents would find acceptable. Four options were proposed: • Driveway Link • Angled Slow Points • Pavement Bar Median(s) • Road Humps. The engagement was sent to 80 resident and non-resident ratepayers, 43 responses, 36 in favour of progressing, 7 against. 84 per cent were in favour of Council undertaking traffic calming measures along the street with the majority of support being for either Angled Slow Points or a Driveway Link to be installed. During the second stage of engagement that closed last Friday (24 May), 38 responses received, 34 against, 3 in favour, 1 x other. The associated engagement report was only finalised yesterday (27 May 2019) and indicates that as a result of the second round of engagement, we will not proceed further other than to advise residents of the outcome including response to the common comments/suggestions etc received. As such there is no ‘intention’ to install traffic calming infrastructure particularly as the 85th percentile speed is 46 km/h, so there are no issues there. With regards to undertaking a wider area traffic study, there are currently no plans and we would question the cost/benefit potential. If there was a push for a broader traffic study we believe we would need to consider outsourcing it to a consultancy due to the required resources and traffic modelling required. This would potentially be an expensive undertaking. Consideration also needs to be given to the potential impact on the area from both the Glenside and Burnside Village developments i.e. there would be limited benefit of a study until these developments are completed and traffic patterns stabilise. celebrate South Australia’s History Festival Councillor Davey attended the mandatory EM Legal Training on 9 May and the CFS site visit; attended the Wheel Park Information session on 11 May; attended meetings with staff and several constituents during the last two weeks; the Elected Member workshop on the Verge Service Level Review on 16 May; the Skate park proposal community information Day at Mellor Reserve Beulah Park on 18 May; the National Volunteers Week celebration for recognition of Burnside Volunteers at the Regal Theatre on 21 May; the EM Introduction to Development Training session on 21 May; the EM Tour of Civic Centre on 23 May; and the skate park proposal information Day at Kensington Gardens Res on 25 May. Councillor Piggott attended the East Waste Audit and Risk Management Committee meeting on 16 April; laid wreaths on behalf of the residents of the City of Burnside at the Gums, Tranmere and the War Memorial, Magill with Councillor Davis on 25 April. In addition attended the informal gathering to meet with Deputy Premier Vickie Chapman MP on 30 April; attended an East Waste Board meeting on 2 May; attended the training workshop for Elected Members on 9 May; attended the two consultations so far in respect to the wheel park at J.B Ware Reserve (4 May) and Penfold Park (11 May) and a public meeting of concerned neighbours to Penfold Park (with Councillor Davis) on 11 May.
