• Institutional, policy and legal scan (environmental scan)

• Revision of previous research on violence in the country

• Revision of available administrative and (if it exists) survey data

• Budget analysis• Field work

• Gaps in legislation and policy, in particular services

• Money allocated to existing services• Sources of funding for existing services• Situation of referrals and protocols in the system• Situation of adequacy of existing resources

• Identify budgetary efforts (by government and other actors) to implement services to victims and survivors

• Identify real and “theoretical” itineraries of victims

• Identify gaps in adequate resources to implement services

• To inform the next round of consultations for the National Plan
