EXECUTIVE SUMMARY

This report has been prepared as supplementary report to the ‘Murdoch’s Road Drain – Preliminary Investigation of Drainage Outlets’ report prepared by Cardno for Bundaberg Regional Council. The purpose of this report is to provide a cost benefit analysis for the proposed drainage treatment options.

Of the 10 possible drainage options covered in the report, the four most suitable options were chosen to have the costs analysed. The four options had preliminary design plans created (appendix A) and costings were completed from these plans.

Below is a table of the cost estimate comparisons for the four options. A detailed breakdown of these preliminary cost estimates are shown in Appendix B.

After conducting preliminary cost estimates on the four treatment options mentioned above the results varied from $148,315 to $1,054,635

The preliminary cost estimates further support the conclusions from the main drainage report that treatment options C4 and C6 are the lower cost options of the options investigated.

Of these two options C6 is the lowest cost and as detailed in the drainage report provides a faster reduction of water levels between Palm View Drive and Woodlands Lane.

1 INTRODUCTION

Bundaberg Regional Council engaged Cardno to undertake an analysis of the Murdoch’s Road drain located at Moore Park. The drain is located within the residential area of the Moore Park township with is located within the Bundaberg Regional Council local government boundary. As part of the drainage analysis a number of improvement options were investigated. A full description of the options investigated and results are detailed in the Cardno Report ‘Preliminary Investigation of Drainage Outlets’.

The purpose of this supplementary report is to provide a cost benefit analysis of a number of options investigated in the main investigation report. After consultation with Bundaberg Regional Council it was decided that the following options were to be investigated as part of the cost benefit analysis:

Driveway

There are driveways that need upgrading along the drainage path upstream of Moore Park Road. These driveways are shown in Fig 1, 1.1 and 1.2. These driveways although described separately actually form part of the cost estimate of the other options.

Option A2

Open channel or piped drainage system (or contribution of both) between the area upstream of Moore Park Road and the Ocean. Figure 2 of Appendix A shows the preliminary design for option A2. The option has been costed using allowing for an open channel from the Maultby Street road reserve to the drainage outlet. This section of open channel is approximately 200m.

Option B2

Open channel or piped drainage system (or contribution of both) between the area upstream of the tidal bund and the Ocean. Figure 3 of Appendix A shows the preliminary design for option B2. This option has been costed using an open channel section between approximate chainages 200 and 300.

Option C4

Upgrade the culvert at the tidal bund to 4/ 900mm pipes. In addition to the culvert upgrade this option also includes de-Silting, vegetation removal and regrade of drain downstream of Tidal Bund as well as the excavation of the drain downstream of the tidal bund to uniform level of -1.0m AHD. Also included in this option is the upgrading a number of driveways that are located along the drainage path. Figure 4 of Appendix A shows the preliminary design for option C4.

Option C6

Remove the tidal bund altogether, and install flap-gates on the downstream side of the existing 4/900mm pipes at Moore Park Road. Figure 5 of Appendix A shows the preliminary design for option C6.

2 PRELIMINARY COST ESTIMATES

A preliminary cost estimate has been undertaken on the all of the options listed above. The preliminary designs that are being costed are based on the parameters utilised in the modelling of the drainage options. A detailed cost breakdown of each option is included in Appendix B.

The preliminary cost estimates have made allowance for treatment of acid sulphate soils (ASS). The determination on Acid Sulphate Soil quantities are based on Preliminary Acid Sulphate Soil investigations undertaken by Cardno Bowler. It should be noted that the testing regime used in this preliminary investigation has identified that Option A2 and B2 don’t contain treatable levels of ASS and as such they have been costed accordingly. However it should be noted during a detailed design a more stringent ASS testing regime will be required for DERM approval. This additional testing may indentify treatable areas of ASS. Option C4 has been based on the ASS levels identified in the preliminary ASS investigation. Option C6 requires minimal excavation (100m3) and therefore no ASS treatment has been allowed for.

No allowance has been made in this estimate of cost for the any Local, State or Federal Government Application Fees or Charges. No allowance has been made for any reporting or ongoing negotiation for any environmental issues relating to construction in a tidal waterway.

3 CONCLUSIONS

After conducting a preliminary costing estimate on the proposed drainage options the following costs were established:
