    STATEMENT BY THE COALITION OF LIBERATION MOVEMENTSIN THE SOUTHERN CAMEROONS ON THE OCCASION OF THE

    CELEBRATION OF UNITED NATIONS DAY, MONDAY 24THOCTOBER 2005.

    Peoples of the Southern Cameroons-on-Ambas!

    WHY WE ARE CELEBRATING UNITED NATIONS DAY.

    A number of truths about which we have been speculating over the past 20 yearshave since March 2003 been brought into very sharp focus. We speculated on thenon-implementation of UN Resolution 1608 (XV), paragraph 5, of the 994thPlenary Session of the United Nations General Assembly (UNGA) of 21 April 1961on the Future of the United Nations Trust Territory of the Southern CameroonsUnder United Kingdom Administration. The Resolution reads:

    Invites the Administering Authority, the Government of theSouthern Cameroons and La Republique du Cameroun toimmediately engage in talks in view of taking, before 1 October1961, necessary measures for the implementation of policies agreed

    on and declared by the parties concerned.

    The SCNC Delegation to the United Nations Headquarters in New York in June1995, in its Petition, made the argument that because of the non-implementationof that UN Resolution, the Southern Cameroons became independent as of IstOctober 1961. Our argument had no bearing in international law.

    6. The UN Flag should have been flying on the Territory to prepare it for full Self-Determination and Independence since 1 October 1961.

    7. UN values (Respect for Human Rights, the Rule of Law, Democracy, GoodGovernance, Justice, Equality, Liberty and other basic Freedoms) should berespected on the Territory of the Southern Cameroons.

    B. Our Way Forward Today:

    a) The quest for Self-determination and Independence of the peoples and Territoryof the Southern Cameroons is an incontrovertible, compelling and a burning issue.The UN should ensure that Self-determination and Independence of the Peoplesand Territory of the Southern Cameroons is Rectified and Regularised inaccordance with Article 76, paragraph b, of the Charter of the United Nations.

    b) The present on-going Nigeria/La Republique du Cameroun Mixed Commissionon their border problems provides an opportunity for the Southern Cameroonsindependence issue to be raised and regularized. Why? Because since UNResolution 1608 (XV), paragraph 5, of 21 April 1961, was not implementedaccording to international law, La Republique du Cameroun had, and has, no legalright to claim Sovereignty over the Bakassi Peninsula of the Southern Cameroons.This is in accordance with Article 102 (2) of the Charter of the United Nationswhich states:

    No party to any such Treaty or International Agreement which has not beenregistered in accordance with the provisions of paragraph 1 of this Article mayinvoke that treaty or agreement before any organ of the United Nations.

    c) La Republique du Cameroun should, therefore, withdraw its illegal andillegitimate administration from the Southern Cameroons Territory immediately

    and progressively. It should also encourage the peoples of the Southern Cameroonsto continue to work for their sovereign self-determination and independencethrough the United Nations Organisation to ensure international peace andsecurity.

    d) Exiled Southern Cameroons citizens should be called back home.

    e) All SCNC prisoners too should be released.

    f) And damages be paid to the families. of those who have died as a result of humanrights abuses.

    h) This means that a UN Transitional Administration should takeover the Territoryof the Southern Cameroons to ensure that the peoples of the Southern Cameroonsprepare themselves for their Independence and Future Government andAdministration of their Territory. The presence of the UN Administration on theTerritory of the Southern Cameroons will not only ensure international peace andsecurity in the Southern Cameroons, but will also reduce the unnecessary tensionsnow existing between the peoples of the Southern Cameroons and La Republiquedu Cameroun.

    i) Legitimacy and legality of Southern Cameroons independence will be endorsed.

    j) East Timor became independent recently in May 2000.

    k) A war is not necessary.

    C. ACTION.

    a) The UN Secretary General, His Excellency KOFI ATAH ANNAN, has alreadybeen seized of this situation through the United Nations network, to make use ofhis good offices- drawing upon his stature and impartiality - in the interests ofpreventive diplomacy - to bring to the attention of the Security Council and theUnited Nations General Assembly:

    1. The non-implementation of UN Resolution 1608 (XV), paragraph 5, of 21 April1961, on the Future of the Southern Cameroons.

    2. The urgent Rectification and Regularisation of the Self-determination andIndependence of the Territory of the Southern Cameroons in application of UNOResolution 1514 (XV) of 14 December 1960 Declaration on the Granting ofIndependence to Colonial Countries and Peoples.

    3. The Admission of the Southern Cameroons State after independence to theUnited Nations Organisation as a full Member in application of Article 4 of theCharter of the United Nations.

    4. Just as UN Resolution 1349 (XIII), paragraphs 1, 2, and 3 of 13 March 1959 gaveindependence to the State of La Republique du Cameroun on 1 January 1960 andan Assembly elections were conducted and it (Resolution) recommended that LaRepublique du Cameroun be admitted as a member of the United NationsOrganisation in application of Article 4 of the Charter of the United Nations, so toothe peoples of the Southern Cameroons today want a UNO Resolution Granting

    them Independence and Admission as a Member to the United NationsOrganisation in application of Article 4 of the Charter of the United Nations.

    b) This Fresh Thrust has already been introduced into United Nations circuitthrough the United Nations University and UNESCO, as well as directly to the UNSecretary- General; and action has already been initiated at the level of the UnitedNations Secretariat.

    c) This Fresh Thrust requires that all our activities should be buttressed by thefollowing slogans:

    Because of the Non-Execution of UN Resolution 1608 (XV), para.5, of 21April 1961, on the Future of the Southern Cameroons Under United KingdomAdministration, the Southern Cameroons remains a UN Territory.

    No UNION TREATY was worked out between, and/or ratified by, SouthernCameroons and La Republique du Cameroun in 1961 as required by UNResolution 1608 (XV), paragraph 5, of 21 April 1961, of the 994th Plenary Sessionof the UN General Assembly.

    La Republique du Camerouns administration in the Southern Cameroonsis illegal and illegitimate.

    The continued presence of La Republique du Camerouns forces ofoccupation in the Territory is ANNEXATION, punishable in International Law.

    La Republique du Cameroun should withdraw its illegal and illegitimateadministration from the Territory of the Southern Cameroons immediately.

    The UN Secretary-General, the de facto Head of State of the SouthernCameroons UN Territory, should appoint an Administrator for the Territory withimmediate effect so as to encourage the peoples of the Territory to continue towork for their full Sovereign Self-Determination and Independence, and ensure

    international peace and security from marauding occupation forces.

    NO! To the continuing and progressive Human Rights Abuses in theSouthern Cameroons by La Republique du Camerouns forces of occupation andtheir proconsuls.

    NO! To the THEFT of Southern Cameroons Natural Resources by LaRepublique du Cameroun and France.

    * Exiled Southern Cameroons citizens should be recalled home.

    La Republique du Cameroun should immediately release All SouthernCameroons political prisoners in their maximum security prisons and/orconcentration camps.

    Henceforth, the SCNC shall hold its meetings under the protective cover ofthe UN Flag.

    East Timor, which was similarly annexed by Indonesia, becameindependent recently in May 2000.

    * War can be avoided.

    * The Bakassi Peninsula is Southern Cameroons territory.

    d) Registration with the United Nations High Commission for Refugees (UNHCR):We call on all SCNC organs and their affiliates in diaspora to organise theregistration of our compatriots as stateless persons with the UNHCR in the variouscountries where they may be exiled or seek asylum or refugee status and send theirregistration numbers to the SCNC Secretariat at home. In this way they will beprotected by the UNHCR and benefit from other advantages as citizens of the UN

    Territory of the Southern Cameroons.

    We also call on all SCNC organs and their affiliates at home and in diaspora to re-orientate their strategies in keeping with the guidelines outlined in this statement.In light of this, they should focus their strategies on the United Nations, itsprincipal organs such as UNESCO and the UN University and update the homesecretariat with these strategies.

    E) Finally, we call on NI JOHN FRU NDI AND THE SDF TO STOP DISTRACTINGAND DECEIVING OUR ALREADY PSYCHOLOGICALLY TRAUMATISEDPEOPLES OF THE SOUTHERN CAMEROONS WITH FALSE HOPES OF HIS

    EVER BECOMING PRESIDENT OF LA REPUBLIQUE DU CAMEROUN. THATSHALL NEVER HAPPEN; FOR THE SIMPLE REASON THAT THE SOUTHERNCAMEROONS AND LA REPUBLIQUE DU CAMEROUN ARE TWO SEPARATEAND DIFFERENT COUNTRIES. NI JOHN FRU NDI IS A BONA FIDE CITIZENOF THE SOUTHERN CAMEROONS AND SO CAN NEVER BE ACCEPTED ASPRESIDENT OF LA REPUBLIQUE DU CAMEROUN. PRESIDENT MITTERANDOF FRANCE TOLD HIM SO IN 1992, AND HIS FRANCOPHONE MEMBERS OFTHE OPPOSITION COALITION TOLD HIM IN SO MANY WORDS IN 2004.THAT IS WHY THEY CHOSE ADAMOU NDAM NJOYA AS THEIR PREFERREDUNIQUE CANDIDATE FOR THE 2004 PRESIDENTIAL ELECTIONS. NI JOHN

    FRU NDI MUST UNDERSTAND ONCE AND FOR ALL THAT HIS VICTORY WASNEVER STOLEN IN 1992; IT WAS NOT STOLEN IN 2004 AS HEERRONEOUSLY THINKS. NO COUNTRY WILL ACCEPT A STRANGER AS ITSPRESIDENT. LET NI JOHN FRU NDI SHORT-CIRCUIT THE STRUGGLE FORTHE FREEDOM OF THE PEOPLES OF THE SOUTHERN CAMEROONS BYORDERING THE SDF PARLIAMENTARIANS IN LA REPUBLIQUE DUCAMEROUNS PARLIAMENT TO MOVE OVER TO BUEA AND RE-ESTABLISHTHE SOUTHERN CAMEROONS HOUSE OF ASSEMBLY THERE AND THEBRUTAL ANNEXATION AND OUR SELF-IMPOSED SLAVERY WOULD

    END.

    Long Live the United Nations Organisation;

    Long Live International Cooperation;

    Long Live the Southern Cameroons-on-Ambas.
