UPR III
The Universal Periodic Review [UPR] is a
process of the United Nations Human Rights
Council (UNHCR) which involves a review of
the human rights record of 193 UN Member
States once every five years. The review is
conducted by the UPR Working Group.
During this period, the UN member states
have their human rights standards scrutinised
thoroughly through a peer-to-peer human
rights monitoring mechanism. The UPR is a
unique process as it makes civil society an
equal stakeholder in discussing the human
rights situation in a country along with the
government and national human rights
institutions.
PAJHRA in collaboration with Tezpur Law
College and Nazdeek organised a live
telecast of India’s report presentation at the
Universal Periodic Review (UPR lll). In
Assam PAJHRA was one of the two
organisations which organised a live telecast
of this event. Shri Mukul Rohatgi, the
Attorney General of India presented India’s
report at the UN during the 27th session of
the UPR in Geneva.

participated in a short discussion presided
over by Dr Bhaskar Kumar Chakravarty,
Professor and HoD of Law Department of
Tezpur University.
Report presented at UN differed from ground reality.
There is no strict monitoring mechanism on different
schemes the government is implementing.
Human rights situation in India is bad. Little action is taken
against the rights violators.
India should give the actual picture of human rights
situation in the country at the UN and follow the
recommendations given by the member countries and the
civil society.

Awareness programme at Adabari and Khelmati T.Es
Tezpur Law College [TLC] collaborated with
PAJHRA and organised an awareness programme
on Right to Education [RTE] Act on 21 March 2017 at
Adabarie and Khelmati TEs in Sonitpur district.
Professors of TLC including its Principal Dr. Bhuban
Chandra Barooah, Prof. Mridula were present in the
programme. Stephen Ekka, the director of PAJHRA
too was also present. 50 children and workers of the
tea gardens attended the programme. During their
interaction with the parents and children, the
professors dealt on the issues of the tea garden
workers and expressed the need for parental
guidance for education of their children. They also
spoke on the importance and multi dimensional
benefit of education.
ACRN meeting: at UNICEF office,Guwahati
Stephen Ekka represented PAJHRA in the
Adolescent and Child Rights Network, Assam
[ACRNA] planning meeting held at UNICEF
office, Guwahati on 31 May 2017. The ACRNA
members worked on the broacher, discussed on
the future activities of the network and inclusion
of membership.
Meeting with youths and Fellows
The youth coordinator held separate meetings with the
youths and fellows of five districts of Dibrugarh
(Khoomtie), Golaghat (Rangajan), Sonitpur (Borjuli) and
Nagoan (Salana) from May to July 2017. The purpose
of the visit and the meetings was to know and take
actions on the status of the vocations which the dropout
youths have selected, understand issues which have
prevented the youths from participating in their
vocations and further plan with them for achieving the
targets within the set time frame.

On 29th July, the Executive members of PAJHRA
had attendant the meeting. All together 8 members

organizational matters.

The second phase of effective monitoring workshop was
held from 27th to 30th June 2017 at Jesuit Bhawan,
Tezpur. The project coordinators and the team of
Misereor project participated in the training. The focus of
the training was collection of data from the field, data
entry and analysis. Field visits were made to collect the
relevant data from the stakeholders of the project.
The training was given by Association for Stimulating
Know-how (ASK).
Flood ResponseThe floods in Assam in 2017 affected almost all the
districts. PAJHRA responded to the situation by
providing relief materials to the affected families
in two revenue circles of Chariduar and Naduar in
Balipara block of Sonitpur district. The first phase of
the flood response began on 14th July. The support
for the flood response came from Start Fund through
Save the Children.600 households were targeted in
15 villages of the two revenue circles.
In the first phase,relief materials were distributed in
four villages of Tubukijar, Pakbil, Sarupatgaon and
Dighali under Chariduar revenue circle.

Unit Committee formation
A unit committee of the women’s forum was
formed at Kakoyal village in Lakhimpur district on
4th June 2017. District committee members and
the Asst. Women Coordinator were present
during the formation. 45 women participated in
the meeting.
Anti child labour day
Around 300 men, women and especially children
participated in the rally against child trafficking and
child labour in observance of Anti child labour
day.The procession took place at Dhekiajuli
town. Participants came from
Narayanpur,Dhekiajuli,Dibru Darrang,Dherai and
Thinkhuria tea estates and Dhekiajuli district.Street
play on child trafficking and child labour were also
displayed .

The project heads meeting and the quarterly
meeting of the staffs of PAJHRA was held on 10
June 2017 at ACRTC, Dhekiajuli. All the staffs
were present for the meeting. They discussed on
the status of their different project activities, shared
the successes and challenges and the new
learnings during the past months. Discussions
were also done on how different projects could
help each other in areas where two or more
projects are implemented. It was also an occasion
for the Misereor project to look at the
achievements of its Results which the team did.
At the end of the meeting, each project team
reworked and finalised their activities for next three
months.

Girl Child Day March
In recognition of Girl child day, a march was carried
out in Narayanpur tea estate in Sonitpur District to
stop the rising issue of child trafficking and child
labour.Women and children alike participated in the
programme.

From 24th to 27th July, Save the Children in
collaboration with PAJHRA and PAD (People's
Action For Development)organized a Life Skill
development programme for the adolescents at
Gana Chetna Samaj . They were given orientation
on future carriers and how one should choose their
carrier options.
