Introduction

They are slow to learn, aren’t they? For the last four years, we at the Global Warming PolicyForum have pointed out that every time the UNFCCC meets at its end-of-year Conferenceof the Parties (usually referred to as a ‘COP’), allegedly to try to solve the problem of climatechange, the antics of the delegates and the thousands of hangers-on from green NGOs fol-low a familiar pattern.

You can predict, for example, that at the start of December you will hear about the greathopes of all assembled. There will be dark warnings about ‘last chances’ at around the sametime. Celebs will pop up to lend their support.

And so on. As our helpful record of the climate COPs shows, the whole shebang hasturned into a meaningless ritual, a comfortable and familiar liturgy that makes everyoneinvolved feel good about themselves, but in which nobody really has the slightest faith.
