PROPOSED CANON 12- INVESTMENTSSection1.Congregationsthathavefinancialassetsinexcessofoneyear’sNormalOperatingIncome,asdefinedintheirannualparochialreport,shallinvestsuchexcessfundswiththeBoardoftheCorpo-rationoftheDioceseofGeorgiawheretheywillbepooledwithotherfundsmanagedbytheBoardandearnaproportionateshareofnetreturnsonthepooledinvestments.

Section2.Tothisend,CongregationswillestablishoneormoreaccountswiththeBoardwhichshallbethesubjectofanAccountAgreement,agreeduponbytheCongregation,theBoardoftheCorporation,andtheBishop,thatidentifiestherestrictions,ifany,onthefundsinvested.TheBoardshallmaintainseparaterecordsforeachsuchaccountandshallrespectanyrestrictionsinmakingdistributionsofaccountincomeorprincipal.

Section3.UponrequestoftheBoard,investedfundsshallbeavailabletothecongregationsubjecttotherestrictions,ifany,specifiedintheAccountAgreement.

Section4.CongregationsmaybegrantedawaiverfromcompliancewiththisCanonbyrequestingonefromtheFinanceCommitteeoftheDiocese.Allwaiversgrantedshallremainineffectforaperiodofthreeyears,subjecttoautomaticextensionsinthree(3)yearincrements,providedthattheCongrega-tionfurnishestheFinanceCommitteewithwrittencertificationthattherequiredinvestmentpoliciesandcriteriaenumeratedbelowremaininplaceandineffect,withnomaterialchanges,andthatthesameshallremaininplaceandineffect,withnomaterialchanges,fortheensuingthree(3)years.WaiversshallbegrantediftheCongregationcandemonstratetotheFinanceCommitteeoftheDiocesethatithasprocessesandpoliciesinplacethatareacceptedasaprudentapproachtoinvesting,manag-ing, and monitoring their investment funds, namely:

a. All investment accounts are in the name of the Church only with no individual names listed on the account,exceptwhenanaccountisinthenameofdulyappointedtrustees,subjecttoalegallybind-ing trust instrument;

b.TheVestryhascompletecontroloverallinvestmentaccountsandreceivesreports(atleastquarter-ly)oneachaccountataregularlycalledVestrymeeting,exceptinthecaseofinvestmentaccountsoflegally-establishedformaltrustswherethedulyappointedtrusteeshavecompletecontroloverthesetrust accounts;

c.TheVestryhasaGiftAcceptancePolicyinplacethatstateswhichassetscanbeacceptedandwhichcannot;

d. The Vestry has an Endowment Resolution for each of the church’s endowed funds that states clearly thepurposeofeachfund,anyrestrictionsorlimitations,andhowthefundservesthechurch’smis-sion;

e.TheVestryhasanInvestmentPolicyStatementdescribingitsgeneralinvestmentgoals,parametersof asset allocation, and risk tolerance;

f.TheVestryhasaSpendingRatePolicythatclearlystatestheformulathatdetermineshowthefundsavailablefordistributionwillbecalculatedandhowtheywillbespent;

g.TheVestryprovidestheFinanceCommitteetheirInvestmentPerformanceStatementsfromthepre-vious three years.

Section5.ThiscanondoesnotapplyinthecaseofinvestmentaccountswheretheCongregationisthebeneficiaryofalready-existing,legally-establishedoutsidetrusts.Congregationsareforbiddenfromestablishingoutsidetrustswithexistingparishfundsorwithfundsgivendirectlytoacongregation.

RESOLUTION: A SPECIAL THREE-YEAR ASSESSMENT WHEREAS,aSpecialSessionoftheDioceseofGeorgia’s1958ConventionmeetingatSt.Paul’sAugustaapprovedaresolutionfor“a100%increaseofthe1959DiocesanAssessmentforeachyearforthenextfiveyearsforthepurposeofconstructingaCampConferenceCenteroftheDiocese”(inordertobuildthechapel,dorms,andfirstlodgebuildingatHoneyCreek);and,

WHEREAS,theEpiscopalCampandConferenceCenter,knownasHoneyCreek,operatesasacostcenterwithintheEpiscopalDioceseofGeorgia,meaningthatHoneyCreek’sdebtistheDiocese’sdebt;and,

WHEREAS,theDioceseissued,in2011,$1.2millioninnon-SEC-registered,non-securedbondshavinga10-yearmaturityandaperannumreturnof5%fortheprimarypurposeoffinancingtheexistingdebtoftheDioceseassociatedwiththeoperationofHoneyCreek;and,

WHEREAS,thecurrentbonddebtoftheDioceseis$1million;and,

WHEREAS,HoneyCreekhasoperatedintheblacksince2011,notaccruingfurtherdebt;and,

WHEREAS,theDiocesehasbegunandwillcontinuetofurtherreducethebonddebtthroughbond-holderforgiveness,largegifts,andspecialofferingsatdiocesanevents;and,

THEREFORE,BEITRESOLVEDthis197thConventionoftheEpiscopalDioceseofGeorgiaapprovesanadditionalassessmentforeachcongregationbeyondthetithe(CanonI.19)intheamountof2%foratotalassessmentof12%forthefiscalyearsof2020,2021,and2022toretirethisDiocesandebt;and,

BEITFURTHERRESOLVEDtheDiocesanCouncilwillmonitorprogresstowardthisdebtretirementandwillhavetheauthorityatitsSeptembermeetingeachyeartolower(butnottoincrease)the12%assessmentduringtheyears2021and2022iftheothereffortsreferencedaboveexceedprojectedex-pectations;and,

BEITFURTHERRESOLVEDintheyear2023,ifnotsooner,theDiocesanAssessmentwillreturntothecanonicaltithe(10%).

PROPOSED RESOLUTIONS AND NOMINEES

DIOCESAN ELECTIONSNominationsforallofficesremainopenuntilnominationscloseonthefloorofconvention.

CHURCH DISCIPLINARY BOARD Previously known as “The Ecclesiastical Trial Court,”theDisciplinaryBoardoftheDioceseofGeorgia is vested with jurisdiction to hear and de-termineallproceedingsinwhichapriestordea-con has been charged with one or more offense specifiedinthecanonsoftheEpiscopalChurch.Itmeetsonlywhennecessary.2laypersonsand3 clergy for a term of three years through Conven-tion 2020.

Elect two lay persons and three deacons or priests

SAM COLVILLE Iamaretiredlawyer.Ibelievemyprofessionaltrainingandexperiencewillenablemetofairlyand objectively assess matters that may come beforetheDioceseDisciplinaryBoard.

I became a member of the EpiscopalChurchonMay2,2012. I began attending King of Peace shortly after moving to St. Marys in October 2009. Prior to that, I was a member of Trinity Lutheran Church, Mission, Kansas, for almost 40 years.

WhileamemberofKingofPeace, I have served on its

Vestryandfinancecommittee.IamaLayEucha-ristic Minister. In the Diocese, I currently serve as alaypersononitsDisciplinaryBoard.

In St. Marys, I have been elected to and served on itsCityCouncil.IcurrentlyserveonitsDevelop-ment Authority.

I am an attorney in Statesboro whohaspracticedforsixteenyears. I have been a member of Trinity for about that long. My husbandisaprofessoratGeor-giaSouthern.Wehavetwoboysages 8 and 13. I enjoy cooking, bicycling, kayaking, and read-ing.

My husband and I are the lead-ers of our church’s Moveable

Feast ministry. I have served on Vestry and cur-rentlyserveontheBishop’sCanonsandConstitu-tion Committee.

Iamapastpresidentoftheboardofdirectorsforthe Averitt Center for the Arts and serve on the boardsofKeepBullochBeautifulandtheGeorgiaSouthern University Libraries Friends boards. I havebeeninvolvedincommunitydevelopmentwiththeStatesboroBlueMilegroup.

THE REV. LEE LOWERY I’ve always been willing tohelpinanywayIcan.I’veworkedtohelprestartandplantparishes.I’veserved as the chair for several diocesan commit-tees including the Com-mittee for Ministry and Diocesan Council as well as Congregational Devel-opmentindifferentdioceses as well as the

Dean of the Albany Convocation here in the Diocese of Georgia.

BOARD OF THE CORPORATION TheBoardofOfficersischargedwiththeover-sight of the investments and disbursements of those funds entrusted to it through wills, deeds, and other trust instruments. The board meets quarterly.Thepersonelectedatthe2018DiocesanConvention will serve through Convention 2025. Elect one layperson No one is yet nominated for the Board of the Corporation.

DIOCESAN COUNCILCouncil’sresponsibilitiesaretocarryoutthepol-icies,programsanddirectionsofConvention;todeal with contingencies as they arise; and to as-sisttheBishopindevelopingtheministryoftheDiocese. It carries out the duties of Convention between Conventions. Council generally meets in February,May,andSeptemberinvariouspartsoftheDiocese.Thepersonelectedatthe2018Dioc-esan Convention will serve through Convention 2021.

I am honored to be nomi-nated to serve as a Sewanee Trustee for another term. In thepastthreeyearsasaSewanee Trustee for the Diocese, I was honored to serveontheSpecialGrowthandDevelopmentCommit-tee of the University where we discussed the master-

planforfuturegrowthanddevelopment.Thisisan exciting time for Sewanee and I would very muchliketobepartofthenextphaseofdiscus-sionsandplanningforthenextthreeyears.Igraduated from the University of the South School of Theology with a Master of Arts in Theol-ogy in 2011. I was also awarded the School of Theology Award for Community Service. Sewanee hasaveryspecialplaceinmyheartbecauseitiswheremyhusband,theReverendAlCrumptonand I not only did our full-time graduate studies, we were also actively involved in both the college and seminary communities. I was actively in-volvedonthespousesoftheseminarycommitteeandworkedpart-timeatthedepartmentofAca-demicTechnologyServicesthatprovidestechno-logical services to the students, faculty, and staff of the University. I also worked with the Associ-ate Dean of Student Affairs at the university as a co-trainer in Training for Intervention Procedures orTIPSinalcoholresponsibilityforcollegestu-dents.MyconnectiontoSewaneerunsdeeponmanylevelsthroughthevariousrelationshipsandexperiencesIhaveformedwhileinresiden-tial seminary. My voluntary involvement at the church level var-ies.DuringmytimeatCalvaryEpiscopalChurch,IattendedCursillo#113in2008.WhileatSt.Mark’sEpiscopalChurchfrom2011to2012,IchairedtheBoardofAdvisorsoftheHelloGoodbuythriftstore. Together with my fellow board advisors, staff and volunteers, we designed a volunteer and grantprogramthatbenefitsthecommunityandnonprofitgroupsinGlynnandthesurroundingcounties as well as ensured a smooth relocation ofthestoretoitspresentlocation.Inaddition,Iwas also the mission coordinator for St. Mark’s firstmissiontriptoLima,PeruwherewehelpedanAnglicanparishbuildacommunitychurchinanimpoverishedareaoutsideofLima.From2013toSeptember2018,myinvolvementatKingofPeaceEpiscopalChurchincludedbeingareader,greeter, organizing fundraisers, assisting with eventreceptionsandproducingmarketingandpromotionalmaterialsforthechurch.Ialsoco-fa-cilitated C. WhenwemovedtoAmericusthenextyear,wetransferred our letters to Calvary. Since that time we have both served on the vestry, and I current-ly serve as a lector and Lay Eucharist Minister. I have also been actively involved in Calvary and localhistoricpreservationeffortstopreventapotentialexpansionofarailroadbridgeadjacentto our church.

Our one year old son, George, became the youngest memberofCalvarywhenhewasbaptizedinDe-cember 2017. George is also the youngest member oftheLadies’BookClub.Calvaryanditsmembersholdadearplaceinmyfamily’slife,andwelookforward to raising our son in the church among its dear members. I also look forward to raising my son to love the University of the South and as itstrustee,Ihopetoensurethathewillonedayreceive the same wonderful education that I did.

BOARD OF THE CORPORATIONThefundsinvestedintheBoardoftheCorporationare managed through U.S. Trust. Members of the BoardoftheCorporation,electedbytheDiocesanConvention,annuallyreviewtheportfolioposi-tionandperformancetosetaspendingratethatsupportspreservationoflongtermassetswhileencouraging the use of fund income and growth for mission and ministry.

2017 was a strong year with less volatility in equitiesaftera24monthstretchofvolatilityinthemarkets.Theportfolioclosedwithatotalvaluationof$10,406,171asofDecember31st,2017reflectinggrowthandincomeof17.9%.Afterareviewofthe2017resultsandprojectedperfor-mance for 2018, the board voted unanimously to maintainthe4%spendratefor2018.Three new funds were established in 2017. COMMISSION ON MINISTRYIndiscerningacalltoholyorders,aspirantsfirstmeetwiththeirpriestandthebishopandthenwith a Convocational Discernment Committee (CDC).AsbaptizedChristians,weknowthatallas-pirantshaveacalltoserveGod,aswealldo.Thetask of discernment is to listen for signs that God iscallingthepersontoordainedministryintheEpiscopalChurch.WithafavorablereportfromtheCDC,aspirantsmeetwithboththeCommis-siononMinistry(CoM)andtheStandingCommit-tee. Canons charge the Commission with advising theBishopinthefirststepstowardordination,ofpostulancyandcandidacy.Postulancyisatimeof initial training and formation. Halfway through one’sstudiestobecomeadeaconorpriest,thepostulantreturnstotheCommissionforacheckin and a vote, which moves the Postulant to a Candidateforholyorders.OrdinationapprovalisrequiredfromtheStandingCommittee.TheCommissioniscomprisedofbothaninter-viewcommitteeandexaminingchaplains,whoreadtheGeneralOrdinationExamination(GOE)answersofpersonsstudyingforthepriesthoodtodetermineifheorsheisproficientinHolyScrip-ture, Christians Ethics, and the other areas ca-nonicallyrequiredforordination.Inthisrole,theCommissionworkswiththebishopinoverseeingclergy formation for ministry through either the bi-vocational or residential seminary track for thosewhowillbeordainedpriests.TheCommis-sionisworkingwiththedeaconsonimprovingthe formation for the diaconate.

February 24, 2018: The Commission added a meet-inginFebruaryatHoneyCreektoreflectontheoverallordinationprocess.Thedayprovidedtimefor a more thorough review of the discernment process,includingtheConvocationalDiscernmentCommittees,theDeacons’School,theBi-Vocation-

al Track, as well as the ongoing use of three-year residentialseminaryprograms.

March 23-24, 2018: TheExaminingChaplainsmetfirsttocompleteitsworkonevaluatingtheGener-alOrdinationexaminations.TheChaplainsofferedtheirreporttotheStandingCommitteetoinformthatgroup’sworkwiththecandidatesforthepriesthood.TheCommissionmetatGrace,Way-cross,meetingwiththreepersons.TheCommis-sionapprovedRanieNeislerandSusanGageforpostulancyforordinationtothepriesthood.Bothwill study full-time in seminary. The Commission spenttheseconddayofthemeetingworkingonfurther organizing its work, including assigning shepherdstoeachpersonintheordinationpro-cess.

October 5-6, 2018: The Commission met at St. Mi-chael and All Angels, Savannah, meeting with six persons.TheCommissionapprovedKyleCarswell,DadeBrantley,GabrielLawrence,andKevinVe-itingerforpostlancytothepriesthood.TheCom-mission also recommended Samantha McKean andBradleyVarnelltotheStandingCommitteeforCandidacy,verifyingtheyhadmettherequire-ments. CONVENTION REPORTSarrived in San Pedro de Macorís on January 20 to conductaclinictoexamineeyesightanddispenseeyeglasses and sunglasses as needed at the Do-minicanEpiscopalhealthfacilitylocatednexttoSt.Stephen’sEpiscopalChurch(IglesiaEpiscopalSanEsteban),andthesecondgroupof7surgicalteammissionersarrivedonJanuary25toperformcataractsurgeriesintheElBuenSamaritanoHos-pitalinthecityofLaRomana.Thiswasthefirsttime that this team has offered cataract surgery aswellaseyeexamsandeyeglasses.Theopticalclinicteamadmitted934patientsanddispensed304pairsofprescriptionglasses,529pairsofreadingglasses,and315pairsofsunglasses.Anadditional61pairsofprescriptioneyeglassesweremadeintheUnitedStatesandshippedbacktopatients.Thedoctorsontheteamreferred95pa-tientsforsurgicalfollow-upforconditionssuchascataracts, glaucoma, and diabetic retina disorders. Thesurgicalteamcompleted70cataractproce-duresinLaRomana.AfundraisingcampaignisnowunderwayatSt.Peter’stoequipalocationinSanPedrodeMacorísforcataractsurgicalproce-dures in 2019.

St. Anne’s TiftonFebruary 25-March 3, 2018Four missioners from St. Anne’s worked alongside membersoftheEpiscopalcongregationinthevillageofLasCarrerasonfinishingdetailsforthechurch,bringingtoacloseaneight-yearproject.ThecompletionofIglesiaEpiscopalEspírituSanto(TheEpiscopalChurchoftheHolySpirit)meansthat the faithful members of the congregation whohavebeenworshipinginmembers’homesandbackyardsforthepastfourdecadeswillnowhave their own church building. The St. Anne’s missionersandthevillagerspaintedtheentireinterior and exterior of the building and cleaned upconstructionrubbleonthesite.AftertheSt.Anne’s missioners returned home, later in March amissionteamofcarpentersfromtheDioceseof the Central Gulf Coast arrived to install a set of pews,analtar,andotherfurnitureitemsthattheyhadmadeinaworkshopinSantoDomingo.InApril,anotherteaminstalledaChristusRexonthewall behind the altar. The consecration of the new building is scheduled for October 20, 2018, and a groupofveteranmissionersfromSt.Anne’sandrepresentativesoftheDominicanDevelopmentGroupwillbepresentinLasCarrerasfor that celebration.

Christ Church, ValdostaJune 23-30, 2018FourteenmissionersontheteamsponsoredbyChrist Church worked in the village of El Pedregal, the site of the Dominican diocese’s rural confer-encecenter.Themainprojectsduringthistripin-cludedrepairingandrepaintingawoodenschool-yardplaygroundstructurebuiltbythisteamin2014inpartnershipwithanotherteamfromtheDioceseofNebraska;teachingVacationBibleSchool for 40 children; teaching sewing classes foreightwomeninthevillage;paintingmuralsonthe wall of a kindergarten classroom in a building renovatedbythisteamin2016,againinpartner-shipwithaNebraskateam;teachingbraceletcraftsforagroupofteenagers;holdingtworabiesvaccination clinics, one in the village and anoth-er in the nearby city of Jarabacoa; and hosting a half-day“splashparty”forthevillagechildren.OnehighlightofthetripwastheparticipationofMary Jeannette Pringle de Quezada, the wife of thediocesanbishop,theRt.Rev.MoisésQueza-da Mota, as one of the team’s 14 missioners. Diocese of Georgia Youth June 23-30, 2018 Thirteen high school youth and three adults participatedinthelifeofthreeseparatecongrega-tions.ThegroupwashostedbythecongregationofSanJosé,locatedinBocaChica,andattendedworshipthereonSunday,June23.ThenfortherestoftheweektheyassistedwithVacationBibleSchool at Santo Tomás in Gautier in the morn-ings and at the new congregation of Monte de Sión in the afternoons. Parishioners from Santo TomásledthemorningVBSandparishionersfromthelargercongregationofSanJoséworkedwithparishionersfromMontedeSióntoleadtheafternoonprogram.Theyouthassistedwithcrafts,sangsongs,andplayedgameswithchildren.

CREATION CARE COMMISSIONThe Creation Care Commission is a diocesan-wide environmentalstewardshipministry.Foundedin2015,theCCCengagesthedioceseincompassion-ateservicetoGod’sCreationthroughinspiration,education, and action.

Inlate2017,theCCCoffereda“DowntotheSwamptoPray”pre-conventionoutingnearValdostaandprovidedrecyclingandcompostingservicesatan-nual convention. In December, four metal nature IDandprayersignswereinstalledattheHoneyCreekdock—thefinalprojectofaUTOgranttodeveloptheHoneyCreekEcologyCenter.

InJanuary,anopenhousewasheldattheHon-ey Creek Ecology Center during the Revival, and CCCmembersprovidedcompostingandrecyclingservicesfortheRevivaleventaswell.Asspringunfolded, two “Down to the River to Pray” events were offered near Darien and Albany, attracting participantsfromacrossthediocesetopaddleandpraytogetherinnaturalsanctuaries.

CURSILLO REPORTThe Cursillo Commission for 2018 consisted of 12 laypersonsandthreeclergy.WearedelightedtoreportthattwoCursilloweekendswereheldin2018: #124 in March and Cursillo #125 in October. February 3, 2018: St.Barnabas’EpiscopalChurch,Valdosta,hostedthefirstCouncilmeetingoftheyear.CanonKatieWilloughbyinformedCouncilthatin2019thepreviousaskingfromtheEpisco-palChurchbecomesanassessmentof15%tithefromeverydiocese.Thiswillpresentachallengeforthebudgetprocessthisyearasweprepareforthatmove.Awaiverispossible,butthestaffwillseek to build the assessment into the budget.

InreportingonHoneyCreek,CanonWilloughbysaidDiocesanprogramssawlowerparticipationotherthanforsummercamp.Anuptickinpartic-ipationfromothergroupsoffsetthatlowerusage.Anumberofdiocesangroupsscheduledeventsand canceled very close to the event, necessi-tatingchangestothecancellationpolicy.HoneyCreekfinished2017intheblack.Inthecomingyear,Councilwillbeworkingonplanstoretirethebonddebt,whichwasinitially$1.23million.

ReportingonbehalfofCanonFrankLogue,BishopBenhasestatedthattheCommunityofSt.Josephhas turned into a vital ministry with homeless personsinSavannah.WiththeRev.JamieMau-ry looking to retire, we will have a transition in leadershipthisyear.OurSavannahchurchplant,Epiphany,hasanewlocationinSavannahandagreatgroupoffoundingmemberswhoareen-gagedinchurchplanting.TheRev.ThomasBarronhasbootsonthegroundinGrovetown.BarroncomesfromanindependentchurchbackgroundandservedpreviouslyasachurchplanterinVir-ginia,priortojoiningtheEpiscopalChurch.

The Rev. June Johnson was nominated and unani-mously elected to be Vice President of Council.BishopBenhaseannouncedthatBethRobinsonisthenewlyappointedDiocesanTreasurer.Shehaspreviousexperienceinnon-profitorganizations.

TheRev.JoshuaVarnerreportedthathecontin-uestotraveltocongregationsandisopentoinvi-tations to visit. His goal has been to increase the presenceofyouthatDiocesaneventsincludingConvention,youthevents,NewBeginningsandHappening.JodyGrantwilldoonemoreHappen-

ing, #101, in the fall, and then he is retiring. He is passingthetorchtoSarahBrittanySandbach.

BishopBenhaseannouncedthattheDiocesehad moved ahead with the sale of the Diocesan HousetoRandolphStreetDevelopment,ownedby Charles Morris. He said we had negotiated the priceandpurchaseofthenewpropertyandwillmoveinApril.ThenewhouseisneartheColle-giate Church of St. Paul’s and Columba House.

CouncilheldalengthydiscussiononpossibleplanstoretiretheHoneyCreekdebt.Somepos-sibilities noted included creating targeted case statementsfordifferentaffinitygroups,suchasCursillo,summercamp,andHappeningetc.tocre-ateaplanforeachsegment.Addingafivedollar“retirethedebt”feetoeachstaywasalsoproposedasapossibility.Itwasdiscussedthatanycasestatementwillneedtodemonstratefromexperi-encewhypayingoffthedebtwillnotendupwiththeDioceseinthesamesituationlater.TheBish-opchargedDiocesanStafftocreateasmalltaskgrouptocreateadraftcasestatement,anoutlineof roles, and a timeline for the next Council Meet-ing.

Finally,BishopBenhasesharedthattheDiocesewillbeapplyingforaLillyEndowmentgrantasapartofLilly’sThrivinginMinistryprograms.Lillyrequestedproposalsfor$1millionwithafiveyear timeline. The grant will be built on the sig-nificantworkalreadyunderwaywiththeChurchDevelopmentInstitute,EmotionalIntelligenceandConflictManagementworkshops,aswellasourcoaching initiative.

May 11-12, 2018: Council met in May at our own HoneyCreekRetreatCenterinWaverly.CanonWilloughbymadeapresentationontheFutureFund for Honey Creek. She noted that since the last Council meeting senior staff had taken the themesthatwereidentifiedandmetwiththeHon-eyCreekCommissiontodevelopacasestatement.She shared the results of the two feasibility stud-ies for Honey Creek, one from 2007 and the other from2016.Todate,theDiocesehasraised$214,000towardpayingoffthe$1.23millioninbonddebt,which comes due in 2021. Council gave feedback on the initial case statement, offering ways to strengthen the argument for a Future Fund.

WorkcontinuesonaThrivinginMinistrygrantfrom the Lilly Endowment. The Revs. Denise Ronn, LonnieLacy,WalterHobgoodandFrankLoguehavebeenworkingonthegrant,whichifap-proved,itcouldhaveacontinuingtransformativeeffect on the clergy in the diocese by building on theworkofthepasteightyearsinclergyandlayleadershipformation.

OnSaturday,CouncildividedintosmallgroupsforworkCanonWilloughbyfacilitatedontheHon-eyCreekFutureFund.Thesmallgroupsworkedthroughthequestionsandpresentedbackobser-vationstothewholeCouncil.ThesewerecapturedtogobacktothetaskgroupworkingontheFutureFund Case Statement. A revised Case Statement willgotoCouncilinadvanceoftheSeptembermeeting, working toward a launch at the diocesan convention in November.

September 14, 2018: St. Luke’s Hawkinsville, host-edthelastCouncilmeetingfor2018.TheSeptem-berCouncilmeetingalwaysconsidersrequestsforappealtothetithetotheDiocese.CanonWil-loughbypresentedtheappealsfromSt.Mark’sWoodbineandTrinityHarlem.ShealsoremindedCounciloftheexistingappealsforSt.Matthew’sFitzgerald,St.ThomasAquinasBaxleyandSt.Andrew’sDouglas.Afteransweringquestions,theappealsweretableduntilafterdinner.

CanonWilloughbypresentedthe2017Audit.Be-causeofchangesinproceduresmadeovertime,thiswasthefirstyearinBishopBenhase’episco-pacythattheDiocesereceivednointernalcontrolrecommendations.BothHoneyCreekandtheDioceseendedoperationsthisyearintheblack.

AsCanonWilloughbypresentedthedraft2019budgetfortheDiocese,shenotedtwoproposedcolumnsofexpenditures.OnecolumnwasthebudgetwiththeDioceseofGeorgiapayingthefull15%assessmenttotheEpiscopalChurch,andanother showing the budget if the Assessment ReviewCommitteeapprovesawaivergivingtheDiocesetimetorampupeachyearto15%fromtheapproximately12.5%currentlyintheDioceseofGeorgia’sbudgetfor2018.TheBishopnotedthedesiretomovetopayingthefullamount,buttheHoneyCreekdebtmakesthatdifficult.

The two columns were discussed at length. One changereflectedinbothbudgetswastakingtheamountpreviouslygivingtotheUniversityoftheSouth’sSchoolofTheology(Sewanee)anddividedequallyamongalloftheEpiscopalcollegesanduniversities in our Province. This adds new line itemsfortheEpiscopalChurch’sonlytwoHis-toricallyBlackandUniversities—St.Augustine’sUniversity in Raleigh, N.C., and Voorhees College in Denmark, SC.

SupportfortheDominicanDevelopmentGroup(DDG)wasreducedintheproposedbudget.JuliusandJuliaAriail,thediocese’srepresentativestotheDominicanDevelopmentGroup,werepresenttoansweranyquestionsregardingtheDDG.

There is not room in either versions of the budget fortheHoneyCreekDebtReduction.Theplanisto reinstate it in the 2020 budget. As bonds are forgivenourpaymentofbondinteresthasgonedownfrom$59,840to$52,854.

Amotionwasmadetoacceptthe2019budgetwithout the waiver. The original budget was movedandapproved.Motionmade,secondedandpassedtoalsoapprovetheamendedwaiverbudget.CanonWilloughbyacknowledgedthattheactual amount of the waiver from the assessment approvedbytheEpiscopalChurchmaynotmatchthe waiver budget. If that should occur, the Dioc-esan Staff will amend the budget in line with the twoapprovedversionsandsenditoutforCouncilapprovalinadvanceoftheConvention.

Councilmovedtodiscussionoftheproposedrevi-siontoCanon12onInvestments.CouncilprovidedfeedbackontheproposedchangefortheCommit-tee on Constitution and Canons. Three members of that Committee were also at the Council meeting to hear that feedback. One concern was the canon stated,“TheVestryprovidestheFinanceCommit-tee its Investment Performance Statements from thepreviousthreeyearsthatshowsubstantiallysimilarorbetterresultsthanthoseoftheBoardoftheCorporation’sinvestmentportfolio.”TheBishopsaidthatquarterlystatementsreceivedbytheDioceseshouldshowthattheperformanceisequaltoorbetterthantheBoardoftheCorpora-tion.Thequestionwaswhetheranotherstandardmight better serve the Canon. The changes and vote will be by the Committee for Constitution and Canons when they meet in October.

CanonWilloughbybriefedtheCouncilonmovingthehealthinsuranceproviderforthediocesanhealthplanfromAnthemBlueCrosstoCigna.Thenewplanswillmirrorexistingplansintermsofdeductiblesandbenefits.AsourcurrentEAPben-efitsarewithCigna,thisstreamlinesDental,EAP,andMentalHealthbenefitsunderoneprovider.Analysis determined that there would be minimal disruptioninthetransfer—98.7%ofclaimsinthepastyearwouldhavebeencoveredbyCignawiththeaddedbenefitthatCignahasalargernetworkin Georgia. During the analysis it was determined thatitwouldsave$10,000ayearattheDiocesanHouse.

CanonLoguereportedontheworkledbytheRev.ThomasBarrontoplantanewchurchinGrove-town alongside growth at Ft. Gordon, west of

Augusta.ThisisanEpiscopal-LutheranchurchplantwiththeEvangelicalLutheranChurchofAmerica(ELCA)providingaseminariantoassistand$120,000infundingforthefirstthreeyearswiththepossibilityofadditionalfunding.Regularservices in Grovetown may begin before the end of 2018.

CanonLoguepresentedaproposedincreasetotheDioceseofGeorgia’sminimumcompensationforfull-timepriests.ThischangeistoupdatethenumbersfromtheplanCouncilapprovedin2013byadjustingforinflationfromthatdatetonow.Motionmadetoaccept,secondedandapprovedtorevise the minimum for clergy salaries. The full informationispostedintheReferenceLibraryofthe diocesan website.

CanonLoguealsoreportedthatateamfromtheDiocese attended a training on using Data Story demographics,paidforbyagrantfromtheEpis-copalChurch’sProvinceIV.TheBishopsaidthatdemographicsaren’tdestinybuttheydohelptogive an idea of what’s coming down the road. This information will be used for CDI and Canon Logue willuseitontheInvitesectionofInvite,Welcome,Connect. Data Story shows at the diocesan level wheretheshiftsindemographicsareoccurring,(includingLatinosmovingintoplaceslikeMoul-trieinincreasingpercentages).Informationwillshowhowtocommunicatewithpeople,whattypeof ministry to engage in, and what the community issuesarethatpeoplecareabout.Onaconvo-cationlevelit’spossibletoseewhatministrieschurchescouldprovidetogether.

DadeBrantley,ExecutiveDirectorofHoneyCreekandCanonKatieWilloughbypresentedtherevisedCase Statement for a Honey Creek Future Fund, givingCounciltheoptionofaFutureFundCam-paignStrategy,aTitheResolution,orsomecom-binationofthetwo.Thefirstoptionwouldseektoretiretheremainingdebtofjustunder$1millionthrough a combination of bond holders forgiving theirbonds,newrecurringsmallgifts,apavercampaigntocreateawalkwayfromthechapeltoBishops’Hall,individuallargegifts,asetasideinthediocesanbudget,andspecialofferingsatdiocesan events. This would be a sustained fund-raisingcampaignusingthesevariousmethodstoraisethemoneytopayoffthebondsby2021.BishopBenhasesaidthathethoughtOption1was

CONVENTION REPORTSvery ambitious and maybe not realistic, based on ourexperiencewiththeCampaignforCongre-gationalDevelopmentastheDiocesecouldhave“campaignfatigue.”Hedidaddthattodatewehaveraised$244,000,sowearenotstartingatzero.

Thesecondoptionwouldofferthediocesancon-ventionaresolutionforaspecialthree-yearas-sessmentof2%oneverycongregationforthreeyears,startingin2020.Thisresolutioncouldpo-tentiallycollect$976,000overthreeyears.Option2wouldofferaclearbeginningandadefiniteenddate.CanonLogueaddedthataspecialsessionofthe1958ConventionoftheDioceseofGeorgiaap-proveda100%additionalassessmentfor5yearstopayfortheinitialbuildingsatHoneyCreek.Coun-cil asked that an additional “whereas clause” be addedtoreflectthathistorywithinthebodyoftheresolution.Onequestionwashowthisadditionalassessmentmightimpactthecurrentsysteminplacewhereacongregationcanrequestawaiverfrompayingthefullassessment.TheChancellorclarifiedthatastheCanonsoftheDiocesedefinethatprocess,nochangeisnecessaryforthewaiv-erprocesstoremainineffect.

The Council reached consensus in discussion that theyhadastrongpreferenceforcombiningthetwooptions,withthepavercampaignandsmallrecurring gifts going to establish a Future Fund, whilethebondforgiveness,largegiftstopayoffthedebt,specialofferings,andthespecialassess-ment resolution would go to retire the debt.

Afterabreak,theBishoptooktheopportunitytoshare some announcements: On May 3, 2019, there will be a dedication of the Deaconess Anna Alex-anderChapelatDiocesanHouse.

The 197th Convention is November 8-10 at Albany StateUniversityWestCampus.TheBishopgaveabrief overview of the Convention.

HealsospokeoftheDioceseworkingwithDr.Catherine Meeks, Executive Director of the Absa-lom Jones Center for Racial Healing in the Dio-ceseofAtlanta.Shewillbetheguestspeakerforthe May 2019 Clergy Conference and will assist usinplanninganeventtomemorializetheper-sons killed by lynchings in a county within the Diocesebyplacingamarkerinthecontextofaliturgy of remembrance and then holding small groupdiscussionsatachurchnearby.Ayouth

retreatwouldtakeplacethesameweekendusingtraining created for youth by the Absalom Jones Center.AnoptionalbookstudyinAdventreadingBryanStevenson’sJust Mercy and a Lenten study will also assist in this work.

Council returned after dinner to discussion of the Honey Creek Future Fund and a resolution to con-vention. Consensus emerged to change language to“notexceedtwopercentandnottoexceedthreeyears.”Ifthedebtisretiredpriortothethree-yearmark,thenthepercentagewillbereducedorthelength of time shortened. Council will look at this everySeptemberiftheresolutionpasses.

The Honey Creek Future Fund will continue mov-ingforward,particularlyin2019,toassistindebtretirement and establishing funds beyond the debt tosupporttheHoneyCreekFutureFundefforts.

BishopBenhasesaid,“Let’snotlosethisgreatgift that God has given us; let’s be good stewards. Twenty,thirty,andfortyyearsfromnowpeoplewilllookbackatthistimeandbeproudoftheDiocese of Georgia and the work we are doing to secure this resource for future generations.”

CONVENTION REPORTSEDUCATION FOR MINISTRY EfMisafouryearprogramdesignedforthelaityand administered by the School of Theology at the University of the South in Sewanee, Tennes-see.ThepurposeofEfMistoeducateusinourfaith,andhelpusdiscernourindividualcallstoministry. There are currently fourteen active EfM groupsthroughouttheDioceseofGeorgia,andthereareEfMgroupsallovertheworld.Therearealsoon-linegroupsforindividualswhodonothaveagroupmeetingnearby.

ThefirstyearofEfM,westudytheoldtestament;the second year, we study the new testament. The third year is devoted to the history of Christianity in the world. The textbook for third year is writ-tenbyaprofessoratOxford.Thematerialsforthefourthandfinalyearareseveralshortbookson the subject of theology, including readings by authors of other denominations and other faiths. EfMgroupsarecomposedofpeopleindifferentyearsoftheprogram,whichmeansthattheyarenot all reading the same materials. As we share and discuss the different readings at our weekly meetings,ourideasandimpressionsfromthema-terials for the different years usually intertwine in very interesting ways.

Two mentor trainings were held in the Diocese of Georgia in 2018; one at Honey Creek, and one at St. John-St. Mark in Albany. The trainers have been inspiring,andthefellowshipatthetrainingsisfun and energizing.

Theyalsocommunicatetoparishestheimpor-tance of the in-gatherings and where to send the collections. These do not go through the Diocesan Office.TheUTOfundsaresenttotheEpiscopalChurch’s UTO board for distribution in grants. Ourdiocesehasbeentherecipientofnumerousgrants. The CPC funds are divided among our seminarianstohelpdefraythecostoftheirbooks.CPCalsocollectsforMilesofPennieswhichpro-videsgrantsofmaterialsforchildren’sprograms.Information on UTO and CPC are readily available onthediocesanwebsiteundertheECWtab.TheDiocesanECWBoarddependsentirelyonvolun-tarypledgesofparishECW’stoallowittocarryoutit’sproclaimedpurposeoffurtheringChrist’swork in the community.

Seven years ago, we were in danger of losing Honey Creek to pay mounting debts, but no longer. We have transformed Honey Creek’s operations with a business plan that has kept the Center in the black for seven years in a row.

In 2010, our Bond Sale restructured our debt while allowing Honey Creek to address deferred main-tenance issues. We have saved Honey Creek. Now we are called to secure its future. We must elim-inate the remaining debt and provide for the future. What follows are the details of our plans.

The two-part plan to retire debt and create reservesAt its September 2018 meeting, the Diocesan Council approved sending to Diocesan Convention a two-part plan to both retire the existing debt and establish a Honey Creek Future Fund.

The strategies to retire the initial $1.25 million debt are a combination of:

Giving Giving will include: bond-holder forgiveness, special offerings, and other gifts.

Assessment Diocesan Convention will consider an additional temporary assessment on every

congregation of not more than 2% for not more than 3 years. The total assessment will be not more than 12% starting in 2020 and ending by 2022.

As of October 2018, these strategies have reduced the debt to just under $1 million.

The second part of the plan is to establish a Honey Creek Future Fund, creating a long-term reserve for maintenance and capital improvement. This additional reserve, beyond the debt retirement, will be raised through traditional campaign strategies:

Pave the Way ForwardContributions to the Future Fund can be made by purchasing pavers that will be used to create a walkway from the Chapel to Bishops’ Hall and the Dining Hall. This path will greatly increase accessibility to the Chapel, and will be used by all those who visit this sacred space. Pavers will be engraved with the names of donors, or those in whose memory or honor their donation is given, and will provide a lasting memorial for future generations.

Sustaining GiftsRecurring gifts make a difference in Honey Creek’s ability to perform ongoing maintenance, make needed improvements, and continue to offer the campus as a place for transformation. To start a sustaining gift, text “honeycreek” to 73256.

In2000,thePBFundwasrenamedEpiscopalRe-lief&Development(ERD)toemphasizeitsdisasterreliefworkanditsincreasedprogrammaticfo-cusonintegratedcommunitydevelopment.Twoyearslater,EpiscopalRelief&Developmentwasincorporatedasanindependent,501(c)(3)organi-zation.Overthelastfewyears,EpiscopalRelief&Development’sprogrammaticreachhasextendeddramatically.EpiscopalRelief&Developmentisworkinginlongtermdevelopmentinapproxi-mately 40 countries, touching the lives of close to 3millionpeopleeachyear.

Our mission at Honey Creek con-tinuestobetoprovideaphysicalretreatforouryouth, clergy, laity, and any of our fellow travelers thatwanttoexperiencea“thinmoment”.Inthissense, 2018 was very successful.

FearlessFaithandBoundlessLoveisjustwhatthe doctor ordered to start the year off right! More than1,300soulscametoHoneyCreekforworship,fellowship,andinspiration.TheRevivalwasare-cord event of attendance, and executed with little disruptionasaresultofmonthsofhardwork. Whilewecontinuerecoveryeffortsinthewakeof hurricanes Hermine, Matthew, Irma, and the Januaryicestorm,we’velostonlyfourdaysofop-eration. Hard work from our staff and volunteers

Following CampusCoordinator,ThomasGreneker’sadmis-sion into Georgia Dental School, we welcomed Dr. SavannahYoungtoourteamasDirectorofOper-ationsandProgramming.Dr.Youngbringswithher a tremendous background in consumer re-search,andhasmultipleprojectsindevelopmentto add to our feature events such as Summer CampandCreekFEST.Also,GeorgeAnneYoungn-erofBrunswickjoinedourteamasOfficeManag-er following the retirement of Carolyn Middleton. GeorgeAnne’sexperienceineventandconferencecoordination can be felt in her warm sincerity and attention to detail.

Having not fully recovered from Hurricane Mat-thew, less than a year later we suffered another, andmoreimpactfulblowfromhurricaneIrma.Morethan70treesfell,comparedto22fromMat-thew. Most of the trees along the creek fell on the bank, while several slid into the creek as a result of severe erosion. Five buildings suffered roof damage,andShuesslerdormfloodedwith3-4inches of water. Having rebuilt the dock following Matthew, it received minor damage from Irma.

Wecontinuetobefocusedonsustainingthefu-tureforHoneyCreek.ApartofsustainingHoneyCreek involves the generosity of those who be-lieve in our mission of being a retreat from the busyness of our world, and we are excited about theopportunitiesaheadforHoneyCreek.Welookforward to serving our diocese more fully, and en-courage your feedback on how we can better meet your needs.

Attendanceonceagainexceeded200campers,withallspotsforHighSchoolCampfilledtwoweeks ahead of the start, and many younger campersattendingmultiplesessions.TheParent/ChildCampsessionsthatruncongruentwithourCampSt.Joesph&Marysessions,continuetobe

awonderfulintroductionintocampculture,forbothparentsandyoungerchildren.

Andrew Diamondisthespecialeventsplanner.Wearealso extremely grateful to Andrew Greneker for providingmusicforMasseachweek.The students have been working hard to continue buildingourprogramusingtheconceptsfromInvite-Welcome-Connect.Theyhavevisitedstu-dentsdoor-to-doorandsetupwelcometablesatCampusevents.Wehostedparentsandfamiliesoverparentsweekend,includingEveningPrayer,cookout, and tailgate at the football game.Wealsohostedatailgateforhomecoming.Thestudentsalsoparticipatedinacommunitybuild-ing activity called a Challenge Course.

Over the summer one of our air conditioning unitsfailedandhadtobereplacedwhichputsusinthepositionofneedingtobeespeciallycarefulwithourfinancesthisyear.Thestudentsare working on various activities to raise funds includingaprofitshareeveningattheMellowMushroompizzarestaurant.

Thefirsttwoyearsafterourre-launchwereverysuccessfulandeasy.WealsocelebratedCaitlinSmithbeingconfirmedattheBishop’sVisita-tion. This third year is a bit more challenging. Ourcurrentupper-classmenareinintensiveprogramsandstudentteachingplacementsthatmakeitdifficultforthemtoparticipateasregu-larly. Also, many of our freshmen have Tuesday eveningclassesthisterm.WearecurrentlytryingtoexplorealloptionstohelpbuildourministrywhiletrustingtheHolySpirittoguideustonewandgreateropportunitiesforourstudents. CONVENTION REPORTSVALDOSTA STATE UNIVERSITYAt Christ Church, Valdosta, 2018 has been a fun andfruitfulyearforthecampusministryforstu-dents of Valdosta State University. In January we openedGraceCafé(theconvertedlowerlevelofLouttitHall),astudyandloungeforstudentsopendaily8:00AM-midnight(laterduringexamweeks)and staffed by our nine college student interns. WehavefivemaleinternswholiveatLouttitHall,and four female interns who live in the Tomber-linHouse(alsoonthepropertyofChristChurch).During the school year we have Thursday Night DinnersatGraceCaféduringwhichthestudentsareservedahomecookedmealpreparedbymeand our team and hear a brief talk from my hus-bandDaveJohnson(rectorofChristChurch)about the grace of God in Jesus Christ. Many stay afterwards to hang out inside or on the front porch,ortoplaybasketballoutside.Attendanceat the Thursday Dinners sometimes reaches as many as 80 or 90 students. This fall we also began a Noon Service on Sundays while VSU is in ses-sion. This service is an informal Rite II Eucharist thattheinternshelplead.

OurmottoatGraceCaféis“It’snotcheap;it’sfree”—based on the unconditional love of God givenallofusinJesusChrist,whoalreadypaidthepriceforusonGoodFriday.Everydayweare blessed by students who are thankful for this campusministry.Oneleftthisnoteforme.“IambeyondthankfulforGraceCafé.ThankyouforgivingmeasafehavenwiththeinfluenceofGod to go to in moments of stress from school.” Another one wrote, “As a student athlete at VSU (football),Gracecafénotonlyshowsuncondi-tionallove,support,guidanceandunderstanding,they have given us students a reason to come together and talk about Jesus Christ. In college, we tend to stray away from Christ. Here at Grace, we are encouraged to learn more about God. I amsoveryappreciativeofthisspecialoppor-tunity.Ihaveinvitedmyteammates,peersandevenpeopleIdon’tknow.Why?BecauseIamabeliever of my Lord and Savior Jesus Christ and AbelieverthatGraceCaféwillspreadthatlovetoall.”Anotheronewrote,“GraceCaféprovidedmewithshelter(literallythroughastorm)whenIwas a homeless college student. I didn’t tell them, butthiscaféandthesepeoplewereabeaconofhopetome.Theyhaveprovidedmewithmeals,even though they didn’t know it. Sometimes I ate

the free snacks for breakfast or dinner. They are wonderfulpeopledoingwonderfulthings!Ilovethem and am grateful for them!” (this last student isnowinanapartmentandadailyfaceatGraceCafé).NotadaygoesbyatGracethatdoesn’tinclude some sort of thanksgiving from a student. The most recurring one draws attention to the factthatthepopulationofGracecaféissoincred-iblydiverse—oneveryspectrum—yetcompletelyrelaxed,accepting,andaplacetotrulybelongandbeathome.Again,beingapartofwhatGodisclearlydoingatandthroughGraceCaféisaprivilegeandoneofthebestadventuresI’veeverhad in ministry—and I’ve been involved in min-istry for almost 30 years! The funds graciously providedbytheDioceseofGeorgiahelpcovercostsinvolvedwithkeepingGraceCaféstockedwith snacks and drinks, the food for the Thurs-dayNightDinners,andGraceCafémerchandize(t-shirts,mugs,cups,bumperstickers,etc.).Weremainsothankfulforthediocesansupportofthe college ministry at VSU!

SAVANNAH COLLEGES AND UNIVERSITIES In 2018 the Missioner for Savannah’s Colleges and Universities continues to bridge connections be-tweenSavannahareacampusesandtoreachoutto students and young adults to meet them where they are.

InAugusttheRev.MichaelChaneyacceptedthecallaspriestinchargeattheChurchoftheEpiphanyinSavannah.This“churchwithoutwalls” reaches out to families and college stu-dentswithengagingliturgics,pot-luckmeals,andspecialevents.EpiphanyhadapresenceatSavannahPrideandhostedapetblessinginFor-syth Park.

Epiphanyalsoworkswiththeirsisterparish,TheCommunityofSt.Josephandtheirpastor,KevinVeitenger. The Rev. Chaney celebrates the Eucha-ristinthecamponthefirstSundayofthemonthwithEpiphanyparishionersparticipating.

Wehavealsosuppliedatremendousdegreeofpastoralcareandsupport,includingmemorialservices,smallgroupmeetingsandcrisisre-sponse.

YOUTH PROGRAMSThe Diocese of Georgia continues to enrich the lives of children and youth at diocesan, convocational, and congregational levels. Becausecongregationalministrymanifestsitself differently in different contexts, the Rev. Joshua Varner, Canon Missioner for Chil-drenandYouth,regularlytravelstodifferentcongregationstosupporttheirwork.Hehaspreached,performedmusic,taught,andmetwith congregational leaders, youth volunteers, youth and children and others in his visits. Thispastyear,diocesanevents,bothatHoneyCreekandbeyond,hadhundredsofpartici-pantsranginginagefromGrade3toGrade12.Eachoftheseeventsgathersyoungpeopletogether from across the Diocese, and even be-yond,topray,play,learn,andministertogeth-er.HoneyCreekeventsincludedHappening,aretreat designed for youth in grades 10-12, New Beginnings,foryouthingrades7-9,andothersmallereventsduringthespringandthefall.YoutheventsalsotookplaceplaceawayfromHoney Creek.

InJuneHometownMissionstookplaceinAugusta,andhadapproximately70partici-pants,mostlyyouth,whopacked10,000mealsfor Rise Against Hunger on Friday night, beforespendingallofSaturdayatdifferentworksites in the Augusta area. In late June theDiocesanYouthMissiontriptookagroupof 14 youth and three adults to the Dominican RepublicwheretheyworkedwithmembersoftwocongregationstosupportVacationBibleSchoolprogramsthatreachedouttothelocalcommunity.InAugust,youngpeopleinGrades

3-12 gathered at St. Anne’s Tifton for the Acolyte Festival, which drew over 50 Acolytes and their leaders.

ANNOTATIONS ON THE PROPOSED 2019 DIOCESE OF GEORGIA BUDGETResourcesPledges ($1,590,000) – Total pledges budgeted for 2018 were $1.57 million and the 2019 budget is based on the tithes requested as adjusted by Dioce-san Council annually for appeals from those below the 10% standard.

Endowment Income ($80,000) – Of the $10 million in assets the Board of the Corporation manages, about $2 million of those assets produce income for use in the annual budget. The range for income draw is in the 4% range to accommodate lower fixed income returns and ensure continued recovery in the value of equities.

Interest Income ($10,000) – This is the expected interest on the Money Mar-ket account and the Short Term Asset account for Campaign proceeds. This hasn’t been drawn in several years to ensure the rate of return in the event the income isn’t needed for operations.

Designated Gifts ($15,000) – Every year we receive special gifts that are designated for the current year’s mis-sion and ministry.

Program Registration Fees ($35,000) — This amount includes registrations for diocesan convention, and Diocese managed events such as clergy confer-ence, youth events such as Happen-ing, and program revenue from other Diocese activities are reflected directly in the Honey Creek budget. This figure can be higher or lower based on atten-dance.

Mission Outside the DioceseThe Episcopal Church (TEC) ($229,473) – This amount is increased sharply from 2018 to meet the 15% asking of The Episcopal Church. We’ve spent several years to come up to full assessment to TEC.

Province IV of TEC ($5,000) - This goes to support provincial mission, primarily in the area of youth work, college chaplaincies, and others mis-sion activity. This is a percent calculat-ed asking.

Sewanee ($2,000) – As an “owning” diocese of the University of the South, we have an obligation to contribute to its support.

St. Augustine’s University ($2,000) – An historically black col-lege founded by the Episcopal Church in Raleigh, NC in Province IV.

Vorhees College ($2,000) – An his-torically black college founded by the Episcopal Church in Denmark, SC in Province IV.

Dominican Development Group ($8,000) – 8 Dioceses send financial support the American-based Domini-can Development Group which pro-vides financial, logistic, and planning support for mission groups and Dio-ceses traveling to the Dominican Re-public. The figure decreased in recent years due to budget constraints.

Mission Inside the DioceseCongregation Mission Development: ($40,000) –This amount is a small sup-plement to the mission development at new parishes and represents matching fund grants to congregations, to fund curacies in the Diocese for seminarians raised up by the Diocese. This item has decreased sharply due to shifts in the budget and addition of budget line items.

Campus Ministries ($40,000) – This represents the diocesan commitment to all of our campus ministries at Geor-gia Southern, Valdosta State and the colleges and universities in Savannah. While this line item has decreased, this

ministry is also funded through addi-tional grants.

Program Scholarships ($6,000) this figure supports the need for scholarship support to youth programs which as they expand participation face greater need for scholarship assistance.

Program Costs ($102,500) – These line items include the costs for youth programs, clergy conferences, the Congregational Development Institute, Conflict Management Training, and other program supplies and costs.

Episcopal MinistriesStaff Salaries ($584,000) – This line item includes, in addition to diocesan staff, the administrative staff of Honey Creek. The amount allows for modest staff compensation increases. Increase includes any new hires for the coming fiscal year.

Clergy Housing ($103,500) – A por-tion of clergy salaries are classified as housing allowance for tax purposes.

Staff Pensions ($101,889) – 18% for clergy and 10% for lay employees as required by the Church Pension Group.the switch to Cigna resulted in cost savings.

Staff Health Insurance ($115,044) – This represents an increase due to new hires and premium increases.

Social Security ($52,592) – 7.65% em-ployer’s portion for lay staff members and a 7.65% supplement for clergy so their compensation is balanced for tax purposes.

Travel, Meals & Hospitality ($53,000) – While the majority of this line item is for the Bishop’s travel, it also covers travel expenses for the Canons as they exercise their ministry in the diocese. This includes money for the Bishop

Conference Registration ($5,000) – Continuing education and conference costs for diocesan staff as well as their participation in meetings with other Canons in Province IV and across The Episcopal Church.

Convocational Deans ($16,800) – Cost for reimbursement of all expenses related to the six deans’ and arch-deacons’ ministry in their respective convocations.

Diocesan AdministrationDiocesan Office Expenses ($80,500) – Costs for building maintenance, internet and telecomm, information systems, supplies and equipment. As with all costs, increases due to higher fees, administrative costs, and a new location.

Insurance: Retiree and Group Life ($14,000) – This line item goes to pay for some retired clergy’s and lay em-ployee health insurance and the staff group life benefit. Insurance: Commercial and Auto ($21,500) - Includes Worker Com-pensation, liability, property, and auto insurance for the diocesan car. The premiums consider to increase annu-ally.

General Convention Travel ($12,000) – Costs for reimbursing travel & lodg-

ing expenses for our Bishop and our 8 deputies. This is on a three-year cycle so this amount represents one-third of the total expected costs. Increased due to rising costs of attending.

Lambeth Travel ($500) – Lambeth is a meeting of all the bishops in the Anglican Communion once every ten years. This line item then represents one-tenth of the expected cost for our Bishop to attend the next conference.

Episcopal Transition ($5,000) – This annual set aside is transferred into a designated fund so when we elect a new bishop we will have the funds needed for the transition.

Clergy Candidate Testing and Screening ($4,000) — This line item contains elements of canonical respon-sibility in support of mission ($2,000 to background checks for lay and cler-gy and $2,000 to other Commission on Ministry work)

Diocesan Convention ($30,000) — These expenses are mostly offset by income shown on the revenue side of the budget.

Audit ($16,000) – The audit includes Honey Creek (to which $2,000 addi-tional cost is allocated) together with all other diocesan operations. Includes the audit for the Board of the Corpora-tion Endowment Funds.

Chancellor Administration & Travel ($1,000) – This covers the administra-tive and travel expenses of our chan-cellors.

Chancellor Legal Contingency and Other Legal Costs ($5,000) – While most of the work of our chancellors is pro bono, there are occasions when we need to seek some limited outside legal counsel. This line item covers that contingency.

Property Improvement ($20,000) – The Diocese recently moved to a new property. The Diocese is committed to becoming ADA accessible and this begins the initial plans for a lift and restroom. This will not cover the total associated costs.

Maintenance Reserve ($3,000) – With the new building, this small reserve is the start of a future larger budget reserve for maintenance needs for the property.

Bond Interest ($52,854) – This is the annual bond interest cost for the $1,245,000 of Honey Creek Bonds. This amount is a portion of the to-tal funds committed from Diocesan revenue to Honey Creek operations. The amount continues to reduce due to the generous forgiveness of a few select bond holders.
