Dry conditions in numerous counties in the Marfa Sector have contributed to the development of massive

wildfires in many of the counties. Several fires formed independently throughout the Big Bend area and

have created emergency conditions as homes, animals (livestock), and brush have been destroyed. Over

20 homes were destroyed in Jeff Davis Co. No human casualties have been reported.

Current wildfire conditions have forced a

concentration of local, state, and Federal

law enforcement officers into combating the

current threat by closing highways and

providing assistance to firefighters; This has

been primarily in Jeff Davis Co. The

numbers of law enforcement officers sent to

the wildfire areas may have impacted the

total effectiveness of border law

enforcement over the last four days of this

reporting period.

Southbound operations

Maverick Co SO Deputies working Outbound at Eagle Pass POE #2 assisted CBP-

OFO Officers while they checked a brown 1993 Chevrolet Silverado and interviewed

the passenger. The male driver and female passenger claimed to be husband and

wife. The male subject declared that he was carrying approximately $6,000 USD.

Officers discovered he had a total of $6,930 USD on his person. Both were escorted

to secondary inspection to verify the currency. The female admitted that she and

the male subject were not husband and wife, and that he had given her money to

carry. The Officers found $6,560 in her boot. The currency found on both subjects

totaled $13,490 USD. A record check revealed three prior incidents in which the

male was penalized for Failure to Declare Currency or Monetary Instruments in

excess of $10,000 USD. Federal prosecution was accepted on the male subject,

the currency was seized by CBP-OFO, and the female subject was released.

Gang activity

USBP Agents on US-83 and FM-133 were informed that a concerned citizen

reported seeing a white Chevrolet Beretta pick up IAs. The Agents observed a

vehicle that met the exact description pass their location with numerous individuals

in the vehicle and initiated a vehicle stop in order to perform an immigration

inspection of the occupants. The driver was identified as a USC and stated he was

a MEXICAN MAFIA gang member. All passengers admitted to being in the US

illegally. All occupants of the vehicle were taken into custody. A records check on

the occupants revealed extensive criminal histories. The vehicle was seized.

A Kinney Co SO Deputy performed a traffic stop on a white 2010 Dodge Challenger on

US-277 south of Del Rio. The female driver stated that she worked for the US Marshals

Service in Laredo. However, she could not produce credentials, and was not traveling

with a service weapon. A search of the car revealed tan BDU-style pants and a tan BDU-

style shirt with a patch of the contracting company that staffs the Val Verde Co

Gang activity (cont)

A USBP Agent observed a silver 2000 Isuzu Trooper stop on the side of FM-1025 and then get back on

the road heading west. The Agent performed a stop to see why the driver had pulled over. The Agent

checked the space on the wheel wells so that if the vehicle returned with anything in it he would be better

able to gauge the difference. Approximately 20 minutes later the Trooper turned east onto FM-1025 from

US-83. The Agent could only see a driver, but he noticed that there was a much smaller distance between

the tire and the wheel well. The Agent followed and stopped the vehicle. As the Agent approached, the

driver began to accelerate again, heading east. The vehicle traveled approximately 1/10th of a mile and

again pulled over. One passenger in the front bailed out and absconded. A second subject attempted to

abscond, but was apprehended. The driver is a USC and is suspected of being a member of the LOS

ZETAS gang. The driver admitted he scouted several roads a few weeks prior to transporting this load.

The driver is being prosecuted for Alien Smuggling and the IAs are being processed. The vehicle was

seized.

Detention facility. A records check revealed the driver does not work for the USMS and is no longer

employed with the detention facility contracting company. Further, the subject has been implicated in

Illegal Transportation/Exportation of Firearms through the Del Rio POE. She is associated with Del Rio car

clubs such as STREET BEAT and STREET KINGS. She confirmed membership but refused to provide

names of other members. The subject was cited for speeding and driving without a license.

ANALYST NOTE: Just as it is known that some motorcycle clubs are associated with criminal organizations,

some car clubs have also been associated with organized crime. The BANDIDOS Outlaw Motorcycle Gang

(OMG) and the HELLS ANGELS OMG both have support car clubs, in addition to other support motorcycle clubs.

Official OMG motorcycle support clubs are known do the “dirty work” for the major OMGs.

USBP Agents patrolling in Quemado, TX, observed a Nissan Pathfinder traveling north on US-277

pull into a rest area, make a u-turn then head north on FM-1664. The vehicle made numerous

turns around the area. The Agent stopped the vehicle. The Agent approached the driver and could

see in plain view six sacks in the backseat and cargo area of the vehicle. The sacks revealed 216

bundles of marijuana with a total weight of 433.5 lbs. The subject, contraband and the vehicle

were turned over to DEA.

• Encountered six individuals as they emerged from the brush on a trail in El Indio,

TX. Five of the individuals were wearing camouflage clothing and carrying military

style duffel bags. When the Agent identified himself, four of the subjects carrying

bags dropped them and absconded back toward the Rio Grande. The one individual

who was walking with them also absconded. One IA subject was apprehended by

the Agent. A search of the area by Agents and CBP-Air had negative results. The

five duffel bags contained 322.98 lbs of marijuana. DEA took custody of the subject

and the marijuana.

• With K-9s, were following a group of suspected IAs who were on foot on a local

ranch near US-277 in Kinney Co. Agents responded to sensor hits, and approached

and attempted to apprehend seven subjects. All the subjects absconded,

abandoning six large bundles. The bundles were wrapped in white onion sacks that

had been fashioned into backpacks. The bundles were transported to the

Brackettville USBP Station, and tested positive for marijuana, totaling 469.16 lbs.

The marijuana was turned over to the DEA.

• USBP Agents patrolling the downriver area of a local ranch near US-277, south of

Del Rio, received a call regarding a white Chevrolet Blazer possibly being loaded

with marijuana. Kinney Co SO Deputies pursued the vehicle onto the ranch

property, where the driver bailed out. Agents and Deputies found multiple bundles

in the vehicle, and searched the area for the driver. One subject was found and

arrested. The subject and bundles were transported to the Del Rio USBP Station,

where the bundles tested positive for marijuana, totaling 450 lbs. The vehicle was

seized, and the subject and marijuana were turned over to the Kinney Co SO.

A Kinney Co SO Deputy on patrol on US-277 observed a laptop computer, an open

book, and a red cloth flag sitting on the shoulder of the highway. The items were not

present when the Deputy passed the location approximately 55 minutes before. The

group of items appeared to serve as a marker. The Deputy also observed foot sign from

nine individuals crossing the fence line of an adjacent ranch; some of the tracks led

toward Mexico. The Deputy advised USBP, who then took over the scene.

USBP Agents were following foot sign on a local ranch near the

Maverick/Webb Co borders when they observed currency on the trail.

The currency totaled 2,200 Mexican pesos. The Agents continued

following the foot sign and encountered a group of five IAs. The IAs

stated that the currency did not belong to them, so it was seized as

abandoned. The five IAs were processed for removal and the

Maverick Co SO took custody of the currency.

USBP Agents observed a blue 2004 Chevrolet Silverado stop briefly on Cemetery Rd in

Quemado, TX, and observed several subjects load green military style duffel bags into

the cab of the truck. The Agents performed a stop on the vehicle and transported the

subject and vehicle to the Border Patrol Station. The duffel bags contained 328 lbs of

marijuana. The DEA took custody of the subject, vehicle, and contraband.

The majority of pursuits, failure to yield incidents, bailouts, and stolen

vehicles continue to be recovered in the southeast end of the sector;

narcotics seizures, for the most part, are along the river. Last

reporting period, there were nine recovered stolen vehicles as

compared to three this reporting period. There were ten bailouts this

reporting period, and nine last period. It is likely that current

operations recovering stolen vehicles by law enforcement (the Strike

Team and SOUTHERN EXPOSURE Operations) during part of this

reporting period impacted the number of stolen vehicles.

Total marijuana seized increased from 2,151 lbs last reporting period

to 3,739.88 lbs this period. Cocaine and currency seizures were also

up this reporting period.

Del Rio Sector Unified Command Sector Assessment Del Rio Sector Marijuana Seizures:

06 APR – 13 APR 2011

IAs that are involved in bailouts are possibly utilized as mules to pay for guides and transportation – the

IAs backpack the contraband from the river, leave it at a previously designated point, then are picked up

by a human smuggler (possibly in a stolen vehicle). Further indications are that the contraband is then

retrieved by a second vehicle (not stolen). (See example below reference the IAs.)

LOCATION: Ranch on FM-186, Carrizo Springs, Dimmit Co

A USBP Agent followed seven individuals SW of Carrizo Springs. After following the

their trail northbound through Carrizo Creek for approximately two hours the Agent

spotted a suspicious subject. While he was approaching the subject, he ran away

from the Agent. As the Agent approached the last known location of the subject, the

Agent observed six additional subjects who also absconded into the brush. A search

of the area revealed six duffel bags which contained 268 lbs of marijuana. An

extensive search of the area utilizing K-9s, ATVs, and CBP Air OPS was negative.

The DEA took custody of the contraband.

SAN FERNANDO - The bodies of victims abducted at false "narco" checkpoints from buses traveling

through the town of San Fernando, Tamaulipas and murdered at the hands of Los Zetas continue to be

uncovered. The body count as of 13 APR 2011 stood at 126 with the location of another 10 bodies. It is

feared that hundreds more, if not thousands, may be buried in "narco fosas (graves)" throughout this area

of Tamaulipas. An unnamed bus driver stated to the media that bus drivers whose passengers were taken

in “narco” checkpoints were fearful of filing police reports because they were aware of police complicity in

the abductions. The witness added that the abductions of victims travelling by bus had been occurring for

the past six to eight weeks. According to the witness, women of all ages were also taken off buses,

undressed and raped and then abducted. The bus driver reported that fellow drivers from other bus lines

have reported similar incidents in Tabasco, Oaxaca, Guanajuato and in the Tampico area of Tamaulipas.

Another anonymous traveler whose SUV was taken at gunpoint said the federal authorities are powerless

against the criminal cells. He describes how patrols of four to five federal police or 10-15 soldiers come up

against groups of up to 50-100 heavily armed gunmen. Mexico’s Attorney General, Marisela Morales,

announced in a press conference that 16 municipal police officers in San Fernando, Tamaulipas, have

been detained by federal authorities. The ongoing investigation has uncovered evidence that the police

officers allegedly provided protection to a local cell of Los Zetas and covered up the mass homicides and

disposal of bodies by members of this cell.

GUADALUPE – On 11 APR 2011, Juan Carlos Cordoba Ocaña,

“El Furcio,” the suspected leader of the Los Zetas in the

Mexican state of Nuevo Leon and main operator in the city of

Guadalupe, was killed in a gunfight with army troops, who

rescued eight kidnapping victims, the Defense Secretariat said.

The shootout started while soldiers were checking out a tip from

citizens about criminal activities at a house in Guadalupe, a city

in the Monterrey metropolitan area. An unknown number of

gunmen opened fire on the soldiers from inside the house and

Cordoba Ocaña died in the gunfight. Soldiers arrested a suspect and seized “two rifles, two vehicles,

ammunition clips, ammunition and tactical gear,” the Defense Secretariat said. Four children, three women

and a man being held captive at the house were rescued. Cordoba Ocaña was in charge of contract hits,

kidnappings and extortion rackets in Guadalupe, considered the most violent city of the nine in the area

around Monterrey, the capital of Nuevo Leon state. The Zetas boss was also blamed for a series of

attacks with assault rifles and explosives on state police, the secretariat said.

On 13 APR 2011, Mexican authorities announced the seizure of thousands of ammo rds and the arrest of

one man in connection with a smuggling attempt via tractor-trailer at the Pharr-Reynosa International

Bridge. The arrest was conducted during a routine check by the Mexican military at the bridge. According

to the complaint, the suspect drove a 2007 Kenworth tractor-trailer into Reynosa from Pharr and was sent

to an inspection area where a search of the cab revealed a weapons/ammo cache. Inside the cab,

authorities seized three AK-47 assault rifles, 1,000 .223-caliber rds, 3,000 5.56-caliber rds, 100

magazines for AK-47 assault rifles, and 10 magazines for Barrett .50-caliber high-powered rifles. In

addition, they also seized tactical cartridge belts, Oklahoma license plates and various electronic items.ANALYST NOTE: The tractor-trailer used by the Los Zetas to transport a large cache of weapons (reported in the

01 APR 2011 BOSA) had an Oklahoma license plate on the trailer. The license plate had a legitimate license plate

number, but had expired in 2002.

ACAPULCO - On 13 APR 2011, Roberto Abarca Serna, a Social Science professor at the

University Autonomous of Guerrerro and the founder of Carrizo Theater Company, was

kidnapped outside his home in Acapulco by a group of armed gunmen. The kidnappers

called Abarco Serna's wife and demanded a $40,000 pesos ransom for his release. When

his wife, Citlalli Delgado Galdino, took the money to her husband's kidnappers, she too was

taken by force. The kidnappers tied Delgado Galdino to a chair and forced her to watch as

they beheaded her husband. The decapitated body of Abarco Serna was found in a taxi,

just a few meters from Las Cruces Prison. His wife was found sitting on a curb next the

vehicle: bound, gagged and blindfolded, but physically unharmed. Official sources stated a

total of seven narco messages were found inside the vehicle and next to the body. Although

the content of these messages has not been revealed, they were allegedly signed "El

Chapo Guzman.” Abarca Serna was the son of the local business/trade leader Dalia Serna

Tabares.

Significant events in Mexico (cont) MEXICALI - Municipal police in Mexicali, supported by the Mexican

Army, captured two men on 11 APR 2011 after retrieving two duffel

bags full of military style equipment that had been tossed over the

border fence separating Mexicali from the US side of the border.

According to a Mexicali police commander, the two men were

detained as they attempted to flee a police patrol in the vicinty of

Avenida Abelardo Rodriguez and calle Brasil, a short distance from

Border Checkpoint #2. The material in the duffel bags were identified

as 194 inert practice grenades, 192 grenade fuzes, 34 receivers for

various types of weapons, five butt stocks for AR-15/M-16 type weapons and eight bullet proof vests. The

grenades were said to be similar to those used in a recent grenade attack in Guadalajara, Jalisco. It was

unclear if the 192 fuses referred to the M228 practice grenade fuse signified by the light blue and brown

tipped safety levers already on the grenades or if there were separate detonating fuses in the bags. (Note:

Practice grenades can be re-armed and converted into live grenades.)

ANALYST NOTE: The BSOC recently released an assessment

regarding Mexican Cartels use of improvised grenades from

inert training grenades (indicated by the blue spoons.)

DURANGO - The body of Claudia Avila Yañez, a

Mexican federal prosecutor kidnapped last week in the

northern Mexican state of Durango has been found,

officials said. Yañez’s body was discovered in a marble

workshop in Villa Juarez, a community near the city of

Lerdo. The prosecutor was shot several times in the

abdomen and extremities, the Durango state Attorney

General’s Office said. Avila Yañez was in charge of

handling criminal cases in Gomez Palacio, a city near

the site where her body was found. Gomez Palacio and Villa Juarez are

both in the Comarca Lagunera, an area where drug traffickers have

expanded their operations in recent years. Avila Yañez and two colleagues

were ambushed Thursday night while traveling in an official vehicle, a

spokesman for the Durango bureau of the federal Attorney General’s

Office said. The assailants kidnapped Avila Yañez and Gilberto Barajas,

who has not been found, after killing Gustavo Armando Garcia Silva, the head of the AG’s Durango

bureau, officials said. The AG’s office vowed to find those responsible for the murder. Avila Yañez

had only been on the job at the Durango bureau about a week and had not reported receiving any

threats, an AG’s office spokesman said. Durango is in the “Golden Triangle,” a region that also

includes Sinaloa state, the birthplace of Mexico’s most powerful drug lords, and Chihuahua, the

country’s most violent state.
