Several issues have transpired which have affected the work on this project. The most dramatic impact has been from the increased work required to rehabilitate the bridge deck on Bridge 90/97.2. Impacts have increased the cost of the work substantially and affected the entire project schedule to the extent that a project originally scheduled to be completed in two construction seasons has now expanded into a third season. Various change orders have dealt with the Contractors entitlement for added cost and time. Change Order 31 found entitlement for an added 92 working days. As a result the work has pushed into a third construction season. · The Contractor has requested an equitable adjustment for traffic control items that are associated with work that will occur in 2019. This change order provides an equitable adjustment in accordance with Section 1-04.4 for increased traffic control costs, (escalation), that have resulted from the extended schedule. The Contractor has agreed to honor unit bid prices for all items, including those which are currently in excess of 125% for work performed through the end of 2018. Entitlement has been found for an extension oftime This is documented with Change Order 31 which added 94 working days due to the changed condition created by the added work involved with Bridge 90972 Due to this change an additional construction season was needed to complete the Contract work This change order will provide traffic control items quantities for the 20 19 construction season
An Independent Engineers Estimate IEE was prepared to determine traffic control costs and quantities for the 2019 construction season this estimate is $115726104 Costs were developed using unit bid history blue book rates for equipment and labor and comparisons to similar work Hours for the various items was estimated by examining the remaining work based on the revised and approved schedule Included in the IEE is an estimate for traffic control hours and the Jump sum cost for Traffic Control Supervisor A copy of the IEE is attached as reference An overall cost was not provided by the Contractor however IMCO did submit costs for individual items Costs for the various items of work that were provided by the Contractor were reviewed by the Engineer Unit prices reflect agreement between the Project Engineer and the Contractor Quantities are based on estimated quantities ofthe IEE
Three traffic control items are currently overrun The Contractor has agreed that all previous quantities oftraffic control items will be paid at unit bid costs
The cost of this change order based on agreed upon costs is $85576996
