Continuous School Improvement and Leadership
The BCPS Administrator Performance Evaluation System is based on documentation from the following sources: Comprehensive School Plan/Goal Setting,
Observations, Documentation Log/Portfolio, and Client Surveys/Summary Sheet
“Each administrator, in concert with the school committee, sets annual goals for improving student achievement. A building administrator and the committee look at the available data from student performance measures to inform the goal-setting process.
The School Comprehensive Plan serves as the documentation source for goal setting,” (Administrative Performance Evaluation Handbook, p. 8)

In speaking about the leadership qualities of effective principals, Stronge, Richard, and Catano (2008) stated:
“Today’s principals concentrate on building a vision for their schools, sharing leadership with teachers, and influencing schools to operate as learning communities. Accomplishing these essential school improvement efforts requires gathering and assessing data to determine needs, and monitoring instruction and curriculum to determine if the identified needs are addressed.”

To develop a philosophy, recommendations, and blueprint for a Comprehensive School Plan template.
Recommendations:The Comprehensive School Plan
is to have a positive impact on teaching and learning.
The Comprehensive School Plan is to be renamed to Continuous School Improvement Plan (CSIP).
Recommendations (continued): The blueprint/template should: be a framework, not a program, to
improve school practices, instruction, and student achievement.
allow for flexibility to address identified current individual school needs.
assist in the development of a School Improvement Plan that will complement and support the educational goals for Virginia and the district.
allow for data to drive the plan.

strategy development. allow for reflection and adjustment as
needed. allow for the assimilation of other plans in
