EXECUTIVE SUMMARY
DOL will use this Continuity of Operations Plan (COOP) to make sure mission essential
functions continue after emergency incidents, natural disasters or any catastrophic event. The
framework of this COOP follows State, Federal Emergency Management Administration
(FEMA) and the Office of Homeland Security plans. The COOP is part of the agency’s
Comprehensive Emergency Management Plan (CEMP).
The COOP affects all agency staff, and depending on the nature of the incident, may affect other
Washington state agencies, municipalities, third-party providers and customers. Regardless of
the size or complexity of the event, DOL will implement COOP when an incident threatens to, or
interrupts agency business.
Washington is a natural disaster rich state where many threats exist and disasters have occurred.
Earthquakes, volcanic eruption, flooding, wildfires, landslides, severe winter storms, terrorism,
cyber attack and other events threaten our continuity of business.
The DOL COOP is mandated by law, and necessary to protect and direct staff, and to enhance
our ability to serve our customers. Identifying mission essential functions, agency succession,
alternate work location, and staff roles will allow DOL to quickly re-establish business
operations during an event.
DOL Staff must:
Have access to the COOP
Be familiar with its contents
Be trained periodically
Participate in exercises to test the plan to make sure it is adequate when implemented
during an event.
The DOL Executive Leadership Team must:
Understand their role
Be able to follow the Incident Command System in order to provide leadership, and
Identify agency priorities until demobilization can occur.
DOL will use the National Incident Management System (NIMS) to plan for, respond to and
recovery from events. DOL will use the Incident Command System (ICS) to manage planned or
spontaneous events.

PURPOSE
DOL developed this COOP Plan in conjunction with activities conducted by the State of
Washington Emergency Management Department (EMD) to create an enterprise response to
hazard threats. This plan establishes procedures to restore mission critical functions to assist the
State of Washington in meeting citizen needs. This plan outlines the procedures DOL will use to
respond to incidents or events which cause business disruptions requiring the need to restore
critical operations and services to full capacity.
This plan complies with Governors Directive 13-02, RCW 38.52 Emergency Management and
RCW 42.14 Continuity of Government Act.
This plan:
1. Prepares the agency to respond, recover from and mitigate the impacts after an incident,
natural disaster or catastrophic event.
2. Guides management during immediate aftermath of an incident or event that has impacted
agency staff, facilities or information technology.
3. Makes sure DOL can deliver ongoing mission essential functions and essential support
functions.
4. Serves as a guideline to respond to communications from the World Health Organization
(WHO) and the Center for Disease Control (CDC) as part of Washington State’s enterprise
hazard response.
5. Helps DOL leadership during an event to manage the agency’s response and recovery with
key stakeholders.
6. Prioritizes procedures to follow to recover operational capabilities relative to the event.
7. Facilitates the return to normal agency operating conditions as soon as possible based on the
size and complexity of the event.
8. Makes sure the agency’s COOP is viable, operational, and remains compatible with
Washington’s Comprehensive Emergency Management Plan (CEMP).
9. Reduces the exposure of the state of Washington to revenue loss and citizen non-
conformance to law because of the event.
10. Directs effective and efficient recovery from an event.
11. Schedules training and testing to make sure the plan is suitable for agency operations.

APPLICABILITY AND SCOPE
This plan applies to all Washington State Department of Licensing (DOL) regions, divisions,
programs, staff and contractors. This plan pertains to all facilities (owned and leased), systems
and vehicles.
The plan is developed to:
Be flexible and responsive
Be executed with little or no warning
Address a range of different events and considers each event’s size and complexity
Focus on the continuity of mission essential functions and priorities.
ASSUMPTIONS
1. Essential personnel will be available.
2. DOL can recall key positions to carry out the mission’s essential functions.
3. Co-location with other divisions or agencies will be possible.
4. Some employees will have the capability of working from home.
5. A representative Human Resources Office will be available to provide guidelines on
employee leave and collective bargaining agreements.
6. DOL will be able to purchase or contract for essential equipment and services to support
emergency operations.
7. DOL should be able to perform mission essential functions within 24 hours.
8. DOL will use and depend on information from local health departments.
9. DOL has successfully tested and put the Information Technology Disaster Recovery Plan
into place. The agency IT Security Plan contains guidelines to protect valuable data.
PLANNING CONSTRAINTS
1. The agency has 60 facilities located throughout the state. Planning for alternate locations
will be limited.
2. IS will follow their “Incident Response Flow Chart” located in the IS Disaster Recovery
Plan. Operational recovery times are dependent on the EDRC matrix. The Chief
Technology Officer will advise the Incident Commander or the EOC Manager of back-up
system or recovery times.
3. Employees may experience difficulties with internet connectivity at home or work during an
incident.

Director:
ROLES AND RESPONSIBILITIES
Has ultimate responsibility and provides policy for all phases of emergency management
Will report agency status and activity to the Governor’s Office
Will work in collaboration with the State Emergency Management Division’s Emergency
Operations Center for large regional events, and
Can choose to assume the role of Emergency Operations Center (EOC) Manager him/herself,
or delegate that responsibility to a member of the Emergency Response Group.
May seek exemptions from the Governor to waive fees for services, records, licenses or
indenticards for citizens or response entities effected by or supporting a State or Federal
Declared Emergency. An exemption may also be sought from the Governor to grant a 60
day waiver to expiration of licenses and indenticards.
Emergency Response Group:
Includes all of the Executive Leadership Team
Gathers at a location determined by the Director at the implementation of the COOP
Members are responsible for advising the Director in policy decisions
Members take direction from the EOC Manager, and
Members may be assigned to a NIMS position by the EOC Manager.
Emergency Operations Center (EOC) Manager: The EOC Manager is responsible for:
Organizing and directing activities of the Emergency Response Group
Making sure information is passed to internal and external stakeholders
Liaison with other agencies participating in the incident
Providing support to the Incident Commander, and
Tracking the status of issues and corrective action measures.
Incident Commander Typically, the Incident Commander is the highest ranking qualified person on site most capable of managing the incident response. A higher ranking person arriving at an incident, may assume
command, maintain command as-is, or transfer command to a third party. In all events, an
Incident Commander will have authority to make decisions to direct and resolve incidents. The
Incident Commander:
Provides overall on-site leadership
Takes policy and direction from the Emergency Operations Center Manager/designee
Maintains incident safety
Ensures information is passed to the Emergency Response Group, and
Directs the development of the Incident Action Plan
NIMS Positions Public Information Officer – Creates/disseminates messages to internal & external stakeholders. Liaison Officer – Coordinates with other organizations in support of incident response.
Safety Officer – Identifies and assesses safety threats.

Logistics Section Chief – Locates/deploys supplies and facilities in support of incident response.
Operations Section Chief – Directs efforts and tracks the status of incident response activities.
Planning Section Chief – Directs planning efforts and documents activities of the Emergency
Response Group.
Finance Section Chief – Organizes and tracks the financial aspects of incident response.
Mission Essential Staff Mission Essential Staff are identified in advance as required to make sure the agency can complete its mission essential functions (See Page 10). They are the employees most capable of

Emergency Management Administrator The Emergency Management Administrator is responsible for updating the COOP as needed. The Emergency Management Administrator will assist with agency response and Emergency
Operations Center management.

IMPLEMENTING THE COOP
A decision to implement the COOP is triggered by an incident, event or disaster which affects
DOL normal business operations, or at the direction of:

Governor’s Office
Center for Disease Control (CDC)
Personnel on the succession roster can implement the necessary actions identified in the COOP.
Individuals in successive authority must first attempt contact with the higher authority before
taking action.
An Incident Commander has authority to take initial steps to preserve life safety and direct
response activities. The Incident Commander will contact the Director or designee as soon as
possible.
Succession Conditions for succession of responsibilities are any inability to contact, communicate or direct agency activity.

Activate Emergency Response Group The Director or designee will activate the Emergency Response Group by contacting the individuals in the group and designating a rally location. The Director will identify an
Emergency Operations Center Manager.
Determine NIMS Positions Needed The Director or designee will determine what, if any NIMS positions are needed to better coordinate response to the incident. The type, size and complexity of the event will determine the
need for certain NIMS positions. Once determined, the Director will assign those positions to
members of the Emergency Response Group. (See Roles and Responsibilities for list and
description of NIMS positions)
Determine Mission Essential Function Needs The Director or designee will ensure the following mission essential functions are addressed in priority. Which, if any, functions are threatened will depend on the type, size and complexity of
the event.

DOL’s Vital Records and Data Systems needed to perform essential functions are captured in the
IS Incident Response Flow Chart from Disaster Recovery Plan. That plan is confidential and
held separately by ISD.
Notify Mission Essential Staff The EOC Manager or designee will contact Mission Essential Staff (identified in Roles and Responsibilities) to address disruptions to or threats of disruption to the Mission Essential
Functions listed above.
Identify Alternate Facilities Movement of staff may be required based on the type, size and complexity of the event. In some cases, mission essential personnel can operate from their home utilizing a laptop. Some mission
essential personnel may be required to operate from a functioning state office location. The EOC
manager will determine the location of the site by the size, complexity and location of the
incident. The EOC manager will also identify the alternate work locations when notifying
essential or critical staff.

Two facilities in the Olympia area can serve as an alternate location for mission essential work.
After facility assessments are conducted, the EOC manager will select one of the predetermined
sites or another alternate location. The EOC manager will use the priorities identified in the plan
to determine which essential functions to conduct at specific locations. The locations are:

Lacey Field Office, 645 Woodland Square Loop SE, Lacey WA
During large or complex events, the Department of Enterprise Services (DES) is responsible for
finding and assigning appropriate locations for state agencies to relocate. DES will base
assignments on priorities of the incident as directed by the Governor’s Continuity of Government
(COG).
Communicate Notifying Personnel - Executive Leadership Team will have the following numbers and methods available to notify key personnel:

Supervisors will make sure they have immediate access to the emergency telephone contact lists
for their staff at all times. The person at the top of the list will activate the phone tree. If that
person is unavailable, the next person will make the calls. Callers must:
Make contact with all staff, and
Make note of no contact calls and try until successful.
The caller will provide the following information:
1. Nature of incident
2. That the COOP is activated and their resulting role if applicable
3. When and where to assemble
4. Status of facilities
5. Known transportation and communication limitations, and
6. Actions necessary before assembling. (For example: bring supplies (overnight, food),
make phone calls)
Emergency Phone Lists - Responsible individuals will update their Emergency Phone List each
quarter. The following staff will maintain emergency phone lists:
Director’s Executive Assistant will maintain the Executive Leadership Team (ELT) list.
Executive Assistants will maintain ELT members’ direct reports list.
Manager and supervisors or their designee will maintain their direct reports list.
ELT members will develop a list of customers, vendors and other stakeholders intricate to their
program’s business to contact during business interruptions. During an event or incident, the
EOC manager or designee will make sure information is communicated to them when required.

DOL Emergency Line - The Chief Administrative Officer of the Administrative Services
Division is responsible for maintaining the DOL emergency line messages to provide updates
during an event. Staff can call the DOL Emergency Line 1-866-449-9911 to obtain incident
information and direction. Supervisors are to ensure their employees understand that they can
call this number for during an event.
Government Emergency Telecommunication Service (GETS) – The GETS card allows priority
calling during an emergency incident. The Emergency Management Manger is the point of
contact for ordering and issuing GETS cards. Staff assigned GETS cards will test them semi-
annually. Staff departing the agency or who no longer need their card will turn it in to the
Emergency Management Administrator.
The Emergency Management Administrator will issue GETS cards to the following staff:

Campus Communications – The Department of Enterprise Services (DES) will communicate
with Capitol Campus agencies using 400mg radios or mass e-mails via mystateusa. Notifications
sent by mystateusa are one way messages generated by DES or the Washington State Patrol. Not
all DOL employees receive these e-mail alerts. Recipients are limited to ELT and Emergency
Response Group members, the alert information should be shared as necessary. Radios provided
by DES offer two-way communications with them and other campus agencies. Two radios are
assigned and monitor by users in HLB, an additional radio is monitored by Facilities staff at the
Tumwater Warehouse.
RETURN TO NORMAL OPERATIONS
Terminating the COOP The Incident Commander will collaborate with the EOC Manager to demobilize from the COOP and return to normal operations as soon as practical and when safe facilities are available.
ELT and supervisors will follow phone tree contact list procedures to notify all staff of the date
and time of return to normal operations.
After-action review As soon as practical, upon resumption of normal operations, the Emergency Management Administrator will convene members of the Incident Command Post and Emergency Operations
Center to conduct an after-action review. The Emergency Management Administrator will
facilitate and catalog lessons learned for revision or addition to this plan and report outs to the
Governor’s Office or the Military Department.

Training and Exercises The Emergency Management Administrator will plan and coordinate sustainable COOP exercises and training. Agency policy will require the following training and exercises:
Training
The Emergency Management Administrator will provide ELT a COOP refresher briefing
annually.
ELT members will provide their Leadership Teams a COOP refresher briefing annually.
The Emergency Management Administrator will notify ELT and COOP Committee
Members of COOP amendments as required.
Supervisors will inform new employees of the existence and location of the agency’s
COOP. New employees will review the COOP within 30 days of employment.
All employees will review the COOP annually.
Exercises
The Emergency Management Administrator will schedule and oversee a tabletop exercise for
ELT annually.
The agency will conduct a full-scale exercise to test the COOP annually.
Emergency Phone lists will be tested by the person responsible for maintaining them
semi-annually.
The Emergency Management Administrator will solicit feedback and lessons learned from
exercises to incorporate into the COOP. The Emergency Management Administrator will also
report the agency’s exercise compliance with the Military Department’s Emergency Management
Division.
COOP Review
The COOP is a living document that will continue to change as the need arises and as the agency
matures in the process. (See Page 3 for specifics on revisions)
